Town Manager’s Message What is Climate Change All About and What’s My Role?
Begin to find the answer to these questions on Wednesday, April 23 from 1-4 pm at the Multi-Purpose Room #128 in the Community Center. The Town in conjunction with the CLEO Institute (Climate Leadership Engagement Opportunities) is sponsoring an educational forum on this critically important subject. The purpose of the forum is three-fold. First, it will be an informational session for our residents to learn more about the topic and impacts going forward. Second, it will serve as a training opportunity for the Commission and Town staff to better position the Town for future decisions including land development regulations and infrastructure planning/improvements. Third, it is an opportunity to collaborate with elected officials and staff from our neighboring as climate change/sea level rise challenges are not limited to municipal boundaries and any comprehensive solution logically should include a regional approach. The agenda for the Climate Change forum includes: 1) a presentation on the science of climate change and the rates of change; 2) identification of opportunities for local/regional mitigation and adaptation solutions; and 3) examples of local initiatives that have been implemented in response to climate change/sea level rise. By attending on April 23, you will learn more about climate change and how you can make a difference.
Seawall Replacement Project The Town has received a grant from the Florida Inland Navigation District to fund 50% of the cost of replacing Town-owned seawalls. The total project cost is estimated at nearly $1 million. During the month of April, this project will be out to bid with the anticipated award in May/June timeframe. The Town Commission has directed that language be included in the specifications that the contractor selected for this project extend the contract unit prices to homeowners who desire to undertake seawall improvements on their private seawalls concurrently with the Town’s project. While this would be a private transaction between the contractor and the homeowner, this could present an opportunity for the homeowner to undertake seawall improvements Continued on P. 4

Harding Avenue Restaurant Reminders Now that the enhanced Harding Avenue streetscape is completed, the Town expects there will be additional pedestrian traffic on the sidewalks in the Business District. The Town must ensure clear paths of travel for all pedestrians, including those in wheelchairs, using walkers or pushing strollers. Pedestrian walkability can be compromised by the placement of table and chairs by sidewalk cafés. The Town will be checking all sidewalk café locations to make sure there is safe, adequate passage for all pedestrians. Enforcement fines will be issued if pedestrian passage is blocked. Sidewalks adjacent to restaurants must also be swept and cleaned of all residue at the end of each business day.

SURFSIDE STARS PEOPLE OF NOTE
Actress Pamela Salem’s Journey of Fame Leads to Surfside
Film, stage and television star Pamela Salem has traveled a long and winding road before landing in Surfside with her actor husband Michael O’Hagan (see November 2013 Gazette). Pamela’s amazing journey is worthy of its own epic screenplay: from her birth and childhood in Bombay, India, to a boarding school in England and formal theater training in Germany and London, then to Los Angeles and now, Surfside. Pamela Salem has more than 60 film credits, has been in dozens of television series, has been on the stage in London and Los Angeles has produced plays and films. She has been Miss Moneypenny to James Bond in Never Say Never Again, the British Prime Minister on the West Wing, fought robots on BBC’s long-running Dr. Who series and her voice can be heard as the queen of England in the dubbing of Hellsing Ultimate OVA IV. Like most classically trained British actors, Pamela’s career began in theater. Saying she “always wanted to act” she attended the Central School of Speech and Drama in London and then began to work her way up to leading roles such as Madame Ranevskaya in the Cherry Orchard and Lady Macbeth in the British tour of Macbeth. After her and Michael moved to Los Angeles, she continued theater work between television and films and even found time to produce a series of plays for an Equity theater season. In television, Pamela has been a regular on several BBC series and sit-coms, including Into the Labyrinth,
a children’s fantasy series, French Fields and two different characters in the long-running sci-fi series Dr. Who (In 1977 and 1988). Like Star Trek “Treckies” in the U.S., rabid Dr. Who fans have regular conventions, where Pamela still draws a crowd. Last fall, she even signed autographs and performed skits aboard a Dr. Who reunion cruise that sailed from South Florida. In 1979, Pamela had a prominent role in Michael Crichton’s the Great Train Robbery with Sean Connery. When casting the next Bond movie in 1983, Connery suggested Pamela for the role of Miss Moneypenny in Never Say never Again. In Surfside, Pamela and Michael stay busy with new projects, including rehearsing a South Floridathemed radio series currently in development. Another television show may also be in works. “The Miami area really does have a lot of talented actors and excellent theater,” she said. When they are not traveling, Pamela and Michael enjoy going to the beach, entertaining guests and spending time with their dogs. Pamela also sings in the choir at St. Joseph’s Church, on Byron Avenue just south of Surfside. “It is beautiful here. at a competitive price as the contractor is already mobilized in Surfside. Last year, the Town Commission joined the Coastal Corridor PACE Program (Property Assessed Clean Energy). This program provides upfront financing for energy conservation and efficiency, renewable energy and other qualifying improvements. Seawall improvements have been reported as eligible due to protection from storm/hurricane events. The PACE program could assist homeowners in financing seawall improvements—either

