I bring to this Town the accumulated experience of having worked in both public and private sectors and having delt with complex projects and controversial issues. I view the Town as a community with great assets. The residents and owners, whose desire to participate, will make it a better place to live and work. Our location within a metropolitan region allows us to attract quality development as opposed to unmanaged growth. We can afford to be selective and attract the very best. I look forward to working together, seeking common goals and achieving the best results for all residents and property owners, who ultimately are the shareholders in a corporation called Surfside. Havana Nights Kicks Off 2015 Third Thursdays
In April 2014, this section in the Gazette discussed the opportunities and challenges that the (then new) Tourist Board would be facing in re-establishing Surfside as a viable destination.*
Surfside began the 2015 season of Third Thursdays to the beat of bongos at Havana Nights on January 15. Hundreds of residents and visitors enjoyed the Latin-themed community block party in the business district. The evening included special entertainment and refreshments, the Surfside Circle area, salsa dancing, live music, the Miami Marlins street team and the ever-popular food trucks served the crowd with amazing meals, desserts and specialty coffee.
One statement was that “Surfside needs to continue to take tourism seriously as the economic benefit is clearly identifiable and can be fragile.” The image of a destination, and the desirability to attract visitors, can turn from favorable to less desirable. If the latter occurs, there are detrimental economic consequences. Tourism promotion is set apart from other Town functions, as identified in a specific State Statute, the Town Charter and Resort Tax Ordinance. The tourism mission transcends the views of residents or businesses. The Tourist Board, as stewards of this unique process, helps guide how Surfside’s brand is presented and protected. As community involvement is a hallmark of pride in Surfside, you are all welcome to join the discussion of tourism at the monthly Tourist Board meetings. They are held every first Monday of the month at 6:30 p.m. in the Town Commission Chambers and are broadcast live over Channel 77 and streamed over the Town’s website. Surfside’s Kosher Restaurants Make “Tops in the World” Rating

Relay for Life on March 14 Relay for Life, the annual event to support the American Cancer Society, will take place on the beach at 96 Street on Saturday, March 14 and will include the communities of Surfside, Bal Harbour and Bay Harbor Islands. Organizers hope to raise $25,000 for the American Cancer Society.

Small Businesses Can Apply for County Grants Small business owners in Miami-Dade’s District 4 are invited to apply for Commissioner Sally Heyman’s Annual Mom and Pop Small Business Grant Program. Applicants may be eligible to receive up to $5,000 to purchase equipment, supplies, inventory, commercial liability insurance, security systems, advertising and marketing and minor renovations. Applications will be accepted February 2 through February 20, 2015.
To qualify, business owners must have been licensed and operating for at least two years, not employ more than seven employees, not be in default or non-compliance with any County loan or grant program, not affiliated with a national chain, not own more than two businesses and not engage in illegal activity at the stated business location. Television Star Shireen Sandoval Calls Surfside Home
During her career as a television entertainment reporter, Shireen Sandoval has traveled the world to interview famous celebrities. But when it came time to pick a place to live, she opted for the small town-in-a-big city feel of Surfside.
Currently the co-host of WSVN Channel 7’s Deco Drive and the author of the station’s popular blog Shireen’s Favorite Things, the talented journalist deftly reports (and models) on a wide array of topics: fashion, film, actors, dance, jewelry, travel and more. Born in a small town in New Mexico to a Mexican-American father and Swedish mother, Shireen is one of five children. She received her bachelor’s degree in theater and broadcast journalism from Eastern New Mexico University. It was always her ambition to cover “hard” journalism, such as wars and politics. At her first job in Amarillo, Texas, she did her share of assignments on brush fires and tornadoes, but was constantly told by her bosses and fans that she truly excelled on the entertainment beat. Eventually, Shireen came to embrace her talents and the industry took notice. At her next stop in Indianapolis, Indiana, she worked as a features and entertainment reporter, traveling to Los Angeles and New York to interview Hollywood’s biggest film and television stars. Ten years ago, she arrived at WSVN Channel 7. Shireen’s timing was good. The word

During the past decade, Shireen spent one year in New York, focusing on film reviews. “But I missed Miami more than I loved New York. And I will not miss December in Manhattan,” Shireen said. Back in South Florida, Shireen had already decided where she would be living. “I always knew about Surfside and wanted to make it home. I love the beach, the neighborhood feeling – but with the luxury of what a big city offers,” she said. She also enjoys the local restaurants and shopping around the business district. The 24-hour news cycle keeps Shireen busy, but travel remains one of her favorite hobbies. “I got hooked on visiting places around the world, or, if I have free time, just taking a quick trip down to the Keys.” See Shireen on Deco Drive (Channel 7), Monday-Friday at 7:30 and 11:30 p.m.

