Town Manager’s Message FY 14/15 Budget
For local governments in Florida, September is budget month. Budget public hearings will be held at 6:30 pm on Tuesday, September 9 and Tuesday, September 23 in the Commission Chambers. As reported in last month’s Gazette, the Commission has agreed to lower the millage rate to 5.108 mills. This millage rate (5.108) is the approximate millage rate that is tax neutral for residents. In other words, for properties that have been homesteaded for each of the past two years, the bottom line tax amount for Surfside residents will be approximately the same in 2014 as it was in 2013. This marks the 4th consecutive year that the Town Commission will reduce the property tax rate. The total property value in the Town of Surfside for 2014/2015 is $1.3 billion compared to last year of $1.1 billion, an increase of $200 million in property value. This is a strong financial indicator for the Town and an excellent investment for the owners of commercial and residential real estate in the Town. FY 14/15 budget highlights include the addition of a Captain in the Police Department to enhance the command staff of the department and address succession planning. Planning projects for the upcoming year include a review of land development regulations in the Harding and Collins Avenue corridor. Also the budget contains funds for a 10 year water supply plan as required by law; seawall replacement; and a tree canopy initiative. Finally, an Enterprise Resource Planning project is included to change the current computer application for all Town Departments to provide for the integration of information among departments to facilitate the decision making process and providing outputs and opportunities for sharing Town systems/information with residents.
Sand Committee The Sand Project Community Monitoring Committee is in the process of finalizing its assigned tasks and preparing its final report. The Committee will review its final report at a meeting on September 2 at 7pm. The Committee’s report will be available on the Town’s website under Town news (Sand Updates). Also, complete information on the Committee’s efforts is listed under the Sand Updates. The report of the Committee will be presented to the Town Commission at its September 9 meeting.

New Surfside App For Your Phone or Mobile Device Last month the Tourist Board approved moving forward with a free Surfside App – pending Town Commission final approval on September 9, 2014. The project will be underwritten by Prosport Entertainment and Above/Below Charter Mobile. The monthly maintenance and licensing fees will be paid for by the Resort Tax fund (not ad valorem/resident taxes). This app is a comprehensive mobile tool and resource for visitors and residents alike. It will help in planning a vacation, providing information on Town activities or events and announcing offers from Surfside businesses.
It will assist our hotel guests and patrons of our downtown by allowing them to prepare in advance for an unforgettable experience. Users can receive information and stay up-to-date on a variety of Surfside happenings. The easy and flexible sign-up process allows users to login with their Facebook, Twitter or email account. Once in, the app becomes the perfect social platform where users can check-in via the innovative location-based features. Also, users share with other users their status, Facebook likes, tweets, photos, videos, comments and content without ever leaving their Surfside Mobile App. Surfside will have the ability to livestream an event to be shared around the world. Formatted for Apple, Android and HTML5 (BlackBerry, etc.), the app is being developed and tested and should be launched later this year.

Former Mayor and Poet Laureate Samuel Brenner
Surfside was saddened by the recent passing at age 97 of former Mayor and Poet Laureate Samuel Brenner. A prominent commercial real estate broker, he came to Surfside in 1945 with his family and wife Lillian. Married for more than 70 years, Lillian was the inspiration for Sam’s romance poems published in Lingering Love.
Sam was elected Surfside Mayor in 1976. He was very active in the community, serving in several organizations and civic groups. His poetry also included activism. Count to Six Million, a holocaust poem, was included in the U.S. Congressional Vice Mayor Eli Tourgeman Record, and immortalized in holds a Sam Brenner cam- a video of Sam reciting the paign sign from the 1970s poem. Prescription Drug Drop Off
The Surfside Police Department is hosting a National Take Back Initiative on Saturday, September 27, 2014 from 10 am-2 pm. Please surrender your expired, unwanted and unused pharmaceutical controlled substances and other medications to law enforcement for destruction. As I complete my service as your Town Manager, I want to express my appreciation to the previous and current Town Commission, Town Staff and residents. My wife Chris and I have been warmly welcomed into this wonderful Surfside community and we will fondly remember our experience. Thank you for providing me with this unique experience as I complete my 37 year professional Town management career.
The subject matters of the ballot measures concern the following Charter amendments: Qualifications for Office; Vacancy on Commission; Vacancy in Candidacy; Canvassing Board; Qualifying for Elected Office; Establishing Elected Officials’ Staggered Terms and Increasing Town Commissioners’ Terms from Two Years to Four Years; and Runoff Election. Resident Walter Javier Gives Back to the Community He Loves
The first day of this school year was special for Walter Javier.
When he dropped off his five-year-old son, Sabastian, at Ruth K. Broad Bay Harbor K-8 Center for his first day of school, he was flooded with memories of his first day at the same school 33 years ago – then a youngster from Argentina who had just moved to Surfside. But since his kindergarten days, Walter has accomplished much, all the while striving to give back to his community. Growing up in Surfside, he developed a strong connection with the ocean. After graduating from Miami Beach High School, he became a lifeguard for Miami Dade Ocean Rescue while attending college. He soon switched gears to pursue a career as a fireman/paramedic. He is now Lieutenant Firefighter Paramedic for Miami-Dade, mostly working as a first-responder in the stations that serve Surfside, including Haulover and a new station in Bay Harbor Islands. Walter also is a part time fire rescue instructor at Miami Dade College. He was recently honored for training area police departments on how to respond to high rise building fires, teaches first aid and CPR certification as well as personal training for families. But Walter’s biggest commitment is helping children. Partnering with Pediatric Psychology Associates and other supporters, he developed an innovative two-week summer surf camp held in Surfside for autistic youngsters. (See page 9 for a story on the recently completed camp).

