DEATH doesn’t have to be even more tragic for poor people who could not afford to provide a decent burial for their departed loved ones. A lawmaker has proposed free funeral services to those living below the poverty level.

Rep. Loreto Leo S. Ocampos (2nd District, Misamis Occidental) said dying leaves bereaved families, especially the poor, physically, emotionally and financially drained. “A long list of funeral customs and traditions has to be observed before putting a loved one to his final rest, entailing a huge amount of expenses,”

Ocampos said. He said that indigent members of the society can barely afford to feed themselves. Under House Bill 3920, all indigent members of society as identified and certified by the barangay shall be eligible to avail of the free funeral services.

INDEPENDENCE Day was officially obs er ved on July 4 until Republic Act No. 4 1 6 6 , w h i c h s e t out t o m ov e t h e holiday to June 12, which was approved on August 4, 1964. It is one of the most significant dates in Philippine history because it marks the nation’s independence from the Spanish r ule on June 12, 1898. Fi lipinos f rom al l over t he count r y and e ven thos e abroad obs er ve this day a l ong w it h gove r n m e nt of f i c i a l s , e m ployees, and students, by par ticipating in nationwide parades. In Manila, the main highlight is the police and militar y parade headed by the country’s incumbent president, followed by a speech and a 21gun salute. Since it is declared a holiday, Filipino families spend the day in parks and malls. We here in the provinces also obs er ve the nation’s Indep endence Day celebration. But since when did Filipinos obser ve Indep endence Day? The annual June 12 obser vance of Philippines’ Independence Day came into effect after past President D i o s d a d o Ma c ap a g a l s i g n e d R e pu bl i c Act No. 4166 on August 4, 1964. The RA legalized the holiday, which is based on the Declaration of Independence on June 12, 1898 by G eneral Emilio Aguinaldo and Filipino re volutionar y forces f rom

t he Sp anish colonizat ion. The Phi lippi n e f l a g w a s r a i s e d a n d it s n at i on a l anthem was played for the f irst time in 1898. Freedom f rom p over ty – this is the cr y of many Fi lipinos thes e days, and this is deeply ro oted f rom the lack of education in the Filipino family. Independence Day is a time for celebration, a time to rejoice what we ought to celebrate for having been released f rom the arms and b eing under the colony of other nations, which took cognizance of our natural resources and took advantage of our weakness es. But, the celebration will not b e enough and will not b e as joyful or as realistic if Filipinos are held under the b ondage of p over ty. Filipinos have braved the canons, bu l l e t s and s words of t he m i g ht y na -

tions that once held us under their rule. There’s no doubt to o that Filipinos are persistent in their desire to develop their communit ies and ma ke improvements f rom the smallest unit of their s o ciety to the biggest. Given the talent and courage inherent within Juan dela Cruz, let no opportunity toward education slip his hands and spoil his future, the future of his children and children’s children. The Philippines star ted a re volt against t he Unite d St ates in 1899 and achie ve d nat iona l s overeig nt y on Ju ly 4, 1946, throug h the Treaty of Manila. Filipinos must b e proud of thes e and give worth to those who died for fighting for the countr y’s s overeignty. It i s i n c u m b e n t u p o n F i l i p i n o s t o obs er ve and celebrate Philippine Independence Day in its truest meaning – and that is Filipinos are happy and free from the b ondage of p over ty. Tala, Teacher III Lorenson Tan Elementary School As much as the Department of Education (DepEd) is prepared for school year 2013-2014, from classrooms to modules and learning activities to hands-on applications; teachers, parents, and pupils alike are also quite in a row concocting themselves just to secure quality education and best school practices for a better future. As a teacher, I have lots of things to weigh and consider. Since it’s a new school year, again new personalities I’ve encountered. From my pupils’ attitudes to their classroom behaviors, it is not that easy, yet I love this profession, that’s why I’m still into it whatever it takes. Honestly, there are times where I find it difficult to adjust. But what could a teacher do? We are here to understand our pupils and we are here to guide them and bring them forth towards a bright future. Yes, I have understood that principle long way before I decided to teach and indeed, I did not regret and will never regret.

True, seeing your pupils learnt and have grown into useful citizens of the community and to the country is indeed a priceless reward unto myself. Seeing them responsible members of the community and believing they have yet to go through lots of obstacles, but knowing that they are equipped with life’s insights anchored on guidance and principles I have given to them is enough for me. Quite enough for an elementary teacher to have faith that these pupils will achieve their success in the future. Now, dear fellow teachers, pupils, and parents, now that classes were officially opened, we must entrust this liaison of ours that you (youths) are the hope of this fatherland. To the pupils, I hope you will continue to study hard just in time you could help your parents and your country. To the parents, I salute all your efforts in sending your children to school amidst difficulties. You are their heroes. And to my fellow teachers, let us work hand in hand in forging our youth to attain their dreams not only for their own success but for the country as well. May this school year be successful!

