He came all the way from Manila to Cagayan de Oro for the purpose of showing clients the efficiency and proper application of such products, per request also of Anakciano in order for them to upgrade their equipment and update welders with the new technology. POLICE in Cagayan de Oro City arrested Thursday evening two suspects in manufacturing fake Philippine currency notes. The two suspects, identified as Lago Gacusan, 63, and his son Procoro Gacusan, 20, were nabbed in their house at barangay Bonbon by police officers serving a search warrant. Police said they confiscated from the premises bundles of fake P500 and P1,000 as well as two printing machines, nine USB

dongles, one cutter, one glass plate and one roller. The pieces of equipment were believed to have been used in the printing of the fake bills. Police have yet to total the amount of the fake bills but initial estimates run into the thousands. The search warrant was issued by Judge Florencia D. Police reactivate special poll monitoring unit in GenSan GENERAL Santos City–– Police authorities here have reactivated a special election monitoring unit in preparation for the October 28 barangay elections. Supt. Romeo Ruel Berango, deputy city police director for operations, said Friday they opened earlier this week the city election monitoring action center (CEMAC) as part of their comprehensive poll security plan. He said the CEMAC is mainly tasked to monitor various activities in the run-up and during the barangay elections within the city’s 26 barangays. It was initially set up in the last May 13 local and national midterm elections to facilitate immediate police action or response to any election-related problem that might arise within

the city. The CEMAC, which is under the supervision of the city police’s operations division, is located at the city police headquarters at Camp Fermin Lira here. The center is equipped with computers, landline telephone and mobile phone hotlines and other communication equipment. Aside from the reactivation of the CEMAC, Berango said they are set to establish police assistance centers in all polling centers in the city. He said they will start deploying their personnel to their assigned polling centers on October 27 or a day before the scheduled elections. “We’re currently intensifying our mobile security patrols and intelligence monitoring to en-

sure peaceful and orderly conduct of the elections here,” Berango said. The official said that none among the city’s 26 barangays has been declared as a hotspot or election watchlist area for the upcoming polls. He said they have not recorded any electionrelated violent incident in the area so far, although four persons have already been arrested for violation of the ongoing election gun ban. As directed by the Philippine National Police central office, he said all police units in the city are now on full alert in connection with the barangay polls. A bad commentary HAVE you ever wondered that despite more than 2,000 years of Christianity the world has not become a better place to live in and on the contrary life in this world is getting worse? And given the fact that the Philippines is the only Christian country in the Far East since Ferdinand Magellan’s entourage first held a Roman Catholic mass in Masao, Butuan or is it Limasawa Is. in Leyte, don’t you think we ought to be ashamed that we have always prominently figured as one of the corrupt countries in both Asia and the world? These are the realities gripping the country but we remain unperturbed by all these. We continue with our corrupt ways. And corruption in our country is getting worse in terms of the amount and the number of people involved in it. Truth is that corruption in the Philippines has already reached alarming proportions but instead of being disturbed by this we seem to have embraced it as a way of life here in our country. Rage against corruption only erupted when it was exposed by the Aquino administration how pervasive it has become in all levels of governance. In fact, for the first time in our nation’s history that truly big fishes in the government, senators and other high ranking elective and appointive, incumbent and former government officials and private individuals, had been haled to court because of corruption. That corruption has become a way of life in our country can be proved by the fact that corruption is no longer confined in government offices. Corruption is rampant even in the private sector and even in the church. Did you remember how the bishops of the Roman Catholic Church requested for luxury vehicles from the Arroyo administration even knowing fully well that it was illegal and immoral? Even sectarian institutions of learning are not spared from allegations of corruption. SEALTHIEL, CRASHES THROUGH THE PIER: Now I know why many ship passengers die during sea mishaps, and the scary thing about it is that, this knowledge came to me through a personal, if harrowing and gripping, experience courtesy of 2GO Super Ferry’s St. Sealthiel which, inexplicably, went out of control as it was preparing to leave the Batangas City pier, bound for Calapan City in Oriental Mindoro, during the early morning of October 18, 2013. Whoever owns 2GO Super Ferry Travels must realize that, during the crucial moments after the sea mishap involving St. Sealthiel last Friday (whatever it was that may have caused such mishap), its captain, first officer, or any other responsible crew of the ferry, failed to immediately go on the vessel’s public address system to explain

For several agonizing minutes after the front portion of St. Sealthiel crashed for the first time along the cemented railings of the Batangas City pier as it was readying to ply its route at about 6:30 a.m., the passengers were left all alone to themselves guessing what was happening, and were not told at all about safety precautions that they must undertake right after the mishap. -oooST. SEALTHIEL’S PASSENGERS ABANDONED: Undeniably, St. Sealthiel’s passengers were literally and figuratively abandoned by the ship’s crew at that crucial moment, and, from

hindsight, this situation, in other sea accidents, is the one that gives rise to confusion and chaos among terrified passengers, which are sure recipes for death and destruction. What bothered me all the more was the total absence, likewise, of any Coast Guard personnel or officer or of any Philippine National Police Maritime elements that could have undertaken immediate coordination with the ship’s captain and crew, first to assure the safety of the panicking passengers, and second, to see to it that the proper maneuver would be undertaken to dock the ferry once again. The fact was that, there was no reason why the vessel had to crush into the pier’s cemented railings as it tried to start its return trip to Calapan City, moving away

