Katikati’sannualEmergencyServices FoodbankDrivewillbegin6.30pmon December2withpeoplefromarangeof emergencyservices–fromthevolunteer firebrigade,NZPolice,RedCrosstoSt John–wanderingthestreetstocollect donations.
KatikatiChristianFoodbankmanager SueSpriggenssaidherteamofvolunteers hadgivenoutmorethan1300food parcelssofarthisyear,whichhadhelped feedabout4500people.
“Thisrepresentsa9%increaseon lastyear’sparceltallyandthedemand isconsistentlymovingupwards,”said Spriggens.
Asaresult,thecostofkeepingthe foodbankstockedwasincreasing significantly,Spriggenssaid.“Alreadythis yearmorethan$36,000hasbeenspent onfood,justforthebasicparcels.Wealso relyonFoodRescuefoodanddonations offoodfrom-weekto-week.”
Morethan100weekly
Thefoodbankroughlygivesout30-35 parcelsperweek.“Butthatnumber doesn’tshowtheclearpicture,it’sthe numberofpeoplewegivetothatdoes. It’susuallyover100peoplethatwe’re feedingweeklybecausesomeparcelsare forafive-personfamilyormore.”
Asaresult,she’sappealingtothe communitytogivegenerouslytothe EmergencyServicesFoodbankDriveon Tuesdaynight.
Peoplecanmeetemergencyservices personnelattheendoftheirdriveway togiftfood,whichwillbedeliveredto thefoodbankforsortingandstoringby volunteers.
“Tobenefitusmostwereallyneed itemsthatmakeupourbasicparcels–suchasrice,pasta,cereals,tinnedfood, babyfood,nappies,toiletries–butwe needeverything.”
Spriggenssaidthedonationswould offsetthefoodbank’sgrocerybillbecause itbuysitemsforparcelswhentheyare short.“We’lltakeanything–aslongas it’snon-perishableandindate.Andif youdon’thaveitemstodonate,youcan donatecashonthenight.”

Thefoodbankhasacommunitygarden onWaterfordRd,whichvolunteers harvesteachMonday–butmore produceisalwayswelcomed.
Spriggens,who’dbeenpartofthe foodbanksince2020,hadneverseena dipindemand.“Ithinkoneofthemain factors[forpeopleneedingfoodparcels] ishousing.It’ssoexpensiveforpeopleto getintoahousenow.
“Thisyearwe’veseenabigincreasein thenumberofhomelesspeoplelivingin theircarsinKatikati.”

Spriggenssaidformanypeople–includingfamilieswithbothparents working,andtheelderly–thebulkof theirincomegoestowardsrentorpaying housingcosts.“Rentsarehorrendous–$500perweekiscommonandalotof ourpeoplearepayingoverthat[amount weekly].”
Shesaidpeoplenolongerhavesavings tobufferthemfromemergencycosts either.“Soiftheyhaveahugeexpense

withacar–whichdoesn’ttakemuch, evenjustnewtyres–itcanthrowthem. Theydon’tearnenoughanymoretohave anythingsavedupforanunplanned expense.”

WesternBayofPlentyDistrict Councilisseekingcommunityviews onaproposaltodevelopanew medicalcentreonasectionofthe BeachRoadRecreationReserve.
PrimaryHealthCareLimited(PHCL) hasaskedcounciltoleasepartofthe reservesoitcanbuildanewmedical centretomeetthegrowingneedsofthe community.
PHCLisanot-for-profitorganisation andcurrentlyoperatestheWaihīBeach MedicalCentreonWilsonRd. Councilagreedinprincipletoapprove theapplicationatitsProjectsand MonitoringCommitteemeetingon August15,whichwouldsee1137m2of thereserve–about30%–reclassifiedto LocalPurposeReserve.
Thenewfacilitywouldincludecarparks, accesswaysandlandscaping,whiletherest ofreservewouldremainasanopengreen spaceforpublicuse.
Reclassifyingthelandwouldallow themedicalfacilitytobelocatedonthe reserve,butitwouldnotimpactcouncil’s ownershipoftheland,whichwould remainprotectedbyitsreservestatus.
Thelandwouldbeleasedfor17years underalong-term‘CommunityImpact PartnershipAgreement’,withanoption torenewforanother15years.Underthe ReservesAct1977,leasesareallowedfor upto33years.

“Theexistingmedicalcentreis privately-ownedandunabletoexpand. Itisnolongerfittokeepupwithwhat thecommunityneedsfromitslocal healthservice,”saidPHCLdeputychief

“Anewfacilitywouldhelpensure peoplecangetthecaretheyneedclose tohome,withmoreclinicalrooms, improvedurgent-carecapacity,andspace forvisitingspecialists.Withextraroom totrainfutureGPs,wehopetoattract moredoctorstotheareaandbetterserve theWaihīBeachcommunity,”Pundak said.
“Afterseveralyearsofexploring alternativeoptions,wehaveidentifieda partnershipwithcouncilasaviableway forwardtobuildanewmedicalcentre.”

I’veheardyou’renothappywiththe changestoroadsidemowing–I’mnothappy aboutiteither–solet’sunpicktheissueand what’shappenedinthisspace.
Tidybermsandclearsightlinesdon’tjust makeroadssafer–theyshowthatourtowns arecaredfor.Keepingourstreetstidyand safeissomethingweallvalue.Itreflects prideinwhereweliveandmakesourtowns welcoming.
Tobeclear,whenwetalkaboutroadside mowing,wemeanthemowingofbermsand mediansalongourroads–notreservesor parks.Akeyreasonfortherecentreduction inmowingfrequencywastheNewZealand TransportAgencysignificantlyreducing thefundingcouncilsreceiveforlocalroad maintenance,includingvegetationcontrol.