ILIGAN City, Lanao del Norte––Local and national government officials of Iligan will celebrate today the 115th Philippine Independence Day with a commemorative program at 7 a.m. at the Rizal Park here. The program will start with an invocation to be led by Rev. Fr. Jeffrey Balanay, followed by the entrance of colors executed by the Boy Scouts of the Philippines, the Philippine National Police and the Knights of Columbus. Mayor Lawrence Cruz along with the City Council and Lone District of Iligan Representative Vicente Belmonte will lead the flag raising ceremony with the city’s Buhanginan Voices singing the Philippine National Anthem. City Councilor Chonilo Ruiz will lead the Panunumpa sa Watawat. The MSU-IIT Historical Society highlights the program with a re-enactment of a historical event during the 1896 Philippine Revolution: ‘The Tejeros Convention of March 22, 1897,’ the Magdiwang and Magdalo Katipunan factions where the first president and vice president in the history of the Republic were chosen. Messages from the city’s chief executive and the Lone District Congressman will also mark the day’s commemoration.

UN says: ‘Do more to reverse marine environment degradation’ UNITED Nations––In observance of World Oceans Day, experts highlighted the impact of climate change and degradation of the marine environment at the UN headquarters on Monday, in an effort to raise global awareness of the challenges faced by the international community in connection with the oceans. The world body had partnered with the New York-based American Museum of Natural History for a panel presentation by Alex de Voogt, curator of African Ethnology, and Jennifer Newell, curator of Pacific Ethnology. Researchers were witnessing the changing relationship of Pacific Islanders to their waters due to climate change. Many cultural transformations were under way because of the impact on communities of sea-level rise, water salinization, and even drought, Newell said at a press conference earlier in the day. “Life is becoming quite untenable, especially in low-lying areas,” she said. Newell noted that several island nations have already elaborated plans to move their entire populations elsewhere. It was predicted that tens

With the goal to promote environmental stewardship among youth with disabilities, the Young Voices of the Philippines-Iloilo Chapter conducted a clean-up drive along the shorelines of Barangay Sto. Niño Sur in Arevalo district recently. Young Voices is composed of PWDs aged 15-24. The group aims to mainstreaming them to society and give them an avenue to express their concerns with the concerned parties. The Deaf Association of Iloilo (DAI) and Association of Late Deaf, Hard of Hearing Deaf for Education, Advocacy, Research Support, Inc. (ALDHEARS) also participated in the cleanup activity together with barangay officials. Intl energy agency report seeks action on climate change LONDON -- The International Energy Agency (IEA) on Monday published its latest report which calls for urgent action by the global community to be on track in limiting temperature increase to two degrees Celsius. “Climate change has quite frankly slipped to the back burner of policy priorities but the problem is not going away - quite the opposite,” said IEA executive director Maria van der Hoeven at the launch of ‘Redrawing the Energy-Climate Map’, the latest IEA World Energy Outlook special report in London. The IEA report says current global action is not yet sufficient to achieve the temperature goals of limiting increase to two degrees Celsius from temperature at start of the nineteenth century. Lacson as anti-corruption czar During a state visit to the United States toward the end of 2012, President Aquino no less announced that he is bent on inviting two graduating senators, Panfilo Lacson and Francis Pangilinan, to join his cabinet when their terms expire June this year. Recently, talks have it that Lacson will be given the task of curbing, if not eliminating corruption, as the country’s anti-corruption czar. Pangilinan, on the other hand, is groomed to be the presidential adviser on agriculture. When Aquino sought the presidency in 2010 he rode on the issue against corruption which was very pervasive in practically all levels of government during Gloria Macapagal-Arroyo’s

It was because of the corruption issue against Arroyo that Aquino ran his campaign under the platform of kung walang korap, walang mahirap thus the need for everyone to tread on the daang matuwid. tion charges, his popularity and trust rating remained high three years after being in Malacanang. It can’t be denied that Aquino could not be accused of having been corrupted or have engaged in corrupt practices. Aquino has so far proved to all and sundry that he can be above the murky waters of corruption in government. And he is bent on making this the legacy of

his administration hence his intention of naming Lacson as anti-corruption czar, though at this point this matter is a mere speculation until an official announcement to the effect is made by Malacanang no less. Now if the anti-corruption drive is the centerpiece of the Aquino administration, Aquino must have so much faith in Lacson to entrust this centerpiece of his administration to the guy. Lacson may have his own detractors but his track record as national police chief and as an honorable member of the Senate speak volumes about his incorruptibility. He is the only national police chief who instead of solely availing for him his czar | page 8

