MISAMIS Oriental--A top official of the National Food Authority (NFA) and the Department of Agriculture in Region 10 (DA-10) on Tuesday belied report that

local residents went on panicbuying due to rice shortage in the region. In a statement, NFA Acting Regional Director for Misamis Oriental Mr. Camilo D. Magtrayo assured the public that there is no such thing as “panic-buying” as

DOCTORS and hospital staff in various provincial hospitals in Misamis Oriental decried former Governor Oscar Moreno’s alleged neglect on the needs of hospitals in the province. The plight of the town hospitals in Misamis Oriental was a complete disaster that hospital staff had nothing but grumble in the way these were run by the previous administration, Vice Governor Joey Pelaez of Misamis Oriental said on Monday. Pelaez made the observation during a visit to three hospitals in the province’s east district on Monday where hospital staff presented to him a litany of complaints ranging from dilapidated buildings to the lack of hospital equipment and medicines. Pelaez, together with some members of the provincial board, visited the provincial hospitals in Gingoog City, Talisayan, and Balingasag, all in the east district of Misamis Oriental. “Daghan mga guba sa atong mga hospital,” (There are lots of ruins in our hospitals), Pelaez said after surveying three municipal hospitals in Misamis Oriental. He said that these hospitals also lack medicines, the rooms have poor ventilation, and there was this lack of medical equipment, too. Oriental Hospital Ginoog, said that most of their hospital equipment were already damaged and that the dextrose supply was limited. Dr. Daryl Ann B. Valdehueza, of Talisayan hospital, said that their hospital has a problem in logistics, defective beds and mattresses, and poor ventilation. The problems encountered in the Talisayan hospital were the

same as that of Gingoog City hospital, Pelaez said. He said that the 50-bed hospital in Balingasag, the hometown of former Gov. Oscar Moreno, although looks better compared to other town hospitals in the province, has more problems too. Dr. Danilo Ramonal, the chief of the hospital in Balingasag, said that the hospital lacks beds and

foams aside from poor ventilation. Ramonal said that the provincial government should have extended support to the Balingasag hospital since the hospital serves adjoining towns from Binuangan to Jasaan. The doctors in Balingasag also complained of former Gov. Moreno’s disregard in the professional fee sharing of doctors on

PhilHealth,Ramonal said. He said the Emano administration should legislate ordinances that would spell out the profit sharing of PhilHealth fees for doctors and non-doctors. “The profit sharing in the fees for doctors and non-doctors are part of the incentives under the PhilHealth program,” Ramonal added. Ramonal also aired the “bureaucracy” at the provincial capitol in the deliberation of hospital requests. “More often, the request is not attended in time that its necessity were usually overtaken by time,” he added. Many complained that Moreno allegedly built those hospitals only to boost his political image rather than to serve the impoverished people of Misamis Oriental. He said that doctors and nondoctors have been optimistic that the administration of Gov. Bambi Emano would show dedicated concern in attending to hospital needs in the province. Pelaez said that he would submit to Emano the list of complaints aired by hospital staff in various hospitals in the province. “The provincial board will definitely act on these requests soon,” Pelaez added.

Senate postpones Napoles case probe MANILA -- The Senate has postponed investigations on the Janet Lim-Napoles pork barrel scam issue until investigative agencies have finished theirs. The investigative agencies are the Dept. of Justice, National Investigation Bureau , Commission on Audit and the Ombudsman, said Sen. Teofisto Guingona III, Chair of the Accountability of Public Officers & Investigations (Blue Ribbon Committee). “Once these agencies have come up with their investi-

gative report/s then we will convene again and decide as to whether or not the Senate will pursue and investigate the Napoles case,” he said. According to Guingona, the postponement of the probe was a consensus among all senators and not just the Blue Ribbon Committee. “It was just a consensus and it was not discussed much, it was not even voted upon,” Guingona said. “It was just agreed upon and nobody objected.” “We would not want to

Cotabato mayor: Car bomb perpetrators identified COTABATO CITY --The mayor here is currently safeguarding the original security camera footage of Monday’s bombing in the city and vowed to unmask the identities of those behind the incident should they not yield to authorities soon. More so, the local chief said to have in his possession documents pointing to exchange of calls and text messages from parties involved in the plan and execution of the bomb attack that has so far claimed the lives of eight victims and wounding of 30 others. “As early as this time, I urge both masterminds and perpetrators to come out or else I would offer a bounty

on your heads,” Mayor Japal Guiani Jr. told newsmen here in a hastily called press conference on Tuesday. Without elaboration, Guiani said the masterminds are “big people,” who have been long involved in the “illegal drug trade” in the Cotabato area. “The police also have artist's sketches of the culprits who carried out the attack so we have a positive identification of them according to witnesses,” he added. On Monday, a car bomb exploded around 4:30 p.m. along Sinsuat Avenue here instantaneously killing five people.The explosion came from a parked multi-cab ve-

