MESSAGE FROM THE TOWN MANAGER
2016-17 Budget Preparation Has Already Started The Town has already begun the process of preparing the 2016-17 Proposed Budget. I am required under the Town’s Charter to submit a proposed budget to the Town Commission by July 1st each year. The proposed budget includes my budget message and estimates of revenues and expenditures for each department. The first planning meeting on the proposed budget was held on January 26th with all department directors in order to review their preliminary requests for any personnel changes, equipment and capital improvements. Each department is later required to submit their formal requests for operating funds, new programs, capital equipment and improvements, and personnel changes in a detailed format in order to prepare the proposed budget. A budget workshop is held with the Town Commission for their goals and priorities prior to the preparation of the proposed budget. The budget is the most important financial planning tool and is the reason the process starts in January and ends with two public hearings in September before the new fiscal year starts October 1st. – Guillermo Olmedillo, Town Manager

Rocking ‘n Rolling at January 3rd Thursday
The 1950s came alive with music, dancing, costumes and a diner atmosphere at the January Third Thursday block party. Hundreds enjoyed dance lessons and contests, food trucks and, for members of Surfside Circle, the snacks, refreshments and give-aways at the re-creation of the former Sheldon’s Diner, a landmark at the corner of Harding Avenue and 95th Street. The fun and entertainment continues on February 18 with the theme moving to the 1960s. Bring your flower power and favorite hippie outfit.
Byron Avenue Parking Permit Program
Parking permits ONLY for residents and guests of Byron Avenue’s 9400 /9500 blocks are available at the Police Department. They are valid from February 2016-January 2017. To receive your permit, you must complete an application and provide proof of residency in the specified addresses. Please bring a tax bill, utility bill, lease or rental agreement or current driver’s license. There is a maximum of three permits per household. The permit will have a number and a specific location.These permits are NOT VALID in any other location and are non-transferable. The permit must be hung on the rear view mirror or on the dashboard when parked in the specific block. Town Election March 15, 2016 The Surfside Town election will take place on Tuesday, March 15, 2016. The polls will be open from 7 a.m. - 7 p.m. at the Town Hall Commission Chambers, 9293 Harding Avenue. The ballot will include three candidates for Mayor and five candidates for the four commission seats. Registered voters are encouraged to participate in the electoral process. Please vote!

Small Business Grants Available from Miami-Dade
Small business owners in Miami-Dade’s District 4 are invited to apply for Commissioner Sally Heyman’s Annual Mom and Pop Small Business Grant Program. Applicants may be eligible to receive up to $5,000 for purchasing equipment, supplies, inventory, advertising and making minor renovations. Applications will be accepted February 1- February 19, 2016. Business owners must meet the following criteria: in existance for at least two years, employ no more than seven employees, currently not in default or non-compliance with any County loan or grant program, not affiliated with a national chain, owns no more than two businesses and not engage in illegal activity at the business location. Only one application per business. Non-profit agencies are not eligible, but home-based businesses can apply. Previous grant recipients may apply. Recipients must attend a business training workshop. Surfside Receives Award for Finance Reporting The Government Finance Officers Association in the U.S. and Canada (GFOA) has presented the Certification of Achievement for Excellence in Financial Reporting to the Town of Surfside for its comprehensive annual financial report (CAFR). The Certificate is the highest form of recognition in the area of Governmental accounting and financial reporting and represents a significant accom-
plishment by a government and its management. The Award of Financial Reprorting Achievement was presented to Surfside’s Finance Director Donald Nelson, CPA. Surfside’s CAFR was judged to meet the highest standards of disclosure and to clearly communicate the financial story of the Town.
Town Commission Action at the January Meeting Voted to approve the following resolutions: 1. Authorizing the expenditure of funds in the amount of $9,400 from the Fiscal Year 2015/2016 Parks and Recreation Department budgeted account for the purchase of a new 4x4 work utility vehicle; as part of the daily beach/lifeguard operations. 2. Authorizing the expenditure of funds in the amount of $10,960 from the Fiscal Year 2015/2016 Public Works Fund for the purchase of a 2015 Kubota RTVX-900 offroad utility vehicle. 3. Authorizing the expenditure of funds in the amount of $156,965 from the Fiscal Year 2015/2016 Public Works Fund for the purchase of a 2015 Mack truck with dump and grapple. 4. Providing for the Fiscal Year 2015/2016 Police Confiscation Fund expenditure in the amount of $1,041.60 from the forfeiture fund for the purchase of less lethal equipment.
Voted to adopt the following ordinance on second reading: 1. Amending the Surfside Code of Ordinances by amending Chapter 90 Zoning to implement the corridor
analysis proposals for the area between Collins and Harding Avenues from 94th Street to 88th Street; amending Section 90-2 “Definitions”; amending Section 90-44 “Modifications of height regulations”; amending Section 90-45 “Setbacks”; amending Section 90-50 “Architecture and roof decks”; amending Section 90-50.1 “Architecture”; amending Section 90-51 “Maximum frontage of buildings”; amending Section 90-61 “Paving in front and rear yards in H31 and H40 Districts”; amending Section 90-61.2 “Curb cuts for properties fronting on Collins Avenue, Harding Avenue and every east-west street in between Collins Avenue and Harding Avenue, excluding H30B district properties.” 2. Holiday Lighting Awards Presented Surfside residential neighborhoods came alive with lights during the holidays and the Surfside Business Association and Surfside Tourist Board presented Light Up Surfside gift certificates to the residents with the most outstanding decorations. Vice Mayor Eli Tourgeman and Tourist Board Chair Sean McKeen presented the gift certificates to homeowners.

