MESSAGE FROM THE TOWN MANAGER
After 100 Days, Looking Ahead Since becoming Town Manager of Surfside in January of this year, I have learned much about the Town, its staff, residents and businesses. Below are some of the major challenges that I see facing our Town :

• Define our “Vision” five and ten years into the future at all levels. This will help guide us as we make decisions today. • Balance current and future development to insure the benefits out- weigh the impact on residents and the small-town feel of Surfside. • Insure that the quality and quantity of Town services and infrastructure keep pace with development and resident needs. • Restructure and expand our administration, making it more efficient and effective, utilizing the latest technology. • Improve and better manage the traffic and parking throughout the Town. • Focus on beach maintenance. Re-nourishment is the only method to save our most valuable asset as we face increasing erosion in years ahead. • Establish a “Neighborhood Appearance and Maintenance Code.” In recent years, Surfside has been “discovered.” We have to prepare for changes and protect our interests. This means we must work together for the benefit of the entire community. We can have different opinions but we don’t have to be divisive. I look forward to working with residents, businesses, elected officials and sister agencies to steer our Town towards integrated and comprehensive improvement. - Guillermo Olmedillo, Town Manager
Campers Help Parks & Recreation Win Photo Contest

Surfside’s summer camp participants went all out to help the Parks & Recreation Department win a photo contest sponsored by the Florida Recreation and Parks Association (FRPA). The above photo, which features nearly 100 summer campers holding letters to spell a message, was submitted to Facebook through FRPA’s It Starts in Parks page. Surfside came in first place with the most “LIKES” by encouraging friends, family and the community to LIKE the picture. Parks & Recreation received $100 and the photo will appear on the front cover of the FRPA Journal. Congratulations!

Tourist Board Approves Holiday Lighting In July, the Tourist Board approved to light up Downtown Surfside during the Holidays with a complete treelighting display. The display will run from mid-November to mid-March covering each tree in Downtown Surfside.

Protect Your Dog from Heat Problems In the hot humid days of summer, dogs have a higher risk of heat exhaustion or heat stroke. Unlike humans, dogs do not have the ability to sweat except through a small area on their paws. Dogs rely on panting to regulate their body temperature. This is inefficient in extremely hot temperatures. Certain breeds have thicker coats or facial traits making this process even more inefficient (e.g. boxers and bulldogs have short noses and narrow airways). Heat stroke is a life threatening condition requiring immediate medical care. Prevention is simple. Avoid strenuous exercise between 10 am-4 pm. Never leave a pet in a car even during the winter. If you suspect your dog has overheated, seek shade and wet your pet with room temperature water to promote evaporative cooling. All dogs that exhibit signs of heat exhaustion should be examined by a veterinarian immediately to rule out advanced complications from overheating.

Surf Bal Bay Shuttle Map & Schedule Available
Inserted in this issue of the Gazette is a combined map and schedule of the shuttle bus services for the Town of Surfside, Bal Harbour Village and Bay Harbor Islands. (For your convenience, remove the center sheet). Residents from the three municipalities can take advantage of all three bus routes, which connect at various locations. All three stop at the Surfside Publix. Each shuttle route not only circulates throughout the municipal neighborhoods, but also takes riders to locations outside of the Surf Bal Bay area. The Surfside shuttle goes to the Miami Beach Library on Collins, the Bay Harbor Islands shuttle goes to shopping areas on Biscayne Boulevard in North Miami and the Bal Harbour Village shuttle goes to stops in Haulover Beach, Sunny Isles Beach and Aventura Mall.

Turtle Watchers Report 11 Nests on Surfside Beach Special thanks to Bill Ahern and Selina Mills from Miami Dade County Sea Turtle Program for monitoring Surfside beach every morning looking for turtle activity. They confirmed that the nesting season is going well with 11 nest during this season. In Florida, sea turtles come ashore to nest in May and hatching continues until late October. A female can lay several nests during one season and only nests every two or three years. A turtle must drag her massive weight out of the water. She uses her back flippers to dig a hole and deposits about one hundred rubbery eggs, each the size of a ping-pong ball. The turtle covers the nest by flinging

sand over it. Once she leaves the nest, she never returns. After incubating for two months, the hatchlings break out of their shells and dig their way out of the nest. Near the surface, the hatchlings wait until the sand temperature cools to emerge. If you live near the beach, you can help by keeping outside lights off during turtle season. Stay away from any nesting sea turtle on the beach. Do not shine lights or take flash photographs. If frightened, the turtle will return to the water where she will drop her eggs. It is normal for sea turtles to be on the beach on summer nights. DO NOT report normal crawling or nesting to the Florida Fish and Wildlife Conservation Commission unless the turtle is in danger or wandered off the beach. 1-888404-FWCC or *FWC (Mobile Phone).

