Typhoon (international name Soulik) continued to strengthen as it moved westward, expected by weathermen to enter into a Philippine Area of Responsibility before noon today, according to Philippine Atmospheric Geophysical and Astronomical Services Administration. Taiwan-based workers from NorMin safe, say CAGAYAN DE ORO CITYTaiwan-based workers from Northern Mindanao were not among the 10,000 workers whose contracts were not renewed by their employers, the Overseas Workers Welfare Administration (OWWA) here said on Tuesday. “As of Tuesday, the OWWA regional office has not received information that a worker from Northern Mindanao was among the 10,000 Taiwan-based Filipino workers who lost a job,” Petrona M. Bergado, OWWA Regional Director, said. She said that the OWWA

office in Northern Mindanao was stunned by the report that 10,000 Taiwanbased Filipino workers were about to lose their jobs for non-renewal of their contracts. She said there are 1,301 Taiwan-based registered OWWA workers f rom Northern Mindanao as of May 18, 2013. More chikungunya cases in Socot town

GENERAL Santos City–– Health authorities confirmed on Monday the detection of two more suspected cases of the mosquito-borne chikungunya disease in Tupi town in South Cotabato. Dr. Lester Claveria, medical officer of the Tupi municipal health office, said the two chikungunya cases involved a couple based in Barangay Crossing Rubber. “The couple is still under observation and given pain reliever,” he said in a statement. Claveria said the patients initially showed symptoms of the dengue infection, among them recurring high fever. He said they later developed some rashes and complained of severe joint pains “so we suspected that it was not dengue but chikungunya.” Chikungunya is a viral disease that is spread by mosquitoes that causes severe fever and joint pains. Other symptoms include muscle pain, headache and nausea. Victims could suffer from polyarthralgia or mul-

tiple joint pains for five to six months and as long as two years, depending on their age. “Dengue and chikungunya share similar symptoms so a patient who suffers fever and rashes should assume that they have possible dengue and seek medical help,” Claveria said. The South Cotabato Integrated Provincial Health Office (IPHO) earlier declared a chikungunya outbreak in two villages in Tampakan town, which is adjacent to Tupi. Dr. Rogelio Aturdido, South Cotabato health officer, said the disease was found among residents of barangays Maltana and Kipalbig in Tampakan. He said the suspected chikungunya cases in the area have so far reached 215. Early last month, the IPHO reported the detection of two chikungunya cases in Barangay Kipalbig in Tampakan based on the results of confirmatory tests conducted by the Research Institute for Tropical Medicine (RITM) in Muntinlupa City. Aturdido said the two chikungunya cases, which were detected for the first time in the province, were found in two of the four blood samples that they sent to the RITM. DAVAO City––Before the government and Moro Islamic Liberation Front (MILF) peace panels resumed talks in Kuala Lumpur on Monday, July 8, their leaders had discussed the delays in the peace process and tried to resolve them through letters. MILF peace panel chair Mohager Iqbal revealed in his opening statement at the

State Room of the Palace of the Golden Horses hotel in Kuala Lumpur on Monday morning that MILF chair Al Haj Murad Ebrahim “decided to write” President Aquino a letter to reiterate the “unwavering commitment of the MILF to resolve the conflict peacefully” and “politely informed him (President) of the growing frustration of the people

and some members of the MILF as a result of the delay of the talks.” Iqbal said Murad explained to the President that the delay is perceived to be not coming from the side of the MILF but from the government. He did not say what Murad’s recommendations were but said “the President responded positively to the letter.” “I am so sorry I cannot disclose the content of the letter because I don’t have the mandate to do so. Our chairman did not allow that copies be made except one that is intended for the Facilitator for the record of the Malaysian Secretariat,” he said. Iqbal did not say when Murad wrote the President and to whom it was coursed. MindaNews asked through mobile phone on Monday evening if Murad’s letter was sent after the shuttling of the Malaysian

