GAZETTE
The Town Commission appointed a new committee to advance stewardship of the beach for Surfside residents, visitors and future generations, while addressing beach management topics, including beach concessions, beach nourishment and strategies to adapt to sea level rise and climate change. Although the first item to be addressed by this committee is the management of beach chairs, it is probably a simple issue when compared to the challenges that sea level rise presents to an island, whose highest point is eight feet above sea level. The work of this committee is not limited to the relationship of the ocean to our beach; it also includes the intercoastal and its relationship to the abutting properties, both privately owned and the public spaces along the waterfront. Personally, I look forward to working with the committee to bring to the Town Commission cutting edge ideas that will serve as guidelines to other coastal communities in Florida. I will quote something stated recently in the news: “Think small and limit your dreams.” We have an opportunity to think big. - Guillermo Olmedillo, Town Manager
Kids Ride Waves of Fun at Surfside Surf Camp Summer vacation came to an end on a huge high note for dozens of youngsters who attended Surfside Parks & Recreation’s fourth annual surf camp for children with autism and related social challenges. Surfside teamed with Pediatric Psychology Associates and local surf instructor Walter Javier to host the popular two-week summer surf camp. The event continues to grow with new participants and many who return from previous camps. Though many of the campers were new to water sports, most were standing on the surfboard after a few lessons. The goal of the camp is to provide a fun experience while introducing children to the ocean.

Surfside staff have completed an ambitious Customer Service Champion Certification Program called Miami Begins With Me. The threehour complimentary class is offered by the Greater Miami Convention & Visitors Bureau and highlights the following topics: The Economic Importance of Tourism & Key Events, Greater Miami’s Amazing Attractions, Greater Miami Heritage and Neighborhoods and Customer Service Tips. Congratulations to the Town staff that have completed this training!
Recycle Your Used Electric Items at Town Hall Wondering what to do with that closet full of old computers and out-dated electrical items? Surfside now has a e-waste bin located by the 93rd Street entrance to Public Works (east of the main Town Hall entrance). The Town has teamed with recycler Electric Ants to collect old cell phones, laptops, flat screens, batteries, printers and cartridges. Be green and bring your end-of-life electronics to Town Hall, 9293 Harding Avenue.

Vice Mayor Recognizes Resident-Owned Business
Surfside will get a little cooler on Sunday, December 13 from 11 am to 3 pm with the first “Simply Surfside Classic Car Show.” The parking lot at 94th Street will host more than 80 classic cars as they compete for the Top 20 awards. During the event, vote for your favorite car by bringing a new, unwrapped toy for the Surfside Police Department Holiday Toy Drive. Complete with food trucks, music and more, so mark your calendars!

Telling a story in pictures is Surfside, the newest addition to Arcadia Publishing’s popular Images of America series. The book, by local author Seth Bramson, was released on August 22, 2015. The book boasts 200 vintage images, many of which have never been published, and showcases memories of Surfside’s days gone by.

Drug Drop Off on Sept. 26 The Surfside Police Department is hosting a National Take Back Initiative on Saturday September 26, 2015 from 10 a.m. to 2 p.m. The National Take Back Initiative is an opportunity for the public to surrender expired, unwanted and unused pharmaceutical controlled substances and other medications to law enforcement for destruction. A collection box will be placed at the Surfside Police Department for citizens to drop off pharmaceutical products and liquids, sealed in their original container. Intra-venous solutions, injectibles, and syringes will not be accepted. For more information, contact Dina Goldstein at (305) 861-4862.
Register Now for the Citizen’s Police Academy
The Surfside Police Department is now accepting registration for the 14th Annual Citizen’s Police Academy (CPA). The Academy begins Tuesday September 8 and takes place every Tuesday through November 17. Classes are from 6-9 p.m. at Town Hall. The 11 classes include Fire Rescue, Aviation Unit, K-9 Unit, Marine Patrol, Crime Scene Investigations, Homicide Investigation, Judicial Process and Florida Court System and Firearms Range. Parking Meter Rate Increase At the August 11, 2015 Surfside Commission meeting, a parking meter rate increase of 25 cents from $1.25 to $1.50 per hour was approved and will commence on October 1, 2015. The previous parking meter rate of $1.25 per hour had been in effect since November of 2011, and increased maintenance and operational costs necessitate the rate increase. The new Parking Meter rate of $1.50 per hour is comparable to the hourly rates of our surrounding local jurisdictions and other Miami-Dade municipalities: Sunny Isles $2, Bal Harbour $2, Bay Harbor $1.25, City of Miami $1.50 - $6, Miami Beach $1.75 (South Beach), $1 (North Beach), Coral Gables $1.50 and South Miami $1.50. As in past years, Surfside residents may participate in the Annual Resident Parking Program and purchase up to three parking permits per household. An application for the Parking Permit is included in this issue of the Surfside Gazette and is available at Town Hall during business hours between 9 a.m. – 5 p.m., Monday through Friday.