Inheriting a bankrupt provincial govt THE provincial capitol in Misamis Oriental is reportedly bankrupt. At least, that is the initial findings of a “transition team” of incoming Governor-elect Bambi Emano. This corner had the purported documents two weeks ago detailing Capitol’s alleged transactions involving unpaid millions of financial obligation. The document disclosed of a provincial treasurer’s official report of a Cris Diaz “depleted cash fund” at the Capitol. The report also disclosed efforts of the incumbent provincial capitol officials to “clear” all its financial obligations prior to assumption of the newly elected provincial governor. Outgoing provincial Governor Oscar Moreno wants to clear the province of all financial obligations before he leaves the Capitol building at the end of June. Moreno is serving his last term as provincial governor. He then ran for mayor in Cagayan de Oro City and won the hotly contested seat against incumbent city Mayor Vicente Emano. Moreno is also facing disqualification protest with the Commissions on Election (COMELEC) for allegedly rigging the result of the mayoral polls. Anyway, winning the mayoral post in Cagayan de Oro City is graceful exit of Moreno’s administration at the provincial capitol. With allegation of squandering millions of taxpayers’ money through alleged unsettled cash advances amounting to about P 120 million, one would suspect Moreno’s handling of the affairs of the provincial government. Now, he initial findings of Bambi Emano’s “transition team” that detailed alleged “misuse of public funds” at the provincial capitol during Moreno’s watch. A lawyer and

a certified public accountant purportedly reviewed the document where an official at the provincial treasurer’s office reportedly supplied. The report disclosed of a P220 million Philhealth Premiums allocated under the “indigence enrolment” program. The amount is for payment in 2013 at P 50 million per quarter. Aside from this, the provincial government has to pay this month the P 50 million unpaid arrear Philhealth premiums in 2012, carried over to 2013. Misamis Oriental has also a payable amounting to P 72 million from previous years, which are due for payment in June this year. The provincial government has also applied for a loan at the Development Bank of the Philippines (DBP) intended for the Misamis Oriental Telephone. Some P 40 million loans are due for release this month increasing interest payable and loans payable. Gov. Moreno has also reportedly withdrawn P 14 million “confidential fund” two weeks after the May 13, 2013 elections. Moreno allegedly withdrew the fund claiming the money was “his confidential fund.” Knowing the tight financial status of the provincial Capitol, the incoming administration would want to defer all financial obligations of the provincial government pending a “review of all transactions.” The idea is fine. However, with Moreno still at the helm of the provincial capitol until end of June 2013, Gov.-elect Bambi Emano could not do anything. Most certainly, incoming Gov. Emano would inherit a bankrupt provincial capitol administration. Emano could not do anything but scour on the spoils left by Moreno’s administration. DENGUE remains to threaten the lives of people around the world not necessarily franchised in the Philippines. Like cancer, the disease continues to take lives indiscriminately and if only man and science could battle this war with success we may just have more lives to add the growing population of the world now standing as some 7+ billion Harry Tambuatco people. Sarcasm is but part of the narrative that plagues the multiple issues surrounding man in 2013 and in the Philippines. Commercialism of course has taken its toll with less than one percent enjoying the benefits of luxury and authority while the rest of humanity suffers till death is realized. A virus that has no cure will obviously threaten mankind. Is dengue such a virus? Hospitalization is but a stop gap measure to ease the burden of sudden death but comes with a hefty fee. And should you not come up with the monies after pawning

your properties and even lives death becomes you. Hospitalization and the industry that succumbs to this commercialism called the pharmaceuticals and the medial authorities have found a sustaining demand to cover their sustained incomes by maintaining their relevance; withhold any information about a cure. Can you imagine--should I tell you there is a cure for dengue and now in the Philippines that is affordable but is denied information to same lives, would you like to believe this? If not, then you must be insane or a terrorist somewhat. There is no measure of money that can equate human life and so I think but obviously lives are no longer a measure other than the monies born out of the misery of others. Hospitalization can only monitor if not ease the burden of the dengue fever. Statistics have it lives are lost in great numbers but who cares about numbers if only one life is lost when there is hope? I am ashamed to be a businessman deriving profit out of commercialism should life be lost in turn for a profit. Shame on our government hospitals, our doctors and

THINK a minute. Millions of children today come from broken families. But have you ever wondered if children of divorced parents totally get over it? Do they bounce back to live truly healthy, happy lives? Or are there any longterm damages done to kids by their parents divorcing? Recent statistics show that 90 percent of children from divorced families experienced serious shock, grief, and fears. 50 percent felt rejected and abandoned. One third of the kids feared being left even by the parent they were still living with. Two thirds experienced extreme loneliness for their other parent they were not living with. And surprisingly, 37 percent of the

