4 NPA rebels yield CAMP EVANGELISTA, Cagayan de Oro City -- Four members of the New People’s Army (NPA) in Bukidnon on Monday voluntarily surrendered to the army’s 403rd Infantry Brigade in Impalambong, Malaybalay City. Lt. Col. Leo S. Bongosia, spokesperson of the army’s 4th Infantry Division, said that the surrenderers were alleged members of the NPA’s Guerilla Front Committee 6 operating in Bukidnon. He said the rebels who have lost faith in the “revolutionary struggle” voluntarily surrendered to Colonel Francisco L Pabayo, Commanding Officer of the army’s 403rd Infantry Brigade. Bongosia said that the surrenderers turned over one M16 5.56mm rifle, one 40mm grenade launcher and one M1 Carbine rifle along with five 40mm grenade launcher rounds, three magazines for the M16 rifle, two magazines for the M1 carbine, and 110 assorted live ammunitions for both rifles. According to Bongosia, the rebels disclosed that they were already tired running in the mountains as fugitives aside from hunger and their longings to join their families that they have abandoned for man years. npa | page 11

The city’s Commissions on Elections (Comelec) have started the 10-day registration of voters for the nationwide SK and barangay elections at the City Tourism Hall here since Monday. The Comelec sets the filing of candidacy on October 15-17, 2013. The solution: intercropping,” he added after citing the reduction of rice importation as one of the key achievements of his administration in the agriculture sector. Aquino said the government has already begun laying down initiatives for the project in 2012 with 5,500 hectares of land for intercropping in 90 different locations throughout the country. The program covered 10,000 farmers. He cited that for 2013 they set a target of additional 434 sites for coconut intercropping. Bukidnon provincial agriculturist Alson Quimba said intercropping is already practiced in the province. He said one of Bukidnon’s coconut farmers from Dangcagan town is competing in a national farming competition with his diversification of his coconut plantation. Quimba said that in Bukidnon’s coconut farms, planting banana and cacao at the second height level and ginger at the third layer is ideal. But he clarified that success of intercropping is not absolute – it depends on spacing as lower growth crops need sunlight. Aquino said the government will help coconut farmers; but in exchange, they will be required to sow

