Fortun proposes Sustainable Forest Management measure B

UTUAN CITY – Agusan del Norte First District Representative Lawrence Lemuel Fortun has filed a bill seeking to set a policy direction in the formulation of programs for the protection and sustainable management of Philippine forests. Under House Bill No. 0050, the measure entitled “An Act Providing for the Protection, Rehabilitation, and Sustainable Management of Forest Ecosystem and for Other Purposes” or the “Sustainable Forest Management Act”, Fortun said that while our country’s forest belongs to the world’s most diverse with rich source of plant and animal species, it is also
considered one of the most threatened. According to the Butuan City and Agusan del Norte solon, “Our forest covers have been reduced to 18.3 percent in 1999 and is estimated to be shrinking by two percent every year” attributing the loss to commercial and illegal logging, forest conversion, population growth, migration and fuelwood harvesting.
Fortun said, “It is crucial that the country adopt a systematic, coherent and responsive management system to restore the integrity of our forest ecosystem.” For tun emphasize d that his proposed measure “recognizes the Sustainable Forest Ecosystem Management (SFEM) strategy as the principal policy framework for all programs in the forestry sector. The bill prioritizes the protec-
tion and rehabilitation of our forest systems through regeneration or reforestation of natural forests. It likewise recognizes the role and respects the rights of the stakeholders such as the local government units, the local community and the indigenous peoples.” Fortun’s bill highlights policies to include: -Forest Resources to Promote the Common Good – The use and conserva-
tion of forest lands and the resources therein shall bear social, ecological and accountability to promote the common good of the present and future generations; -Climate Change Mitigation or Adoptation – The mitigation of or adoptation to climate change shall be vital components in the conservation, management, protection and development See Fortun, page B3

DOJ denies giving ‘freedom ticket’ to inmates who appeared in hearing JUSTICE Secretary Vitaliano Aguirre II denied that the appearance of the witnesses during the hearing at the House of Representatives recently served as their “tickets to freedom.” “Application for parole was nonfactor in our decision to make them appear at the probe for House of Representatives,” Sec.