“I felt that if we could introduce these kids to the ocean and surfing, it could change their lives,” he said. Now in its third year, the camp has become so successful there is a waiting list. “Most of the kids who attend want to come back the next year, they like it so much,” he said. “The parents say that some of the kids had never gone in the water until coming to the camp. For them to see their child on a surfboard amazes the parents.” Don’t be surprised if you’ve bumped into the extended Javier family in Surfside. Walter and his wife, Zoya, live across the street from his aunt. His mother is still in the house where Walter grew up a few blocks to the north and another aunt lives directly behind her. All are longtime residents. And they plan on staying put. Walter spends his precious spare time enjoying and sharing his hometown. “On weekends we are at the Community Center, the beach and the tot lot,” he said. “We love it here.”

Some Police Departments in South Florida are reporting that residents are falling victim to fraud or robbery when meeting with customers or sellers to conduct transactions originated on-line. To prevent this type of crime, Surfside Police will offer residents a safe place to conduct their transactions at the police station. The premise is to conduct business in a safe environment. Violent crime (aggravated assault, sexual battery, robbery, homicide) decreased for the first six months of 2014. Also, there was a decrease in the nonviolent crimes of burglary and auto theft.

The increase in nonviolent crime was larceny – specifically shoplifting, theft from hotel rooms, unlocked bicycle thefts and unsecured property left in driveways and yards.

Civilian of the Month for July
Over the past two months, Dina Goldstein coordinated the Surfside Police Department’s 6th Police Summer Teen Camp, she added new instructors and classes this year. The teens experienced the My Life My Power anti-bullying course with a nationally known author and instructor. They were visited by the K-9, SWAT, and Crime Scene Squads. They learned police patrol procedures and enjoyed exciting trips to the Fire Station, Coast Guard Air Base, and the Police and Fire Aviation Units. They had a great time. It was the finest teen camp we have ever had! I praise and thank Dina for the tremendous amount of work and effort that it takes to organize, manage and build this into another highly successful SPD community program. - Chief David Allen

Attention: Only Rain Should Go Down the Drain The Surfside Public Works, Water and Sewer Departments are in the process of placing important markers on all of the storm drains around the Town. These markers will help residents identify the storm drains and educate them on the hazards of illegally dumping down the drains. This education effort is a requirement of The Clean Water Act through the National Pollutant Discharge Elimination System (NPDES), which all municipalities are bound. The campaign uses the
identifiable labels affixed on top of the storm drain structures as seen in these photos.
Illicit discharges into municipal stormwater systems is one of the most common sources of pollution from municipalities. Surfside is required to reduce or eliminate pollutants from discharging into the system, which empties into Biscayne Bay. Public Works is working to eliminate these discharges into surface waters and storm sewers. What is an illicit discharge? It is a pollutant other than storm water into a storm drain, pipe or other direct connection. Sources of illicit connections may include sanitary sewer connections, wash water from laundromats, car washes and other similar sources. In addition, residents should do their part to prevent leaves, grass clippings, motor oils and pesticides from entering the storm drain during rain events.
Is the Rainy Season Causing Problems With a Leaking Roof? If your roof is leaking the Town encourages you to get it repaired COMPLIANCE and/or replaced depending on the CORNER extent and severity of the problem. Blue tarps, or other non-permanent materials are not only prohibited by code but may actually contribute to a roof’s continuing deterioration as these temporary solutions may not