through the Town’s contractor or a different contractor selected by the homeowner. Residents who are interested in the seawall project or PACE financing should contact Building Official Ross Prieto (rprieto@townofsurfsidefl.gov or 305-861-4863, ext. 231). Training Session to Boost Youth Mentoring
The Surfside Police Department recently hosted a full day training session for officers, Parks & Recreation employees and school staff. Called My Life My Power (MLMP), the training was led by founder Daniel Puder, a former mixed martial arts fighter and WWE Champion. It focused on developing mentoring Participants in the My Life My Power mentoring training program. techniques to positively impact youth by building their selfHarbour and Bay Harbor Islands. Program To Reunite Dog Owners and Pets Surfside dog owners are encouraged to participate in a new community program implemented by the Surfside Police Department. The Police Department is providing special tags to be attached to the collar of their pets. The dog tag will have the Police telephone number and a registration number. The registration number will enable the Police to contact the owner of lost or loose dogs without calling Miami-Dade Animal Control. The tag does not replace the County dog tag. This a free service. Taking your dog out for a walk? Remember that Town Code COMPLIANCE provides for dog owners to securely CORNER leash their dogs when in public. Not only does this keep your pet safe from vehicular traffic, but ensures there is no unintended contact with the public or other dogs. Dogs running at large are considered a nuisance and may cause problems when unexpected confrontations occur with unsuspecting residents. Always keep your dog leashed and collared with a current license tag, and be sure to pick-up and properly dispose of any waste deposits that your pet may leave behind (see related story at left).

Many know of the growing bond between the Town of Surfside and Maryhelen McCarthy, a police officer from Newtown, Conneticut and a first responder to the December 2012 Sandy Hook school tragedy. The friendship between Maryhelen and the Town began with the donation of the Ruth the Turtle sculpture to Newtown in February 2013 and grew over the past year as Maryhelen visited Ruth K. Broad K-8 Center to meet the children and published a story about how the healing relationship has positively effected so many. At the March Commission meeting, Officer McCarthy received a Town proclamation acknowledging her on-going efforts to build bridges between our communities. Maryhelen’s heartfelt letter that was published in a book can be read at the Tourist Bureau office at the Community Center. Surf Club Ground-Breaking Begins Major Project After several months of demolition, a ground-breaking ceremony at the Surf Club marked the construction of the largest single project in the history of Surfside. It will include several glass buildings that will include condominiums and a Four Seasons Hotel. The iconic 1929 Mediterraneanstyled club house building and ballroom will be preserved and refurbished. Leading the project is the Kroc Group, a development company from Turkey. PTA President Applauded for A+ Accomplishments
Julia Magnani, an active Surfsider who has assisted the Town in many capacities, was recently honored for her role as President of the PTA at Ruth K. Broad K-8 Center. Under her leadership, the PTA recently completed a major fund-raising project to assist in the refurbishment of the school’s two playgrounds and athletic field. Doorman Honored at Retirement The Surfside Towers Condominium recently held a retirement party to say goodbye to their beloved doorman of 18 years, Harold Markowitz. More than 100 friends and residents attended the event in the social hall to thank Harold for his dedicated service and cheerful personality. Harold cuts the cake at his retirement party.