Team Surfside Car Wash Supports Alzheimer’s Walk More than 70 cars drove away clean and shiny from the Team Surfside car wash that raised funds for the Miami Walk to End Alzheimer’s. The Walk will take place on November 7 at Museum Park, 1075 Biscayne Boulevard. Volunteers from the Alzheimer’s Association also joined Team Surfside, which is currently the top team in MiamiDade County, having raised over $2,800. Thanks to all our supporters! Surfside’s History Captured in a New Book Surfside, the first-ever book exclusively about the history of the Town of Surfside, will soon be released by Arcadia Publishing. Written by South Florida author Seth Bramson, the 128 page book includes 192 photos that stretch back to the 1920s when the area was first developed by Frenchman Henri Levy. Other chapters focus on the Surf Club, Collins and Harding Avenues,

businesses, the Community Center and notable residents. The book continues up to the present and includes an opening letter of welcome from current Mayor Daniel Dietch. Author Seth Bramson grew up in the Surfside area and has close ties to the Town. Surfside will be his 23rd book, including 33154: The Story of Bal Harbour, Bay Harbor Islands, Indian Creek Village and Surfside.

Matzah Ball Recipe by Joshua Marcus of Josh’s Deli • 5 pieces of whole matzo (unsalted), broken to smaller pieces •1/4 cup chicken stock •1 tea baking powder •1/4 cup ginger beer • 6 tbs rendered duck fat (can substitute chicken fat or canola oil) • 1 shallot, diced • 5 stalks of parsley rough chopped • 1 sprig of dill rough chopped • 4 egg whites, beaten until foamy • 4 yolks beaten • 1 cup matzo meal • Salt and pepper to taste

In a sauté pan, place the duck fat and shallots, sauté till soft. Let cool but do not refrigerate as you do not want the fat to solidify. In one large bowl, place the broken pieces of matzo, the chicken stock and ginger beer let this mixture sit until the liquid has been absorbed by the matzo. When the onion/duck fat mixture is ready, add this to the mixing bowl. Finally, add the whipped egg whites and beaten yolks and the salt and pepper. Mix thoroughly. Then slowly add your matzo meal, letting the meal incorporate slowly. The mix should not be too firm, otherwise you will get real, real dense balls. Cover this mixture and place in the refrigerator to absorb. In a pot big enough to hold your future matzo balls, add 3 quarts water to 1 quart chicken stock, and salt. Let water come to a simmer (you do not want too hard a boil or the balls will break apart). Form your matzo balls to any size you like, I prefer a racquetball. (they will get bigger when cooked). Add matzah balls to the water and cook on a slow simmer for 15 minutes, uncovered. Serve in your preferred form of soup broth and enjoy.

Squad-A Prevents a Tragedy Out-of-state family members called Surfside Police and said a relative staying in Surfside said she was going to kill herself on the beach. After collecting all the important information, Communications Operator Susie Sperbeck quickly (L-R) Communication Operator Susie Sperbeck, advised all available Officers Loxley Arch, Tammy Campbell, Antonio officers. Officers Mesa, Chief David Allen and Officer John Gentile. Tammy Campbell and John Gentile responded to the hotel, but the woman was not there. Local agencies were contacted to assist in the search. Officer Campbell located her car in the business district. Officer Gentile, Officer Antonio Mesa and Sergeant Valino methodically searched the hardpack and beach. While patroling the beach in the Polaris, Officer Loxly Arch located the woman in the 9500 block of the beach. She told officers she wanted to commit suicide. Officer Campbell calmed and restrained the woman. She was transported to Mount Sinai Hospital for treatment and her family was contacted. The officers of Squad A conducted a wellcoordinated effort to locate the victim and prevented a tragedy. They are commended their actions, dedication and professionalism.
POLICE BEAT Angel Melendez Sworn in as Reserve Officer Angel Melendez, a Surfside Parking Enforcement Officer and former Parks & Recreation lifeguard, was recently sworn in as a Reserve Police Officer. With the encourgement of Chief Allen, he enrolled in the Police Academy last year. He graduated in May and was named Squad Leader for his Academy Class. He passed the State Law Enforcement Certification Exam and is the newest member of the Surfside Police Department as a Reserve Officer.

