City mulls taxing lease on posts, towers, poles CAGAYAN de Oro City--The City Council would tackle the proposed City Ordinance imposing tax on rental or lease of electric and telecommunication posts, poles, or towers by pole owners to another pole users here. Vice Mayor Ian Acenas said on Monday that he has referred the proposal to the City Council’s Committee on Energy in order for the committee to schedule a debate on the issue during the city council’s regular session. MISAMIS Oriental--Two people, one an ambulance driver, died in two separate motorcycle accidents in Misamis Oriental on Sunday, a police report said on Monday. Police investigators identified the fatalities as Harold Caballero,28, of Sta. Ana, Tagoloan and Ralph Albert “Jongjong” Ehem, an ambulance driver, of Tagolo-an, all of Misamis Oriental. According to the police, Caballero sustained fatal head injuries when the motorcycle he was operating crashed on a concrete electrical post in Tagolo-an Sunday afternoon. Witnesses told police that Caballero failed to control his motorcycle, a colored maroon of Kawasaki model with plate number 2492 KA. Police said that Ehem was on his way home Sunday night on board his motorcycle, an XRM with plate number 72447 KA when smashed by a speeding van typed vehicle. Ehem, an ambulance driver in Tagolo-an, died of fatal injuries, the police said.

It added it was expecting no damage and no aftershocks from the earthquake which was tectonic in origin. But at 11:51am, another quake occurred 12 km northeast of Carmen with a magnitude of 4.1. Still another one struck at 2:41pm seven kilometers northwest of the town with a magnitude of 3.4.
In Surigao del Norte, Phivolcs said a 4.5-magnitude quake struck Surigao del Norte at 4:54am today. The agency said the quake’s epicenter was located 119 kilometers southeast of Burgos town in Siargao Island and had a depth of 63 km. European traders assure, RP seamen are safe from ban Vice President Jejomar C. Binay received assurance from the European Chamber of Commerce of the Philippines (ECCP) that contrary to published reports, the European Union (EU) has no plans to blacklist Filipino seafarers. ECCP Vice President for External Affairs Henry Schumacher assured Binay that Filipino seafarers will continue working in EU flagged vessels. “I am relieved to hear such reassurance that 80,000 of our seafarers in Europe are safe from the blacklist,” said Binay, who serves as Presidential Adviser on Overseas Filipino Workers Concerns. Binay was alarmed by news reports that the EU is poised to ban Filipino seafarers because of the Philippines’ failure to comply
with the 1978 International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW). The STCW Convention sets qualification standards for officers and personnel on seagoing merchant ships. The Philippines failed to meet EU standards on
maritime education, training and competency certificates, according to the results of the European Maritime Safety Agency (EMSA) audit conducted in April. In June, Binay visited Hamburg, Germany upon invitation by Lloyd Shipping and assured EU shipowners employing Filipino seafarers
of the Philippine government’s commitment to fully adhere to the STCW requirements. EMSA is scheduled to conduct a follow up inspection of the Philippine maritime schools in October and no recommendation or decision will be made until the result of the audit is known. Meanwhile, Marina director of overseas shipping Arsenio Lingad assured the Vice President that the Philippines is ready to meet the EMSA requirements. “It is crucial that we fulfill the requirements, knowing that the jobs of 80,000 of our seafarers in Europe as well as the rest of the 400,000 Filipino seamen in various foreign flagged vessels would be affected if we fail the upcoming EMSA audit,” Binay said.

