VG Pelaez calls for accreditation of CSO, selection of representatives to the LSB Misamis Oriental- Vice Governor Joey G. Pelaez is actively calling for the accreditation of Civil Society Organizations (CSO) and the selection of their representatives to the Province’s Local Special Bodies as a prompt response to the Memorandum Circular No. 2013-70 issued by the Department of the Interior and Local Government (DILG) Secretary Mar Roxas entitled “Accreditation of Civil Society Organizations and selection of Representatives to the Local Special Bodies”. The said memorandum functions to reiterate the provisions of the Local Government Code and its Implementing Rules and Regulations and to provide other clarificatory guidelines relative to the accreditation of civil society and in the selection of their representatives to the local special bodies to strengthen their participation in local governance and development process. All provinces, cities and municipalities, and all civil
society organizations intending to apply for accreditation and to seek representation in the local special bodies are covered by this Memorandum Circular. Vice Governor Pelaez,as the presiding officer of the Sanggunian Panlalawigan (SP), said that the issuance of the Notice of Call for Accreditation to every organization is based on what is listed in the Directory of Civil Society as provided and prepared by the Provincial Planning and Development Officer or by a duly designated appointive official, whether previously accredited or seeking accreditation for the first time. He added that any previously accredited organization is to renew accreditation for the purpose of representation in a local special body. The SP shall evaluate all applications for accreditation, upon receipt thereof, but not later than the last working day of August. It shall also accredit CSO’s which comply with all the
administrative requirements and satisfy the criteria enumerated in this Memorandum Circular. Also, the SP shall issue, before but not later than the last working day of August, the Certificate of Accreditation to every qualified CSO and give notice to every organization which applied but failed to submit all the required documents. The SP also encourages organizations to complete the lacking requirements and to others to apply for accreditation. The decision of the Sangguniang Panlalawigan, or the Secretary of Interior and Local Government or his duly authorized representative, as to the status of the accreditation shall be final and executory. The Local Special Bodies which the province envisions to be represented by the representatives of CSO, as expressly provided by the said Memorandum, are the Local Development Council, Local Health Board, Local School Board and the Local
Peace and Order Council. Vice Gov. Joey Pelaez, on his part, desires that his call for accreditation of CSO will be favorably responded and participated by the concerned groups in the province. He believes that what to be forged is a solid partnership in governance between the Provincial Government and the CSO’s that will be all for the beneficial results and common good of the people in Misamis Oriental. The positive response of our CSO’s in the province will make our Provincial Government more vibrant, more dynamic, and peoplecentered in the implementation of its programs. With the indispensable help of CSO in governance, the programs will further bring the Provincial Government much closer to the people whom we profess to serve so well. With this, we can truly feel and witness the true essence of a functional democracy, Vice Gov. Pelaez added. It is expected that the accreditation proper of duly
qualified CSO’s will be finished before the end of the month of August and the selection of representatives after the reconstitution and convening of Local Special Bodies shall immediately follow. Moreover, a Provincial Monitoring and Evaluation Committee shall also be

MANILA -- After successfully coming to terms on the revenue generation and wealth sharing annex of the Framework Agreement on the Bangsamoro (FAB), President Benigno S. Aquino III said the Government of the Republic of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) peace panels will start working on power sharing and normalization annexes after Ramadan. In an interview with the media after attending the opening program of the 22nd Mindanao Business Conference (MinBizCon) 2013 held at the SMX Convention Center, 3rd Level, SM Lanang Premier, Lanang, Davao City on Thursday, the Chief Executive said the members of the GPH and MILF peace panels have now set their sights on agreeing on the last two remaining annexes of the Framework Agreement on the Bangsamoro which is power sharing and normalization. "Itong patapos na ang Ramadan – ang susunod na pag-uusapan ay ang powersharing at ang normalization. Ano ba ang mga powers na ide-devolve doon sa
bagong gobyerno ng ARMM at iyong tinatawag na normalization, ang pagbaba ng armas," the President Aquino said. "Sa Congress, I understand, there is widespread support but, of course, everybody wants to look at the details of the proposed Organic Act. Ang Transition Commission ang nagdadraft nitong proposed new measure to replace the current ARMM organic act," the President said. The wealth-sharing annex was signed by both parties after concluding the 38th series of exploratory talks in Kuala Lumpur, Malaysia last July. In a joint statement released by both panels, the
GPH and MILF said the wealth-sharing annex will “provide sufficient guidance for the crafting of the Bangsamor Basic Law’s provision on wealth sharing and revenue generation for the Bangsamoro as envisioned by the Framework Agreement. o enhance young campus journalists and promote Journalism among students from various schools in the region, a Broadcasting and Cartooning seminar was held last August 10 at BusinessWeek Mindanao Media Center, this city. It was headed by the Training Director, Mr. Joe Felicilda. T he bro a d c a st i ng seminar is conducted to enhance students’ skills especially in radio broadcasting and article writing. The students have also participated in various simulations. They are also taught on various ideas with regards to news gathering. These include overcoming stage fright, proper data gathering and conducting interviews. “The facilitator also taught us on certain things and equipment needed in broadcasting team like the number of laptops allowed, printers required and presentation needed before a presentation,” Arbby Pamela Alcoran, a high school student who participated in the seminar. They are also given with tips and guidelines to help them during the contest proper. Journalism has been taught to schools for years now. According to Alcoran, Journalism is important because it
will teach them to be active and vigilant. She also considered it as a very essential tool in the formation of concerned youths in the society. Every year, various schools from elementary and high schools participate in division, regional and national schools press conferences. These gatherings aim to enhance Journalism skills and promote awareness among younger generation, the reason seminars and trainings are really needed. In an interview to a school paper adviser of Green Valley Treasures of Impasug-ong National High School (Kapitan Bayong Annex), Mr. Kurt Kinny T. Handayan said that seminars and trainings are very important especially in developing the knowledge of the students. In their school, he has conducted trainings every Saturday among his students, aside from joining out-campus seminars. He created this