different kinds of seeds in between the rows of coconut trees. “Doing so will raise the frequency of crop harvests, and depending on what they plant, their income will also increase,” he added. Aquino said if farmers grow only coconuts, they would earn about P20,000 a year per hectare. But if coffee is added, income could reach about P172,400 a year. If the farmers add bananas, they could earn P102,325 per year. If farmers add cacao, he added, farmers earn extra P89,000 per hectare per year. “Isn’t that such a huge difference?” he added. The Philippine Coconut Authority cited among its programs and projects in its website the initiative on farm diversification, which involves growing of “short season and high value crops in between spaces of coconut trees such as corn, peanut, banana, cacao, coffee, pineapple, among others.” According to the Department of Agriculture website, to respond to the growing demand for coco water abroad, the government has embarked on a renewed effort to sustain the productivity and further increase the incomes of small coconut farmers and their families. MALAYBALAY City--A Talaandig Lumad from Talakag town in Bukidnon flew to Rio de Janeiro Monday night, but not before receiving shabby treatment from the ground crew of KLM Airlines who refused to board her on the flight to the Brazilian capital via Amsterdam. Good Exchanges (Goodx) and Cartwheel Foundation, her sponsors for the trip, said Arjean Marie Belco, 18, had been stranded in Kuala Lumpur since Saturday without receiving immediate action from KLM. She arrived in Kuala Lumpur on July 20 aboard a different airline from the Philippines, and was scheduled to leave on the same day for Rio de Janeiro. “We are happy to share that Arjean finally boarded her flight bound for Amsterdam en route to Rio on the late evening of July 22,” Goodx.org said on its Facebook page on Tues day morning. The World Youth Day, an annual gathering of young Catholics, is scheduled from July 23 to 28, 2013. Goodx said Belco went through immigration in Malaysia without incident. At the KLM check-in counter, however, a certain Mr. Shawa and other airline employees told Belco they were not allowing her to board the plane. Shawa and his fellow employees, according to Goodx, considered Belco “not ready to travel” even if the latter provided them the necessary documents. “Arjean was denied her right to travel. This could also be perceived as a possible case of discrimination based on appearance, gender, ethnicity, nationality, age or social status,” Goodxorg said in its post. Congress urged to act vs toxic-laden children’s products THE threat from the marketing of toxic-laden children’s products is increasing and consequently, an environmental group decides to step up and draw lawmakers’ attention. As an advocate for children’s protection against harmful chemicals, the EcoWaste Coalition appealed on the eve of the Joint Session of the 16th Congress to carry out measures against to get rid of these toxic products. Some 100 units of low-cost kiddie bracelets, earrings, necklaces and rings, with prices ranging from P3 to P25 each were bought by the group from retailers in Metro Manila. These included 168 Shopping Mall, 999 Shopping Mall and at the bargain section of the posh Lucky Chinatown Mall. Out of the 100 samples of cheap children’s jewellery, 78 items were found to have harmful chemicals, particularly lead and cadmium, above levels of concern. Lead, a toxicant that primarily affects the developing brain and the central nervous system, was found in 72 samples with the painted guitar pendant of a P25 “Huangbin” necklace registering the highest level of lead at 132,900 ppm. Thirteen of these 72 items, mostly earrings with “Hello Kitty” designs that sell for as low as P12 per set, had lead over 100,000 ppm. Meanwhile, metal rings featuring “The Avengers” heroes and villains and costing just P3 each were found to contain 16,300 ppm to 39,600 ppm of lead. NGCP joins Air Force Group Reserve fun run For the second year in a row, the National Grid Corporation of the Philippines (NGCP) extends its support to the Philippine Air Force and the 71st Air Force Group Reserve (AFGR)'s fun run. Dubbed as the "2nd PAFRun for Service", the July 7 event was focused on continuing AFGR's mission to serve others. Proceeds from the event will be utilized to improve the group's response during emergency operations. Last year's donations were used to purchase rescue equipment, a feat which AFGR hopes to repeat this year.

NGCP Mindanao Security Division Head Maximo Trinidad confirmed the transmission system operator's support. "In recognition and appreciation for their invaluable support to NGCP, particularly during the power restoration and rescue operations in the aftermath of Typhoon Sendong, AFGR can be assured of NGCP's participation in their noble cause." AFGR is also a partner of NGCP in the implementation of anti-pilferage information drives in the region. The program is a con-

tinuous effort to boost security of NGCP facilities nationwide by encouraging greater community participation. CLIMATE Change Commission (CCC) has started to feel the weight of the entire country when a big percentage of the Filipinos appeared to have done nothing in their personal capacity in efforts to reduce climate risk/s, resulting from Climate Change in the past three years. This was reflected in the recent national survey conducted by the Social Weather Station (SWS) for the first quarter of 2013, involving 1,800 respondents from March 19 to 22 that showed 63 percent of Filipinos did nothing to reduce the risks brought about by climate change. Although the SWS survey showed 66 percent of Filipinos are aware of Climate Change, Secretary Lucille Sering, vice chair of CCC, said the 63 percent passive Filipinos is equivalent to 100 percent and both government and private entities that are into Climate Change programs and projects must double their efforts to reduce the number. She said if the Philippines is to do its part in the global effort, Filipinos need a lifestyle change fast to combat climate change, which affects third world countries, like the Philippines the most.

