Capitol ground is best ‘Nite Café’ site

LOCAL residents endorsed the provincial capitol ground in Misamis Oriental as a new site for vendors and stall holders following the suspension of the “Nite Café” at the Plaza Divisoria in Cagayan de Oro City. Provincial Capitol employees also welcomed the move by Governor Yevgeny Vincente Emano to allocate a portion of the sprawling Capitol ground for “Nite Café” as a major attraction for domestic and foreign tourist. The plan of the provincial government to hold the “Nite Café” along with the “Tiange ng Bayan” (People’s Market) at the capitol ground is a welcome move, Engr. Lester Bolo of the provincial engineer’s office said. CAGAYAN de Oro City-The MicroTrade, a Taiwanese firm, that won the bid for the P 93.5 million traffic light upgrade of the city’s traffic light system snubbed the invitation of the city’s probe team looking into the deal. City Councilor Roger Abaday, chair of the City’s Committee on Public Utility, felt slighted when the representatives of the MicroTrade firm did a “no show” of the committee invitation on Wednesday. He said that the committee meeting was the first formal meeting that would supposedly look into the legality of awarding of the traffic light project since the two previous bidding called by the previous administration repeatedly failed. “We were upset with the failure of the contractor to honor the committee invitation,” Abaday said. Abaday was referring to the MicroTrade firm that won the bidding for the installation of the traffic lights with closed-circuit television (CCTV) cameras in the city. A representative from the National Telecommunications (NTC) who was also invited during Wednesday’s initial inquiry did not show up, Abaday said. Nene Pimentel slams RH Law as unconstitutional FORMER Senate President Aquilino “Nene” Pimentel Jr., yesterday, urged the Supreme Court to junk Republic Act No. 10354, or the Reproductive Health Law, as unconstitutional. Pimentel cited three main arguments against the law, whose implementation has been on hold by the High Court in a recent status quo ante order. One, the RH Law transgresses the autonomy of local government units and the regional autonomy of Muslim Mindanao. Two, it defiles Filipino culture and tradition on youth, marriage and equality. And three, it violates the Equal Protection Clause of the Constitution. Pimentel said the “unassailable argument against the (RH) law is still the constitutional provision that asserts that ‘life begins at conception’”. The former Senate President pointed out that Sec-

tion 5 of the RH Law that encourages LGUs to hire an adequate number of nurses, midwives and other skilled professionals for maternal health care and skilled birth attendance, “illegally intrudes into the autonomous domains of local and regional government” as health powers have already been devolved to LGUs by the Local Government Code. By the same token, he said, Section 17 of the law that limits the rendering of pro bono services to indigent women to reproductive health care providers only would put at risk the very women whose ailments are supposed to be remedied by the new law. Pimentel cited the opinion of a prominent doctor of medicine who said the new law “does not protect the poor and the marginalized because we are exposing them to dangerous, unsafe and unethical drugs that are not examined by the FDA”.

The RH Law, he added, renders meaningless the equal protection to both the mother and the unborn who already has life that the Constitution itself guarantees with its sanctioning of the importation, distribution by government agencies, and use by women of contraceptives that are in fact abortifacients and injurious to their health.

PARTY LIST SYSTEM AND LEGISLATIVE ACTIVISM: AN EDUCATOR’S PERSPECTIVES By Sahanee M. Sumagayan , Ph.D.

