2015-16 Fiscal Year Budget Approved by Commission
GAZETTE
On Monday September 21, the Surfside Commission approved the 201516 Fiscal Year Budget – which began on October 1 – based on the same millage rate as last year, 5.0293. The final approval marked the end of months of meetings, reviews, workshops and hearings. The work of Town staff and elected officials resulted in a budget that provides highest level of quality service for the lowest possible cost to residents. Within the approved budget, there are three overall funds: the General Fund, Capital Project Fund and the Enterprise Funds. In the past year, rising property values resulted in a increase of more than 12 % in Surfside’s total Certified Taxable Value (just over $1.5 billion). This increase generated $792,543 of additional tax revenues which will be used to replenish the General Fund Reserves and to fund capital projects. The Capital Project Fund includes funding for the second phase of financing a new Enterprise Resource Planning (ERP) system and includes Town Hall improvements, a new video production and camera equipment in the Commission Chambers for improved broadcasting of public meetings and the seawall repair. The Enterprise Funds include the Parking, Solid Waste Collection, Water and Sewer and Stormwater Funds. The solid waste residential rates will be reviewed at the beginning of the next calendar year and the solid waste residential revenues will be monitored during the year to ensure they are meeting operating expenditures and capital costs. The current water and sewer rates will also be analyzed during FY 15/16 to ensure sufficient revenues are received to meet operating and debt service ratio coverage. Travel Back in Time with 3rd Thursdays 2016
Mark your calendar for 3rd Thursdays starting January 2016 with all new throw-back themes providing entertainment and surprises. The 2016 events will be a fun ride for young and old: from 1950s greasers to bell bottom wearing hippies to disco divas. Surfside’s free community block party will be on the third Thursday of each month, January through April from 7-9 p.m. at 95th Street between Collins Avenue and Harding Avenue. It is open to the public. Additionally, food truck vendors offer their unique culinary delights to all attendees. Members of the Surfside Circle have access to the exclusive VIP section and amazing giveaway items (while supplies last).
Parks & Recreation Earns Cover Shot If the photo on the magazine cover below looks familiar, it’s because it was on the cover of the August Gazette. The photo of youngsters on the Surfside beach is now on the cover of the state-wide magazine of the Florida Recreation and Parks Association (FRPA). Thanks to the help of nearly 100 summer campers on the beach, the winning photo received the most Facebook “likes” in a contest to promote It Starts In Parks. Surfside Parks & Recreation also received $100.
Town Commission Action at the Sept. 8 Meeting Resolutions: 1. Approving an after the fact increase of the Parking Meter Rate from $1.25 to 1.50 per hour for all Town parking spaces. 2. Approving the group health and vision with Unitedhealthcare, dental coverage with Guardian and term life insurance, accidental death, short term disability, and long term disability with Mutual of Omaha. 3. Authorizing the continuation of insurance broker services with Adams Benefit, Inc. to be the insurance broker for all the Town’s services related to employee health, disability, life, dental and other related benefits programs.

Supporting the Dade County Beach Erosion Control and Hurricane Protection Project, and urging MiamiDade County, the State of Florida, and the United States Army Corps of Engineers to provide recurring appropriations to advance beach renourishment in Surfside and Miami-Dade County on or ahead of schedule; providing direction to the Town Clerk to transmit a copy of this Resolution to the Board of County Commissioners of Miami-Dade County, Florida Clerk of the House, Governor, Senate President, House Speaker, Chair and Members of the Miami-Dade State Legislative Delegation, and the United States Army Corps of Engineers.

Free Women’s Self-Defense Class on Thursdays in October
Join the Surfside Police Department and Parks and Recreation as they present a series of free Women’s Self Defense Classes. This important training teaches you how to resist and escape a sexual assault. The techniques are easy-to-learn and use. These techniques do not require strength, speed or coordination and are perfect for women of all ages and physical types. Please wear gymtype clothes and sneakers. The classes will be held at the Community Center on Thursdays, at 6:15-8:15 on October 1, 8, 22 and 29. Pre-registration is required per class. Class space is limited. Sandra Novoa Earns Master Municipal Clerk Designation Surfside Town Clerk Sandra Novoa was recognized at the September Commission meeting for recently receiving the Master Municipal Clerk designation from the International Institute of Municipal Clerks. On
hand to present the certification to Sandra was Florida Association of City Clerks President-elect Chevelle Nubin from Delray Beach. Car Thief Nabbed During Traffic Stop
check revealed his driver’s license was suspended. The vehicle’s tag was found to be stolen from Hialeah and the vehicle itself was reported stolen from Plantation, Florida. A backpack was found in the trunk containing several tools, masks, a knife and an ASP baton. Another backpack contained costume jewelry. The driver was charged with grand theft auto, possession of a stolen tag and burglary tools. Detectives are investigating if a burglary occurred. The subject was on probation for fraud charges in Broward County. These officers not only apprehended an individual in possession of a stolen vehicle, but may have prevented a burglary. While conducting a traffic stop on Collins Avenue, Sergeant Patrick McKenna and Officers Joseph Matthews and Craig Lovellette stopped a car for speeding. The driver stated he lost his driver’s license and gave the officers a U.S. Employment Authorization Card. A record
All Dogs Must be Leashed The Town of Surfside will be enforcing unleashed dog violations. According to section 10-28(c) of the Town Code, “All dogs shall be securely leashed when off their owners’ property. An unleashed animal roaming at large shall be deemed a public nuisance, and its owner shall be in violation of this article. Any dog running at large shall be seized by any police officer of the town or by agents of the county animal services and shall be impounded within the public dog pound as provided by county ordinance.” The daily Civil fine for a first offense is $50 and a daily fine second/repeat offense is $100. Please remember to leash your pet!
Human Trafficking Awareness Symposium A symposium entitled Human Trafficking Awareness Symposium: Prevention, Apprehension and Rehabilitation will be held on Thursday, October 8, 2015, at 6:30 p.m. The event will be held at Florida National University Hialeah Campus, located at 4425 W. Police Awarded Pedestrian and Bicycle Safety Grant Traffic crashes involving pedestrians and bicyclists are more likely to result in fatal or serious injuries than any other types of crashes and the financial impacts and suffering caused by these crashes are significant. To mitigate these types of traffic crashes, the Surfside Police Department sought grant funding to perform proactive details and public outreach to target the unsafe behaviors and actions of all road users including motorists, pedestrians, and bicyclists. FDOT has made grant funding available for law enforcement agencies to conduct High Visibility Enforcement operations for pedestrian and bicyclist safety. Most Surfside pedestrian/bicycle traffic crashes take place on Harding Avenue and Collins Avenue between 94th Street and 96th Street. These locations contain the Town’s business district, high occupancy residential dwellings and religious institutions. The Police Department determined the FDOT High Visibility Enforcement for Pedestrian and Bicycle Safety Grant would assist in our traffic crash mitigation initiatives and allow for overtime funding to perform these initiatives. The Police Department is eligible to receive $17,325 through May 2016. The Department would initiate one detail per week for a 3.5 hour time frame with two officers to target the grant’s objectives.