POLICE BEAT Outstanding Police Work Results in Arrest of Car Thieves
Detectives Marian Cruz and Kemuel Gambirazio received Officer of the Month honors for skillfully tracking down two car thieves who had burglarized one car and stole another in a Surfside neighborhood. After interviewing the two Surfside victims, Detective Cruz received a call the next day that the stolen car had been recovered by the City of Miami Police. She spoke with the neighbors in the area where the car was found and contacted the Miami Police Officer who recovered the stolen vehicle. She discovered that the Miami officer had interviewed an occupant in the vehicle. Detectives Cruz and Gambirazio found the person at her home, and she ultimately confessed involvement in both the stolen car and burglary of the second vehicle. She also provided information on a second suspect: the driver. After further investigation, the detectives found him in custody at the Det. Marian Cruz, Chief David Allen and Miami-Dade County Jail on unrelated charges. In an interview, he conDet. Kemuel Gambirazio fessed to stealing the car, burglarizing the second vehicle, stealing property from the car and fleeing from the Miami Beach Police in the stolen car all in the same night. Both individuals implicated the other for the crimes and both were arrested. The Miami Beach Police Department has charged both with additional crimes.
Police Civilian of the Month Dina Goldstein Honored For 2015 Toy Drive

As she has during the past seven years, Assistant to the Chief Dina Goldstein coordinated the annual Police Department’s Holiday Toy Drive. Police Officers and Parking Enforcement Officers also assisted. It was a very special day for the children and all of those who attended. Thanks goes out to all who helped and a special thanks to Dina for another special event that makes Surfside look great.
Surfside Police Department staff have been named as finalists for the prestigious 2015 Miami-Dade LEO Awards. The winners will be announced at the 15th Annual LEO Awards Gala on March 19, 2016. The nominees are: Community Service Aide Daniel Sanchez, Support Services Award; Executive Assistant Dina Goldstein, Safety Award and Police Officer Craig Lovellette and Communications Operator Peter Filiberto, Safety Award. Congratulations to all!

Total Offenses in 2015 were 137 and a 13.3% decrease from 158 in 2014. Total Non-Violent Crimes (Burglary, Larceny, Motor Vehicle Theft) in 2015 were 128 (8 burglaries, 112 larcenies, 8 motor vehicle thefts) and 154 (16 burglaries, 131 larcenies, 7 motor vehicle thefts) in 2014. Total Violent Crimes (Homicide, Sexual Battery, Robbery, Aggravated Assault) in 2015 were 9 (3 robberies, 6 aggravated assaults) and 4 (2 robberies, 2 aggravated assaults) in 2014.

Informative Senior Health Fair
Parks and Recreation hosted their annual Senior Health and Wellness Fair Friday, January 8th. Participants enjoyed a wide range of services and activities at the Fair, from a back massage to free screenings, to joining the Miami Herald or Costco – it was a healthy and informative afternoon.
Senior Brunch Bunch The Parks and Recreation Department hosted their monthly Senior Brunch Bunch on Friday, January 8. Joining them was guest speaker Dr. Brian Kiedrowski, from the Miami Jewish Health System, who offered a presentation on Advanced Directives and Living Wills. Join the Senior Brunch next month on February 12 as we celebrate Valentine’s Day.