Police Address Byron Avenue Traffic In response to the increased traffic congestion in Surfside and surrounding communities, the Surfside Police Deparment is directing available resources toward traffic control, educating the public and enforcement of traffic violations. The primary focus is concentrated on Byron Avenue due to the increased traffic when drivers seek alternate routes as Collins and Harding Avenues become backed up. Patrol Operations has positioned officers strategically on Byron Avenue at key intersections and where speeders have been reported during morning and evening rush hours. In addition, an Overtime Detail has been implemented to supplement staffing. Two officers are working from 4:30–7:30 p.m., assigned strictly to traffic control on Byron Avenue. They are targeting 88 Street and Byron Avenue where drivers often violate the traffic control devices and at 95 Street and Harding Avenue. We have also placed a video message sign on Byron Avenue reminding drivers of the 20 m.p.h. speed limit. In the past three weeks, officers have issued 241 violations and given 182 warnings. With each traffic stop, officers stress
the importance of safe driving in a residential community with no sidewalks. Town officials are working closely with State and County Traffic Agencies to establish more permanent traffic control devises to reduce the volume of traffic and curtail violations. Additionally, the Parking Department will implement a pilot residential parking permit program for the 9400 and 9500 blocks of Byron Avenue. Only residents and their guests will be allowed to park on these two blocks. The program will be re-evaluated after 90 days. The purpose is to mitigate the problem of others parking on these two blocks. The Police Department has also held two Community Meetings to gain input from residents. The Police Department will be conducting Temporary Road Closures on Byron Avenue at 90 Street and 94 Street, Monday–Friday from 4:30 to 6:30 p.m., to eliminate direct travel from south to north. This study will be in place for several weeks. Traffic will be evaluated weekly and modifications will occur as needed.
Department Adds Locator System for Police Cars In the ongoing efforts to enhance service, accountability and efficiency within the organization, the Surfside Police Department has begun the acquisition and implementation of an Automated Vehicle Locator System (AVLS) for the entire police fleet. The locator capabilities provide a magnificent instrument
regarding officer safety. In the tragic event that an officer is injured and unable to communicate, police dispatchers can immediately identify the vehicle location saving precious moments in sending help and can be the difference between life and death. This AVLS system will enhance efficiency by providing data for developing patrol and operational plans. This will aid in quicker response times and increased officer visibility in Surfside. The AVLS system data will also assist in budgeting fuel costs and vehicle maintenance. The AVLS system was paid for through the Police Confiscation Fund.
December Civilian of the Month
During the past month, Dina Goldstein managed the Police Department’s Sixth Annual Holiday Toy Drive as she has the previous five years. This event requires much time, effort and commitment. The collection begins with advertisements for donations of new toys. The needy children are vetted and individually invited to attend the Toy Giveaway Party. Hundreds of toys were donated, purchased and stored (see page 8). The Miami-Dade Fire Rescue and the Miami-Dade Police Aviation Unit were scheduled to participate.

Town personnel were recruited to assist with the set-up, decoration, and cleanup of the Commission Chambers and the training room. Police Officers were needed for an escort, a street closure and traffic direction. Parking Enforcement Officers were necessary for room security. A professional photographer and DJ volunteered their services. Plaques for sponsors were ordered. A pre-event meeting was held to give out assignments, duties and responsibilities. The event was spectacular and went off without a problem. It was a very special day for the children and all of those who attended. I thank and praise all who helped but Dina certainly deserves the most credit and recognition. This has become another event that makes Surfside look great. I can’t thank her enough for an amazing job well done!

Prepare for Street Sweeping On the first and third Mondays of the month, Surfside performs street sweeping operations beginning at 9 a.m. Please do your part to keep your curb clear of vehicles, trash and garbage cans. Street sweeping keeps dirt and leaves from clogging our storm drains and reduces pollution in Biscayne Bay.

Toy Give-Away Makes for Happy Holidays
Children of all ages eagerly welcomed Mr. & Mrs. Claus as they arrived at Town Hall on a Miami-Dade Fire Rescue Truck from the Haulover Station for the Police Department’s Sixth Annual Holiday Toy Give Away. Families from throughout the area attended a festive afternoon that included picking out their gifts, dancing to holiday music and enjoying refreshments in the Town Commission Chambers. Thanks to all who generously made the event possible.

