Ms. Syjueco said this is the first time in Mindanao for Mama Mia, which sells mainly health food products made from fish, mushroom and chicken. There are no pork products and the company is Halal-certified for the

Muslims. Syjueco, a registered nurse, started learning how to cook nine years ago from her parents who were in the restaurant and food business. She said it has become her passion and that she targets the health-conscious consumers. The business employs deaf workers. Syjueco, whose only daughter is a deaf, said Mama Mia also benefits the deaf community. She said they support the scholarships of 1,200 deaf See MAMA/p.15

Dubious NGOs got P45m from pork barrel of Surigao politicians SURIGAO City––Dubious nongovernment organizations (NGOs) allegedly got close to P45 million from the Priority Development Assistance Fund (PDAF) or pork barrel allocations of politicians from Surigao del Norte, the 452-page report released by the Commission on Audit (COA) showed. First District Rep. Francisco Matugas allotted around P20 million to questionable NGOs, according to the COA special audit report covering the period 2007 to 2009.

Former 2nd District Rep. Robert Ace Barbers also allocated some P25 million to dubious NGOS, the COA report released on August 14 showed. But Barbers immediately disputed the report, noting he was no longer a congressman from June 2007 to 2010 after he was elected as provincial governor. Barbers, who ran but lost in the 2013 gubernatorial race, said he had “never downloaded his PDAF to NGOs, preferring instead to allocate them for roads and other infrastruc-

ture projects.” “That is why during my term, almost all roads in Surigao [del Norte] got cemented. I made sure that my PDAF will not go into the hands of bogus NGOs,” he told MindaNews in a phone interview. Barbers served as congressman from 1998 to 2007. In 2010, he failed to win the gubernatorial race. For his part, Matugas did not return this reporter’s calls and text messages for comments on the COA findings. See DUBIOUS/p.5

he Department of Environment and Natural Resources (DENR) continues to forge partnerships with local government units (LGUs) in Northern Mindanao, particularly L anao del Norte and Misamis Oriental, to fasttrack land titling in the said provinces. DENR-Region 10 Executive Director Ruth M. Tawantawan identified the new five LGUs that signed a memorandum of partnership agreement (MOPA) with the regional office to undertake land titling activities to include the municipalities of Lala, Kolambugan, Kauswagan and Tubod, all of Lanao del Norte, and Gitagum town of Misamis Oriental. Tawantawan told DENR Secretary Ramon J. P. Paje in her report that the new partnerships bring to 15 the number of LGUs that have responded positively to the call of the department for joint effort to bring land services to communities through MOPA. The LGUs that earlier signed MOPAs with the DENR-Region 10 include five in Bukidnon, namely the towns of Maramag, Don Carlos, Quezon, Sumilao and Impasug-ong; three in Lanao del Norte such as

Kapatagan, Linamon and Bacolog; one in Camiguin which is Mambajao and Cagayan de Oro City. Tawantawan said the signing of the MOPAs was in consonance with DENR Administrative Order No. 2011-06 which seeks to facilitate the implementation of public land titling in partnership with local government. Under the order, the LGU shall assign necessary officials and personnel required to undertake land titling activities, including a liaison officer between the municipality and the DENR. The DENR, on the other hand, shall provide technical assistance to the LGU personnel, as well as materials, equipment and personnel needed to undertake agreed activities. It is also expected to provide monitoring and quick response-assistance to the municipality in all phases of titling activities. “We have already conducted a series of orientation on DAO 2011-06, as well as training on land laws and policies, land surveys and disposition, c om mu n it y m o bi l i z a tion and land adjudication which were participated in by personnel of LGUs, non-government

organizations, and other stakeholders. But just the same, we mobilize our personnel from the Land Management Service to assist the LGUs so that we

both realize the objectives of the program on land disposition,” Tawantawan explained. She also said that not only the landowners would

benefit from the program but also the LGUs in terms of revenue generation. Also mandated to provide support to the land titling activities are