The party-list system is an innovation of the 1987 Philippine Constitution. It is basically incorporated in the fundamental law of the land to represent the voiceless peoples in Congress. The marginalized and underrepresented voice should be heard in the legislative body to give full effect of their Constitutional rights. Party-list system is also made to reform the political system particularly the House of Representatives in the National Congress. We are aware of the political reality that powerful political organizations without well-defined political constituencies could not outsmart and prevail over the influential political families in legislative district electoral race. With this bleak experience in legislative politics, the party-list system is enshrined in the Constitution and Congress enacted R.A. 7941 otherwise known as the Party-List System Act To remedy this political loopholes. The party-list system is deemed as vehicle for political activists and progressive organizations to join in Congress to air out their political visions and to enact fresh and landmark laws in line with their legislative platform. As a consequence, the locale of their political campaign shifts from street to the hall of Congress. Laws are now enacted favoring the less privilege and downtrodden sectors of society. The party-list representatives are very active in promoting legislative reforms. Party-List organizations have advanced the cause and interest of their constituents either through enactment of laws or through implementation of development projects. In speaking of the foregoing, the Anak Mindanao (AMIN) party-list organization is created to represent the cause and interest of the Mindanaoans. AMIN join in the party-list election to give voice the Mindanao communities particularly in the ARMM areas that have always been neglected in the national agenda. The role of AMIN has proven during the incumbency of the then Amin representative and now ARMM Regional GovernorElect Mujiv S. Hataman. He championed the cause of the oppressed and underprivileged peoples (Muslim, Christian and Lumad) of Mindanao. His legislative leadership has left an “indelible imprint” in Congress which is worthy of emulation by aspiring parliamentarians. AMIN did not make is in the previous Congress for is was lost in a relatively few number of votes. Its nonpresence in the House of Representatives in the 15th speaks in terms of the Mindanao voice. The return of AMIN in Congress signifies a new dawn of hope for Mindanao’w peoples. The voiceless masses of southern Philippines especially the Bangsamoros will be represented anew in the Philippine legislative body. The AMIN leadership believes that Mindanaoans deserve more. They should enjoy the blessings and fertile grounds of their homeland. The newly elected representative of AMIN party-list organization, Sitti Djaliah Turabin Hataman promises new leadership to her constituents, a leadership that her people can rely on in times of penury and need. She wants to revive the pending bills filed by her predecessor such as the Anti-Discrimination Bill and other bills which were archived in the past Congress. In lieu of legislative enactments, as neophyte legislator, she wants to institute socio-economic and development initiative to her people. Moreover, for me as an educator, I see quality and relevant education for our people as an indispensable key to a comprehensive and meaningful development of Mindanao. Thusly, I fully support the educational programs of AMIN under the new parliamentary leadership of Sitti Djaliah Turabin Hataman.

CAGAYAN DE ORO CITY - A tired-looking Philippine sailfin lizard is now recuperating at the rescue center of the Department of Environment and Natural Resources in Region 10 after a concerned citizen brought it to a local television station. This is the third sailfin lizard to be brought this year to the DENR rescue center, according to Protected Areas and Wildlife Division staff member Edenson Canete.

Canete said this kind of lizard can usually be found along riverbanks in Northern Mindanao, particularly in Jasaan town, Misamis Oriental. Republic Act 9147 (Wildlife Resources Conservation and Protection Act) prohibits the catching and killing of the sailfin lizard, a threatened species. Canete said the sailfin lizards that have been brought to them have ranged in length from 2 to 3 feet long, although these can grow to as much as

1 meter long. He said the third specimen needs veterinarian care after it fell from a height and now looks very tired. The omnivorous lizard will be rehabilitated at the rescue center before it is released back to the wilds. Canete said it has to be taken back to its habitat to perform its role in nature. He warned people not to eat this particular species because the lizard may contain bacteria that might cause disease.

Helping Build a Brighter Future Today STEAG State Power Inc. (SPI believes that quality education is a fundamental universal right of all children. Their future is defined by the quality of education they get. SPI’s SEEd (Social Empowerment through Education) Program opens an avenue for children and youth tthat someday their dreams and aspirations will come true.

As an offshoot project to the Alternative Learning System, SPI implemented the Project SKILLS in which qualified Accreditation and Equivalency (A&E) passers pursue technical-vocational courses under a scholarship grant in Cagayan de Oro City.

In 2007, SPI launched its Reading and Proficiency Project covering all public schools in Villanueva. The project yield dramatic improvement in the learning performance of school children in the English language and comprehension. Because of this encouraging result, SPI expanded the project in 2011 to include the all public schools in the neighboring town of Tagoloan, Misamis Oriental and benefiting about 4,900 grades 1 to 3 pupils of both municipalities.