DAVAO City––While fans of comic superheroes get to collect comic books, trading cards, DVDs or toy figures, even going to great lengths to buy these things, one fanatic makes interestingly otherwise. Harold Soriaga, a working father of two, sculpts his favorite characters in ceramic and clay. After starting his hobby eight years ago, he has now around 50 sculptures. His works were exhibited last June 13 to 19 at the Abreeza Mall. Many
Davaoeños at first thought they were looking at a collection of imported sculptures, only to find out they were created by one local hobbyist. Indeed, Soriaga’s works showed great details in costumes, muscled frames and poses of popular characters from DC such as Batman, Superman and Justice League and from Marvel like Wolverine, Hulk, Captain America, Thor and Spiderman. And he was surprised to get so many positive reactions. “There was even a priest who said these reminded him of his childhood days when they would
wear superhero costumes,” Soriaga told davaotoday. com. Surprisingly, this Davao native has no formal schooling in sculpture. He shared that he picked up this hobby after his son’s birthday when he made a figure of Batman using Plaster of Paris. He added that using a substance not intended for sculpture was not easy, “(I) just made a lump of muscles and a pair of slit as eyes. That was my Batman.” And that experience prodded him to learn how to sculpt by researching on methods through the
Internet then doing this during weekends after work. The process starts with making a wire frame for the figure then molding clay into it, then sculpting and adding the details. After this, the figure would be baked to dry, and then finally painted over. Each figure, which is about a foot high, takes about three months to complete. He said he imagines the poses of his figures without copying from drawings or other sculptures, except for the Superman figure dragging up a car while in flight. ‘Have an independence of the mind,’ says film critic who introduced Brocka to Cannes

DAVAO City––Davao filmmakers were told in a meeting Monday with a famous French film historian and critic to “have an independence of the mind, belief in inspiration; don’t calculate, be intuitive, do not accept everything as Bible-truths, be open to ideas, read and travel if you can.” Pierre Rissient, who was credited for introducing Philippine cinema to the international scene by bringing National Artist Lino Brocka’s movie Insiang to Cannes in 1976, seemed to embody those words,
as he wowed an audience of filmmakers, actors and movie enthusiasts in packed 150-seater cinema facility for classic and non-commercial movies, Cinematheque Davao last week. At age 77, he continues to go around countries looking for films, and has been doing pre-screenings for Cannes and other festivals. He has been an influence to Cannes for the past four decades and is credited for promoting directors to the festival including Robert Redford, Clint Eastwood, Quentin Tarantino and Jane Campion.
“I was lucky to see Insiang, I also watched Eddie Romero’s Ganito Kami Noon, Paano Kayo Ngayon, movies by Mike de Leon and (Ishmael) Bernal. Those were great years, 1976 to 1977, in Philippine Cinema,” Brocka, Romero and Bernal were awarded National Artists for Film for producing outstanding movies in films that won national and international achievements. Rissient also recalled being “amazed by the odd quality” of Bernal’s Nunal sa Tubig an experimental movie about life in a remote fishing village. Thanks to the Film Development
Council of the Philippines-Davao City, Rissient was back in the country 37 years after Brocka became known in the international film. Along with Davao-born director and Cinemanila founder Tikoy Aguiluz, he discussed about Cannes, tips on filmmaking and the direction of Filipino cinema. Rissient admitted that Philippine cinema is in decline since the 1980s, with hollywood blockbusters controlling cinema worldwide. B
eing involved in a project in the southern part of Bukidnon and staying in the area for a few weeks, among my first concerns was to find a place to run, just like what other running addicts would do. The highway amid a rolling terrain with a scenic view is nice, but there’s just too much traffic, heavy trucks and large buses no less in this busy highway. I asked friends in the area, but most recommendations involved track ovals or some parks, which are too short a route for my liking. I don’t wanna be running a place 50 or more times, y’know. Until someone said, “Lake Pinamaloy! You can run around the lake and enjoy the beautiful scenery.” Pinamaloy what?! I’ve seen some of the more famous lakes in Mindanao – Lake Lanao and Lake Dapao in Lanao del Sur, Lake Mainit in Agusan del Norte and Surigao del Norte, Lake Buluan in Maguindanao, Lake Sebu in South Cotabato, Lake Venado and the smaller lakes at Mt. Apo. The artificial lakes in Baloi, Lanao del Norte and the one along the Pulangi River in Bukidnon don’t count, of course, being part of the impounding dams for the hydroelectric plants. After more than a decade of driving around Mindanao for work and for leisure, I’ve never ever heard of Lake Pinamaloy. It’s in the municipality of Don Carlos, I was told, just 10 kilometers away. What?! I’ve driven past Don Carlos several times, done work in neighboring areas, even slept in a lodging house right in Don Carlos once, but I’ve never heard of this lake. The dirt road around the lake, I was told, is 2.7 kilometers long. That’s a nice distance for me. Maybe I’d do eight laps or a little