Of the sample size of 1800 respondents, 300 of these are from Metro Manila, 300 from Luzon (excluding Mega Manila), 300 from Visayas and 900 from Mindanao. Mindanao had an oversample of 600 respondents in the Autonomous Region in Muslim Mindanao. The SWS survey also showed poor understanding of how to combat Climate Change and that most of the respondents believed that the effects were confined to more sickness, Sec. Sering said. She pointed out that 24 percent of the respondents suggested the planting of trees to prepare for or mitigate the effects of climate change and 50 percent of respondents believed that there is an increase incidence of illnesses that climate change brings about. “Clearly, the understanding on climate change among Filipinos is shallow, judging from the responses made by the

respondents, and this worries us a lot,” Sec. Sering said during the weekly News Conference (NEWSCON) at the BusinessWeek Mindanao’s (BWM) Media Center on July 19, 2013, where she was the main guest. Sec. Sering said that while the Philippines did not contribute much on carbon emissions, it is on the rise, and the Philippines was one of the world’s most vulnerable countries to the effects of climate change. Sering pleaded to media to help the CCC reach out to as many Filipinos as they can and make them aware of what climate change truly is all about, even as she said that CCC will prepare for the holding of a Mindanao media forum on climate change to equip media practitioners of the current situations and approaches to combatting climate change. Sering also said the survey showed 38 percent of Filipinos knew little about what climate change was and what its causes are, adding 14 percent of Filipinos did not know what climate change was all about. Sec. Sering has encouraged Filipinos to start doing

something such as conserving electricity, especially so when coal-powered plants have become the alternative source of power in Mindanao due to the failure of hydro-plants to sustain the energy needs in Mindanao. GREENERATION Climate change, Sec. Sering said, is an urgent and serious threat confronting the world today and affecting most especially vulnerable sectors such as children and youth, who constitute nearly half of the world’s population. The sectors’ higher vulnerability to climate change is ascribed to their already tenuous conditions caused by social and economic challenges. In addition, it is their generation who is expected to endure the unprecedented consequences of climate change and environmental degradation if kept unabated. “For this reason, there is a need to empower children and youth in understanding climate change and its impacts, and appreciating their key roles in addressing the climate challenge. and shape policies and programs of the government should be recognized. However, in order to better equip the sector with climate change knowledge and skills, mentors and educators should also be involved and capacitated,” she said. In August, 2013, the CCC will provide a platform that will provided both youth and educators to promote awareness and empower them in advocating and initiating climate change adaptation and mitigation actions in their respective campuses and communities. Dubbed as “Greeneration”, CCC and key partners will integrate climate change in children and youth initiatives of student and communitybased organizations through a conference, specifically aimed at launching the Greeneration as a campaign. To kick off the movement, the following activities will be introduced: (1) Philippine Network of Youth Leaders for Climate Change Action, a national network of youth organizations for climate change actions shall be created to serve as the voice of children and youth in the development of climate change-related policies and programs of the government, and assisting arm of the Climate Change Commission in information dissemination; (2) call for youth-led climate change adaptation and mitigation initiatives, where participating schools and organizations shall also be challenged to develop and implement adaptation and mitigation initiatives, which will be featured in the Climate Change Consciousness Week on November 2013. TWIN PHOENIX Sering said the disastrous events the country experienced in recent years, such as those of

“Ondoy” and “Pepeng” in 2009 and “Pedring” and “Sendong” in 2011, showed how vulnerable the urban centers are to extreme weather events caused by climate change. “These areas should be given priority and a more focused intervention in terms of climate change adaptation (CCA) and disaster risk management (DRR) because of the heavy concentration of human population and economic activities,” Sering said. The AusAID supported and UNDP-assisted Project Climate Twin Phoenix, in partnership with the United Nations International Strategy for Disaster Reduction (UNISDR) and the Provincial Government of Albay will conduct a study visit, called Peer-To-Peer Experience, for about 36 mayors from the different local governments in Mindanao in the province of Albay in Bicol. Through this visit, participants are expected to develop an action plan to foster learning by doing, peer-to-peer support to affected communities in Cagayan De Oro and Iligan Cities. Participants are also expected to develop an action plan to support the building of resilience of other LGUs in Mindanao to prepare for future disasters. The project will also have support from “responsible partners” coming from the government, academe, and civil society. Working to keep the cities of Cagayan de Oro and Iligan safe from the adverse impacts of natural calamities, the CCC, in partnership with the United Nations Development Program (UNDP) and Australian Aid Agency (AusAID), formally launch Project Twin Phoenix in simple ceremonies in Cagayan