SPI has also been promoting academic excellence by recognizing and providing both material and financial incentives to top three performing students in five (5) public schools of Villanueva. About 72 Power Student awardees continue to receive educational assistance every year. Beginning 2011, the award was expanded to include scholarship grants to high school class valedictorians. The first two batches of college scholars are now pursuing engineering and biology courses in reputable universities in Northern Mindanao.

Added to this, SPI has also provided multi-media equipment and educational videos to thirteen public schools in Tagoloan and Villanueva districts. This has enhanced the teaching learning effectiveness particularly in the subjects of science and mathematics.

On an annual basis, SPI assists in addressing the needs of public schools. Aside from participating in beautification and clean-up drives, SPI also helps address the perennial lack of classrooms and school chairs. SPI also forged partnership with national and local government agencies and some private entities in constructing two (2) school buildings in Tagoloan and Villanueva.

SPI continues to support education for all ages. SPI’s support to the Department of Education’s Alternative Learning System (ALS) aims to mainstream school dropouts back to the formal education system. Hundreds of school dropouts attended the series of ALS classes and so far, 122 passed the Accreditation and Equivalency (A&E) tests and were conferred with a high school diploma.

Aside from providing efficient and reliable source of power in Mindanao, SPI partners with stakeholders to undertake programs designed to help support in improving the quality of public education. Education is close to the heart of SPI. Through the years, it has supported initiatives geared towards improving access to quality of public education and enhancing opportunities for young people to gain knowledge and skills they will need to become good and productive citizens.

DOT identifies Samar’s Bangon Falls as another potential tourist attraction By Aimee Querubin CALBAYOG CITY -- The Dept. of Tourism has identified Bangon Falls in Calbayog City, Samar as one of the tourismdevelopment areas and part of the Eastern Visayas Tourism Roadmap. The tourism roadmap, according to DOT 8 regional director Karina Rosa Tiopes, envisions to heighten the competitiveness of the region as alternative destination of tourists and increase their length of stay, thus, spreading the economic benefits of tourism to all parts of the region. This week, a team from the DOT visited the falls to determine the viability of the site and those needed to be established in Bangon to make it truly viable. Tiopes said that while the attraction has been visited by some tourists, there are still many things to consider for it to become “market-ready” – the road access, potential activities in the falls area and the amenities it can provide to tourists.

For accessibility, Tiopes mentioned the road leading to Bangon Falls, but she is also hopeful that this will be addressed through funding from the DPWH-DOTCDOT Road Infrastructure Prioritization Program next year. Also called the DOTDPWH Convergence Project on Enhancing Tourism Access, the program aims to achieve national government’s three main goals, which are to improve market access, connectivity and destination infrastructure to liven the tourism of the country. There are 41 road projects in Eastern Visayas that had passed the reevaluation of Tourism Road Infrastructure Project Prioritization Criteria and is now for approval of the national technical working group. One of which is the P50-million worth road upgrading to Bangon Falls. The tourism department also looked into the most appropriate tourist

activity that can be done in the falls area that will eventually lead to jobs and income generation for the community. Aside from swimming, she also identified tubing and trekking. However, Tiopes said these still need another round of validation on their part and more visits to be done for them to also look after the well-being of tourists-whether local, foreign and domestic. She also added that risk assessment plays a very significant role in identifying the possible dangers guests might be exposed into. Tubing, also known as river tubing, is a recreational activity where an individual rides on top of an inner tube on water. The tubes themselves are also known as “donuts” or “biscuits” due to their shape. While trekking is an activity in which people take hiking trips for an upclose view of the scenery. This often allows trekkers to interact with nature