more, just to slowly stretch my distance after recently joining a 21k fun run, and part of my training for a full 42k marathon in August. So one Sunday towards the end of June, I woke up at 5:00 in the morning and drove to Don Carlos, ready with my running shorts and shirt, three bottles of water, a bottle of Gatorade and some biscuits, because I’m sure to get hungry running 20 kilometers or more. I intended to run barefoot, but, as always, I had huarache running sandals in a sling bag hanging by my back. Upon reaching the poblacion, I asked people along the highway where Pinamaloy is. One told me to just drive straight ahead. But after driving past the poblacion, I wondered why I’ve gone that far, when Google Earth told me it’s just beside the town center. Until one said, “You want to go to Barangay Pinamaloy or Lake Pinamaloy?” Okay! So I drove back, and when I got back to the town center, I was told to just follow the paved road, maybe 300 meters inwards. Whoa! Lake Pinamaloy right in front of me. It’s smallish compared to the lakes I’ve seen, only 60 hectares. It’s just a pond compared to Lake Lanao, even smaller than Lake Sebu. Its serene surface is like one giant mirror, reflecting the clouds with the sun trying to peep through as I got there just a little past sunrise. But unlike most lakes I’ve seen, its water is immaculately clean. Well, it should be clean, and I suppose everybody in the community is helping make sure it stays that way. After all, it’s the town’s source of potable water. I haven’t seen even just one small piece of trash floating. The only things I saw on the surface were beautiful water lilies, a
small fishpen made of bamboo (hope they won’t build more!), and a few drums owned by the water district. Surrounding the lake are trees, trees and more trees, such that most of the road is under a canopy of trees. Literally cool! Planted, I’m sure, as I see a lot of gmelina, some falcatta and young mahogany trees. I saw a handful of people fishing using hook and line, even though I later saw a sign saying that fishing is prohibited. I’m no expert, but maybe if controlled, hook and line fishing should just be fine. What happens if the fish get too many in that small lake? Time to run! Had the circumferential road been paved, I would have run barefoot, as I
usually do. I actually tried barefoot at first, because the mud looked really fun as I came in the morning after a rain. But before completing one lap, I wore my sandals. There were lots of crushed gravel and sharp limestone along the way that hurt my feet. Add to that a few broken Tanduay bottles in the middle of the road. Glad I broug ht my trusty Lumix LX5 digicam, strapped to my running belt. The place is so beautiful that I had to stop every now and then to take pictures of the scenery, or set up the camera on a miniature tripod to take pictures of myself running. Thus, it became one of my slowest runs – 24 kilometers in almost 4 hours! When my fastest 21k was at 2:19. (That’s slow for many
runners, I know, but I run to have fun and to keep fit, not to win races.) Maybe Don Carlos folks don’t run that much. I met only one lady who walked a few laps, and before her a teenaged girl. But I liked the solitude. Still, I wished I had my running buddies with me. That would have been really fun. Dr. Albert Schweitzer said that how happy we are depends on how much we live for others. In fact, the one word that is the secret to success and the highest level of living is the word “others.” But if we’d rather have a small, empty, boring life, then we can think only about ourselves and what we need and want. The problem with this self-centered kind of living is that even though we get and keep everything for ourselves, we’re never completely satisfied or happy; so we don’t make others happy either. Even God Himself said that He did not come into the world to be served,
but to serve others—even to the point of giving His own life for our wrongs, since He Himself had no wrongs to die for. Jesus Christ was constantly helping, healing, comforting, counseling, and forgiving others. He lived, died, and came back to life all for others. And even now, He is constantly praying for others, which includes you and me. Jesus Christ became a human being to show us how to be happy and live successfully by living for others. He explained that it’s only when we give and share our life with others that we ourselves can finally be happy and satisfied.

A time to celebrate, save
THE whole Bangko Sentral ng Pilipinas (BSP) was in a festive mood last Wednesday (July 3) during the celebration of the institution’s 20th anniversary. In a rare opportunity, members of team BSP were able to spend some time off from work to mark the milestone together. The highlight of the celebration was the anniversary program, which featured a theatrical performance by BSP’s homegrown talents. Using the music of the classic Queen song “Bohemian Rhapsody,” they sang about inflation, remittances, and monetary policy tools. It was a light and fun approach to economics that ordinary Filipinos would enjoy and appreciate. And by no means was it an easy task. In fact, explaining and imparting banking and economic concepts to noneconomists can be quite challenging. This is why BSP puts extra effort and creativity in promoting financial literacy among Filipinos. Through seminars, trainings, and exhibits organized by BSP’s Corporate Affairs Office and Economic and Financial Learning Cen-
