Town Manager’s Message It’s October as I write the Manager’s column and it is the first month of our new Fiscal Year (FY14/15). In August, each property owner received a notice of proposed property taxes for 2014. Your Surfside taxes listed on the notice were based on 5.2 mills. During the budget hearings, the Town Commission lowered the millage rate to 5.0293 mills. This is the fourth consecutive year your Town Commission has lowered the millage rate. During the recently completed fiscal year, the Police Department instituted a Neighborhood Resource Office (NRO) Program. Officer Dianna Hernandez heads up this initiative. The NRO works with residents to minimize concern and negative perceptions associated with crime through a direct working partnership with citizens. We have recently coordinated our outreach efforts to welcome new residents with the NRO program. If you are a newer resident, we encourage you to contact Officer Hernandez at the Police Department at 305-861-4862, dhernandez@townofsurfsidefl.gov and arrange a meeting to find out more about our neighborhood programs and Town Services. Also, you will be provided with our new welcome packet which we think you will find interesting and useful. In May we reported on the Town’s effort to begin a community dialogue on the possible expansion (second story edition) of the Community Center. An ad hoc committee was formed consisting of members of the Parks and Recreation Committee and the Tourist Board. This committee met throughout the summer to discuss this project which was listed as the #1 priority of the Parks and Recreation’s Five Year Capital Program. Following many meetings including community outreach, the committee recommended that this project be put on hold for 2 years as the current Community Center is only 3 years old and closing our newer Community Center for a period of up to one year to construct a second story addition is not the best option at this time. Finally, November 4th is Election Day. Town residents will be asked to vote on 7 proposed Charter amendments. Each resident was mailed a Voter’s Guide in early October providing an explanation of each Charter amendment. The Voter’s Guide and Ballot are on the Town’s website: www.townofsurfsidefl.gov. Small Business Saturday Advocates November 29th is Small Business Saturday. The goal of the national initiative, founded by American Express, is to get customers to support their local businesses. Code Compliance Director Named to Board of Code Enforcement Association Surfside Code Compliance Director Joe Damien was recently installed as the 1st Vice-President of the South Florida Association of Code Enforcement (SFACE). The organization serves as the local Chapter of the Florida Association of Code Enforcement and provides a platform for continuing education and information sharing among code enforcement professionals in Miami-Dade and Monroe Counties. Mr. Damien was sworn in along with several other officials from neighboring and local municipalities.

Strong Surfside Pension Plans Get A+ Among Florida Cities The Leroy Collins Institute recently released a report that analyzed the nearly 500 Florida municipalities that manage their own employee pension plans. Congratulations to the Town of Surfside, which was one of only 47 municipalities that were recognized as top performers for having well-funded plans. Furthermore, Surfside was only one of nine municipalities that had more than one plan with a top grade (for both General Employees and Police Officers). This would put Surfside among the top 2% among all municipalities! The study looked at several factors, including the level of fund ratio, annual contributions by the town and employees and assumed return on investments.

A Member of the Greatest Generation, WWII Veteran Norman Superstein
Of the many thousands of American soldiers who fought in Europe during World War II, very few saw combat in three different theaters. Even less are still with us today. Norman Superstein, a retired CPA and Surfside resident for nearly 40 years, spoke about his war time experiences in Northern Africa, the invasion of Sicily and D-Day on Omaha Beach as a replacement rifleman for the 1st Infantry. As he approaches his 69th Veterans Day observance since he left the U.S. Army, Norman is quick to say that he was not a hero, but just a lucky soldier who did what his superiors told him to do. “The real heroes did not come home,” he said. A native of Philadelphia, Norman excelled at sports in his youth. After high school, he enrolled in college, which temporarily kept him out of the military. But in late 1942, as WWII escalated, Norman left school and signed up at age 21. Basic training was in Camp Welton, Georgia. He was first shipped to Tunisia in North Africa, but by the beginning of 1943, fighting in North Africa was winding down. Norman then underwent special training for beach invasions and participated in a grueling assault to take Sicily. Led by General George Patton, the five day siege only succeeded after U.S. destroyers supported the troops by bombarding the beaches and coast. After Italy, Norman went to England, where he spent six months training for the largest invasion in history. He was in the second wave of landing crafts at Omaha beach on June 4, 1944: D-Day. Because of the carnage on the beach, his group overran the first wave. “It was chaos. But we stayed together and eventually destroyed

the pill boxes,” he said. Norman’s regiment fought their way off the beach and joined with the 1st Infantry as they pushed through Norman Superstein in 1943 and today. France and into Germany throughout the summer of 1944. In September, Norman was shot in the chest at close range while battling the Nazis. His injury was severe and he was sent to England to recuperate. He finally returned home to Philadelphia early in 1945. He finished school and began working as an accountant. In 1950, he married his wife of 64 years, Madeline, a native of Paris. They honeymooned in an exotic seaside town in South Florida called Surfside. It must have made an impression. After living in Philadelphia for 17 years, the Supersteins moved to Surfside in 1967. They have three children and two grandchildren. Norman retired in 2008 at age 88. He occasionally speaks to school-age children about his war experiences, but stresses that it is for their education, not for his ego. He continues to swing the spotlight off himself and to salute the many other veterans in Surfside on this coming Veterans Day including those who served in the Pacific and all other wars. Although Norman is a reluctant hero, he certainly fits the definition and we are proud to have him as a Surfside resident. Norman speaks before a school classroom.