hicle rigged with explosives in front of the Villa Funeral Parlor along the highway. The car bomb went off as the Chevrolet vehicle of City Administrator Cynthia Guiani-Sayadi, the mayor’s sister, was passing the area. “The bomb was intended to kill me or my sister because we have advocated to rid of the drug menace in the city,” the mayor said. Since his first term as mayor in 2010, Guiani has coordinated closely with the Philippine Drug Enforcement Agency (PDEA) after learning that the city was being used as a major transshipment point of illegal drugs in Mindanao. MANILA -- Philippine Airlines (PAL) on Monday afternoon clarified that it will still continue service to domestic destinations even as it expands its code sharing agreement with affiliate PAL Express. In a statement, Ramon S. Ang, PAL president and chief operations officer, said the expanded code share will allow

PAL to continue to expand its network and maximize its existing fleet and resources while giving customers more choices in terms of destinations, flights, and schedules. According to www.businessdictionary. com, code sharing agreement is a reciprocal agreement through which two or

more airlines offer their passengers’ one booking, one ticket, and one check-in flight to a destination only one of them serves. Ang assured customers that both airlines would share the same exceptional standards of safety and customer service. This is being done to allow the flag

carrier to service more routes and ensure seamless connectivity between stops while awaiting delivery of PAL’s new Airbus aircraft to complete its fleet. PAL issued the statement after a report said that the flag carrier has stopped flying to domestic destinations effective Aug. 1. (PNA)

MAS starts flying to Dubai SEPANG -- Malaysia Airlines’ (MAS) began its daily flights to Dubai, with its inaugural flight taking off from the KL International Airport (KLIA) at 11:30 p.m. on Monday. THERE’S been a lot of noise in drumming up resolution of the bombing incident last July 26, at a resto-bar in Limketkai Center, where eight people were killed and scores of others were wounded, not to mention the destruction to property and the reputation of the city as a peaceful, business community down south. Students blow whistles, carowners honk here and there, and even the city’s local executive, Mayor Oca Moreno led a “Walk for Peace” last Friday and declared on the same day that the amount of P1 million pesos have been set aside from his discretionary fund for the purpose of giving reward to whoever can lead to the arrest of the perpetrator or perpetrators. But all of these are “much ado about nothing.” Nothing, because according to Chief City Prosecutor Fidel Macauyag, “no case has been filed

yet” as of the weekend. He, in fact, reminded the victims or the bereaved family members of the victims to file a case against the suspect or suspects. He said there is no need to name the perpetrator, so long there are affidavits or testimonies that will lead to pinpointing the commission of the crime to the person whose image have been produced by computer-generated sketch. Mere “John Doe” or “John Does” will suffice, Prosecutor Macauyag said, in filing multiple murder and multiple frustrated murder cases against the perpetrator of that deadly blast that not only destroyed Limketkai’s edifice but CDO’s business facades in the face of the world. He also cautioned complainants and the authorities concerned that they should be coordinating with each other to consolidate the case filed against the suspect or suspects. how do we expect authorities to capture the suspect/s when there is no warrant of arrest/s yet? Seems to be lack of foresight, but no. People don’t believe that to be. With the experienced investigators and seasoned law enforcers in the midst of the investigation, the public’s minds refuse to accept there is lack of foresight here. What about the victims or the family members of the victims? Those who were calling for justice to the victims? So, let’s just try to go back to the basic question: How can authorities arrest the suspect or suspects at Rosario Arcade’s blast when their hands are empty with warrant or warrants of arrest? It seems that before students and professionals even blew whistles to make noise for the resolution of the case, the noise must be intended to remind those concerned in the filing of the case first. RPN’s Acappella Singing Search rocks CdO Not even the bombing incident that had happen seventeen hours before the launching of Boses Tinig P-Noy on July 27, 2013 has stopped many Cagay-anons from watching the show held at the activity center of LimKetkai Mall, about 100 meters away where the bombing took place.The event was flocked by overwhelming crowd as they witnessed and cheered this unique talent search singing in acappella that started at 4pm and extended about 30minutes beyond the allotted show time inside the mall. Highlighting the event was the breathtaking performances of balladeers Anthony Castelo, Aileen Papin and the 11-year old singing scientist Constantine with the participation of Shiela Amoncio, the Mystica of CdO. There were six participating groups during the launching composed of three sets for each of the category, the duet and trio respectively and they served as the weekly winners of the search which will run for 1 season or 3 month period. According to Rpn Pres Robert Rivera the search is an avenue to discover local talents to be recording artists as winners await over 1million in cash and fabulous prizes including a singing contract with Universal-Polyeast Records. Likewise this is a project that would make a turnaround for RPN who has been known of producing superstars like Nora Aunor, Rivera said. The active and vibrant president of RPN led its officials and men in conducting the event here in CdO with a motorcade and a press conference after the same was first launched in Baguio last June. Boses Tinig P-Noy A Cappella Search is a nationwide contest and each grand winner of the 12 provincial stations of RPN will compete this March in Manila after a weekly, monthly and quarterly finals is done per area. Abragan, Researchers from the department’s station, Northern Mindanao Integrated Agriculture and Research Center, shared their studies on the tolerant varieties of rice under adverse environment conditions: submergence, drought and saline, and the promising upland and lowland varieties in the region. According to them, a farmer’s basis for selection of rice lines/ varieties are generally on yield, eating quality, tolerance to stress condition; adaptability to specific locations and resistance to pests and diseases. They added that the approach is a useful design to ensure faster adoption and utilization of new rice technologies developed by researchers to improve varietal promotions, extension work and the rice self- sufficiency program of the government. Dr. Nonilona Daquiado of Central Mindanao University, Professor of the Soil Department likewise presented the methane gas emission characteristics of some Philippine lowland rice varieties. She noted that proper selection of low-methane (CH4) emitting variety is a very important factor to consider in order to minimize annual CH4 emissions in the

