Reflecting Back, Looking Forward By the time you read this message, we will be celebrating a new year and I will be celebrating the end of my first year as the Manager of the Town of Surfside. It has been an exciting and eventful year, full of great experiences and important achievements. I appreciate all the assistance given to me by the elected officials, resdients and dedicated staff. As we move into 2016, we will continue to work together to overcome challenges while we seek common goals and accomplish the best possible results. I look forward to a prosperous and successful year! New Season of 3rd Thursdays Begins on January 21 The 2016 3rd Thursdays kicks off at 7 p.m. on January 21 with a 1950s Sock Hop block party at the corner of Harding Avenue and 95th Street. Come in your best West Side Story outfit (think greasers and pleated skirts) and be ready to learn some 1950s dance steps. The event is free and open to residents and visitors. Join in the fun, music, dancing and plenty of great eats from gourmet food trucks. Members of the Surfside Circle, Surfside’s insider program, have access to the exclusive VIP section and giveaway items (while supplies last). Surfside Circle is for residents, visitors and anyone who enjoys Surfside with free registration at www.visitsurfsidefl.com/surfsidecircle. The events will continue on each 3rd Thursday of the month through April.
Author & Historian Seth Bramson Receives Town Key Seth Bramson, author of dozens of South Florida history books, including the recent Surfside, received a Town Key from the Mayor and Commissioners at the December meeting. Mr. Bramson has many ties with the community and grew up next to Surfside.

Surfsiders Thanked for Socks on a String Donations The Town of Surfside was proud to participate in the 4th Annual Socks on a String Drive again in 2015. The combined collection this year exceeded the amount of donated socks from previous years. Over 3,700 pairs of socks were delivered to the residents of the Miami-Dade Salvation Army shelter before the Thanksgiving holiday. Through contributions, including those from Surfside, the much-needed socks were delivered to residents of shelters and awareness about the homeless community was raised.
Classic Car Show Rolls into Surfside
The Surfside Tourist Board hosted a classic car show on December 13 at the parking lot on 94th Street and Harding. The event included music, holiday toy collection, food trucks and awards for the best of show cars.

Caroling Kids Serenade Town Hall & Business District The student chorus from Ruth K. Broad Bay Harbor K-8 Center added to the holiday spirit with a full afternoon of caroling. The talented group of more than 20 singers first entertained at the Town of Surfside employee holiday lunch and then caroled their way through the downtown district, spreading joy among the shoppers and business owners. A big thanks goes out to Publix, Serendipity, Rolling Pin and Munchies for donating water, ice cream, cookies and pizza to the thankful carolers! Tourism Intern Recognized Artist Displays Work at Adelina Garkova, a Florida International University Community Center Political Science graduate, spent several months as an intern for the Tourism, Economic Development and Community Services Department. Adelina assisted with tourism and downtown related projects. She was recognized by the Town at the December Commission meeting.

Surfside resident and self-taught artist Karen Geller is displaying her acrylic paintings on canvas at the Town’s Community Center. Originally from New York, she has lived in South Florida for 20 years. She has always enjoyed visual arts and began painting recently. She plays tennis, is an avid beach walker and has three children: Jessie, Lucas and Owen.
Dogs Must be Leashed The Town of Surfside will be enforcing unleashed dog violations. According to section 10-28(c) of the Town Code. The daily civil fine for a first offense is $50 and a daily fine second/repeat offense is $100. Please leash your pet!

On-Street Parking Rate Increased
At the December 8, 2015 Surfside Town Commission meeting, a parking meter rate increase of 50 cents per hour from $1.50 to $2 for on-street parking was approved and will commence on January 1, 2016. The rate increase is necessary to offset increased maintenance and operational costs. Note that the parking rate in the six Town Municipal Parking lots will remain at $1.50 per hour. The new on-sreet parking meter rate of $2 per hour is comparable to the hourly rates of our surrounding local jurisdictions and other Miami-Dade municipalities. The on-street parking spaces are located on Collins Avenue, Harding Avenue, 88 Street, 94 Street and 95 Street and are mostly in the business district. As in past years, Surfside residents may participate in the Annual Resident Parking Permit Program and purchase up to three parking permits per household. An application for the Parking Permit is available at Town Hall during business hours between 9 a.m. – 5 p.m., Monday through Friday and on the Town website at www.townofsurfsidefl. gov/Pages/SurfsideFL_Parking/2015-2016-parkingpermit-rules.pdf.
POAT Supports Police Officers and Families
The Police Officer Assistance Trust (POAT) is an organization providing assistance to the Miami-Dade County law enforcement community and their families in times of hardship and personal crisis. During the holiday season, POAT collects donations for spouses and children of fallen officers at several malls in Miami-Dade County. Police officers and department personnel volunteer their time.
Dina Goldstein Named Citizen of the Month for November Executive Assistant Dina Goldstein has recently professionally and resourcefully managed the 14th Citizens Police Academy. During the 11-week course, she directed NRO Dianna Hernandez, CSA Daniel Sanchez and Reserve Officer Pamela Ogden to assist and all were invaluable in this popular Surfside community project. The program was tremendous success with more than 25 residents attending. This academy requires a lot of work, including managing and scheduling classes, instructors, transportation, refreshments, venues, equipment, certificates, correspondence, and graduation ceremony. Much is done on Dina’s own time and outside her workday. She volunteered each Tuesday evening for 11 weeks to ensure the continued success of the CPA. Dina is truly committed to the academy and making it better each year.