while doing things such as rock climbing, backpacking and any other outdoor sports while navigating through a mountain range. Also to be considered are the amenities like the picnic area, washroom and restrooms, and provisions where cars or any other vehicles can park. But Tiopes said these structures must be something that is in harmony with nature, and does not destroy the natural look of the place. The Tourism regional director stressed that developing a tourist attraction is not that easy and entails a lot of work, but she believes that this project will take-off the soonest possible time because of the community support especially from Brgy. TACLOBAN CITY -- If you think the world’s smallest animal belonging to the family of primates known as tarsiers can only be found in Bohol in Central Philippines, believe that not. A greater populace of this nocturnal specie that lives on trees has been thriving in the thick forests of Samar and Leyte, both in Eastern Visayas region. Danilo Javier, regional technical director of the Protected Areas, Wildlife and Coastal Zone Management Service, said the vast habitat in the region allows tarsiers to grow in population that is even higher than what can be found in Bohol. The only difference, he said, is that Bohol province has long been promoting the primate as part of its eco-tourism program while in this region they are still up in the wild. The presence of tarsiers has been reported in Southern Leyte, specifically in Rizal and Hinagtikan villages of Tomas Oppus town and Matuasi in Maasin City. Also, they can be found in San Agustin, Rubas, Villa Consuelo and Sitio Combado in Tinambacan, villages of Jaro in Leyte province. The sighting was a result of the Philippine Tarsier Community Survey by the regional office, according to Marcelo C. Macaranda, officer-incharge of PAWCZMS Wildlife Management Section. Tarsier population was also found in Caraye and Guindopunan in Javier, Leyte while village chief of Cambadbad, Matag-ob also of the same province reported of similar citing. “These are verbal report from our counterparts in the field,” he said, adding they looked forward to consolidate the data sometime October this year. Javier, meanwhile, said that they looked forward to a scientific report over a reported 16-inch tarsier spotted at Mt. Nacolod in Southern Leyte that was reported by the Flora and Fauna International during a biodiversity assessment done in the area. “We want to capture it live so we can determine if it is a tarsier or another specie,” Javier said. Nevertheless, the regional technical director lauded the

tarsier conservation initiated at the town of Javier as pilot area by the Tarsier Conservation Group and the Visayas State University. A high concentration of the tarsier population can be found in Javier. Overnight one can trap some 20 to 30 of the population. “Hopefully the program can be expanded because a lot of tarsiers are also reported in Samar,” he added. PAWCZMS’s chief ecosystem management specialist George F. Guillermo said that a tarsier documentation group was created just recently that will come up with a quarterly report on the status of their monitoring. Among others, the team is tasked to document citing, meet with locales where there is this presence of tarsier and teach them how to manage the area instead of being threatened and make them partners in the conservation effort. “They should learn to value and be proud that they have that (specie) in their area,” he said, adding these freedom loving animals “feed on insects that could be harmful to agriculture.” Javier said that tarsiers are significant parts of the biodiversity. “Animals are indicators of the richness of forest resources being their habitat. They will not thrive on degraded forests,” he underscored. However, the frequency of confiscations done by their wildlife enforcement officer is high. The animals are immediately returned to the wild because the longer they stay in captivity, the more difficult it is for them to adjust in the wild, he added. Tarsiers, he said, are probably declared as endangered amid their higher population because they are being commercialized. Meantime, he disclosed that there have been prior discussions as to whether or not they will also embark on the promotion of tarsiers to boost eco-tourism in the region and the result was on the negative. He said that those who were consulted opted to protect and conserve the tarsiers, although he added that there is nothing wrong in promoting them through eco-tourism. (PNA)

Tibiao mayor vows to end destruction of Seco Island ANTIQUE, July 8 (PNA) -- The vicinity of Seco Island in Tibiao, Antique was once a very rich fishing ground and the island itself was the best place for fishermen to rest and seek shelter during a storm. The coral reef surrounding the island is the perfect spawning area of fishes. Now, the situation is the complete opposite and neophyte Mayor Gil Bandoja vows to save the island from further destruction. Seco Island is a small islet of about two hectares and could be reached in about 30 minutes by boat from the shores of Tibiao. “We are losing Seco Island to unscrupulous fishermen and businessmen as well as to insensitive tourists. We have to stop them and the time is now,” Bandoja said. He said fishermen from nearby Mararison and Batbatan islands and also from other towns are using dynamite in the vicinity of Seco Island. “They are destroying the coral reef which is the habitat of the fishes. We need to put an end to that illegal practice. The tourists also leave all kinds of garbage there.