facilitator in early June and before the forum in Oslo, Norway on June 18 and 19. Iqbal said “yes.” President Aquino has met and spoken with Murad three times: on August 4, 2011 in Japan, where they both agreed to fast-track the peace process, sign an agreement within the first half of the Aquino administration and implement in the second half; on October 12, 2012 in Malacanan at the signing of the Framework Agreement on the Bangsamoro (FAB); and on February 11, 2013 at the launching of the government’s socioeconomic initiative, “Sajahatra Bangsamoro.” First time It is the first time letters were reported to have been exchanged between Murad and the President. CAGAYAN de Oro City–– The Kagayhaan Canine Club and Circle Productions, Inc. on Monday formally sealed the agreement for the holding of the first-ever Mayor Oca Moreno Fun Run which will also officially commence the city’s annual fiesta celebration in August. The f un r un, apt ly dubbed as “Dagan sa Kahapsay Kagay-an,” is all set for August 4 at the Kiosko Kagawasan in downtown Divisoria. The officers and members of the Kagayhaan Canine Club (KCC)––in their desire to help the new city administration’s thrust for change––initiated fun run. According to Edgardo Palad, president of KCC, they asked themselves “what can we do to help Mayor Oca Moreno and the new city administration bring about the much needed, desired, long overdue and prayed for ‘kahapsay’ to our beloved city”. The question springs into action the conceptualization of the “Dagan sa Kahapsay Kagay-an” fun run. KCC Project Chairman, Kenneth Tan, said that the club’s mission--as a group of dog-lovers--is to promote the proper care and wellbeing of our canine friends. Jan-May tourist arrivals from Singapore up 11.5 % SINGAPORE -- Tourist arrivals from Singapore between January and May 2013 recorded consistent growth over the same period last year, says Tourism Malaysia director for Singapore, Noor Aine Ismail. “To date, we have received a total 5,209,286 tourist arrivals from Singapore, an overall increase of 11.5 per cent in arrivals. “Last year, we welcomed about 13.01 million tourists from Singapore -- a drop of 2.75 per cent from 2011.

“This drop has mainly been due to the change in statistics calculation, which was based on ‘Country of Origin’ instead of ‘Country of Residence’,” she said at the Tourism Malaysia Media Night Thursday here. Turkey issues travel warning for Egypt ANKARA -- Turkey’s Foreign Ministry on Sunday issued a warning to its citizens in Egypt and others planning to go there. GENERAL SANTOS CIT Y — The Department of Tourism (DOT) is investing some P30 million this year for the development of various tourism-related infrastructure in Tupi town in South Cotabato. South Cotabato Gov. Daisy Avance-Fuentes said such investment is part of the DOT’s continuing efforts to develop new tourist attractions and destinations in the countryside, especially in parts of Mindanao. “This is a financial grant for the construction of tourism facilities like cottages and tourist or visitor information centers as well as the improvement of road networks,” she said. The governor said the project will be implemented in Barangay Linan in Tupi, which hosts a tarsier sanctuary. She said the funds will be drawn from the P30-million allotment earlier approved by the DOT’s Tourism Infrastructure and Economic Zone Authority (TIEZA) for tourism projects in Lake Sebu town.

She said they asked TIEZA to realign the funds to Tupi town following the approval last month of a P120-million grant for the development of a road network within Lake Sebu’s “eco-tourism circuit.” Tupi Mayor Reynaldo Tamayo said they are pushing for the utilization of the TIEZA funding for the improvement of the road from the tarsier sanctuary in Barangay Linan to the national highway. He said they are eyeing for possible additional grants from the agency to further boost the development of the town’s tourist attractions. The mayor specifically cited the town’s hot and soda springs, cold springs, waterfalls, tarsier sanctuary, among others. “We need to work for the inclusion of Tupi into TIEZA to fully develop the tourism potentials of our municipality,” Tamayo said. Barangay Linan has emerged as one of the province’s top attractions in the past several years due to the discovery of the tarsiers in the area.