A Merry & Bright Toy Give-away in Surfside

December 18, 2015 Dear Residents, Starting in mid-November residents and visitors of our beautiful coastal community have most probably noticed heavy machinery and trucks on the beach. I would like to update you on the efforts of the Town Commission and Town Administration to ensure a safe, healthy, and clean beach for you, your family, friends and visitors. Full reports, studies, past meetings, and further detailed information are available on the Town’s website at www.townofsurfsidefl.gov at the “Beach Sand Replacement Project” link. The beach is a dynamic ecosystem. The quantity of sand naturally ebbs and flows with waves and storms. Projects known as beach nourishment sponsored by the Federal Government bring additional sand on our beaches to protect against erosion - providing a protective barrier for our community and coastal ecosystem. Balancing nature and growth in beachfront communities is both a goal and a challenge. The State of Florida, under the supervision of the Florida Department of Environmental Protection (FDEP), requires that sand excavated from beachfront development projects remains on site or is placed within the same beach system, in other words, within a nearby location. The FDEP oversees this process through a closely regulated permitting process. The State of Florida required that sand excavated from the Surf Club site, a coastal development project, be placed on the beach in Surfside, which was completed in April, 2014. Upon completion, there were concerns from a few residents over differences of color, potential chemicals or other toxins, and construction debris in the excavated sand. The Town immediately took action to address the concerns raised by residents of the Town. The Town Commission directed chemical and physical testing of the excavated sand. The Town retained the services of experts, including expert independent toxicologists to provide analysis and testing of the excavated sand. There was specific concern from the group of residents over lead, arsenic, asbestos, and radon gas. The results of the testing showed chemical background levels and physical qualities of sand consistent with those throughout Miami-Dade County. In addition, the Town consulted with Miami-Dade County and State health departments and environmental agencies, who provided reports, data, and analysis showing that the chemical and physical qualities of the excavated sand were consistent with the quality of sand in Miami-Dade and Florida, and did not pose elevated health risks to beach-goers. Throughout this process, the Town made public engagement a priority. The Town Commission created and appointed a Sand Project Community Monitoring Committee to review data, listen to experts, and be a sounding board for ideas, questions and concerns. Following the Sand Project Community Monitoring Committee’s recommendations, the Town passed a resolution urging the State of Florida to conduct chemical and physical sand testing for excavated sand placed on the beach as a general policy throughout Florida. In addition, the Town adopted an ordinance, the first of its kind in Florida, which requires excavated sand placed on the beach from coastal construction projects in Surfside to pass rigorous chemical testing and to meet specific physical characteristics. While the State has the ultimate authority in the coastal construction permitting process, the law allows the Town to adopt more stringent requirements for public health safety and welfare within our boundaries. Concerns from a few residents remained over construction debris in the excavated sand. While this issue was in the hands of the FDEP, the Town continued to advocate for a clean and safe beach. On April 14, 2015, a unanimous vote by the Town Commission directed the Surf Club to remove and replace the excavated sand, subject to FDEP’s approval. Specifically, the Town Commission directed that the excavated sand be replaced by a special type of light powdery sand, known to come from the Ortona Mine in Central Florida, or of similar quality. The FDEP incorporated the Town Commission’s recommendation into a legally binding document known as a “Consent Order”. The Consent Order was finalized and signed by the Surf Club and FDEP on October 15, 2015. The process to remove and replace sand could not occur until the end of marine turtle nesting season on November 1. The removal and replacement process started on November 12, 2015 and is programmed to be completed by the end of 2015. The Town Administration has been in close contact with all parties to limit the impact that this project has on residents and visitors, while doing everything possible to expedite this process. The Surfside Police Department has provided security, public safety, and traffic control in the area, of paramount importance in a construction project of this magnitude. We have observed and taken daily pictures, which are posted on our website. Once the process is finished, the FDEP will complete a final site inspection report, surveying the area to ensure compliance. I want to personally thank you for your patience throughout this time. Surfside’s beach is clean, safe, and beautiful - here for you, your family, friends, and visitors to enjoy!

Awareness Lecture

The Parks and Recreation will join Maria Supik a certified health coach to host an awareness lecture where adults and parents with children ages 3 -12 years old meet and learn simple strategies to enhance the entire family health through topics like Traffic Light Eating, Brainy Breakfasts and Watering their growing children. L.E.A.N. Essentials was designed to encourage parents who are less certain about the concept of good nutrition.

Snow Piles Up at Winter Extravaganza Surfside families enjoyed Parks & Recreation’s Winter Extravaganza on Dec. 13. There was music, holiday games, Santa and dancing dradle, as well as a huge pile of tropical-style snow to play in (see below).