Speaking Out Ignacio Bunye ter, many Filipinos have been educated about basic financial activities such as spending, saving, and investing. However, the leadership of BSP believes that financial knowledge should be imparted to the public as early as possible in their lives. They should be taught these lessons in school, while they are still developing “money habits.” The BSP is already doing this through a partnership with the Department of Education (DepEd). The two government institutions have come up with a financial education program, which incorporates in the elementary curriculum lessons on money management and basic economics. Last week, the BSP and DepEd released a joint message in celebration of
the National Savings Consciousness Week. This was published in newspapers, posted in social media, and read aloud to all public and private elementary and secondary schools during the flag ceremony. The message served as a reminder to the children about the importance of saving. It told the students not to spend all the money they receive. Instead, they should keep a portion of it so that they have money to spend in the future, if ever they need or want to buy something. BSP Gov. Tetangco and DepEd Sec. Bro. Armin Luistro also offered the children two options in saving. First, they can use an old box or can as a coin bank, which they have to keep in a safe place. Or, they can ask their parents to
open a bank savings account under their name. Saving in banks is more advisable as the money is not only kept in a safer place, but is also earning through interest. To inspire the kids further, they also reminded the children about the success of the “Tulong Barya para sa Eskwela” campaign, which did not only teach children to value coins but also raised funds for the building of new classrooms. Through efforts like these, the BSP is able to inch closer to its objective of making each Filipino a productive and responsible participant in the country’s economy. in running the affairs of government in the region? Will 25% of those incomes be enough to run the region and provide basic services to our countrymen there? These have to be explained right away because of their implications in the country’s long-running search for peace and development in the whole of Mindanao. I mean, if the MILF will get the lion’s share in the earnings of Bangsamoro, would that not enrage other armed groups, like the Moro National Liberation Front (MNLF), to demand a similar treatment and privilege? And if the government can not grant the same treatment and privilege to MNLF and the other armed wealth | page 7

The rise of fascism within our midst
the then Bush administration with the justification to launch its borderless ‘war on terror.’ It could be remembered that the US in 2001 was reeling from a crisis that was triggered by the bursting of the high-tech or dot.com bubble. In a month’s time, the US Congress passed the Patriot Act, which gave the government broad powers to conduct surveillance, wiretaps, and other forms of intelligence gathering. It allowed indefinite detentions and searches of homes, businesses, and even telephone, email and financial records without the owner’s knowledge. Edward Snowden’s expose’ that the National Secu-
rity Agency (NSA) is spying on US citizens is not new; he just provided an insider information about it. A Truthout article “Why NSA Spying Isn’t New” enumerated some of the intelligence gathering projects undertaken by the US government. This was followed by the practice of kidnapping suspects, also known as extraordinary renditions, detaining and torturing them in secret prisons all around the world. In August 2002 and March 2003, the Bush Administration’s Office of Legal Counsel and the Department of Justice issued legal opinions allowing for enhanced interrogation techniques such as waterboarding or water cure. These legal briefs became knows as the Torture memos. Then there are the drone attacks or the use of unmanned aerial vehicles to launch missile strikes against perceived ‘terrorists.’ According to an article The Strategic Effects of a Lethal Drones Policy: Understanding drones in a broader context published by the website American Security Project, the first drone strike was conducted in November 5, 2002 when a US Predator drone fired a hellfire missile at a car travelling in Yemen killing six people. “Under President Bush there was a drone strike about once every forty days; under President Obama that
increased to one drone strike every four days.” I have written in a previous analysis that since Obama became president, the CIA has conducted nearly 320 drone attacks in Pakistan alone, killing more than 3,000, 900 of whom are civilians, including at least 176 children. Drone strikes do not present the whole picture. There are also the lethal operations being conducted by the Joint Security Operations Command (JSOC). An article ‘Top Secret America’: A look at the military’s Joint Special Operations Command written by Dana Priest and William M. Arkin and published by the Washington Post on September 2, 2011 read: “CIA operatives have imprisoned and interrogated nearly 100 suspected terrorists in their former secret prisons around the world, but troops from this other secret organization have imprisoned and interrogated 10 times as many, holding them in jails that it alone controls in Iraq and Afghanistan.” “Since 9/11, this secretive group of men (and a few women) has grown tenfold while sustaining a level of obscurity that not even the CIA has managed. “We’re the dark matter. We’re the force that orders the universe but can’t be seen,” a strapping Navy SEAL, speaking on the condition of anonymity, said in describing his unit.”