tropical paddy soils in our country and that further studies on screening of rice varieties are required for suitable eco-friendly mitigating option. She further added that such is an imperative move to answer the increasing demands for higher rice production to cope with the growing annual per capita consumption of 119.1 kg in 2008-2009 from 105.8 kg in 19992000. MALAYBALAY City––The final choice for the site of the proposed Bukidnon domestic airport is the one in Maray-maray in the municipality of Don Carlos, according to a representative of the aviation consulting firm contracted by the Civil Aviation Authority of the Philippines (CAAP). Grace P. Sapuay, environmental specialist of the Philippine Japan Aviation and Airport Engineering Consultancy, Inc. (Phil. Jac), told Mind aNe ws Monday that after applying the multi-criteria analysis (MCA), the planners found out that the site in Don Carlos is the best in terms of landing, takeoff, and terrain requirements. Sapuay is in town to do the environmental assessment as part of the feasibil-

ity study for the proposed airport. She said their firm is due to submit its report on August 26. Last April, Raul Glorioso, department manager of the CAAP aerodrome engineering unit, told MindaNews the proposed project is still at the feasibility study stage expected to be done this month. After which, he added, they will be ready with recommendations and fund sourcing. He said three sites were being considered for the airport – an airstrip in the municipality of Don Carlos, another area in Cabangahan in Malaybalay, and in Dabongdabong in Valencia City. Glorioso said they inspected the three sites during the April 3-4 visit of the team, which included a representative from Phil. Jac and from Science Vision for Technology, tasked to

conduct the feasibility study for the project initially dubbed “Bukidnon Airport Development Project.” The study intends to determine the air travel demand for Bukidnon and “identify the most suitable site for a new airport.” The study also seeks to check the most effective and efficient way to serve the air travel requirements “not only of Bukidnon, but as well as of the Central Mindanao area.” Aside from the establishment of a domestic airport in Bukidnon, the Bukidnon Kaamulan Chamber of Commerce and Industr y, Inc. (Kaamulan Chamber) has pushed for a Bukidnon special economic zone as “priorities” for the province, said Roderico Bioco, chamber president, in his report to the group’s fourth general membership meeting last month.

Bioco told around 200 participants that one of the priority projects pushed by the chamber with the reactivation of the Bukidnon Investment and Export Promotion Board is construction of the Bukidnon domestic airport. “Laguindingan (airport) is too far, even Davao (F. Bangoy International Airport),” he said, adding Bukidnon has no airport even if it has greater economic activities than the cities of Ozamiz and Pagadian, which have airports of their own. Bioco said the CAAP has conferred with the chamber about a Malacañang directive for the conduct of feasibility study. proved that Roxas does not have a clear understanding of the police psyche that they can brazenly defy him. A nd w hen a b omb exploded in Cagayan de Oro last week on the last day of a physician’s convention instantaneously killing six innocent civilians and two more later, Roxas was seen on national television berating local police investigators for what he said the premature clean-up or release of the crime scene. Roxas was in the city morning after the incident happened. But the national police chief himself clarif ied later that the investigators had already done their investigation hence their having released the crime scene. From where I sit, the two cited incidents happened because of Roxas’ desire t o i m me d i at e l y i s s u e statements with good sound bytes for the consumption

of media. It is in this regard that Roxas should be careful about. While it is expected that he’ll do his best to be in the media radar most of the time if not all of the time, he should be discerning enough to know that not all media mileage will work to his favor. The above instances clearly show that his presence during the press conference and when he conducted a scene of the crime investigation in Cagayan de Oro did not work wonders for him. Some people in the case of the rubout of the Ozamis gang leader and aide are even of the belief now that Roxas gave his blessings to what the police escorts did. Those who look at this incident differently now say how can the police be so daring to insult Roxas, their civilian boss, by mercilessly killing the prisoners in their custody if Roxas did not know what they were