“My Mindanao” Sounds very egoistic, doesn’t it? Daybreak. dawn. early morning. Arduous I do try to keep my eyes open, so that I must not miss this great spectacle again: an unforgettable sunrise paints the environs with all color the nature puts at its disposal. I’ve put in a large portion of my life just trying to make things easier for my loved ones and myself. I feel having all the time of my life I want in my hands. I pray to God that this might be the place to settle down, where I can relax, take things easy and where I can spend the second half of my life. Once upon a time... . Meanwhile, that’s reality. I am here since more than

I am staying for good after visiting the second largest island of the Philippines with mosques towers and women, dressed in MALONGS, blessed paradises for nature loving people, who admire exotic plants, boiling volcano springs, plunging waterfalls, torrential rivers and much more. I love “my Mindanao”. I clasped Mindanao to my bosom. I would like to recommend Mindanao warmly to everybody. Mindanao, the land of hope and promise....

But we cannot control them and arrange their lives for them. There is a point where we have to detach, lovingly. Many families break up, and nations go to war, and people commit murder, because they don’t understand and accept the concept of separate realities. By respecting people’s separate realities, we surmount a lot of problems that estrange us from our loved ones. Instead of trying to change them, we acknowledge their right to their own personal opinions. We no longer argue over differences. We are just grateful to share their love, and rejoice in their presence. A heavy load is lifted, and this sets us free to be happy.

You may argue that there are some things that are really bad, and they need to be confronted. Like we are appalled why this intelligent guy chooses to live life as a lazy bum. Or we are dismayed why this attractive girl picks a loser for her lifetime partner. Armed with understanding and acceptance, we treat these things as unfortunate weeds scattered in the glorious landscape of life. We do the best we can, with what we have and what we know. Looking through the eyes of love, we see the innocence and lack of malice in their behaviour. We will never be justified to pull the trigger on the loaded gun of judgment. Rather, we are called upon to reach out with compassion and forgiveness to those who are misguided and mistaken, because “they know not what they do.” No matter what success and honors we achieve, if there is no harmony in our relationships, they taste like ashes in our mouth. As we practice the concept of separate realities, the clear waters of peace will gush out from the cool spring of harmony. It is ours to drink, to enjoy and to be refreshed.