After the children of divorced parents grew up, 40 percent of them never married, compared to only 16 percent of children who grew up with both their parents. Children of divorce were more likely to use drugs and alcohol before age 14. They had less social skills

and confidence, and were less successful at university. They were also more likely to commit crimes. Girls whose parents divorced experimented with sex at an earlier age and were more likely to get pregnant as unmarried teenagers. In fact, the evidence is very strong that the damage from divorce in one way or another lasts a lifetime. You see, since marriage is the foundation of the family, it makes sense that if you destroy the marriage

you destroy the family. The old saying “Divide and Conquer” has been working to hurt and destroy millions of children’s lives. That’s exactly what divorce in a family does. But if you’ve already divorced, it’s never too late to start loving and putting your children first. In fact, the only one who can help you fix and heal the damage to your family is the one who created families. So why not ask Jesus Christ to forgive you for your mistakes and wrongs you’ve done to your mate and children? Then ask Jesus to help you start changing. It is funny that even as the Philippines and the Filipino nation were celebrating their 115th year of independence on June 12, 2013, it is undeniable that both the country and its people remained under the tight grip, control, subjugation, and domination of foreigners in almost every aspect of their lives. Because of that, the question that really dampened the celebrations for 2013 is this: 115 years after our forefathers declared our independence from foreign domination, are we really independent now? We can answer this by simply looking around us. Who has control of big businesses here in the Philippines? Who has control of the government? Is there a native Filipino who owns department stores, or any airline company, or any other company that deals in hundreds of millions of pesos? Bulging tummies and golf playing police officials even during office hours became a thing of the past during Lacson’s stint as national police chief. Indeed, he was able to show that the lures of graft and corruption can be resisted by a well-disciplined man in uniform. When he had himself elected to the Senate in an election where to be identified with the opposition much more with disgraced President Estrada was the most unenviable situation to be in, Lacson continued to live up to his billing as an official who truly sneers at corruption. He refused to avail of his P200 million annual priority development assistance fund commonly known as pork barrel. His refused to avail of his pork barrel fund because of his reservations with regard the procedure that governs its use and disbursement. Lacson’s decision to forgo with his pork barrel saved for the cash-strapped government a total of P1.4 billion for the 12 years he has been senator since he always saw to it his annual pork barrel is reverted back to the national coffers. I have no doubt Lacson would be able to live up to Aquino’s and the people’s expectation as anti-corruption czar. I am certain he will succeed in this newest challenge of his public service career. But I am truly amused why Aquino would entrust such centerpiece of his administration to Lacson. Is he grooming Lacson to be his successor to ensure that his anti-corruption drive will continue even beyond 2016? AGAYAN de Oro City––The country’s successes in building infrastructure should come with high quality service to tourists, President Benigno S. Aquino III said yesterday during his final inspection of the Laguindingan Aiport facilities.

“Whether you are an employee interacting with passengers, or a pilot running the airplane; whether you are a security guard making sure that the airport is safe, or a flight attendant that takes care of the passengers, we should let them know the true Filipino service: trustworthy, safe and top quality,” the President said. The P7.85-billion airport provides safer facilities to bigger airplanes compared to Lumbia Airport here, and the Balo-i airport in Lanao del Norte. The Passenger Terminal can accommodate up to 1.6 million passengers every year. The President said that because of these local aviation industry reforms, the International Civil Aviation Organization has lifted the Significant Safety Concerns issued to the country. He added that this is indeed one step for the country to be out of the watchlist in the European Union and United States. This will result in more tourists arrivals and translate to more employment for Filipinos, the President said. The President thanked the government of South Korea for the financial assistance to the project. In fact, for many unemployed, driving any vehicle for hire, from pedicab to tricycle to jeepneys and taxis, has been one of the of t-ta ken sources of livelihood. For small public utility drivers such as jeepney and FX/AUV taxi drivers, every oil price hike means a corresponding cut in their take-home pay. While oil companies can freely raise pump prices and are assured by law and by the government of their rights to “acceptable profits,” drivers as one of its end-consumers could not just increase their fares to recoup the higher cost of fuel. Drivers are not assured of “acceptable” rates of return. Raising fares is regulated by the government. Besides, groups like Piston have, as much as possible, resolutely steered clear of this option. They say it would only mean burdening the already burdened commuters. Other drivers’ group such as ACTO recently demanded a P2 fare hike. But Piston and most progressive groups would rather demand for a stop to oil price hikes, San Mateo told Bulatlat.com. They called this joined images a representation of “Gates of Hell.” “As prices of oil, electricity, water, tution and other basic gods continue to increase, we continue to live in worsening misery,” San Mateo said.
