MESSAGE FROM THE TOWN MANAGER
Reflecting on a Successful 2015 As we approach the end of 2015, all of us should take a moment out of the busy holiday season to reflect on personal and professional achievements and milestones. For me, I will soon celebrate my one year anniversary as Manager of the wonderful Town of Surfside. Looking back on a busy year of countless activities and projects, my first thoughts revolve around meeting and working side-by-side with the Town’s elected officials, staff and active residents. Surfside is blessed with dedicated employees who provide residents with a very high level of service. The Police Department remains proactive and has increased its community relations efforts, special programs and initiatives and added more opportunities to dialogue with citizens. Residents of all ages benefit from the many Parks & Recreation programs, the Aquatic Center and the Community Center. The Public Works Department, Sanitation and Utilities are not only maintaining our infrastructure, but working to improve and beautify the Town. Surfside’s elected officials provide excellent leadership and strive to keep the Town an outstanding place to live, work and play. Finally, the heart and soul of a municipality is its residents. Surfsiders are involved and caring residents living in close-knit neighborhoods. They are passionate about maintaining and improving the quality of life within their Town. They are an inspiration to me and the staff. The Town’s future is bright with unlimited potential. A Day to Honor the Service of Veterans Surfsiders honored the service of its military veterans at an uplifting ceremony on the eleventh hour of the eleventh day of the eleventh month. Action at the November 10 Commission Meeting Voted to approve the following resolutions: 1. Providing for holding a general municipal election under the date of March 15, 2016 for the election of mayor and all four commissioners. 2. Authorizing the Town to enter into an agreement with PaybyPhone Technologies, Inc. and the Town of Surfside; piggybacking off the competively bid contract awarded by the City of Miami Department of Offstreet Parking a/k/a/ Miami Parking Authority. 3. Supporting the current version of the draft bill entitled Misuse of Public Office Act; providing direction to the Town Clerk to transmit a copy of this resolution to the Office of Senator Gaetz and the Office of Governor Rick Scott; the Board of County Commissioners of Miami-Dade County, all municipalities in Miami-Dade County, the Miami-Dade County League of Cities, and Florida League of Cities. 4. Waiving the bid process pursuant to Section 3-13(6) of the Town of Surfside Code of Ordinances; authorizing the Town Manager to enter into a sole source agreement with Sun Recycling and the Town for solid waste disposal and recyclables, processing services, vegetation disposal, construction debris disposal and for the Town to receive a franchise fee from the commercial roll-off container service. 5. Amending the Annual Budget resolution adopted for Fiscal Year October 1, 2014 to September 30, 2015; for the purpose of amending the Annual Budget in the Police Forfeiture Fund budget for the Fiscal Year ending September 30, 2015.
Voted to adopt the following ordinance on 2nd reading: 1. Amending Article I of Chapter 34 “Environment” and specifically creating Section 34-10 “Prohibitions regarding the sale or use of expanded polystyrene food service articles by food service providers and stores; exemptions.”

Mayor Daniel Dietch Named to CLEO Leadership Circle Surfside’s Mayor Daniel Dietch was recently inducted to the Climate Leadership Engagement Opportunities (CLEO) Institute Leadership Circle. The CLEO Institute, works with schools, municipalities and organizations regarding climate change, the defining environmental issue of our time.

Holiday Caroling in the Surfside Business District
Residents and visitors are invited to join the Children’s Choir of Ruth K. Broad Bay Harbor K-8 school as they go caroling throughout Surfside’s Downtown visiting businesses to spread joy, cheer and happiness for this holiday season. The caroling will take place on Monday, Dec. 14 at 1 p.m. Meet at Surfside Town Hall, 9293 Harding Avenue. The event is sponsored by the Surfside Business Association.

All Dogs Must be Leashed The Town of Surfside will be enforcing unleashed dog violations. According to section 10-28(c) of the Town Code. The daily civil fine for a first offense is $50 and a daily fine second/repeat offense is $100. Please leash your pet!
Shred-a-thon Handles a Ton of Paper The Surfside Police Department recently hosted its first shred-athon, encouraging residents to properly dispose of their sensitive documents. Approximately 2,000 pounds of paper was shredded. The Miami Walk to End Alzheimers event was a success! The Southeast Florida Chapter Walk attracted more than 2,500 at Museum Park in downtown Miami. The walk raised more than $210,000. Thanks to all who participated and supported TEAM Surfside during the fundraising events, activities and the walk.

POLICE BEAT Chief Allen Recognized by Police Department Adds Miami Beach Police Department Off-Road Vehicle
The Surfside Police Department recently purchased a 2015 Polaris from forfeiture funds to provide safety, patrol and emergency response to the beach.
Surfside Police Chief David Allen and Chief Charles Press of Key Biscayne Police Department were recognized and received the Miami Beach Police Department’s One Hundred Year badges by Chief Daniel Oates and the Miami Beach Police Department Command Staff.
Citizens Police Academy Celebrates Graduation
The Surfside Police Department’s Citizens Police Academy (CPA) recently held its graduation ceremony for its 14th class. Graduates completed a series of 12 classes over a six-week period on topics such as aviation patrol, K-9 unit, crime scene investigations, marine patrol, driving range, firearms range, SWAT and crime scene investigation. Families Flock to Fun & Safe Halloween Block Party With help of donations from local businesses, the Surfside Police Department coordinated a Halloween evening block party in the residential neighborhood. Spooktacular !
Event Attracts Over 1,000 to 96th St. Park
The 96th Street Park was transformed into a Halloween carnival on October 30. The fun included a haunted maze, rides, snacks, candy, crafts, a masked DJ playing music, dancing, games and several hundred costumed characters of all ages – both spooky and spectacular! It was estimated that more than 1,000 attended the event throughout the evening. Congratulations to the Parks and Recreation Department for another excellent event.