from where it was parked to unload its passengers from Calapan City (where it came from at about 5:30 a.m. on that day), and to receive its passengers from Batangas City who were enroute to Calapan City (at about 6:30 a.m.). -oooNO COAST GUARD OR MARITIME POLICE: However, when I saw that St. Sealthiel continued to proceed forward instead of backing up, heading right forward to the cemented railings of the pier, I instinctively jumped to a metal post and held on to it real tight, even if one womanemployee was saying I had to remain in my seat at the air-conditioned coach of the vessel. Remain in my seat? My God! The seat was without any seat belt, like all the rest of the seats there, and so it would not have been safe to just sit there as the vessel was ramming its front and back portions. After several minutes from the first impact, the vessel started to move back but, from the way it was moving, it was See FERRY | page 7

Think a minute. Harlan was only 5 years old when his father died. When Harlan was just 14 he quit school and started working on farms. At 16, he lied about his age and joined the American army. After serving only 1 year as a soldier he left and tried becoming a metal worker, but he failed at that too. Finally, Harlan got a job working on a train locomotive and liked it. He thought he had finally found his place in life. Harlan married at age 18, but within months he was fired from his job so his bride left him. Over the next years Harlan worked many more jobs. He tried selling insurance and car tires. He tried operating a ferryboat.

from the government. It was so small that it made him very angry. At that moment, He decided to use that small retirement check to start a new business. Today, that business of Harlan’s is prospering and succeeding all over the world! That man who failed at everything he did all his life, still refused to be a failure! Harlan decided it was time to start again, because it’s never too late to change!

Guess what that new business was which Harlan started at age 65 with his first retirement check? Kentucky Fried Chicken. Solon says Palace should not use quake victim to justify DAP, other pork barrel BAYAN Muna Representative Neri Colmenares asked Malacanang and its pro-pork allies not to exploit the misfortune of the quake victims in Bohol and Cebu as a justification for the retention of the DAP and the pork barrel system. “It is insensitive for the President and his pro pork allies to use the sad plight of the quake victims in the Visayas in their drive to maintain the pork barrel system,” said Comenares adding, “the President, like all the executive departments in the world, is responsible for delivering aid and services to the people especially victims of calamities.” He added: “It is as if the Filipino people’s call for the abolition of the pork barrel is at fault if the President fails to deliver help to the victims considering that all the

available resources under him in the 2013 budget, including his P 7.5 billion calamity fund, are more than enough to meet the needs of the victims if only he will allocate these resources efficiently and equitably.” “Pres. MALAYBALAY City––Since last year I have been planning to go on vacation in Bohol. I’m not simply eager to view the world-famed Chocolate Hills and enjoy the beach in Panglao; I want to trace my roots there. Tuesday’s quake that destroyed its heritage churches which are actually layers of the island’s rich culture and history served like an eerie reminder of this personal vow to visit at least once the birthplace of my ancestors. My maternal grandfather hailed from Garcia Hernandez, a town between Valencia and Jagna municipalities. He was one of several Boholanos who migrated to Buenavista, a coastal town in the then undivided Agusan province many years before World War II broke out in the Pacific. An industrious farmer, he eked out a living for his family by tilling logged-over areas in a village called Talo-ao and raising carabaos, hogs and chickens. Back in my childhood days Bohol was a distant world. It wasn’t a known tourist destination then. Aside from the Chocolate Hills and its distinct dialects the only things I heard about the island were the jokes about the supposed naiveté of its people, stories that actually border on racial slur except that Boholanos don’t belong to another race. Deep inside, however, I have always worn my Boholano ancestry as a badge of honor. I would always think of Francisco Dagohoy and his resistance to Spanish rule that lasted over 80 years. Some would say this piece of our history explains why the island is sometimes lightheartedly called Bohol Republic, and that a visit there

The present generations of his clan may no longer be able to locate his name in the labyrinth of family lines which may have been blurred by time. Except for his surname – my middle name – maybe I will just be a whisper, soon forgotten after the enthusiastic hellos of first encounters. But I’m sure Boholanos don’t treat their kin that way. Why, they can be hospitable even to complete strangers. Indeed, I’m looking forward to meeting at least some of them. I also wish to see the now ruined old churches all over the island, and I hope they’re already restored to their original form by the time I set foot there. Corruption as what we have been harping here in past columns is the rotting of the individual or society’s moral fabric or both. But it seems we have lost sight already of the very standard we ought to be using in looking at corruption since its intrusion in the life of the Filipino individual in particular and the Filipino society in general has become so pervasive over the years. In light of all these, can we just solely blame the corrupt? With the exposed multi-billion pesos corruption of the congressional pork barrel fund, we as a nation even have showed inability on how to deal with it. With a simple privileged speech Sen. Jinggoy Estrada delivered in the Senate, we are now so diverted to the Disbursement Acceleration Program to the extent of forgetting that the pork scam expose is all about the abuse of legislators like Estrada, Sen. Juan Ponce Enrile, Ramon “Bong” Revilla and Gregorio Honasan of public funds they are supposed to guard with their life. While we do not want any corruption swept under the rug, the DAP issue is something that could not yet be denominated as a corrupt mechanism until the Court says so. But the pork barrel fund scam involving legislators and other officials and private individuals is already there staring at us proved by the testimonies of whistleblowers, documentary evidence gathered by the National Bureau of Investigation, and the audit report of the Commission on Audit. Jollibee opens 4th store in Bukidnon

