MESSAGE FROM THE TOWN MANAGER
Excellent Leadership Puts Spotlight on Strength of Surfside’s Employee Pension
At their February meeting, the Surfside Commission presented the Town Key to a resident who has lived in Surfside for nearly 50 years (see below). More importantly to the Town, he has served on the Pension Board for more than 20 years and was the Board’s chair for more than a decade. Michael Feldman’s dedicated service has been exemplary, an inspiring story of giving back time and talents for the betterment of your community. Thank you Michael! The leadership he has given to the Surfside Pension Board also puts a bright spotlight on the financial strength of the Town’s pension. A 2014 study by the Leroy Collins Institute analyzed nearly 500 Florida municipalities that manage their own employee pension plans. The results showed that Surfside was one of only 47 municipalities recognized as top performers for having well-funded plans. Furthermore, Surfside was only one of nine municipalities that had more than one plan with a top grade (for both General Employees and Police Officers). This would put Surfside among the top 2% among all municipalities! This is great news both for those who work in Surfside and for residents – knowing that tax dollars are being invested with prudent care and professionally managed at the highest level. – Guillermo Olmedillo, Town Manager

Surfside Gets in the Groove at February Third Thursday The Town of Surfside’s 2016 journey through the decades landed in the 1960s on February 18 as the Third Thursday event revisited the music, decor and costumes of the flower-power era. From the Beatles to Motown, the live band performance brought back musical memories. Professional dancers provided lessons and winners of the dance contest received Starbucks gift certificates. Members of the Surfside Circle enjoyed special refreshments and gifts. The next event will be a 1970s Disco Fever party on March 17. Plan now to join in the fun!
Tourist Board Branding & Strategy Meeting Live Theater Performance on On March 7, 2016 at 6:30 p.m. in the Town Commission Chambers, the Tourist Board will finalize a brand strategy for attracting visitors to the Town’s business district and hotels. Surfside Business Association Sponsors Annual Downtown Carolers As they have for the past 11 years, the talented carolers from Ruth K. Broad Bay Harbor K-8 Center entertained the businesses and shoppers in the downtown district. The singers also performed for the Town of Surfside employees. This delightful annual event is sponsored every year by the Surfside Business Association, under the leadership of the President, Eli Tourgeman. March 20 at Community Center The Surfside Tourist Board will be hosting the Miami Radio Players at the Surfside Community Center on Sunday, March 20 for a presentation of two live radio performances of Oscar Wilde’s story, The Canterville Ghost. The performances of this classic tale are at 5:30 p.m. and 8 p.m. The 8 p.m. show will also include a comic short Lola’s Hair Salon written by Mitchell Berkman of the Miami Radio Players. Surfsider Laurel Ivory Keeping the Goal for the Junior National Soccer Team
How does a young girl playing pee-wee soccer at Surfside’s Parks & Recreation Department rise to become chosen as one of the nation’s best 17 and under athletes, representing the U.S. at this month’s CONCACAF tournament in Granada and possibly keeping the goal at this September’s Junior World Cup in Jordan? Not easily. Though only sixteen, Laurel Ivory has managed to keep her feet on the ground while climbing the long and arduous ladder of the junior soccer world, each demanding rung offering an increased level of competition, pressure and performance. Laurel and her family, parents Jacque and Chris and brother, Cameron, moved to Surfside about 10 years ago. They were attracted to the area because of the reputation of Ruth K. Broad Bay Harbor K-8 Center and chose Surfside because of its small-town feel. Laurel’s mother said her daughter was athletic At Surfside as child and had a “competitive streak.” By the soccer, age 7. time she was 10, she was already excelling with the boys travel team from Surfside. She began playing goalkeeper after joining a regional all girls team. How good was she? Laurel was often the team’s scoring and assist leader – kicking in goals while standing at the net at the other end of the field. Some opposing teams thought this was unfair and made a rule prohibiting goals by the goalkeeper (Laurel). Laurel began to get attention from other coaches and youth soccer organizers. After a few years with a Miami Shores-based team, she joined the Sunrise Sting when she was 14. It is a highly respected club team in Broward County that played throughout Florida. This brought her talent into a brighter spotlight and she was invited to numerous national training camps try-outs. Meanwhile, she had transfered to Miami Country Day school and was named the varsity soccer team’s starting
goalkeeper - even though she was only in seventh grade. While Laurel had become well-known in soccer circles, the chances of actually being selected for a national team are still incredibly slim. “Your performance has to be consistently at a high level, you have to be healthy and have the desire. And then you must play your best in the right place at the right time,” said her mother Jacque Ivory. Chris, Laurel, Jacque and For Laurel, that moment Cameron Ivory. came about 15 months ago in Orlando when she was sent in to replace the goalie after half time in a game her team was losing, 6-0. “They were much better than us,” Laurel said. “But I held them without a goal in the second half. It gave me a lot of confidence and was noticed by all the scouts and coaches watching.” Laurel was hitting her stride at the right time. She began making the final lists for the national team during the flurry of activity as a World Cup year approaches. She has been training a full week every month in preparation for CONCACAF, a huge sacrifice for a 16-year-old. Laurel says her school teachers and classmates have been a huge help keeping her up to date and social media keeps her in touch. “I love coming home to Surfside and all my friends. It has been a great place to grow up,” she said. Laurel has a huge following in Surfside and her fans will be watching her on March 4 against Jamaica, then a difficult game against Mexico on March 6. The semifinals will be March 11 and the championship on March 13. Best of luck, Laurel!
Team USA Olympian Boxer Visits Surfside
Cam F. Awesome, a Team USA Olympian boxer in the heavyweight class (201 pounds), made a visit to Surfside and got a tour of the Town. Awesome will be representing Team USA this summer in Rio de Janeiro. Surfside has a history of hosting boxers – in 1964 Muhammad Ali trained for a fight with Joe Frazier at the original Surfside Community Center. POLICE BEAT Kids Enjoy ‘Bring Your Child to Work”
A group of eager children came to work with their parents and enjoyed a day full of fun and educational activities. They had a presentation from Miami Beach K-9 and made a field trip to Station 21 Fire Department.
Daniel Sanchez is Named Civilian of the Year Daniel Sanchez was named the 2015 Surfside Police Civilian of the Year. He is the Police Department’s only Community Service Aide. His position includes writing reports, issuing citations, investigating traffic crashes, parking enforcement, traffic details, beach patrols, and responding to non-criminal calls. CSA Sanchez is excellent at all of these tasks. He also has many administrative functions including ordering equipment and uniforms. He is also the assistant fleet manager and arranges for vehicle repairs and the purchase of vehicles and equipment. What makes Danny exceptional is that he volunteers to assist with crime prevention and community activities such as the Citizens Police Academy, Police Teen Summer Camp Program, Dog Safety Expo and the women’s self-defense classes. He also oversees the Intracoastal Police Explorers program (Surfside, Bal Harbour and Bay Harbor Island). He recently graduated over 40 cadets from the Miami-Dade Schools Police Explorers Academy. Danny was also recognized with four separate Police Civilian of the Month Awards in 2015 and is a finalist for the prestigious Miami-Dade LEO Support Services Award. He also assisted the accreditation manager in our re-accreditation assessment in December. Danny Sanchez is professional, courteous, eager to learn, optimistic and provides exemplary support to the Police Department. He is an outstanding representative of the Town of Surfside and the winner of the 2015 Police Civilian of the Year award.