“Two presidents and three secretaries of defense routinely have asked JSOC to mount intelligence-gathering missions and lethal raids, mostly in Iraq and Afghanistan, but also in countries with which the United States was not at war, including Yemen, Pakistan, Somalia, the Philippines, Nigeria and Syria.” “The CIA doesn’t have the size or the authority to do some of the things we can do,” said one JSOC operator. “The president has given JSOC the rare authority to select individuals for its kill list — and then to kill, rather than capture, them. Critics charge that this individual man-hunting mission amounts to assassination, a practice prohibited by U.S. law. JSOC’s list is not usually coordinated with the CIA, which maintains a similar but shorter roster of names.” “Created in 1980 but reinvented in recent years, JSOC has grown from 1,800 troops prior to 9/11 to as many as 25,000, a number that fluctuates according to its mission. It has its own intelligence division, its own drones and reconnaissance planes, even its own dedicated satellites. It also has its own cyberwarriors, who, on Sept. 11, 2008, shut down every jihadist Web site they knew.” This is the same command that conducted the lethal raid on Osama Bin
Laden. If you sum this all up, US and non-US citizens are being monitored without their consent and on the basis of secret warrants; arbitrary arrests and extraordinary extraditions (read: forcible abductions), and indefinite detention without trial are being done on a regular basis; torture was made legal; and political assassinations and extrajudicial killings through drone strikes and lethal raids are being ordered with impunity. There is practically a total disregard for the Bill of Rights, human rights conventions and international humanitarian law. If fascism is being equated with authoritarianism, ultranationalism, militarism, and the rule of the extreme right, then there really is a rising fascism. All that is left of the people’s rights is their participation in periodic elections. It is also within the context of what is happening in the US could we better understand why, despite the strong calls for the Philippine government to end the impunity in human rights violations, especially extrajudicial killings, enforced disappearances and torture, the Aquino administration has not lifted a finger to do so. Every now and then teachers and administrators think of new ways in developing/enhancing reading and comprehension skills of pupils. One way of doing so is the use of “Reading Shed” , a new avenue for reading and comprehension skills development. It is a place in the school ground where pupils experience informal reading activities during their remediation time. This is done under the leadership of reading coaches who are the fast readers in a class. The Reading Shed is surrounded by flowering plants facing the school playground. Interesting reading materials from the library hub are available to choose on. Comfortable concrete benches are provided with colorful wooden backrests. The shed is designed to suit children’s interest .To most slow readers, reading is a burden. It is important that they enjoy what they are doing in order to learn. Reading activities should not always be confined indoors. There is more fun reading and learning in the bosom of Mother Nature. Pull-out scheme is another way of improving pupils’ skills in reading and comprehension. The school head /reading teacher or any teacher with vacant time pulls out a slow reader from a class and do one-on-one reading instruction. What’s the use of staying in a classroom where said pupil cannot understand what is being taught because he could hardly read at all. This way the slow reader learns easier through individualized instruction. Making most learning areas reading adventures can better enhance pupils’ reading and comprehension skills development.

And they are not referring to neo-nazi groups in Europe, although these are on the rise too especially after the 2008 crisis, and governments in Europe began shifting the blame for the lack in jobs to immigrants. FISH! in School by Celieto B. Magsayo FISH in school, anyone? FISH is a philosophy developed by John Christensen, a film maker, author and director of ChartHouse Learning. A known traveler, Christensen came across a fishmongers’ place in Seattle, Washington, USA, called Pike’s Place. He was so amazed with the number of customers frequenting the establishment despite the unpleasant smell wafting in the air considering that it is a fish market. But what intrigued him more is the work ethic demonstrated by the crew who work on a “12-hour shift” basis. As he studied and made documentation entitled “FISH!”, of the place, with permission from the owner Johnny Yokohama, which endeavor gained impressive reviews, he identified four simple principles that made Pike’s Place an overwhelming success. The fishmongers are operating their business using play, make their day, be there, and choose your attitude practices. As an offshoot, the FISH! For Schools! Philosophy came into existence. In my humble opinion, there’s no better time than now to apply these four simple principles in the Philippine setting, too! Play! The striking statement is, “When work is made fun, things get done.” In school, PLAY principle encourages teachers, learners and parents as well, to be enthusiastic, creative and to have FUN in every activity. Good performance is basically a by-product of motivation. If children foresee their lessons as PLAY, it is motivation at its best! Make Their Day! The FISH! Philosophy emphasizes the importance of “YOU MAKE MY DAY!” experience among customers. Teachers and school personnel should walk an extra mile to make pupil’s day “complete” and fulfilled. Teachers embracing the philosophy make every learner special. A child-centered learning approach makes every pupil develops the feeling that he or she is important. Thus, making learning