California-based conservation group Endangered Species International (ESI) is currently conducting field studies regarding the primate, especially its habitat. The ESI team, which is headed by its founder and president Dr. Pierre Fidenci, launched the tarsier research in December 2011 in two sites within the he Mt. Matutum Protected Landscape (MMPL). The municipal government of Tupi had endorsed ESI’s research project as part of its efforts to tap the tarsiers and its habitat for ecotourism development. In 2009, the indigenous people of Sitio Bagong Silang in Barangay Linan captured a tarsier along with three grass owls. The Philippine tarsier, which has brought fame to Bohol, is one of the country’s primary flagship species for conservation. Iloilo City river a finalist in 2013 Thiess International Riverprize award ILOILO CITY -- The Iloilo River in this southern city is the only one in the Philippines selected as one of four international finalists in the 2013 Thiess International Riverprize award. A communication dated July 3, 2013 from Matthew Reddy, chief executive of the International River Foundation based in Brisbane, Australia to city environment and natural resources officer Noel Hechanova showed the selection of the Iloilo River as a finalist in the international search. City Mayor Jed Patrick Mabilog said the full rehabilitation of the Iloilo-Batiano river system started in 2011 and the city hosted the first international river summit in May 2012. The efforts at the river showed a cohesive participation of government agencies and people’s organizations clearly showing a public private partnership in rehabilitation and preserving the river in this city. Mabilog said the river became an anchor of all development and pro-projects such as the Esplanade, housing projects for informal settlers displaced along the river and other danger zones, road widening, completion of circumferential and radial roads and construction of new ports for roll-on and roll water vessels and fast crafts. Aside from the Iloilo River, the other international river finalists are the Bolshaya River in Russia, Mara River in Kenya, Africa and the Murray Darling Basin in Australia. The representatives of the finalist rivers are required to attend the 16th International Riversymposium on September 16-23, 2013 in Brisbane where the international grand winner will be announced during a gala dinner. They have the opportunity to present their work in the Riverprize sessions and meet other alumni members and symposium delegates. Northeast Indian state under threat of flood, 100-T affected NEW DELHI -- The northeast Indian state of Assam is threatened with serious flood, one month after the northern state of Uttarakhand was partially ravaged by water from an early monsoon season, said local officials Saturday. The Brahmaputra river in northeast India and its tributaries are flowing above the danger level across Assam, affecting over 100,000, the Press Trust of India quoted officials as saying in the state capital Guwahati. The Dhemaji district of the state has been worst-hit as incessant rainfall in the state’s upper reaches have raised the water level of the Brahmaputra throughout the state. The flood has also hit the habitats of the one-horn rhinoceros at a national reserve park in upper Assam and a wildlife sanctuary in lower Assam, said the report. Some roads and bridges have also been damaged while at least one embankment has been breached by water. Authorities have set up five relief camps to provide relief materials and shelter to the affected people and those made homeless by flood. Floods displace 47 families in Alabel By Allen V. Estabillo

GENERAL SANTOS CITY — Forty seven families in Alabel town in Sarangani Province have evacuated on Monday night as flashfloods submerged anew two low-lying villages in the area. Jerome Barranco, officer-in-charge of the Office of Civil Defense (OCD) Region 12, said Tuesday the floods swept Puroks Tagumpay and Maharlika in Barangay Poblacion and portions of Barangay Ladol following several hours of heavy rains on Monday afternoon in the town’s upland areas. He said the almost nonstop rains caused the area’s two critical creeks — Molo and Cogonal — to overflow, swamping nearby communities. A report released by the Alabel Municipal Disaster Risk Reduction and Management Council (MDRRMC) said a total of 167 individuals have evacuated from the flooded communities as of Tuesday morning. Floodwaters reaching around four feet high submerged portions of the two villages, leaving an initial estimated damage of P500,000 to crops and valuables.

The council has released initial relief assistance to the evacuees, who are currently taking temporarily shelter at the municipal gymnasium. “We’re continually monitoring the situation there and also preparing additional supplies to augment the relief operations,” Barranco said. The official urged residents in the region, especially those situated in low-lying and coastal areas, to remain vigilant against possible floods, landslides and other weather-related calamities due to the Intertropical Convergence Zone affecting parts of Mindanao. Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato. He said residents should brace for sporadic rains especially in the afternoon that might trigger flashfloods and landslides. “It’s important for our residents in identified critical areas to coordinate with their barangay disaster teams and watch out for possible early warning signals,” Barranco said.