intending to do? Unfortunately for Roxas, it is now believed that he had prior knowledge about the fate that befell the two gangsters and he was just forced to announce it was a rubout when announcing ot her wise would be so untenable already. And in his knee-jerk reaction to the clean-up of the crime scene in Cagayan de Oro just shows his ignorance about police work. Actually, Roxas’ problem is his being a square peg in a round hole at the interior and loca l governments department. His having figuratively asked President Aquino to give him the interior portfolio af ter it was left vacant by the untimely demise of the late Jesse Robredo was meant to corner the most number of cabinet portfolios to him and his Liberal Party mates. Mark my word on this. Roxas will sef-destruct as interior secretary and thus

caused all of these? This kind of an approach may yet provide us with a clue on what to do to eliminate or at least minimize the death and destruction arising from incidents like these. For sure, there will be a lot of theories and suggestions on what is causing these bombings, and many may even dig up and relate them to the case of a foreigner whose lower limbs were blasted away

in a Davao City hotel, presumably by a bomb he was tinkering with himself, and who was suddenly taken out of the city, to the dismay and chagrin of city officials. Indeed, there are many things that do not fit in all these, but then, there is one more thing that is bothering me about all of these things. It would appear to me that, once again, whatever is happening in Mindanao appears to be a part of a Biblical warning, given to people who no longer listen to God (that is, who no longer read His Bible), and who no longer obey Him. -oooWARNING OF FOREIGN VIOLENCE FROM THE BIBLE: I am referring to Deuteronomy 28:15, in relation to Deuteronomy

Panama boxer ‘El Felino’ Jones denies doping charge WORLD boxing champion Guillermo “El Felino” Jones of Panama City on Monday denied accusations he resorted to drugs to gain an advantage in his fight against Russia’s Denis Lebedev in May. Jones, who holds a World Boxing Association (WBA) title in the cruiserweight category, told the Panamanian daily Critica in a phone interview that he did not use any banned substances to drop weight before the fight against Lebedev, which he won by knockout in Round 11. According to the daily, Jones said “my promoter (Don King) told me they will handle this situation, that I shouldn’t worry. I’m calm and I’m not worried, because we are fine and, as I said, all

BACOLOD City––Negros Occidental High School track star, Mary Anthony Diesto, is joining the Philippine delegation to the 2nd Asian Youth Games in Nanjing, China on August 16-24, 2013. The Filipino athletes will leave for Nanjing on August 17. The 16-year-old Diesto was also among the 115 young athletes from various countries who participated in the 2013 5th Asian School Games in Hanoi, Vietnam last June 22 to 30. In its website, the panaynewsphilippines.com reported that Diesto fortified her bid to join the two international sports events after her impressive performance in the recent Philippine National Games

Li Na ready for Rogers Cup

China’s Grand Slam singles champion Li Na, who’s vying for the Rogers Cup title this week in the Canadian city of Toronto, says Monday she’s ‘prepared’ and ‘confident’ with her game. World No. 5-ranked Li, who won the first-ever grand slam tennis singles title for Asia back at the 2011 French Open, will be representing China along with world No. 54 ranked Zheng Jie at this year’s Rogers Cup, the third oldest title in tennis after Wimbledon and the U.S. Open. Zheng Jie was ousted in the first round against Germany’s Mona Barthel Monday, but there’s still hope for China as Li, who was the runner-up at last year’s tournament in Montreal, prepares for her first match on Wednesday. Li told Xinhua that she won’t be taking it easy. “Last year I got a lot of confidence after I come to the final, but you know this year is already one year past, so but yeah, I will focus on every match,”

she stressed. BACOLOD City––More than 400 practical shooters will see action in the 3rd World Shoot Qualifier in Silay City, Negros Occidental on August 8 to 11, 2013. The event is sponsored by the Gun Club of Negros Occidental in cooperation with the city government of Silay headed by Mayor Jose Montelibano. The main match is set from August 9-11. Match director Chepit Dulay, former vice president of the International Practical Shooting Confederation, said the event will have 14 unique stages. The tournament will be the basis for the selection of the members of the Philippine Team in next year’s World Shoot in Florida. The Philippine Practical Shooting Association requires all who aspire to be members of the Philippine Team to attend a series of qualifying matches in order to be selected. Negros Occidental, which last hosted a major practical shooting event 15 years ago, has noted shooters in its stable, including Talisay City Vice Mayor Neil Lizares, Tootsie Anglo, Andy Gonzaga, Edmund Villavicencio, and Janette Gonzaga.
