CAGAYAN DE ORO -- The Moro Islamic Liberation Front (MILF) has released Marawi City Police chief Supt. Christopher Panapan around 12:45 p.m., Dec. 6, 2013. This was confirmed by Capt. Jefferson Somera, spokesman of the 1st Infantry Division,who said that negotiations for the release of the police official paved the way for his release. Earlier, Capt. Somera said authorities asked religious leaders and influencial people to negotiate for the release of Panapan. MILF rebels raided the City Police Office of Marawi in Lanao del Sur, at around 12:10 a.m. Friday , Dec. 6, 2013, and abducted P/Supt. Panapan. The MILF raid, led by Congressman Rufus B. LAAK, Compostela Valley – For the third year in a row, the major caves of this highland town will be the scene of party and fun, not the regular raucous type that is, as the municipality opens last November 28 its annual cave festival. “Who says caving is not fun?” commented Janice Ollave, Laak tourism officer, whose seemingly fragile physique belies the fact that she can slither in and out of caves like any experienced cavers. Ollave explained that based on accounts her landlocked municipality hosts more than 100 caves of which only less than twenty have been explored. Laak is 50 kilometres from Tagum City in Davao del Norte, the main access to her town. The annual festival is focused on at least 12 caves – six in Sto. Niño, three in Andap, and three in Sisimon – where more than 300 graduating high school students in the municipality of Laak and other cave enthusiasts in Davao Region will converge starting Thursday (November 21) for their three-day immersion on the cave environment and exposure on the importance of protecting, preserving, and conserving this significant part of the

terrestrial ecosystem. “The immersion and exposure, as well as treeplanting in the cave vicinity, are the serious side of the festival, the fun is in the get-together nightly activities in the Municipal gymnasium that feature the usual search for ‘Mr. and Miss Caverandia, and of in the second night the Caver’s Show down, singing, and dancing,” Compostela Valley caving coordinator Prescila Decena said. The festival works on a simple formula targeted to have a long-term impact on the environment, Decena explained. “Mayor Reynaldo Navarro designed the festival to complement his campaign to protect the environment starting with the municipality’s young men and women,” she said. “When they grow up and raise their own families these young people will be able to pass on to their children such values as protecting caves and their subterranean environment to sustain the ecosystem and life,” Decena said. Caves host a rich biodiversity including cave bats that help in the pollination and spread of seeds like the durian. Laak is one of Compostela Valley’s major producers of durian and other fruits.

Cavers are not allowed to venture inside the underground chambers without a guide to make sure they will not get lost in the dark, disturb denizens and their habitats, and damage sensitive rock walls and formations that took centuries to build. Laak hosts one of the most pristine caves in Davao region. The cave, Bongloy Cave, is found in the tribal village of Sisimon. An underground river flows within the cave while coiled banakon (Philippine cobra) sleep, indifferent to intruders. Rim stone and drapery decorate the cave walls. Stalactiflats – a shelf of flowstones some forming canopies, false floors, and hanging bathtubs - lie undisturbed. Topping the formations are thick stalactites shining in brilliance from embedded materials carpeting the walls in gold and silver sheen. Entering Bongloy cave, which is regulated to protect its virginal formations, is to tread the very cold waters of a shallow flowing river that begins somewhere in the womb of the cave, deep at several points. Making up for the past Think a minute… Some time ago I read in the newspaper about a father who had killed his 10-year-old son because his school report was not good enough. The father was so angry that he reached for the nearest thing, a steel rod, and hit his son on the back. His 10-year-old little boy was killed instantly. Can you imagine the pain and regret that father lives with! We all have regrets, and the feeling that we want to make up for the wrong we’ve done. Yet we know that in most situations we can’t. Sometimes we can repair the damage. We can pay a debt that’s long overdue. We can return the money we cheated or stole from

pain, lies, and violence. Yet even if he finally does stop drinking or having affairs, how can he ever erase or make up for all the hurt and damage he caused? How does the mother who had an abortion forgive herself and get free from her guilt? So we can’t always repair the damage we’ve caused, no matter how much we try, not even through religion! That’s why Jesus Christ, Who was

not guilty of any wrong, gave His own innocent life to free you and me from all our wrongs and guilt. The only way we can make up for all the wrong we’ve done is by asking Jesus for His free gift of forgiveness and new life which He paid for with His own life. It’s true that you cannot change your past, but Jesus can start changing your life now. If you ask Him to take control of your heart and character every day, He will give you a new life by helping you change with His love and power. A congressman has filed a bill in congress that would exempt Manny Pacquiao from paying taxes out of his income as a boxer and congressman too. Many of my friends were laughing hard because they boxer who earns millions in dollars for his fights, win or loss, has caught the sympathy of his colleagues just because, according to the Bureau of Internal Revenue, the boxer has not paid more than two billion pesos in taxes. As a matter of fact, the BIR has filed a writ of garnishment and attachment to compel Pacquiao to meet his indebtedness with the government. I am wondering what happened to some congressmen? They could have filed better bills in congress to help the millions of poor Filipinos who have no jobs, no shelters, no food, nothing on their persons. Why Pacquiao who has millions of cash in the banks which is now the subject matter of BIR legal moves? I think even Manny Pacquiao is laughing too for such ridiculous bill that really is incredible. Mijares orders arrest of erring police officers By CRIS DIAZ, Executive Editor