They turned the once clean island into a garbage dump. Some people also were illegally taking bunker sand in the island,” the mayor added. Bandoja said that in order to save the island from further damage, he intends to establish a composite team that will conduct regular patrol in the island. The team will be composed of personnel from the Philippine National Police, the Philippine Coast Guard, the Department of Environment and Natural Resources, a representative from the Sangguniang Bayan, specifically the chairman of the committee on agriculture and fisheries, and a representative from the Office of the Mayor. Bandoja said the destruction of Seco Island started long a time ago but the past administrations refused to lift a hand to stop it. “It’s a matter of political will and I have political will to stop the destruction of Seco Island. We shall look for funds to purchase a pump boat for this composite team so they can immediately start patrolling the area,” he added. (PNA)

LPA embedded along ITCZ to bring rains over Luzon including NCR MANILA -- A low pressure area hovering off Luzon is embedded along the inter-tropical convergence zone and will continue to bring rains over Southern Luzon including Metro Manila, according to Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) on Thursday. Weather Forecaster Alsczar Aurelio said that as of 4:00 a.m. the LPA was spotted at 170 km west of Calapan, Oriental Mindoro (13.5°N, 119.5°E) embedded along the ITCZ affecting Southern Luzon and Visayas. Based on their models, Aurelio said that the LPA located in the sea has small chance of intensifying into a tropical depression. Endless peace talks Everyone lauded when a peace agreement was finally inked by the Philippine government with the secessionist Moro National Liberation Front (MNLF). Everyone’s hope then was for peace to finally reign in troubled Mindanao only to witness the emergence of the Moro Islamic Liberation Front (MILF) as the newest armed group seeking independence from the country. But now that the government is about to enter into a peace agreement with the MILF, and even before the peace documents could be signed by both parties, another armed group is emerging, the Bangsamoro Islamic Freedom Fighters (BIFF), vowing to continue the fight abandoned by their predecessors. Given this latest development, can the people of Mindanao, Christians and Muslims alike, ever hope for peace to finally reign in their war-torn island? Is there any assurance that

A deeper view Jesse E.L. Bacon II once the government and the MILF signs a peace accord, no armed group will ever sprout again sowing fear and cause trouble in Mindanao? From where I sit, I am not so sure if such an assurance becomes the causal result of a peace agreement with the MILF based on the previous experience with the MINLF. Highly politicized group can easily arm themselves and pick up the fight from where the MNLF and the MILF had left. This scenario is really not farfetched considering the culture of our Muslim compatriots for guns. Besides, the underlying issues

of the armed conflict in Mindanao are so complex that it cannot be addressed through the simple expedience of granting them certain degree of autonomy. Unless there is a common understanding among our Muslim brothers that their embrace of the Islam religion does not in any way diminish their being Filipinos, any agreement conveniently disregarding this basic truth is doomed. As I view it, a sizable number of our Muslim compatriots in Mindanao seem so sold to the thought that their being Muslims stripped them of their being Filipinos. But the propagation of

Think a minute. In 1919, just after World War I, the cholera disease broke out all over Europe killing many thousands of people. The British government sent doctors all over the world to find a cure for cholera. These doctors later came back and said that the Chinese did not get cholera because they boiled their water before they used it. Soon all the radios and newspapers in England were telling everyone to boil their water before they drink it. They even sent this message to the Pacific Islands since they had British soldiers there. Yet later, they heard that

the cholera disease had still broken out in the islands killing many thousands of Islanders. The British leaders questioned the people in the island villages and asked them if they were boiling their water? The Islanders answered yes, they definitely were boiling their water to drink. But this is how they did it. They boiled just a small amount of water and put it in a bottle. Then only once or twice a day, they would get the bottle and drink a small teaspoon of the boiled water, like taking medicine. Then they would put the bottle away again and the rest of the day they drank

unboiled, dirty water. No wonder people still got cholera and died! Yet many of us do that with Jesus Christ. We don’t want to live Jesus’ way every day, so we go to church one day a week to feel better about ourselves. Then we go back to living our own way the other six days of the week. Or, if we’re not religious church people, we think that if we’re a good, kind person, then God will accept us into heaven after we die. But just like one teaspoon of clean water a day will not keep you healthy, only one day a week of living for Jesus Christ, or just trying to be a good