passing the failures and totally evaded any discussion of what to do in the future. Was this deliberate? I don’t know. But his failure left the people in a quandary how they can positively heed his call for them to rally behind his leadership. While it is true that leadership is about leading the people in their journey, Aquio seems fuzzy about what this journey is all about and where it is headed. But Aquino’s failure to discern and comprehend the nuances of this journey is not his alone. His predecessors, including his late mother, had consciously or unconsciously evaded doing what a leader like them ought to have done. I said consciously or unconsciously because I don’t want to pass judgment on them for it is between them and their consciences. In any race or nation that journey is the journey of the mass of the people toward fullness and abundance of life. The minority who are very rich do not need this journey for they are already swimming in abundance with their stomachs and bank accounts bursting in fullness. This is the naked truth about this journey. masses so they can undertake their journey toward fullness and abundance of life. This journey is anathema to greed, the biggest single factor that makes the rich richer and the poor poorer. If the poor are not made poorer logically the rich will not become richer. So for the rich to become richer, they need to make the poor poorer. Sadly this is the reason why the economic growth the country is undeniably experiencing now that Aquino bragged about in his Sona could not trickle down to the masses, why it could not be inclusive. That economic growth is propelled by greed and thus its fruits will just be confined among the greedy few. This was clearly pointed out by the country director of the World Bank here, Konishi Motoo, when he declared that 78 percent of the experienced economic growth was confined in the hands of 41 families only. If Aquino truly wants to make the gains of economic growth inclusive then he should start transforming greed into selflessness. In this regard, what he can do is simply plant the seeds of this transformation effort hoping that the presidents who will succeed him will commit themselves to water the seed of transformation for it to flourish and fully grow three generations from now which is the normal gestation period of transformation. The Unified Test is a recent innovation undertaken by public schools, particularly school districts and even school divisions to gauge students’ learning at the end of a particular grading period. Basically, it is fashioned as an assessment tool to measure students’ learning abilities within a specified time frame. Unified test is made following a set of competencies or skills intended to be taken up and developed in a given grading period, among learners. Hence, mentors’ teaching skills are put to test in this newly introduced assessment scheme. A teacher is expected to cover the required lessons in a particular period to expect remarkable scores from students during the conduct of the unified test. This undertaking produces a positive effect on teachers since it motivates them to improve their teaching skills and ability. Any inadequacy in teaching performance more so, in terms of learning coverage, is best validated by the result of this “one size fits all” kind of test. There is no question that administration of a unified test does good to teachers since the intention of which is to find out how far does the teacher have gone in his or her lesson coverage within a prescribed period. The brewing issue now is whether the unified test is also equally beneficial to the learners, as it does to the teachers. Does it consider the mental ability and capability of students to internalize and grasp what has been taught to them within a specified time? For students with high and average mental abilities, a unified test is advantageous since it helps stimulates their intellectual faculties particularly in terms of speed and alertness. However, the problem apparently lies among the below average or categorized as slow learners. In such a case, the limitation of learners’ mental ability should also be taken into consideration. It boils down to the issue of quantity versus quality. If the coverage of lessons being taught within a particular grading period is too broad to be absorbed by slow learners then the formulators of the unified test should also address this problem in line with the ultimate goal of learning process which is to produce a learned individual. Though, there is a bureaucratic structure which outlines learning procedures that have to be followed, however, pressing problems encountered in the course of its implementation should also be acted upon, in order to improve the prevailing assessment practice/s as well as to reduce the impact on the issues being posed upon the unified test scheme’s validity and fairness. A leader with direction where you are going to set your goals and to have a focus that no one will left behind. The qualities that I have mentioned above will make everything easy. A leader should be responsible

in all aspects of our life and be responsible to the need of the member because I believe the success of an organization will depend on the cooperation of every member. The role and functions of being a leader will always be considered but a limit should be set always for us to remind our self that they are all unique individual who are capable to commit mistake. A leader uses his or her heart for me is a necessity, a heart that is sensitive to the need of others, to have a quality of life. Leader who listens to the clamor of a member and firm in every decision they made because they weigh things for the welfare of everybody not for anybody. A leader by example because

many people look up to you and those people have a lot of expectations that need to be responded but remind ourselves that those expectations will serve as a guide in formulating a very realistic plan. In a sense that doing decision will always consider the principle of the organization what should be oath to do. In doing the right thing will be influential to other people but be aware in leading people a lot of challenges because you cannot please everybody. We will just continue and as an educator what is necessary for the good of our students even others will not agree we shall pursue it because i know someday they will realize the true meaning of a lifelong learning. I should not do

DOE wants to receive the resolutions within the year to address the power situation particularly in Mindanao, which will only have new capacity by 2015. Mindanao currently has capacity deficiency due to lack of power plants. It has been experiencing rotational brownouts of up to eight hours daily especially during the summer months because of this. Aside from the acquisition of generation sets, the other solutions to the Mindanao power crisis is the Interruptible Load Program (ILP), wherein private companies that have power generators need not tap electric distribution utilities (DUs) for their need but instead use their own facilities. Anot her solution is t he Interim Mindanao Electric Market (IMEM), wherein big entities that own generators can be tapped to provide electricity to power cooperatives. This program is targeted to start by September 2013. In turn, they will be paid by the DUs based on the fuel and oil used in running the generators and on the depreciation of the equipment.