Indigent children need more medical, dental care MEDICAL and dental clinics in all hospitals are urged to attend to the needs of indigent children. To institutionalize this, a law is needed to require m e di c a l c e nte r s , clinics, infirmaries and puericulture centers to extend free medical and dental assistance to underprivileged children. Under the Child and Youth Welfare Code, every child has the right to a balanced diet, adequate clothing, sufficient shelter, proper medical attention and all the basic physical requirements of a healthy and vigorous life. It is, thus, the task of Congress to lead the way in eradicating corrupt practices such as denying admission of street children to medical institutions. The most pitiful sights we can see in all hospitals today are those ill children, especially those who do not

Their license to operate also, shall be suspended or revoked. The government should take the necessary steps to provide the indigent children to live healthy lives in spite of their impoverished condition.

Ninoy and the new generation THE nation commemorated on August 21 the martyrdom of former Sen. Benigno “Ninoy” Aquino Jr., the late father of President Benigno Simeon “Noynoy” Aquino III, at the tarmac of the airport now named after him 30 years ago upon his return from exile in the United States. The present generations, referring to those born in 1983 and thereafter, unfortunately don’t have a clear picture of Ninoy and why his brutal death while in the custody of state security forces is celebrated as a national holiday. This irony could be partly blamed to our short memory as a people and our lack of appreciation of history’s role in crafting our future as a nation. One of our weaknesses as a nation is our inability as a people to connect the present time to the past. This inability, I’d say, is the albatross that is preventing us from soaring in the future. While the Marcos heirs are taking advantage of the present generation’s lack of knowledge about the ruthlessness of martial rule and the man who imposed it on the nation, many elders of this nation seem to buy the propaganda being pushed by the heirs and

their propagandists picturing the dictator as a good man and his dictatorship a benevolent one. The nation is being gypped to believe that they owe it to Marcos because the great things that happened to this nation were his legacies. If this is not falsehood in the highest order, pray tell what is. Currently, anti-Aquino forces who wanted to bring him down so he will not become a factor anymore in the election of his successor are not just picturing him as a no good leader, a no good president. The COA report showed that Matugas’s pork barrel allocation from 2007 to 2010 amounted to P101.910 million, of which P79.9 million was intended for Various Infrastructure including Local Projects (VILP or hard projects under the category of public works); P8.5 million for “soft,” which refers to projects involving livelihood, education, health and social services; and another P13.5 million for “soft” from other sources. During the period, Matugas allocated P22 million for “soft projects,” of which at least P19.8 million went to NGO-implemented projects that COA found questionable. One of these NGOs— Dr. Rodolfo A. Ignacio, Sr. Foundation (DRAISFI)—received P13.5 million from Matugas’s PDAF. He and 15 other legislators gave the shadowy foundation a total of P164.6 million from their pork barrel, the COA said. It said that DRAISFI was not registered with the Securities and Exchange Commission (SEC) but was issued permits by the local government of Quezon City. The NGO listed two addresses that turned out to be nonexistent upon COA’s verification. According to state auditors, DRAISFI was involved in livelihood trainings and

in the distribution of “financial assistance.” However, COA said the recipients listed under the “financial assistance” component were found to be anomalous because of the following: ➢ The amount of financial assistance received by each participant was not indicated in the list; ➢ Many supposed recipients did not sign in the list of participants, and in at least two such projects, no list of participant was submitted at all; ➢ And, many alleged beneficiaries have no specific addresses and a good number were found to be not registered voters within their reported districts or towns. There were 255 such alleged beneficiaries in Surigao del Norte, but COA said none of all the listed recipients were voters of the district or town where they supposedly come from. Matugas also endorsed some P3.395 million to the Kabuhayan at Kalusugang Alay sa Masa Foundation, Inc. (KKAMFI), which received a total of P526.6 million from 2007 to 2009 from 23 other congressmen. The NGO used the money for livelihood trainings and the procurement of technology kits. The COA audit report said “KKAMFI projects were attended by anomalies, and the NGO did not bother to respond when asked to