in order to prepare his school staffers for the competition this coming December. After the Broadcasting seminar, a Cartooning Seminar was held. Invited speaker was Mr. Alexes June Baslot, a former Freehand Editor of a student publication in a university here in the city. He has shared variou s te ch n i qu e s an d also basics on Editorial Cartooning during the seminar. He also taught the participants on creating different journalistic symbols and caricatures. In an interview, he said that Cartooning will teach young journalists on how to be patient, have a sense of humour and being broad-minded. He also shared to the participants that Cartooning may be mindblowing but it is fun. More than 50 students from schools in the city join the seminar. There are also participants from Bukidnon and Misamis Oriental.

Campaign has been proven effective in empowering the beneficiaries of the Pantawid Pamilyang Pilipino Program, particularly during the midterm elections last May 2013. In the campaign, beneficiaries were thoroughly informed that the anti-poverty program of the Department of Social Welfare and Development is developed, initiated, and implemented by the said agency and that the latter can solely de-list beneficiaries based on their non-compliance to the program's set conditions. Contrary to some politicians' alleged pronouncement that they can de-list beneficiaries if they will not vote for the running candidate, the DSWD is emphatic that no politicians can do so since the agency alone, at the regional and national levels,
can de-list the beneficiaries from the program. With the coming barangay elections, it is once again empowering the Pantawid Pamilya beneficiaries to be vigilant of any political threats of being de-listed and be responsible in complying to the conditions of the program: to ensure attendance of their children to school, to regularly bring them to a monthly health check-up, and attend in the Family Development Sessions conducted by the DSWD. Use of plastic products, an ecological nightmare THERE IS ONLY ONE reason why the use of plastic bags, plates, utensils and cups and Styrofoam containers has become widespread – CONVENIENCE to make people’s everyday lives easier. At first, plastic materials seemed harmless, but later on, the modern world found these nonbiodegradable objects difficult to dispose, and hard to eradicate. These plastic products usually turn up in canals and esteros, riverbanks, sea coasts, and other bodies of water, clogging sewage systems and drainage pipes. Eventually it is the main cause of massive flooding when rains and typhoons come. For the past decade, the international community has been trying to cut down on the use of plastic products and Styrofoam containers to avert ecological and environmental disasters. Mindanao cities should not wait
to become Metro Manila, before we stop using plastic products. In Makati, the use of plastic and Styrofoam are now forbidden. Stores use paper bags to wrap sold items as a city ordinance forbids the use of plastic. It is about time that each one of us should stop using plastic products, and our local governments should pass respectively a law banning the use of plastic products. This will ensure our early solution to the problems that affect ecological balance and safeguard our environment from unnecessary destruction of its ecosystem. Already, legislators are proposing the “Plastic Bag Regulation Act of 2013,” which requires commercial establishments to provide biodegradable plastic bags to their consumers provided that they shall promote and make available for sale locally made bayong, buli and other reusable bags

The Criminal Investigation and Detection Group (CIDG) on Tuesday last week has formally charged Usman Hapids and five other suspects with multiple murder and frustrated murder in the bomb blast at the Rosario Arcade in the Limketkai Center here last July 26. Macuayag said that he has given the three-man panel of prosecutors one month to come out with a resolution whether a sufficient evidence would warrant the city prosecutor’s office to issue a warrant of arrest against Hapids and the other suspects. He said that the prosecution has already subpoenaed five witnesses who have executed an affidavit pointing to Hapids as the same person caught in the closed circuit television cameras installed at Kyla’s Bistro in the Rosario Arcade at the Limketkai Center here. Macauyag said that the description of the computer generated profile of the suspects allegedly matches with the picture of Usman Hapids taken by intelligence operatives. According to Macauyag, the prosecution wants Usman Hapids to come out in order to answer the charges levelled against him.