Surfside Flood Information Local Flood Hazard
Storm surge may flood the entire Town. Any storm surges experienced here will most likely be as a result of a hurricane or tropical storm, typically from June 1 through November 30 each year. Other flooding can occur due to heavy rains over a short period of time, especially at times of high tide.
Town Flood Services To assist residents in understanding the National Flood Insurance Program and the effects on construction, remodeling and maintaining buildings, the Town offers the following services to residents: Access to the Flood Insurance Rate Maps to show if your property is in a Special Flood Hazard area, consultations on the Substantial Damage/Improvement 50% rule, site specific elevations for mechanical equipment, elevation certificates, flood mitigation financial assistance advice, general information and brochures. Town Staff will offer advice and visit properties upon request to review its flood problem and explain ways to stop or prevent flood damage. Please contact the Town’s Building Department at (305) 861-4863, Ext. 231.
Drainage System Maintenance A serious risk to the safety of residents is the blockage of catch basins by debris which prevents proper drainage of storm water. The Town sweeps the streets twice a month and monitors all catch basins after each storm event. As a resident you can help by not placing lawn cuttings or any other debris by the curb on the weekend. This is a violation of the Town Code. Please contact Town Hall (305) 861-4863 if you see or know of anyone illegally dumping materials/debris into any catch basins within the Town.
Flood Safety Do not walk through flowing water! Drowning is the number one cause of flood deaths. Currents can be deceptive; six inches of moving water can knock you off your feet. If you must walk in water, use a pole or stick to see how deep the water is. Do not drive through a flooded area! More people drown in their cars than anywhere else. Don’t drive around road barriers. Canals or ponds may not be distinguishable from roads. Stay away from power lines and electrical wires! The number two flood killer after drowning is electrocution. Electrical current can travel through water. Immediately report downed power lines to Florida Power & Light (FPL) at 1-800-468-8243 or to the Town’s Police Department (305) 861-4862. Have your electricity turned off by FPL! Some appliances such as TVs keep electrical charges even after they have been unplugged. Don’t use appliances or motors that have been wet unless they have been taken

apart, cleaned and dried by professionals. Look out for animals, especially snakes! Small animals that have been flooded out of their homes may seek shelter in yours. Look before you step! After a flood, the ground and floors are covered with debris including broken glass and nails. Floors and stairs that have been covered with mud can be very slippery. Be alert for gas leaks! Don’t smoke or use candles, lanterns or open flames until the gas has been turned off and the area has been ventilated.
Flood Warning System In cases where flooding might occur during emergency situations, local radio and television stations will provide critical information as part of the Emergency Broadcast System. Emergency information and evacuation routes are available through the Miami Dade County Office of Emergency Management, (305) 4685400 or on the Town’s website at www.townofsurfsidefl. gov. In the event of a hurricane, all residents are required to evacuate when ordered by the Mayor of Miami-Dade County. Each resident should make plans well in advance of the emergency. Public emergency shelters should be your last resort. You can call the Surfside Resident Storm Hotline at (305) 993-1070.
Property Protection It is imperative that you know what to do to minimize flood damage. “Flood proofing” means making physical alterations to your building that improves the ability of property and structures to withstand the damages caused by flooding. You should take action now to minimize losses to your property and possessions. Dry flood proofing includes sealing or waterproofing with special materials and compounds which provide a chemical or physical barrier against water intrusion during times of flooding. Construction of a small flood wall or earthen berm, or redirecting drainage to keep water away from the building is another example of property protection. Call the Town Building Department at (305) 861-4863 for more information or search the Miami-Dade County Library for “Flood” information.
Flood Insurance Property losses due to flooding are not covered under standard homeowners’ or renters’ insurance policies. Two types of flood insurance coverage are available; building and contents coverage. Contents coverage should be purchased by renters. Flood insurance coverage may be mandatory for some mortgage loans. If you don’t have flood insurance for your property and its contents, contact your insurance agent. Information is also available from the www.floodsmart.gov website. Don’t wait until the next flood is coming to buy flood insurance protection as there is usually a 30-day waiting period before a flood insurance policy takes effect.

E-Readers at the Community Center The Community Center is offering e-reader devices available for loan to Surfside residents for daily on-site usage with a valid Community Center ID. The e-Readers can electronically access the data base of the Miami-Dade library system with a valid library card. Two e-Readers will be specifically set aside for children 12 and under. Seniors Explore the Beauty of Fairchild Tropical Gardens For their January 15 trip, Surfside seniors enjoyed one of South Florida’s natural treasures, Fairchild Tropical Botanic Garden. The 83-acres of tropical and subtropical beauty is one of the world’s premier tropical botanic gardens. The Surfside group enjoyed the glasswork sculptures of world-renowned American artist Dale Chihuly, currently displayed at the gardens and shown at left. Surfside Actors Developing Radio Pilot Based on Our Town
Surfside residents and renown actors Michael O’Hagan and Pamela Salem have written a pilot for a radio comedy serial called SHORESIDE. A recording of the pilot will be performed by a professional troupe, Miami Radio Players, in front of a live audience on Saturday, March 7 at 6 p.m. at The Gleason Room, backstage at the Fillmore, 1700 Washington Avenue in Miami Beach as part of the Miami Beach Centennial. Tickets are available at the Box Office. The script reads right out of Michael and Pamela’s experience relocating to Surfside. Newly arrived British couple, Tricia and David and their dog Suzie make their way through a comic maze while moving into their new house, making friends and adjusting to “Beach Time” in South Florida. Shoreside’s fictional residents are a reflection of real residents in Surfside and Miami Beach in a caring yet comic portrayal of life in Paradise. Michael and Pamela (both were profiled in the Gazette as Surfside Stars) hope this serial could run forever as there are so many colorful characters in Surfside! That’s why they love living here.