easier and productive. The National Board for Professional Teaching Standards of Virginia underscored that, “facilitating learning is not simply a matter of placing young people in educative environments – teachers must also motivate them, capturing their minds and hearts and engaging them actively in learning”. Be There! FISH! Philosophy proposes that BE THERE is equated to “BE PRESENT”. It is the giving of one’s full attention to a task or individual. One of the best gifts that a person can give to his fellow being is his or her one hundred percent undivided attention, while communicating. Be There! is “to be emotionally present to strengthen relationship and communication”. Teachers present themselves as a beacon to the learners, to be there always as a guide and loco parentis. Marzano and Marzano (2003) shared that “teachers who had high-quality relationships with their students had 31 percent fewer discipline problems, rule violations and related problems over a year’s time” compared to teachers who have low-quality relationships with their students. Choose Your Attitude! The FISH! philosophy says that you choose your attitude when you wake up in the morning. It advises people to strive to be nice and friendly everyday, so that one’s “goodness” will spread to others. A positive attitude will subsequently transcend, radiating a positive effect to people whom one comes in contact with. Children learn not solely from what have been taught in their classrooms, but more on what they observed inside the school. Bandura (1977) has this to say, “Most human behavior is learned observationally through modeling: from observing others, one forms an idea of how new behaviors are performed, and on later occasions, this coded information serves as a guide for action.” The teacher’s action or attitude in his or her day to day dealings with the kids, is of utmost importance, for values and good behavior are often “caught than taught.” It has been a perennial experience, particularly in the field of education that internalization and application of new teaching principles do not come in handy. The old classroom practices which are already considered as “culture” usually get in the way. Albeit, FISH! For Schools was designed to “help create safe, effective and refreshingly enjoyable learning environments”. “Healthy and sound school cultures correlate strongly with increased student achievement and motivation, and with teachers’ productivity and satisfaction”, says Stephen Stolp (1994). In sum, applying FISH! Philosophy in the field of academe will greatly aid Department of Education in making schools more productive and effective. This will surely translate to QUALITY EDUCATION, which is an indispensable component in attaining national growth and development. References:

Iligan City--Formerly a multi-awarded electric cooperative in the past years, Lanao del Norte Electric Cooperative (LANECO) is steadily going down the road to bankruptcy. Veteran newsman Pol Dingal was visiting the offices of LANECO in Sagadan, Tubod, Lanao del Norte when he was reportedly asked by one of the members of the Board of Directors of the said cooperative to enter the Board Room and listen to the regular session. He learned that as of June
30, 2013, the cooperative had an accumulated losses of P17 Million. This was reportedly due to uncollected bills from the consumers of Sultan Naga Dimaporo. According to reports consumption averaging was used in the said municipality and all houses are billed uniformly. However, collection is very low. A member of the Board of Directors was quoted to have said that with losses already reaching P17 Million, the cooperative is already bankrupt. Dingal was in the offices
of LANECO to invite the said cooperative to a lunch with DOE Secretary Carlos Jericho L. Petilla Petilla on July 18 at Maria Cristina Hotel on the occasion of the Induction of officers and members of the IliganLanao Press Organization and the Media Mindanao Corporation, Inc. One of the members of the Board of Directors told Dingal that they would help make the event with Petilla a success if he will not release the news about the financial straits of the said electric cooperative to the public. Emano said that the proceeds of the sale would be used for the construction and provision of modern facilities for the planned new provincial jail which would be transformed into an ideal reformation center for prisoners. At a minimal price of P 20,000 per square meter, the one hectare lot could fetch to as much as P 200 million which could be enough to build and equipped the new reformation center with modern jail facilities comparable to rehabilitation centers in other countries. The price, however, could be more since the lot where the provincial jail is located is a prime lot which is only a stone throw from where the city’s modern shopping malls are.

Sabillo KOs Colombian challenger to retain WBO title REIGNING World Boxing Organization (WBO) World minimumweight champion Merlito “Tiger” Sabillo retained his crown by knocking out Colombian challenger Jorle Estrada in the 9th round of the main event in the Pinoy Pride XXI on Saturday night at the jampacked Solaire Resort and Casino in Paranaque City. After constantly chasing his challenger since the start of the fight, Sabillo finally caught Estrada with a solid left hook to the body to end the fight in 1:09 of the 9th round. Sabillo remained undefeated and improved his fight record to 22 wins with 12 knockouts against no loss or draw while Estrada suffered only his second loss against 21 wins with 12 KOs and one draw. Estrada had earlier predicted to win via a 7th round knockout against Sabillo,
who is also the reigning Orient Pacific Boxing Federation (OPBF) minimumweight king. Estrada engaged Sabillo in a “catch me if you can” style. Sabillo, however, managed to hurt him already with body shots starting in the fourth round which showed the weakness of Estrada.