verify its suspicious transactions.” Matugas also allocated pork amounting to P2.7 million to the Philippine Environment and Economic Development Association (PEEDA), COA said, noting it could not find the two listed addresses of the group. Another P300,000 from Matugas’s pork barrel that went to PEEDA was also listed as “unliquidated.” The group’s expertise was on distributing “livelihood kits.” According to COA, PEEDA had listed suppliers that were either nonexistent or had denied transacting with the NGO. It was also unable to submit pertinent documents when asked by COA. In Surigao del Norte, the towns of Pilar and Socorro in Siargao Island had39 and 74 PEEDA beneficiaries, respectively. However, when COA verified the names through the Commission on Elections records, 36 of the 39 recipients in Pilar turned out as registered voters, and only 12 in Socorro. In all these findings, COA said that Matugas did not reply to the auditors’ request for confirmation of the transactions. For Barbers, COA said he allocated P23.4 million pork money to the Asia World Sanctuary and Development, Inc. (AWSDI), which were unliquidated. The amount was earmarked

for “trainings” and released in 2007. COA said that AWSDI’s existence was suspect, having changed its name twice and the address it listed was found to be a residential unit owned by its president—a certain Rosemarie Palacio— and was up for rent when state auditors conducted an ocular inspection. Barbers’s name was listed along with Cong. Arturo B. Robes of San Jose del Monte City in Bulacan province as having endorsed a total of P48.8 million to AWSDI. “AWSDI submitted certain documents to back up the projects under Barbers’s name but disclosed that all these contained “deficiencies,” COA said. The NGO also claimed that documents relating to Barbers’s SARO “have been damaged by flood.” State auditors also found that three of AWSDI’s suppliers “cannot be located at their given addresses and have no existing permits based on the issued official receipts since 2007 to 2009.” “The items distributed and received by the beneficiaries were not indicated in the submitted list of beneficiaries and some beneficiaries included in the list did not affix their signatures,” the report said. Barbers denied having handled these projects, pointing out that he was already serving as governor of Surigao del Norte beginning 2007, the year

the controversial pork barrel fund under audit was released. He noted that between 2007 and 2009, incumbent Rep. Guillermo A. Romarate, Jr. (2nd district) had already started his first term in office. During this period, the COA report showed that Romarate had a PDAF totaling P95 million, all of which went to hard projects or VILP and none for NGO-implemented “soft projects.” Barbers also argued that “he could have never received PDAF allocations while he was on his way out of Congress in 2007 because then President Gloria Macapagal Arroyo had stripped him of his pork barrel.” He pointed out that he had a falling out with the Arroyo administration during his last term in Congress after he voted to impeach the former president. Napoles scam also in Surigao Meanwhile, the Surigao del Norte towns of Dapa and Socorro also appeared in the COA audit findings as among the recipients of “agricultural packages” from the pork barrel of various lawmakers, including Senators Jinggoy EjercitoEstrada, Ramon Revilla Jr., and Juan Ponce Enrile. The various PDAF allocations, totaling over half a billion pesos, was coursed through the Social Development Program for

Farmers Inc. (SDPFFI), an NGO linked to alleged pork barrel scam mastermind Janet Lim Napoles. SDPFFI’s listed head was Benhur K. Luy, a relative of Napoles and one of the whistleblowers in the P10 billion pork barrel scam allegedly instigated by Napoles. Dapa Municipal Agricultural Officer Felipe Porpayas, Sr. denied receiving the agricultural implements. In Socorro town, COA said the mayor “acknowledged to have received 155 sprayers and 155 folial fertilizers.” It added, however, that “the items allegedly distributed and received by the mayor were 237 packages consisting of planting material, high capacity manual sprayers, planting tools, protective gears and agricultural chemicals, including long sleeves and t-shirts. The Honorable Mayor also informed this office that the attached Certificate of Acceptance is distorted as it carries the official seal of Oriental Mindoro instead of Surigao del Norte. The items confirmed by the Honorable Mayor, then, could have come from other projects of the government.” COA said at least half of the recipients categorically denied having received the “agricultural packages,” while others were found to be non-residents of the specified municipalities. GPH, MILF panels optimistic in peace talks resumption By Carolyn O. Arguillas

