THE power company that operates 19 run-of-river hydropower plants in the Philippines yesterday said that part of its service commitment to the community is the protection of watersheds in its areas of operation. Engr. Boy Jabonillo, vice president for Business Development of Hedcor, Inc., said that taking care of the watershed is part of the company’s business as it is only in protecting the watershed can it ensure the protection of its investments in the power industry.

“A big part of the components of hydro system is we have to manage the watershed since we rely on the watershed. Thus, we always make sure that we take care very good care of the environment,” he told the Business Daily in a recent interview. “Since our business relies on water, we have to make sure that we have adequate water supply to run our turbines to produce electricity for our customers. Mangaoang said the Tank Sounding and Computation Training equipped the BOC personnel with the knowledge and know-how on how to check importation papers vis-à-vis the quantity of petroleum stored in the oil tanks. She said the training came about after allegations of rampant oil smuggling in the country. “There is no evidence of that here,” she said but added that they still conducted the training “just to be sure that the quantity is correct” as provided in the importation papers. “I am happy to announce that there is no smuggling here,” she said. if the content of the oil tanks is kerosene or crude oil. Mangaoang said the participants will be given examinations later to find out if they were able to understand and acquire knowledge needed to inspect tankers and oil tanks. She added that there is no need for the customs bureau to acquire equipment for tank sounding and computation as these are available at the oil depot of Jetti in Tagoloan. “Jetti is our biggest importer here,” she said. Engr. Edwin E. Baday, operations manager of Jetti Petroleum, demonstrated how to calibrate oil quantity using digital equipment and other tools. According to deputy collector Adolfo D. Mondigo they found nothing wrong in the oil tanks of Jetti. Mondigo said that the trained BOC personnel will now begin a regular inspection of oil depots because oil shipments occur every week. The next oil importer to be inspected will be Phoenix.

COWD Assures: Water supply to normalize next week By Mike Baños

The Cagayan de Oro City Water District has assured consumers the water supply situation in its west service area will normalize by next week. “A water supply as wide as COWD western service area needs at least a week to restore and recover dissipated pressure in the system given continuous and steady supply,” said Rachel M. Beja, COWD General Manager in a press conference held June 7 at the COWD social hall. “We may need more technical adjustments in our system after having been emptied intermittently for some time. We are do-

ing everything possible to facilitate restoration of the system to normal condition.” COWD had been receiving a mounting volume of complaints from irate residents complaining of low water pressure or the lack of any supply at all especially during the peak morning hours. “Although water demand in this area is around 40,000 cubic meters (cu.m.) a day, the demand rises and doubles between 6-8AM,” said Engr. Bienvenido V. Batar. Jr., COWD assistant general manager for technical services. The daily water supply to the area totals 70,000 cu.m. of which 40,000 (60 percent) is provided by bulk water supplier Rio Verde Water Consortium, Inc. (RVWCI) and the balance of 30,000 cu.m. by COWD’s 10 production wells in the area. In his briefing to media, Mr. Batar said the disruption of water service in the west service area were caused by the intermittent supply from RVWCI to COWD due to problems arising from turbidity and power interruptions. Rio Verde’s monthly delivery to COWD from January-June, 2013 showed supply approximating its contracted 40,000 cu.m. daily except for April when it managed to deliver only 95.93 of the 1,200,000 cu.m. monthly volume ordered by cowd | page 3

Mr. Hapitan confirmed COWD has ordered additional volumes starting June 1st which has enabled them to deliver at the average rate of 2,000 cu.m. per hour. “As of today, supply from Rio Verde is stable at more or less a constant rate throughout the day,” Mr. Batar said. “This is what is most beneficial to our system.”| Besides the bulk water supply, Ms. Beja also stressed the need to address the COWD’s long standing problem with Non-Revenue Water (NRW) which is now averaging around 52-54%, down from the previous 59%. “Addressing NRW is a very capital extensive undertaking requiring at least PhP 500,000.00,” Ms. Beja said. “This involves extensive pipe replacement and rehabilitation and the program was integrated into the proposed increase in water rates from PhP 16 to PhP 21/cu.m. However, since the rate adjustment supposed to have been implemented two years ago was shelved, it has been very difficult to address without a major capex.”