Defense Classes Return
The Surfside Police Department is hosting a free Women’s Self-Defense Class on Thursday, August 6 and Thursday, August 20 in the police training room at the 2nd Floor of Town Hall at 6:15 pm. The class will teach easy to learn and use techniques to escape from an assault. The class is for women of all ages and abilities. Gym clothes and sneakers are required. A Fourth Full of Fun at the Surfside Community Center
Surfsiders enjoyed America’s birthday at the Town’s Community Center, aquatic facilities and beach with an afternoon filled with swim races, games for the kids, air brushed tattoos, gifts, photos,refreshments and live music. Later in the evening a spectacular fireworks display filled the sky over the beach.

Shark Whisperer Comes to Surfside
Kid’s Day Off in September
Sharks are some of the most popular, feared and misunderstood creatures in the ocean. As much as we love to hate this fearsome predator of the seas, the shark has a key role to play, keeping marine ecosystems in balance. That was the message from the Shark Whisperer Organization, a group that recently made a presentation at the Surfside Community Center. The organization provides advocacy, awareness and education on sharks and the conservation of our oceans.
Parks & Recreation will be hosting Kid’s Day Off for the two school holidays in September: Monday, the 14th and Wednesday the 23rd. Kid’s Day Off will be at the Community Center, 8 am - 6 pm. Cost is $30 for residents and $45 for non-residents.

Silver Sneakers Is Coming To Sufside! Silver Sneakers FLEX Program will be joining forces with the Town of Surfside Parks and Recreation Department this Fall! Silver Sneakers is a new wellness program that allows older adults to get active in classes held outside of the traditional fitness center. Classes range from total-body conditioning classes designed to increase muscular strength, endurance, range of movement, flexibility, balance, agility and coordination. Today, more than 65 Medicare health plans offer the program as a benefit to members. Contact your healthcare provider to see is this program is offered, so you can take advantage of the classes that will be held at the Surfside Community Center. Town of Surfside Annual Resident Parking Permit Program RENEWAL COMMENCING MONDAY, SEPTEMBER 2, 2015 Parking Permits will be available for renewal commencing on September 2, 2015 for the upcoming fiscal year of October 1, 2015 to September 30, 2016.They will be available at Town Hall during business hours between 9:00 AM – 5:00 PM, Monday through Friday.
REGISTRATION PROCESS 1. Residents will be required to complete a Registration Application (on reverse side). The application is on the website, in the August 2015 & September 2015 Gazette and at the Town Hall’s Front Office Counter. 2. Residents will be required to provide proof of residency. Examples include, but are not limited to: • Property tax bill • Utility bill (FPL,Water/Sewer) • Property Rental or Lease agreement • Current Driver’s License with a Surfside address 3. Residents will be required to bring their current year’s vehicle registration certificate. The vehicle must be registered in the name of the Surfside resident. 4. The Permit Fee will be $10.70, sales tax included. 5. There is a maximum of three (3) parking permits per household. The decal will have a permit number printed on it and a space available for the license plate number to be entered by the Customer Service Representative. 6. Residents will be provided with a copy of the Resident Permit Parking Rules:
• PARKING PERMITS... - are NOT valid on Harding Avenue (9400 & 9500 blocks) - are limited to four (4) hours a day in any location - cannot be used for all day or overnight parking - are non-transferable and non-refundable - will not be issued to rental cars THE PARKING DECAL SHOULD BE AFFIXED TO THE INSIDE LOWER LEFT CORNER OF THE DRIVER’S SIDE FRONT WINDSHIELD

Residents of Surfside, Bal Harbour and Bay Harbor Islands can take advantage of three complementary shuttle routes to enhance transportation opportunities within our three communities and to various locations in neighboring communities. This map and corresponding schedules show how to connect from one shuttle to another and to access neighboring municipalities and destinations throughout the region, including Aventura, Miami Beach and North Miami. Use this interlocal shuttle system to also access the Miami-Dade County bus stops at various locations.