KUALA LUMPUR (MindaNews/) – An air of optimism marked Thursday’s opening of the four-day talks between the Philippine government (GPH) and the Moro Islamic Liberation Front (MILF) on power-sharing and normalization, with both parties looking forward to “put to sleep” what GPH peace panel chair Miriam Coronel-Ferrer describes as “the infamous devil in the details and awaken the angel of creativity and compromise.” Sources from both parties do not expect a signing in this round of talks but are hoping that the contentious issues are resolved so they can move forward. Malaysian Facilitator, Dato’ Tengku Abd’ Ghafar bin Mohamed told MindaNews the parties are “working on the language” of the annexes and are expected to bring back the drafts their respective principals. For MILF peace panel chair Mohagher Iqbal, the last two of four annexes that would complete the comprehensive peace agreement “must be settled and fixed now.” The panels are back in Kuala Lumpur to finish the annexes on Power-sharing and Normalization after signing on July 13 the Annex on WealthSharing. The first annex on Transitional Arrangements and Modalities, was signed on February 25. Wearing his other hat as chair of the Bangsamoro Transition Commission (BTC), Iqbal appealed to the GPH and MILF to “fast-track their negotiation and, without delay, sign the remaining two annexes and finally the comprehensive peace agreement.” Iqbal said the BTC “cannot write the Bangsamoro Basic Law in its wholeness” unless the annexes and the comprehensive peace pact are signed. In his State of the Nation Address on July 22, President Benigno Simeon Aquino III urged Congress to pass the Bangsamoro Basic Law

before the end of 2014 so “we will have ample time to prepare for the election of a new Bangsamoro government come 2016.” “We cannot afford to delay the completion of the peace process. DENR partners with 5 LGUs to fasttrack land titling in Northern Mindanao The Department of Environment and Natural Resources (DENR) continues to forge partnerships with local government units (LGUs) in Northern Mindanao, particularly Lanao del Norte and Misamis Oriental, to fasttrack land titling in the said provinces. DENR-Region 10 Executive Director Ruth M. Tawantawan identified the new five LGUs that signed a memorandum of partnership agreement (MOPA) with the regional office to undertake land titling activities to include the municipalities of Lala, Kolambugan, Kauswagan and Tubod, all of Lanao del Norte, and Gitagum town of Misamis Oriental. Ta w a n t a w a n t o l d DENR Secretary Ramon J. P. Paje in her report that the new partnerships bring to 15 the number of LGUs that have responded positively to the call of the department for joint effort to bring land services to communities through MOPA. The LGUs that earlier signed MOPAs with the

DENR-Region 10 include five in Bukidnon, namely the towns of Maramag, Don Carlos, Quezon, Sumilao and Impasugong; three in Lanao del Norte such as Kapatagan, Linamon and Bacolog; one in Camiguin which is Mambajao and Cagayan de Oro City. Tawantawan said the signing of the MOPAs was in consonance with DENR Administrative Order No. 2011-06 which seeks to facilitate the implementation of public land titling in partnership with local government. Under the order, the LGU shall assign necessar y officials and personnel required to undertake land titling activities, including a liaison officer between the municipality and the DENR. The DENR, on the other hand, shall provide technical assistance to the LGU personnel, as well as materials, equipment and personnel needed to undertake agreed activities. It is also expected to provide monitoring and quick response-assistance