The common types of learning disability are: dyslexia (disability in reading words); dyscalculia (disability in mathematical problems, numbers, etc.); and dysgraphia (disability in writing and other spatial orientation). Proper interventions are very much needed to address these kinds of dis-

Now that Rio Verde and the COWD have sat down to have a continuous supply despite turbidity of the river, we all need to address the root cause of turbidity. On June 25, SULOG will be facing multinational and industrial firms deriving their income from the environment. Our hope is for the adoption of sustainable agricultural practices, payment for environmental ser vices and other issues to address concerns such as the turbidity of our water system. This is the second forum/ workshop and follow-up to the SULOG forum which will serve as an input for the incoming leaders of the region which carries with it our commitment to make the plans work. Former councilor Bob Ocio, who chaired the city council environment committee during his tenure, shared this observation: “The water supply situation is like a ticking time bomb. It is not a problem but simply a symptom of a large-scale environmental crisis. How are we going to solve the problem in a split second when all they left are denuded forests? I have been advocating for a massive and large scale Food Forest Restoration Program”. The earlier for us to realize this, the better. Or we shall be all glued in disaster and disasters due to the environmental crisis which we are actually facing.”

at home; and • Use, if possible, Individualized Educational Plan (IEP) Teachers should always bear in mind that having a pupil with learning disability is very challenging for this serves as a test on how efficient they are in becoming an educator to one’s life.

IN spite of the much-ballyhooed 7.8 percent growth in the country’s Gross Domestic Production, the country is still reeling in abject poverty. The truth is that the people did not, or will never; notice any economic development in this country in the next 10 years. Well, that is a conservative albeit an ambiguous statement. What might be obvious is the fact that this country could never bail Cris Diaz out of the quagmire of poverty in the future. How could this country move forward as everybody wishes? One could not even understand how the economic managers were able to justify the approved budget for the fiscal year 2013. Perchance, we are ordinary mortals who do not understand the nitty-gritty of budgetary priorities. This simply leads us to an unstructured understanding of state sponsored budget spending. Nevertheless, we are looking at the budgetary priorities of the government in its simplest and concrete forms. For instance, the government allocated a P 238 billion for the Department of Education this year. Despite the huge amount, DepEd still suffers shortage of teachers, lack of classrooms, books, and amenities in public schools. This problem leaves our jaws stuck in wonder on how DepEd is spending the taxpayers’ hard-earned money. Why do public schools complain of the lack of everything when in truth the education department is financially stable? There must be problems somewhere else. Or, is this because that corruption still abounds in public schools and universities in the country?

We are not accusing the education department of its incompetence in handling public funds. Notwithstanding, we are wondering how the education department is spending P 238 billion budget. We also heard of public school teachers asking local government units for various infrastructure projects in their schools. For instance, public school teachers begged for the construction of new school buildings at the expense of local government units. Where does the DepEd allocate the budget for this purpose? We want the education department to be transparent in the spending of public fund. Otherwise, it would be just fair to reduce the education department’s budget to subsistence level. Let other government department such as the health and social services departments enjoy more budget than any other does. Another government that enjoys so much budget is the Department of Interior and Local Government Unit (DILG). What for? DILG’s mandate is to supervise operation of local government units such as provinces, cities, and municipalities. The interior department does provide funds for the operation of local government units. With an annual budget of more than P 121 billion, it becomes inevitable for Juan de la Cruz (the common man) to be disturbed. Candidly speaking, the interior government department is one of the highly expensive “white elephants” whose huge budget is unfair to the taxpaying public. Can anybody explain why this government could not deliver the basic services that the citizenry really needs? Misplaced priorities deny the citizenry of basic services

GOD moves and works in miraculous and mysterious ways. It is a fact that He made each and every human being unique and extra-ordinary. In fact, no two beings are physically the same. He gave man his free-will and the ability to find out and reason out things the way he wants to. Some are gifted with extra ordinary intellects while others, so so. Yet to every man He created was instilled with the command to “Trust in the LORD with all your heart; and lean not on your own understanding. In all your ways acknowledge him, and he shall direct your paths.” (Proverbs 3:5-6). We are told, positively, to trust the