Avoid Becoming a Victim of a Distraction Burglary Criminals are always finding new tricks and methods when it comes to burglarizing a home. One type is the “distraction” burglary. In this type of con, the “visitor” comes to your home and tells you a lie to gain access to your home or to create a ruse to distract you so an accomplice can slip in, which is the most common method. The criminals may state that they work for the electric or telephone company or need to enter your yard because they are doing work at your neighbor’s house. While you are speaking with the “worker,” the second criminal enters your bedroom to steal jewelry and cash. They leave before you realize your property has been stolen. The most frequent target for these distraction burglaries are the elderly and vulnerable.
Fire Boat Stationed at 79th St. Causeway Beginning in October 2014, the Miami-Dade Fire Department will be stationing a fire boat into service from the Pelican Harbor Marina (along the 79th Street Causeway). This boat will cover the north section of the county (including the Surfside bayfront) from the Julia Tuttle Causeway to the Miami-Dade/ Broward County Line.
Dogs on the Beach Regulations The Town of Surfside and Miami-Dade County have strict laws concerning dogs on the beach. Please note the rules below and be aware that warnings and fines will be issued if they are not followed. • All dogs (leashed or unleashed) are prohibited on the beach area east of the dunes to the ocean per Miami- Dade County Code Section 5-20 and Town of Surfside Code Section 10-33 ($100 fine). • Leashed dogs are allowed on the hard pack area west of the dunes and the walking path. Unleashed dogs are not allowed ($50 fine). • We ask for your cooperation to restrict your dogs (leashed or unleashed) from the walking path on the dunes because it is narrow and a safety concern to others. • Leashed certified service dogs are permitted on the beach, hard pack and walking path. • Pet feces must be picked up and disposed of in proper waste receptacles ($100 fine). Please call the Police Department at (305) 861-4862 to report non-compliance.

Follow these tips to help prevent you from becoming a victim of a distraction burglary: • If you’re not sure who the person is behind the door, don’t open it! • If you’re unsure about the nature of one’s visit, again, don’t open the door. • If you are successfully lured outside of your home, make sure to lock the door behind you. Also, make sure all entryways leading into your home are locked as well. This includes doors, windows, and the garage. If something just does not sound right or makes you feel uneasy, it usually isn’t. Do not open the door. Call 911 or the Surfside Police immediately at 305-861-4862. We will be there in a few minutes to stop and verify who your visitors are. Remember to be safe, keep an Eye on Surfside and watch out for your neighbors.

COMMUNITY PROJECTS KEEP PUBLIC WORKS BUSY Biscaya Drainage
95th Street Phase 2
Construction continued in October after permitting and water delays. Public Works is moving forward with the installation of the 24-inch drainage pipe that will drain north toward the access canal to Point Lake. One more structure will be installed along with approximately 180 feet of drainage pipe to complete this project.
The Town Commission approved this project at the September Commission meeting. The foundation has been laid and the installation of stairs, sidewalks and swerving lime rock walkway will be done in the second phase. The new beach shower and pavers were delivered and Public Works began installation. The existing palm trees have been relocated and additional palms were planted on the north property line of the 9501 building. This project will complete the overall designed project, which started in August of 2013 with street improvements from Collins Avenue to the seawall with installation of drainage, pavers, street lights and new Medjool Palms. Phase 2 will be completed within 30 days with no cost to the Town as it is solely financed from proffers received from the property at 9501 Collins Avenue, which borders the north portion of 95th Street.
Town Hall Town Hall roof and chiller system projects began in October. The air conditioning contractor, DAC, delivered two of the five chiller components to Town Hall. Unlimited Roofing has also delivered the material needed for repairs and have begun to remove the old roof preparing for the new installation. Both operations will be going on at the same time so that the two projects will be completed simultaneously.

PACE Financing Available for Home Upgrades A meeting has been scheduled at Town Hall to present the PACE program on Wednesday, November 19, 2014 at 7 p.m. in the Commission Chambers of Town Hall. Property Assessed Clean Energy (PACE) is a local governmental program that allows municipalities to give financing to private property owners for energy efficiency, renewable energy and hurricane protection improvements to their properties. The property owner pays the loan back over periods as long as 20 years through a special assessment on their property tax bill. It is 100%, non-credit based financing which allows property owners easy access to capital. The single largest obstacle to energy efficiency and hurricane protection property upgrades is the out-of-pocket, upfront expense. This program now eliminates that obstacle. The State of Florida passed a PACE statute in 2010 which allowed for municipalities to adopt the program at a local level, and Surfside was one of the first to embrace the program. In 2013, the Town Commission voted to join forces with cities throughout the county to create a district known as the Clean Energy Coastal Corridor PACE District to provide PACE financing to local residents and businesses. Ygrene Energy Fund Florida administers the program on behalf of the cities and administers PACE programs around the country.
For a project to be eligible for financing, it must be related to energy efficiency or hurricane protection, and also be permanently affixed to the property. It doesn’t include more efficient appliances, but can include insulation, more efficient air conditioning systems, high impact windows and doors, sea walls, strengthened roofs, solar power and efficient water heaters. To find out if your property may be eligible, visit the district website which is www.flgreencorridor.com and enter your property’s address. If you are eligible, the website will send you a link to fill out the application. If you have questions, call Ygrene at 305-569-0015. Ygrene has a list of certified local contractors who can do the work. Go to the district website and click on Companies at the top of the page. The contractors can also answer your questions. Residents have already financed approximately $5 million in upgrades.
Temporary Change in County Water Treatment
The Miami-Dade Water and Sewer Department will temporarily change the method of chlorination at each of its regional water treatment facilities in November. Free chlorine will be used to provide a stronger disinfection and bleaching process than the combined chlorine treatment which is normally used at the water plants. This change in treatment will occur Nov. 3-16, 2014. During this period, residents may experience unusual chlorine taste or odor in the tap water. These temporary conditions will not cause adverse health effects. This periodic change in chlorine treatment takes place annually and ensures adequate disinfection levels in the water.