to the municipality in all phases of titling activities. “We have already conducted a series of orientation on DAO 2011-06, as well as training on land laws and policies, land surveys and disposition, community mobilization and land adjudication which were participated in by personnel of LGUs, non-government organizations, and other stakeholders. But just the same, we mobilize our personnel from the Land Management Service to assist the LGUs so that we both realize the objectives of the program on land disposition,” Tawantawan explained. Noticeably, there is a concerted and purposive effort going on at discrediting Ninoy. In this campaign, Ninoy is projected as having a hand in the bloody Plaza Miranda bombing of the Liberal Party’s (LP) miting de avance in 1971 in complicity with the Communist Party of the Philippines (CPP). Based on this propaganda, Ninoy supposedly entered into a deal with the former chair of the CPP, Jose Ma. Sison, to have Marcos disabled politically so he’ll loose grip of power. But things did not turn out as planned since it only led Marcos to declare Martial Rule. Going by this logic, it was Ninoy in conspiracy with Sison, who is responsible in bringing about the Marcos dictatorship. The propaganda line aimed at putting down what Ninoy has done for the country is stretched even further to his martyrdom in 1983. It is painted that Aug. 21 1983 was no different to another event in our history, the Aug. 21, 1971 bombing of the LP rally in Plaza Miranda. The subtle propaganda being peddled is that Ninoy purposely chose the date of his murder with the Plaza Miranda bombing thus purporting that he knew from the very start of

his impending murder. If he knew he will be murdered, then what happened at the tarmac was not murder but suicide. Hs death being a suicide then there was no martyrdom that happened that fateful day in August of 1983. What does this make of Ninoy? He simply was a cunning and scheming politician and Noynoy the son is no different. Even the late Cory Aquino is not being spared by this vicious propaganda. The Aquinos are pictured as not deserving of the honor and respect bestowed on them by a grateful nation while Marcos is projected as the best leader this nation ever had. Connect the dots yourself to see the intention of this line of propaganda which is very unfair because both Ninoy and Cory can’t defend themselves anymore from their graves. How can the past serve the present in crafting the future with this kind of distortion? TO push for future diversification in Mindanao grid’s power supply, liquefied natural gas (LNG) is being aligned as an alternative but a study commissioned by the World Bank presented it to be a pricier option. The simulations presented by Canadian Gas Services International (CGSI), the entity tapped by the World Bank for the study, indicated that

gas or LNG will be twice to thrice more expensive than coal – the latter being anticipated as the major source of Mindanao’s new power supply starting 2015.

However, if compared to diesel or bunker-C fuel with forecast delivered costs of $20 to $36 per MMBTU over 20-year stretch, gas will emerge less expensive. The size of the anchor power plant for proposed LNG storage facilities should be in the range of 300 to 450 megawatts, the study noted. In particular, the planned

remaining $0.32 is allocated to the cost of the distribution infrastructure,” the study has emphasized. Comparatively, the cost of coal-based generation will be roughly twice lower at $4.19 per million BTU equivalent at year1 (which is reckoned at year 2013); and will just climb to $4.78 by year 20 (or in 2032). Looking at the numbers crunched in the study, the escalation in coal prices is also seen happening very slightly. For the proposed gas plant in Iligan, the delivered cost is seen kicking off at an even higher level of $15.37 per million BTU and will increase further to $20.90 in year 20. The estimated average will be $14.67 per MMBTU. Gas plant installation in General Santos, on the other hand, will have delivered cost of $16.43 per MMBTU for year one and inching up to $21.97 until year 20. When it comes to bringing the gas supply in Mindanao region, the business model propounded by the study is for government to allow the entry of “gas aggregator” to meet the demand of endusers, including industries intending to do fuel shift. On the sphere of regulating gas prices, the proposal will be to bestow

such powerful function to the Department of Energy (DOE) – a diversion from earlier proposals that such must be given as added role for the Energy Regulatory Commission. The study said, the “DOE would be entitled to adjust prices, issue fines or in the extreme, suspend or revoke a license.” But if pricing will be given to other entities, it was proposed that “the DOE should retain either an oversight and review function, or at the very least an enforcement function in the event that some independent body or party is put in place to arbitrate disputes as to prices or service levels.”