To approve the purchase of a 2015 Case SR 160 Skid Steer loader piggybacking off the State of Florida Term Contract No. 760-000-10-1 for $32,000 from Machinery And Equipment Account No. 404-5500- 538.64.10. 3. Supporting the creation of the South Florida Mayors’ Beach Alliance; directing the Town Clerk to transmit a copy of this Resolution to the Board Of County Commissioners Of Miami-Dade County and all the member municipalities of the South Florida Mayors’ Beach Alliance. 4. Voted to adopt the following ordinance on second reading: 1. Amending Chapter 90 “Zoning”, and specifically amending Section 90-50 “Architecture and Roof Decks” to limit the permitted colors in the H30A and H30B Zoning Districts to the four lightest colors on a color swatch; providing for inclusion in the code; repealing all ordinances or parts of ordinances in conflict.
Human Trafficking Resolution Passed
A resolution was passed at the August Commission meeting to urge assistance to victims of human trafficking. (L-R) Vice Mayor Eli Tourgeman, Florida National University (FNU) Community Relations Director Rachel Tourgeman (sister of the Vice Mayor) and Assistant State Attorney Luis Caso of the Human Trafficking Unit. Additionally, the Vice Mayor addressed the Powerhouse Human Trafficking Steering Planning Committee at FNU and presented the resolution approved by the Commission to the Florida Legislature to adopt the Child Witness Protection Act as promoted by the Miami Dade Attorneys Office to find solutions to eradicate human trafficking and provide support victims and families of this modern day slavery exploitation.

Officer Lesmes Ruiz Apprehends Car Jacking Suspect
In the early morning hours of July 27, Officer Lesmes Ruiz pulled over a vehicle for a headlight out. Before exiting his car, Officer Ruiz reported the vehicle description and tag number to the dispatcher. He was advised the vehicle had been stolen in an armed carjacking in the City of Miami two days ago. Officer Ruiz remained by his vehicle and waited for back up officers to respond to this emergency situation. The lone driver was taken off guard, removed from the vehicle and placed in handcuffs. A records check revealed that the subject was wanted for theft and the vehicle had a hold placed on it for fingerprints because of the carjacking. Officer Ruiz was awarded the Officer of the Month for being proactive, acting quickly, professionally and tactically taking a dangerous criminal into custody and off the streets without incident. Teamwork Results in Successful Summer Teen Camp
In the past two months, Executive Assistant Dina Goldstein has organized, directed and coordinated the Police Department’s 7th Police Summer Teen Camp. NRO Dianna Hernandez and CSA Danny Sanchez assisted with the programming, transportation and supervision of the teens. Administrative Assistant Donna Natale-Planas took photographs. New instructors and classes were implemented. The Camp was visited by the K-9 Squad, the SWAT Team, the State Attorney’s Office and Crime Scene. There were educational trips to the Fire Station, Coast Guard Air Base, Homestead Air Force Base, and the Miami-Dade Police and Fire Aviation Units (see photos at left). The teens learned much and had a great time. Thanks to Dina, Danny and Donna for the tremendous amount of com- Teen Summer Camp graduation mitment and effort to organize, manage and build this camp into another highly successful SPD community program. This camp was the best ever due to an outstanding and dedicated staff.

Report Shows Big Decrease in Crime for 2015
Below are the Uniform Crime Reports for January to June 2015 and the eight preceding years. Surfside experienced a significant decrease in overall crimes and non-violent crimes, particularly in burglaries and thefts for the first six months of the year. Violent crimes did increase as we had four aggravated assaults this time period in 2015 and one aggravated assault this time period in 2014. These crimes were domestic violence related. There was also a decrease in arrests from 75 during the first six months of 2014 to 67 during the first six months of 2015. Violent crimes consist of homicide, sexual battery, robbery and aggravated assault. Non-violent crimes are burglary, larceny and motor vehicle theft.

Resident ID Card Renewal Begins Oct. 1
Resident ID cards will be available for renewal beginning October 1, 2015 for the upcoming fiscal year: Oct.1, 2015Sept. 30, 2016. They will be available at the Community Center during business hours. Note that access to the facility may be denied upon three notifications and failure to renew your Resident ID card.
Renewal Process • Residents with current ID cards must bring in their card. • If the resident is the owner of the residence they must bring their driver’s license and two of the following: current utility bill, current bank statement, current credit card statement. • If the resident is renting, they must bring their driver’s license, a copy of their lease that includes the dates of rental and people authorized to reside, and one of the following: current utility bill, current bank statement, current credit card statement. • If the resident rents without a valid lease, the owner must fill out the Temporary Community Center Access form and have it notarized. Resident ID Cards are limited to one family per address. There is a $5 charge for lost, stolen or replacement cards. Cards are issued to children 5 years and older. Parental proof may be required for ages 5-17.

Silver Sneakers Is Coming To Surfside!
Silver Sneakers FLEX Program will be joining forces with the Town of Surfside Parks and Recreation Department this Fall! Silver Sneakers is a new wellness program that allows older adults to get active in classes held outside of the traditional fitness center. Classes range from total-body conditioning classes designed to increase muscular strength, endurance, range of movement, flexibility, balance, agility and coordination. Today, more than 65 Medicare health plans offer the program as a benefit to members. Contact your healthcare provider to see is this program is offered, so you can take advantage of the classes to be held at the Surfside Community Center. Instructors/Classes are being selected through Silver Sneakers at this time, for more information call the Surfside Community Center (305) 866-3635.

Children ages 6-12 enjoying activities such as field trips, water parks, arts and crafts and more! Teen Campers, ages 12-15, participated in water skiing, mountain biking, and joining with Surfside Police Department Summer camp activities (see page 5).