Clean Up After Your Pup Remember to obey Surfside laws and be a good neighbor by cleaning up after your dog while out for a walk. Pet owners can be fined for not picking up dog waste from public and private areas. Dog waste can transmit disease. Please use the disposable bags available at posted dog stations.

Surfside Property Owners to Receive Automatic Discounted Flood Insurance Premiums The National Flood Insurance Program’s Community Rating System (NFIP/CRS) was established in 1990. The program is designed to reward communities for pursuing goals and objectives and for implementing activities that serve to mitigate flooding in the community. As a community successfully implements those activities that reduce the negative impacts of flooding, that community becomes less vulnerable to the hazard, resulting in reduced flood insurance claims. This reduction enables the community to be offered discounted flood insurance premiums. The CRS program has a clearly defined rating system that rewards points for the community’s implementation of activities that reduce the impact of flooding. The more points a community earns, the higher its reduction in premiums. The following table specifies the correlation between points earned and percentage of premium reductions granted: Prior to 2008, the Town of Surfside had earned a Class 8 CRS rating in the program with 1256 points. This translated into savings of 10% for properties within the Special Flood Hazard Area (SFHA) and 5% for properties outside the SFHA. However, due to a compliance issue, Surfside was reduced to a Class 10 effective October 1, 2008, resulting in no reduction in flood insurance premiums. Essentially a Class 10 means that a community is no longer an active participant in the CRS Program. In recent years, the Town’s leadership determined to reenter the CRS Program. First the Town was required to requalify for the National Flood Insurance Program. This process was successfully completed in June 2014. The CRS Verification Visit took place on February 18, 2015.
When a community enters the CRS Program, it typically does so with a Class 9 or a Class 8 rating. Surfside has received notification that it is reentering as a high Class 8 community, with only 44 points from becoming a Class 7 community. Staff anticipates working to improve to a Class 7 at a later time. The savings rate will be the same as those that the Town earned prior to 2008: 10% for properties within the Special Flood Hazard Area (SFHA) and 5% for properties outside the SFHA. This is a respectable rating that will save the businesses and residents of the town a total of $182,517 every year. This savings in flood insurance premiums will begin on May 1, 2016. All Insurance agencies will use the Surfside designated Class 8 rating automatically when beginning the new policy evaluation and billing cycle.

$1000 Town Scholarships Available The 2016 Town of Surfside Higher Education Scholarships will be awarded to two deserving resident graduating seniors interested in or intending to pursue post-high school course of study. Continuation of education must be at either college or university level or other post-secondary educational institution. The applicants will be selected by the Town of Surfside Scholarship Committee. Criteria are: • Applicant must be a Surfside resident for at least 5 years. • Applicant must be a graduating high school senior in the year of the award.

• Applicant must have a minimum graduation GPA of 3.0. • Applicant must have a financial need for the scholarship. • Applicant must demonstrate a positive impact through community/civic involvement as determined by letters of recommendation and responses in the application.