Backpacks banned during Kalivungan Festival in N. Cotabato KIDAPAWAN City––Security forces in North Cotabato will ban the bringing of backpacks inside the capitol compound in Barangay Amas during the week-long Kalivungan Festival starting August 26 to September 1. Joselito Aso, head of Kalivungan Festival’s security committee, said the ban on backpacks is part of their tightened security measures amid the spate of bombings in the province early this month. Aso said they will put up a baggage counter at the gate of the capitol compound. During the Provincial Peace and Order Council (PPOC) meeting at the capitol on Friday, Supt. Teofilo Kinazo, deputy provincial director, said policemen will be deployed in strategic areas of the city to

avert any untoward incidents. The tighter security measures will be put in place following the series of bombings that took place in the towns of Kabacan and Midsayap and in Cotabato City early this month. C ol. Nor man Marcos Flores, commander of the 1002nd Infantry Brigade based in Sarangani, said that they are ready to send augmentation troops to help secure the various events during the festival. City hall has money, says Oro vice mayor

CAGAYAN de Oro City Mayor Oscar Moreno might not be telling the truth when he said that the funds at city hall “were virtually wiped out during the Emano administration,” Vice Mayor Ian Acenas said on Thursday. “Apparently, Moreno was preconditioning the minds of the people,” Acenas told the MINDANAO DAILY NEWS when asked to comment on Moreno’s allegation that the finances at the City Hall was uncertain which prompted City Hall to adopt “financial restraint” measures. During the city council’s regular session on Monday, Moreno wrote a letter dated Aug. 16, 2013 to Vice Mayor Ian Acenas to justify the Office of the Mayor’s move to reduce the period of appointment of casual and contract workers at the City Hall to only one month. In the two page letter read by City Councilor Teodulfo Lao, Moreno cited a letter dated Feb. 28, 2013 submitted by State Auditor Edgardo F. Melendez to

Lawyer Roy Raagas who head Moreno’s transition team and Moreno himself were furnished copies of the certification of the cash balance signed by three executives of the City Treasurer’s Office, Acenas added. Acenas said that the city treasurer submitted a financial status report dated June 28, 2013 disclosing the city government’s duly audited general funds, trust funds, and special education totalling P 1.14 billion aside from the P 33 million it deposited on July 1, 2013 – the day Moreno reported as City Mayor. It is very unfortunate that Moreno, in order to push his arguments that City Hall has problems of financial liquidity, has to rely his arguments in an outdated letter of the COA’s

State Auditor based on the city’s financial status in calendar year 2012. The State Auditor’s letter was an exit report about Cagayan de Oro City’s financial status done twoand-a-half months prior to the midterm elections on May 14, 2013, Acenas noted. “Why would Moreno rely on that opinionated COA report done during an election period which could be construed as politically colored report for his (Moreno) consumption in order to malign the previous administration?” Acenas asked. He said that Moreno should have relied his assessment of the current financial status of the city government on the financial report signed by the three officials of the city treasurer’s office dated June 28, 2013 – the latest financial report of the city government. Bad attitudes Special Gospel of the day: Matthew9:3238(August23, 2013-Friday) Matthew 9:32-38-As they went out, behold, they brought to him a dumb man possessed with a devil. And when the devil was cast out, the dumb spake: and the multitudes marvelled, saying, It was never so seen in Israel. But the Pharisees said, He casteth out devils through the prince of the devils. And Jesus went about all the cities and villages, teaching in their synagogues, and preaching the gospel of the kingdom, and healing every sickness and every disease among the people. But when he saw the multitudes, he was moved with compassion on them, because they fainted, and were scattered abroad, as sheep having no shepherd. Then saith he unto his disciples, The harvest truly [is] plenteous, but the labourers [are] few; Pray ye therefore the Lord of the harvest, that he will send forth labourers into his harvest: In our gospel, we can discover that a dumb or mute person was healed when this person attached to Jesus Christ. The person became dumb because he was possessed by evil spirit and this is an implication that if we are mute in speaking the whole truth, maybe we are also possessed by evil spirit. Before the dumb healed, he never speaks due to the evil in his life. Meaning, for us to be able to speak the truth, we need to ask the power of Jesus to cast out the evil in our hearts. Take note, when Jesus did this wonder, the people accused him as a devil instrument because he commanded the devil to get out from the victim. Are you a victim?