ALAYBALAY CITY – Jollibee Corporation, optimistic of the “very high economic potential” of Bukidnon, opened its fourth store in the province during a blessing here today (Thursday), although it will be open to the public starting yesterday.

The drive-thru store is the second Jollibee branch in this city, and also the 800th in the country, according to Ana Aluyen, Jollibee regional business unit head for Mindanao. The new store here is only 150 meters away from the first, which was opened in 2004, along the same road – Fortich St., the city’s main thoroughfare. “We are confident in the continuous growth of Malaybalay and the province of Bukidnon,” Aluyen added. In August, Jollibee also opened a drive-thru store in neighboring Valencia City, situated just a few blocks away from the first

store along Sayre Highway corner Laviña Avenue. The four stores in the province belonged to only one franchisee, Aluyen said. OROQUIETA CITY, Misamis Occidental – The Department of Interior and Local Government (DILG) in Misamis Occidental will continue to advocate for good governance in all the barangays of the province. This was the message of Sanivier G. Patoc, Provincial Director of DILG, during the Provincial Joint Command Conference (PJCC) of the Commission on Elections (Conelec), Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Department of Education (DepEd) and the Bureau of Local Government Finance (BLGF), held in the city, recently. “The DILG will leave no stone unturned to achieve honest, orderly and peaceful elections and our advocacy is to let the people know about the criteria of who can be the best barangay officials to elect,” he said. Patoc also said good governance starts with the conduct of an honest and fair election for the officials to deserve the word

On the problem of the unreleased election funds by some of the local government units of the province, Patoc said DILG will communicate with the concerned LGU’s for the release of such funds, given that the Oct. 28 barangay elections is just a few days away from now. Pursuant to Comelec Resolution No. 9739, all LGU’s have been required to set aside at least P10,000, but not more than ten percent (10%) of the general funds of the barangays for the Sangguniang Kabataan (SK). The amount will be used primarily to defray the expenses of the board of election tellers, particularly, their transportation allowance in the amount of P500, each. Clinical labs urged to form regional network to improve services

DAVAO CITY – Directors, pathologists and medical technologists from public and private clinical laboratories in the region were urged to form a network aiming to strengthen capabilities of laboratories in providing quality services. In a bid to improve laboratory services, the Department of Health (DOH) has been pushing for the implementation of the Strategic Plan for the National Health Laboratory Network (NHLN) initiative at the regional level. Pathologist Dr. Tomas P. Maramba, Jr., chair of the Technical Working Group on Strategic Plan for NHLN and Task Force Laboratory Network, recently introduced the national framework of NHLN to over 60 stakeholders in Davao Region, mostly medical directors, pathologists and medical technologists. Maramba said the NHLN is a functional, sustainable, cost

effective, harmonious network of health laboratories, both government and private which will support clinical and public health programs through the provision of quality, timely, reliable, affordable and accessible laboratory services. The existence of a laboratory network would bring about the establishment of a formal system of referral of specimens and reporting of results in various health laboratories in the region, he stated. Maramba also emphasized that the network shall serve to strengthen the capabilities of each laboratory within the network to implement the strategies of the NHLN Strategic Plan. The networking shall cover national hospital laboratories, local government hospital and health labs and private hospital and non-hospital labs, he added. Minda Quitoriano of DOH National Unit for Health Laboratories said the network would help laboratories be updated

and upgraded of the facilities, equipment and skills of workforce as part of the standardized performance and services. “There are those laboratories with cross sub-standard services. They need to upgrade their equipment and the skills of their staff. Wala silang mahingan ng technical assistance,” Quitoriano said. Maramba also raised the importance for pathologists and medical technologists to be proactive in persuading their medical directors or chief of hospitals that investment in the laboratory makes good sense for quality services. Expecting insufficient budget from DOH and local government units for public hospitals and health facilities, he suggested that the strategic plan for the regional network should include formulation of a project proposal for would-be donors. Maramba further urged pathologists and medical technologists to ask medical directors,

chief of hospitals or provincial governors “to make a “dream” budget that will take care of the resources to handle the workload you expect next year, plus the cost of implementing the action plan. This budget would be greater than the budget given.” Meanwhile, Dr. Marissa Orillaza of DOH-Quality Management System Standards (DOH-QMS) in the Clinical Laboratory, bared that the National Capital Region has already formed its laboratory network which is being handled by the network’s Council. “The network is commendable. Its strategic plan and project proposals are already for approval. The region’s Center for Health Development (CHD) is supportive of the network,” Orillaza said of the NCR laboratory network.