In other words, if we trust in the Lord, we cannot also depend upon our own ability to understand everything God is doing. If we are to truly trust Him, we have to let go of our pride, our programs, and our plans. Even the best-laid human plans can-

Isaiah 55:8-9 tells us why we often don’t understand what God is doing: “’For my thoughts are not your thoughts, neither are your ways my ways,’ declares the Lord. ‘For as the heavens are higher than the earth, so are my ways higher than your ways and my thoughts than your thoughts.’” God sees the whole picture, while we only see our tiny corner of it. To trust in the Lord with all our heart means we can’t place our own right to understand above His right to direct our lives the way He sees fit. This year, Hedcor aims at planting at least 200,000 trees to protect the environment and its investments in the power industry. The company do this through partnership with its host communities. The greatest hurdle a hydropower plant project needs to overcome is how to secure a total of 27 permits before it can even start. “It is Hedcor’s policy that we will not start a project if we lack even one permit,” Jabonillo said. Hedcor signed last March a memorandum of agreement (MOA) with local government officials of the barangays of Dalirig, Guilang-Guilang, Santiago and Maluco of Manolo Fortich and Barangay Guihean of Impasug-ong town. Also present during the MOA signing was Impasugong Mayor Mario Okinlay. He was present because one of the rivers that will be harnessed to provide power to Hedcor’s plants passes through Impasug-ong. The MOA signing signaled the start of a more detailed feasibility study for the project. Romeo Montenegro, Investment Promotion and Public Affairs director for the Mindanao Development Authority (MinDA), hailed Hedcor for its projects, saying these hydropower plants will help ease the Mindanao power shortage. Montenegro told the Business Daily recently that Mindanao will require at least 500 MW of new capacity by 2016, another 500 MW by 2020, and 1,600MW by 2030. Three years from now or by 2016, the power situation in the southern Philippines will considerably improve when all committed power projects, including coal-fired power plants project, will go online. Aside from its Manolo Fortich project, Hedcor is also presently constructing two run-of-river hydro plants known as “Tudaya 1” and “Tudaya 2” in Davao del Sur, with a combined capacity of 14 MW. These plants are expansions of the existing Sibulan Hydropower plants, which are generating 42.5 MW for the Davao Region, which hosts seven (2 in Sibulan and 5 in Talomo) of Hedcor’s 19 hydropower plants nationwide. several working committees to spearhead the preparatory activities for the tree-growing festival, which has a budget of around P4 million. He said the initial preparatory activities include the enlistment of volunteers, information and education of local stakeholders, site and seedling preparation. Urbano said the local government has signed up a number of local schools, shopping malls, companies, neighboring local government units as well as some private and government agencies as principal partners for the activity. He said these partners committed to help provide the needed volunteer-planters, water and food supplies and transportation services. As part of its preparations, he said the city government established last February a seedling nursery in a vacant lot at the back of the city hall building. Urbano said the local government, through the city environment and natural resources office (Cenro), is presently preparing around 300,000 tree seedlings at the nursery. He said they are also negotiating for an augmentation of around 200,000 more seedlings from the Department of Environment and Natural Resources, Department of Agriculture and other concerned government agencies, private firms and organizations. Of the 500,000 seedlings that are targeted for planting during the activity, Urbano said 60 percent will be fruit trees and forest trees while 40 percent will be high value crops like coffee, cacao and coconut. “We earlier purchased 200,000 seed nuts worth P2 million and around 40,000 to 50,000 of these are now ready for planting,” he said. Augustus Bretana, Cenro chief, said the city government has doubled its targets for this year’s tree-growing festival.