Thiscreatedafundingshortfallthatmeant councilcouldn’tdeliverthepreviouslevel ofservice.Specifically,thenumberofurban mowsperyearwasreducedfrom12to six.Ourstaffwantedtokeepcostswithin budget,butIacknowledgethishasn’tmetthe standardyouexpect.
Electedmembershaveheardclearlyfrom thecommunitythatyouwantbetter,so we’removingfasttoaddressthis.Another mowwillbescheduledbeforeChristmasto improvetheappearanceofurbanareasforthe holidayandvisitorseason,includingevents likeourSantaparades.
BeforeChristmas,councillorswillreview mowinglevelsandconsideroptionsfor providingadditionalmowsontopofthe budgetedsixfortherestofthisfinancialyear. Thiscouldmeanimmediatechanges,butany increaseinmowingfrequencywouldneed tobefunded–eitherbyreallocatingexisting budgetsoridentifyingnewfundingsources. Councillorswillweighuptheseoptionsand theirimplicationscarefully,withafocuson what’sachievableandsustainable.
InFebruary,aspartoftheAnnualPlan process,we’lllookatlonger-termsettingsfor


mowingandothertransportationservices. Anyfurtheragreedchangeswilltakeeffect fromJuly1,2026,whennewratesareset. Thiswillbeabroaderconversationwith thecommunityaboutwhatlevelofservice iswanted,andwhatthatmeansforratesor trade-offsinotherareas.We’recommittedto beingopenandlisteningtoyourviews.
Whilefundingchangeshavecreated challenges,we’recommittedtofinding solutions.Thiscouldincludereviewinghow ourservicesarecontracted–alloptions areonthetable.Ialsowanttoclarifythat mowinginourreserveshasnotchanged.Our teamsareworkingtomaintaintheagreed servicelevels,butit’salwaysachallengefor contractorstokeepupwiththespringflush thatcomeswithwarmandwetconditions.
Tidytownsandprideofplacematter–I wantpeopletofeelproudofwheretheylive, proudwhenvisitorspassthroughorcometo stay,andproudofCouncilfordeliveringthe essentialswell.
ANZTransportAgencyWakaKotahi (NZTA)spokespersonresponded:“Thelevelof fundingavailablethroughtheNationalLand TransportProgramme(NLTP)fordifferent activitiesisdeterminedbytheprioritiessetout intheGovernmentPolicyStatementonland transport(GPS).
“WiththeGPSprioritisingfundingfor roadmaintenanceoperationsandforstate highwaypotholeprevention,atatimewhen thereisafiniteamountoffundingavailable andincreasingdemandsontheroading network,councilsandNZTAhavechanged thelevelofservicesprovidedforvegetation controlonlocalroadsaswellasonstate highways.
“Astheroadcontrollingauthorityforstate highways,NZTAhasalsohadtoadopt amorefocusedandtargetedapproachto weedcontrol,whichmeansthefrequency ofourmowingoperationshasreducedfrom previousyears.”

A30-year-oldKatikatimanappearedin courtthisweektofacechargesaftera police
operationlastFridaytolocatehimlocked downtwoschools,anearlychildhoodcentre andamedicalcentreinthetown.
ThemanwasduetoappearinTaurangaDistrict CourtonTuesday,November25,onchargesof kidnappingandwoundingwithintent,saidWestern BayofPlentyCIBDetectiveSeniorSergeantNatalie Flowerdew-Brown.“Asthematterisnowbeforethe court,policewillnotbecommentinganyfurther,” shesaid.
Reportsbeganfilteringinafter11amlastFriday, November21,thatpolicehadcordonedoffBeach Rdandarmedofficerswere“standingguard”atthe PolleyCresandParkRdintersectionswithtraffic divertedaroundthosestreets.
ShortlyafterKatikatiPrimarySchool,Katikati CollegeandKatikatiMedicalCentreconfirmed they’dgoneintolockdownatthedirectionofpolice. Parentsweretoldnottoentertheschoolsuntilthe lockdownlifted.EarlychildhoodcentreRobin’s Nest–locatedwithinthepolicecordon–also confirmedtheyhadgoneintolockdown.
PolicetoldNZMElastFridaythattheywere searchingforapersonofinterest.
AHatoHoneStJohnspokespersonsaiditwas calledtoKatikatiat11.41am,andassessedone patientinaminorcondition.
Parentsandnearbyresidentsgatheredbesidethe collegeanddairyonBeachRd,outsidethecordon, andwatchedonfornearlythreehoursasthepolice operationunfolded.
Aboutmiddayfivestaffand20childrenfrom Robin’sNestwereevacuatedbypoliceandwalkedto thecollegetojointhelockdownattheschool. Justbefore3pmpolicereleasedastatement sayingthepersontheywereseekingwasincustody.

Farnathsaidhercentrehad20childrenin attendancethatmorningandfivestaff–including herself–onduty.“Everythingwasnormalandthen wejustgotaphonecalltosayputourlockdown procedureintoplacefromthepolice.”Thatwasjust after11am.
Farnathsaidtheirlockdownprocedurewasto bringeveryoneinsidethecentreandlockthemselves intoaroom,then“justremaininplaceandoutof sight”.Sheknewnothingaboutwhatthepolice wererespondingto.
Farnathsaidatroughlynoonthepoliceknocked onthecentre’swindow.“Iwentoutandspoketo themandtheysaidthatitwasprobablywasn’tthe safestlocationforusandcouldweevacuate.”
Farnathsaidthestaffandchildren,aswellasa parentwhowasnearby,hadwalkeddownBeachRd andintothecollegebuildingswithapoliceofficer. ShehadthencontactedRobinsNestparentsto updatethem.