keep the elements out and may serve to provide a false sense of security. Any roof work must be done by a duly licensed roofing contractor. The Building Department staff at Town Hall will help you with any questions on the permitting process, will ensure that your contractor is licensed and insured and can advise on what materials are acceptable to repair or replace your roof. Kids Enjoy A Cool Summer at Police Camp
The Police Teen Summer Camp graduated on July 31st. The eight week program consisted of classes such as a K-9 demonstration, S.W.A.T., Crime Scene Investigations, Fire Rescue, Aviation, an Anti-Bullying Program and a visit to the U.S. Coast Guard Air Base.

Historic Preservation: Town Hall Meeting A Town Hall meeting will be held on Wednesday, September 10 at 6:00 pm in the Commission Chambers to discuss with Miami-Dade County’s Historic Preservation Office (County) its historical preservation program and the designation of properties in Surfside as historic properties. Following this discussion, a walking tour of the properties that may be potentially eligible or already designated for historic preservation will occur. The County has begun the designation process on nine (9) properties along the Harding/Collins Avenue corridor and is considering additional properties as being eligible for designation including the possible establishment of a historic district between Harding and Collins Avenue (93rd to 94th Street). If you are one of the owners of the nine properties, you have already been notified of the historical designation from the County via a letter. Under Miami-Dade County’s rules, the County has juris-
diction regarding historic preservation of properties that are designated as historic in Surfside. This means that if the County determines that your property is in fact eligible for designation as a historic property, it will notify you in writing of a public hearing where your property will be discussed. Again, the purpose of this Town Hall meeting is to provide an overview of the County’s Historic Preservation Program and its applicability to Surfside. The meeting will provide an opportunity to sort through the benefits of historic designation and concerns of property owners whose properties could potentially be identified for historic preservation. Resident ID Card Renewal Begins October 1
Resident ID cards will be available for renewal commencing on October 1, 2014 for the upcoming fiscal year, October 1, 2014 to September 30, 2015. They will be available at the Community Center during business hours. Note that access to the facility may be denied upon three notifications and failure to renew your Resident ID card.

1. Residents with Current ID cards must bring in their card. 2. If the resident is the owner of the residence they must bring in their driver’s license and two of the following: current utility bill, current bank statement, current credit card statement 3. If the resident is a renter they must bring in their driver’s license, a copy of the leases that included the dates of rental and people authorized to reside, and one of the following: current utility bill, current bank statement, current credit card statement 4. If the resident is a renter without a valid lease, the owner must fill out the Temporary Community Center Access Form and have it notarized. Resident ID Cards are limited to one family per address. There will be a $5 charge for lost, stolen or replacement cards. ID Cards are issued to children 5 years and older and parental proof may be required for ages 5-17. Video Streaming Available on Town Website The Town of Surfside is pleased to announce that live video streaming of certain events is now available to residents. This function will allow you to watch Town meetings in real time from your computer, tablet or smart phone. Go to www.townofsurfsidefl.gov and click on the “Surfside Live Video Streaming” button on the left. When there are no live meetings being broadcast, you will see the same content that is being shown on Channel 77. Residents Attend Personal Safety Workshop The Surfside Police Department hosted Survival Mindset, a popular crime prevention seminar for residents on August 11, 2014. The personal safety seminar was instructed by Donna Kinsey, a retired Major from North Miami Police Department. The class taught women to recognize and avoid potentially dangerous situations and learn practical safety measures designed to keep them safe. The class was highly successful with over 40 people in attendance.

If you observe an adult sea turtle or hatchling sea turtle on the beach, do not disturb, bother or touch them. Please remember: It is normal for sea turtles to be crawling on the beach on summer nights. DO NOT report normal crawling or nesting. It was an exciting end to the summer for a group of special needs kids as Surfside Parks & Recreation teamed with Pediatric Psychology Associates and local surf instructor Walter Javier to host the third annual two-week summer surf camp for children with autism spectrum disorders. The successful camp continues to grow, with many participants returning this August. Though many of the youngsters were new to water sports, most were standing on the surfboard after a few lessons.