He said last year’s activity covered around 1,000 hectares of planting sites in five barangays along the Quezon mountain range and with around 250,000 tree seedlings planted. Most of the planting sites were within titled privateowned lands as well as areas that were covered by the government’s Integrated Social Forestry program, he said. During its launching two years ago, around 25,000 local volunteers planted a total of 131,028 tree seedlings in 522.78 hectares of idle lands along the Roxas Mountain Range, which covers six barangays. The cit y government decided to launch the treegrowing festival last year to highlight the local celebration of the International Environment Month held every June and support for Aquino’s National Greening Program. terview that they received complaints from consumers, especially from Barangay San Juan. The management and the engineering department of SMWD were scheduled to hold a meeting Friday afternoon to improve the distribution of water supply to the consumers. Cresol Mantong, a resident of Purok Navalca in Barangay San Juan, castigated the water utility after water failed to flow from their faucets despite it was their scheduled ration. “I got pissed off by the situation because I thought we [would] have water now,” she said. Noli Abrea, a kagawad or councilor in Barangay Taft, said he waited until 4 a.m. today but still there was no water flowing from their faucets. “Aside from sleepless nights, this water situation has caused us so much hassles because the water scheduling was not followed on the first day of its implementation. We could have at least two hours of water,” he said. On Thursday’s regular Sangguniang Panlungsod session, Councilor Baltazar Abian underscored the worsening water situation in the city. Abian stressed that the city experienced the same problem in the past and questioned why the water provider had not anticipated the situation. “I don’t know why SMWD did not find a long term solution to this problem,” the visibly disappointed councilor said. SMWD has divided the water rationing into five groups: Group 1 comprises barangays Luna, Bonifacio, Rizal, Cagniog, Canlanipa, Poctoy, Quezon, San Roque, Togbongon, and Washington, particularly the areas in Kalipayan, Villa Corito and Bagong Silang. Water rationing for this group, which needs 264 cubic meters per hour, is from 7 p.m to 1 a.m.

Group 2, which needs 330 cubic per hour, is composed of the villages of Taft, San Juan and Washington, particularly the areas of Kaskag, Ceniza Heights, Pag-asa, Bonotan, Capitol Road and the rest of the areas in these barangays. Water rationing for this group is from 6 a.m. to 4 p.m. Group 3 comprises Trinidad, Sukailang and Anomar. Although Barangay Trinidad is spared from the water interruption, Sukailang will have water from 7 p.m. to 5 a.m. while Anomar’s schedule is from 7 p.m. to 2 a.m. Group 4 is composed of barangays Mabini, 5 a.m. to 12 p.m. and 5 p.m. to 7 p.m.; Mat-I, 6 a.m. to 12 p.m and 4 p.m. to 6 p.m.; Serna, 7 a.m. to 12 p.m. and 4 p.m. to 6 p.m. Group 5 covers barangays Mabua and Ipil, 7 a.m. to 9 a.m. and 7 p.m. to 9 p.m.; Sabang, 9 p.m. to 12 a.m.; Punta Bilar and Lipata, 9 a.m to 4 p.m.; and Panubigon, 9 p.m. to 12 a.m. Ravelo said they are fast tracking some projects that would augment the water supply, such as in Tamoyo Creek in San Francisco town and Ima Creek in Sison town. “Aside from these projects, the office is constructing more deep wells in some areas,” he said. Ravelo said the water crisis was aggravated last Friday due a sudden shut down of a deep well in Barangay Serna, after its generator set conked out. That deep well, which supplies 20 liters per second, was fixed just today (Friday), he said. Ravelo added that Parang-Parang Watershed, the only source of potable water in the city, is now considered in an “extreme critical level.” He said it currently supplies water at 100 liters per second from the normal 270 liters per second. and that they do not engage in unsafe and unsound banking practices. To ensure that banks comply with BSP regulations, banks are subjected to regular examination, and, at times, special examination. Every now and then, a bank is found to be noncompliant with banking laws and regulations. The bank is asked to shape up. Usually, this is done by placing the bank under Prompt Correction Action or PCA. The bank in question is asked to come up with a firm commitment to address immediately the supervisory concern. This is documented through a time-bound commitment letter. For example, if the capital of the bank has dwindled significantly because of financial losses, then the management of the bank has to commit to make up the deficiency within a specified time frame. Incidentally, the signing into law by President Aquino of RA 10574 , which allows foreign equity up in rural banks up to 60 per cent, is a welcome development. This law opens up more opportunities for rural banks to improve their capital position. Some banks successfully comply with their commitments and eventually exit or graduate from PCA. Others don’t and continuously deteriorate. Just like a surgeon, the BSP is sometimes left with no choice. In order to prevent damage to the whole body the solution is the removal of the diseased tissue. That’s the reason why the BSP has to close some banks.