He said they should also prepare evacuation plans and set aside emergency kits or standby supplies of food, water and other necessary items. Meantime, Barranco said a total of 83 structures were reported as damaged following the onslaught of a tornado in barangays Katico and Romualdez in President Quirino town in Sultan Kudarat late Sunday afternoon. He said the damaged structures included houses, stores and warehouses situated in Barangay Katico, which was hit by the twister at around 5:20 p.m. Barranco said four houses were totally destroyed while 21 others sustained partial damages. In Barangay Romualdez, he said several electric lines and posts of the Sultan Kudarat Electric Cooperative were also damaged. “The damage assessment is presently ongoing and a needs assessment is also being conducted to facilitate the release of necessary assistance to the affected residents,” he said. My choice for president THIS early, a few are already viewed by many to be eyeing, if not salivating, to succeed President Aquino in 2016 based on their body language with one unashamedly hinting at it even before he could warm himself up on the seat of his current elective post. Vice President Jejomar Binay since day one in office has never been timid in admitting directly or indirectly his longing to become president. There is certainly nothing wrong with it. If the political cauldron of the United States presidential race starts to heat up three years before the election, why can’t our own political cauldron start to heat up also this early? It would be to the advantage of the electorate to know at this point who are interested in replacing the sitting president. The problem, however, is that the 2016 presidential race is perceived by many to be just a return

Robredo, lawyer and now Naga Rep. Leni Robredo. Honestly, I am very excited about the prospect of Robredo running for the presidency come 2016. I see her as the best candidate for the post to be vacated by Aquino. She has all the qualifications and the moral fortitude this country needs from its president. Robredo lived out her being a lawyer by practicing law away from the limelight of her very popular husband who as mayor of Naga City was awarded the Magsaysay Award for Public Service, an award that is as prestigious as the Nobel Peace Prize. In other words, she successfully

lived a simple life unaffected by the pomp and array accorded her husband as an elective public servant and later as a cabinet member. In fact, the widow only hogged the limelight when her husband died in a plane crash. No one knew who she is until she was thrust into the public consciousness from the moment the plane crash accident was reported by media until her husband’s body was finally laid to rest with the entire Philippine government officialdom led no less by Aquino in attendance. After her husband’s burial, Robredo faded away from the limelight. This just goes to show she dreads publicity and be on the limelight. But fate smiled at her simplicity and thrust her into the public consciousness again when she reluctantly accepted the challenge to unite the divided ruling Liberal Party by running in her congressional district for a House seat. Interestingly enough this public-private partnership has always been the arrangement when it came to public transportation. Querying on this arrangement, the response was government never endeavoured to take over public transportation since the birth of the Republic possibly due to financial constraints. However the question begs is it best for the private sector to maintain this opportunity or for government to own and operate whist the strategy to privatize has been preferred. Regulation is key for government for the private sector to toe the line. Discipline and implementation have been the stumbling blocks over the decades with an increasing traveling sector be it for the general population or the commuting public. The issues for public safety are always held in priority however many other issues come to play. For example, commerce; as much as the driving and commuting traffic hate the density of the lories that ply the streets at odd hours during the day – without these deliveries our commerce as we know it will suffer. BOI approves investment of Filipino-owned e-vehicle manufacturer THE Board of Investments has approved the P13.8 million electric vehicle (e-vehicle) project of solely Filipino-owned K.E.A. Industrial Corporation. The e-vehicle firm has manufacturing facility in Bacoor, Cavite and will employ 24 personnel.

It also has a capacity to produce 70 electric tricycles or e-trike units annually. As the BOI permitted the commercial operation of K.E.A. Industrial Corporation on December of this year, it will manufacture e-trike for various local government units (LGUs) for

an environmental program. The company partnered with LGUs for the “Climate Friendly Cities” program which aims to use organic wastes to power public transportation system to reduce air pollution. E-vehicles will contribute to the reduction of pol-

NO SOLUTIONS AT ALL: With due respect to the Forum for Family Planning and Development, the problem is not so much the fact that almost 10 percent of all Filipino women aged 15-19 have already given birth as of 2013. The problem, really, is, why has this phenomenon of teen pregnancies even occurred in the first place. This is what the Forum should address---the “why”, or the root cause of the problem-