Increased Police Efforts End Auto Crimes
During the last week of February, Surfside experienced an overnight rash of auto crimes, including thefts of property from unlocked vehicles and two stolen cars. To combat those crimes, the Police Department held several community awareness meetings, distributed crime prevention flyers, posted information on the website and increased police presence in the residential areas. The Police Chiefs from Bay Harbor Islands and Sunny Isles Beach Police Departments also sent support with additional officers patrolling Surfside. The crimes stopped immediately. The stolen cars were recovered in other jurisdictions. The crime suppression efforts resulted in eight arrests (one for auto theft),134 suspicious person or vehicle stops and 29 traffic citations. In March, the Police also worked with the Miami Beach Police Department Narcotics Unit on an investigation that resulted in the arrest of a drug dealer in Surfside for possession and sale of heroin.
Sand from Surf Club to Restore Surfside Beach As you may have already seen, the beach is being refreshed with a layer of new sand. The Surf Club project is providing sand from their construction site to benefit the beach as per Section 161.053 of Florida Statutes.These regulations essentially state that any sand that is excavated east of the Coastal Construction Control Line must be re-used in the same area. This sand was tested and found to be compatible with Surfside beach sand. It will provide a little over a foot of new sand and will be spread throughout the whole beach from 96th Street to 94th Street.

The project will continue until turtle nesting season begins on May 1. At the excavation site, the sand is cleaned and transported to the beach where it will be spread by earth moving equipment. Smaller vehicles and personnel will escort the machinery up and down the beach with Surfside Police vehicles stationed near the entry point and the public right of way. The work will take place Monday–Saturday, 8 a.m.–6 p.m. When the project is complete, Surfside’s beach will have a new layer of sand and rejuvenated dunes to enjoy. Volunteer Groups Lend a Hand to Restore Dunes Surfside partnered with the Youth Environmental Alliance to sponsor a successful dune restoration project on the beach just north of the Community Center. More than 100 volunteers participated in the event, which included planting of 1,000 sea oat plants and nearly 300 other varieties of salt-tolerant shrubs that will stabilize the dune line and protect it from erosion. The Public Works staff delivered the plants supplied irrigation water and coordination. Thanks to all those groups who participated, including students from Surfside’s Teen Scene and Nautilus Middle School and employees from Hands on Miami, Best Buy and Kohls. Runners and Walkers Enjoy Surfside Beach 5K Run It felt like summer for Surfside’s 8th Annual Winter 5K Beach Run on an unseasonable warm February weekend. Approximately 175 runners and walkers enjoyed the balmy morning and the new course that started and ended on the beach by the Community Center. The overall male winner was Carlos Perez, who finished in 19:18. The overall female winner was Jen Walter, who finished in 22:54. The participants enjoyed plenty of water and refreshments and a post-race awards ceremony. Thanks to the sponsors, volunteers, Police Department and the Parks and Rectreation staff for making the event a success.

Movie Under the Stars Surfside families and friends came out and joined the Parks and Recreation Department to watch a movie under the stars at the Town’s 96th St. Park on Saturday, March 1, 2014. The movie was shown on a huge 15 x 20 foot inflatable screen as movie watchers sat on the lawn grass.

It’s Sea Turtle Nesting Season in Surfside
•
March to October is sea turtle nesting season in Florida beachside communities such as Surfside. If you see an adult sea turtle or hatchling on the beach: DO NOT report normal crawling or nesting (digging or laying eggs) unless the turtle is in a dangerous situation or has wandered off the beach. (In 2011, a
baby hatchling crawled off the beach, into the Community Center and headed for the pool). • STAY AWAY FROM THE TURTLES. Nesting is a critical stage in the sea turtle’s life cycle. Please leave them undisturbed. • DO REPORT all stranded (dead or injured) turtles to the Florida Fish and Wildlife Conservation Commission. • NEVER handle hatching sea turtles. If you observe hatchings wandering away from the ocean or on the beach, call 1-888-404 or *FWC (mobile phone).
Police Department Issues Patrol Officer Kits In March, the Surfside Police Department issued and trained all police officers with Individual Patrol Officer Kit (IPOK). The kit contains: Combat Application Tourniquet (C-A-T), Emergency Trauma Dressing, Combat Gauze - Hemostatic Dressing and Black Talon Nitrile Trauma Gloves. The IPOK provides officers with a compact and durable hemorrhage control kit to treat bleeding from penetrating and traumatic injuries. The kits allow officers to keep a compact bleeding control kit on their person, where it is needed most, for critical emergencies as they await the arrival of the MiamiDade Fire Rescue Department. The Dallas and Indianapolis Police Departments also recently issued their police officers similar type kits.