Muslim Mindanao, that part of the island heavily populated by Filipinos who embraced the Muslim religion, is undeniably so underdeveloped. It is just unfortunate that most of the funds poured in the area found its way into the pockets of some Muslim leaders. What happened in Maguindanao is classic example. NOW: I am in favor of amending the Constitution, as Belmonte is proposing. But while he is desirous of removing the Charter’s “restrictive economic provisions” which, he said, prevent the entry of more foreign investments and capital in the Philippines, I am more interested in removing from it its so-called “people power” provision under its Section 16, Art. XIII. Why am I proposing the deletion of this “people power” provision? With due respect to its originators,

it is clearly an instrument authorizing the people to meddle in government and ultimately fight their leaders, which clearly riles against the basic belief of those calling themselves Christians (followers of Christ) as enshrined under Romans 13:1-2 of the Bible. Since there is a provision in the Constitution which is anti-Biblical, the curse talked about in Romans 13:1-2---the penalty and judgment against those who fight their leaders---will stay with all of us, as a people and as a nation. The idea that they are still being unjustly treated the way their religious forebear Ishmael and his mother Hagar were treated by his father Abraham and wife Sarah seems to have been nurtured not as a convenient scapegoat for some of their leaders’ failures. I don’t want to look at this as selective amnesia but they seem not to see the wrongs some of their leaders have done to them that have greatly contributed to the aggravation of their sorry state. the Kasambahay Law and they need not leave their family just to earn a few dollars and in the process suffer emotionally and psychologically for being away from their loved ones. “The Kasambahay Law protects the house help as they are now covered by the services that the different agencies - looking after the welfare of the country’s labor force - and ensure that they have a future upon retirement.” Canete said. The employers are

reminded to register their house help and be a member of the different line agencies, particularly with the SSS where they are protected with their pension when they grow old and funeral and death benefits for the survivors. The Batas Kasambahay is to professionalize the work of the house helpers in consonance with the International Covenant for Domestic Work of the United Nations where the Philippines is one of the signatories.

The Division of Bukidnon recently conducted the Training on Early Grade Reading Assessment- Assessment Result Associated Teaching Activities last June28-30, 2013 and July 5-7, 2013 for Bukidnon North and Bukidnon South Grade 1 mentors. The session was interactive because all groups presented their respective outputs very well. The activities reached in the afternoon until all groups of teachers had been able to present their outputs. The success of the aforesaid training was credited to the innovative ideas and joint efforts of school administrators, Education Program Specialists as well as to the laudable leadership of Dr. Ingrid G. Racoma, current SDS of DepED Bukidnon. The Grade I teachers were given a certificate of attendance as proof of their participation and involvement. Congratulations, Grade 1 teachers! XVI, the Constitution requires that the police force shall be nationwide in scope and civilian in character. Fabela, President of the vendors’ association, appealed to “Nite Café” vendors to unite and be consistent of their demands so that the city hall would listen to them. “Kinahanglan nga magkahiusa kita, kay ang tingog sa katawhan, gapaminawon, (We must unite since they would listen to the voice of the people), Fabela said. In their petition, the vendors said that “kaming tanan nangamuyo ug naga-ampo pina-agi sa City Council na unta ipa-tunhay gayod ang tinuod nga balaod og paablihan ug ipabalik dayon (immediately) ang DVSoria Night Café ug Night Market pinasubay sa balaod niini.” (We are praying that through the City Council, the law should be upheld and that the DVSoria Night Café and Night Market be reopened in accordance with the law). The vendors also asked the City Council to agenda their complaint next week, in aid of legislation, during the next regular session on Monday. Mariwasa joins inauguration of GMA Kapuso Foundation’s classroom buildings in typhoon Pablo-hit Davao Oriental