--rather than the “effect” of the problem. The fact is that, even if we are able to address the adolescent reproductive health and teen pregnancy issues with family planning methods and devices such as IUDs or condoms, that does not remove the problem at all. If we are not able to determine what makes our teenagers engage in sex at very young ages, they will continue to get pregnant and,

therefore, still exposed to maternal and infant deaths, even if they engage in family planning or use devices to stop reproduction. Family planning and anti-reproductive devices are mere palliatives to unstoppable and burgeoning pregnancies, they are not real solutions. Someone only wants to make money out of these programs and devices. The real solution is to instill discipline and

spiritual values to our teenagers, something that is sorely lacking now. As the Bible in Ephesians 6:4 says: “… bring them up in the training and instruction of the Lord”. During those years that her husband was a very active public servant as mayor and later as cabinet member of the Aquino administration, Leni Robredo was never seen even just attempting to have a

share of the powers bestowed on her husband as an elective or appointive official. She remained in the sidelines contented by simply supporting him and by caring for their children and practicing her profession all at the same time. She was never accused of wanting to have power for herself, the usual weakness of spouses of powerful officials. She was

never consumed by that human desire for power. Her simplicity in practically everything, made her shun away from the temptation to accumulate wealth. This behavior made her and her husband clean from any corruption charges. She never allowed herself or her husband to be gobbled up by the human desire for enormous wealth, the malady that

pushed many public officials to become corrupt. Given the above premises, Rep. Oro dads want probe against cops engaged in illegal drug trade

CAGAYAN de Oro City–– The city council yesterday approved on first reading a resolution urging top officials of the Philippine National Police (PNP) in Northern Mindanao to conduct an investigation into the alleged involvement of two of its personnel in illegal drug trade. Councilor Roger Abaday stood up before his colleagues during the regular session of the city council Tuesday where he commended the Philippine Drugs Enforcement Agency (PDEA) in Northern Mindanao in his special report for the arrest of two policemen and several others in separate buy-bust operations in the city. Intelligence Agent 3 Vincent Cecil M. Orcales, who led the team of PDEA agents, managed to arrest Police Officer 1 Santiago Lumancas, 41, and a resident of Tandag in Surigao del Sur; and Police Officer

In filing the resolution, the local lawmakers urged PNP-Northern Mindanao to conduct immediate evaluation and administrative investigation of its personnel, especially those involved in the illegal drugs trade. The city council also asked the local police head to impose the necessary sanction and penalty against those involved in illegal drugs. The regular session of the 17th City Council presided over by Vice Mayor Caesar Ian E. Acenas also passed a resolution commending the personnel of PDEANorthern Mindanao for launching a no-nonsense drive against illegal drugs, which led to the arrest of illegal drug pushers and the confiscation of shabu worth millions of pesos.

Meanwhile, the Commission on Audit (COA) 2012 annual report, said that the P93.5 million was part of the P260.089 million loan from the Land Bank by the City government for its two flyovers construction projects and procurement of a traffic signal system and heavy equipment. COA said that with the plan, the City Council, in its regular session on May 10, 2011, passed Ordinance No. 11996-2011. Ordinance No. 119962011 appropriated the sum of P93.5 million from the city’s loan with the Land Bank of the Philippines for the installation of Traffic Signal System with CCTV, the COA report said. The person became dumb because he was possessed by evil spirit and this is an implication that if we are mute in speaking the whole truth, maybe we are also possessed by evil spirit. Before the dumb healed, he never speaks due to the evil in his life. Meaning, for us to be able to speak the truth, we need to ask the power of Jesus to cast out the evil in our hearts. Take note, when Jesus did this wonder, the people accused him as a devil instrument because he commanded the devil to get out from the victim. Are you a victim? Remember, “in doing right, expect opponents.” This is an indication that each one of us is possible possessed by evils because of our “bad attitudes.” Do you have bad characteristics? UMBIRA, the longest running culinary show in the Philippines will once again take place on August 14, 15 and 16 at the Limketkai Mall Atrium.