CAGAYAN DEORO CITY – Pol. Senior Supt. Graciano Mijares on Friday ordered the arrest and the filing of charges against police officers caught violating traffic rules and regulation here. Mijares issued the order after issuing a directive addressed to all law enforcers here to follow traffic rules or face administrative sanctions.

Mijares said that the directive was in response to complaints that police officers and other law enforcers perennially violate traffic rules here.

He said that the violation ranges from not wearing helmets, driving without license, driving vehicles or motorcycle without plate numbers, vehicles or motorcycles without certificate of registration and official receipts. According to Mijares, the police command will appreciate complaints from the commuters and pedestrians especially if the complaints

are supported with videos or photos. He said that the local police command would mete out administrative sanctions such as suspension and forfeiture of benefits to police officers found violating traffic rules. Mijares also ordered traffic enforcers of the city’s Road and Traffic Administration (RTA) to apprehend police officers violating traffic rules without favor.

News Philippine rebels storm police headquarters C O TA B AT O C I T Y – Philippine Moro rebels stormed a police headquarters in the southern city of Marawi and shot one person before springing two detained members and seizing the police chief in a daring predawn raid Friday, a rebel spokesman told the regional newspaper Mindanao Examiner. About 50 heavily armed members of the Moro Islamic Liberation Front stormed the police station near the coastal village of West Marinaud and shot the brother-in-law of police chief Christopher Panapan and disarmed a small number of officers before taking over the compound. The rebels then sprang MILF fighters Johanne Cader and Mesron Borodan who were earlier arrested by the police for illegal possession of firearms. The rebels escaped, tagging along Panapan, to the coastline about 150 meters away where two speedboats were waiting. The MILF, the country’s largest Muslim rebel group currently negotiating peace with Manila the Aquino government, has confirmed the assault and said government efforts are underway to secure the safe release of the police chief. The spokesman said the MILF has repeatedly demanded the release of Cader and Borodon who were illegally arrested by the Marawi police, but authorities refused to free the two men, who are covered by the cease-fire agreement between the MILF and the Aquino government. The army has demanded the immediate and uncon-

ditional release of Panapan and threatened to launch an assault to rescue the prisoner despite the truce. The raid occurred just as MILF and Philippine peace negotiators resumed delayed talks in Kuala Lumpur after both sides failed to sign any substantial agreement in September. But it was not immediately known whether the raid or threats of military assault on MILF forces would have an effect on the peace talks, but previous skirmishes between rebels and security forces in the restive region had grounded the negotiations aimed at ending decades of bloody fighting in the country’s restive South. Last year, the peace panels signed the Bangsamoro Framework Agreement which would pave the way for the Muslim homeland. Under the accord, the Bangsamoro government would take a ministerial form, where members of the legislature who would be elected by the people and in return they would ele c t a chief minister among themselves. Negotiators are still locked on how to go about the power-sharing which represents the heart of the peace negotiations since it contains the list of powers reserved for the central government, powers exclusive to the envisioned Bangsamoro government, and concurrent or shared powers between the two. Knicks crush Nets in 1st meeting this season

NEW YORK — The "laughingstocks" won in a laugher. The Knicks resembled the division champions of a season ago rather than the biggest losers in New York, outplaying and even outtalking the Brooklyn Nets, who look like the real Big Apple busts. C ar melo Ant hony had 19 points and 10 rebounds, Iman Shumpert scored a season-high 17 points, and the Knicks ended a nine-game losing streak with 113-83 romp Thursday night (Friday, PHL time) in the first meeting of the season between the city rivals. “I think everybody looked like t hey had that feeling that we were tired of losing,” Anthony said. “It showed from the tipoff.” The K nick s (4-13) snapped a tie with the Nets (5-14) for most losses in New York, winning the game and the crowd with a dominant second half that had Spike Lee and the rest of the fans wearing blue and orange cheering perhaps the Knicks’ most complete performance of the season. points and nine rebounds for the Nets, who again played w it hout Pau l Pierce, Deron Williams, or much passion in the second half. “We’re struggling but we’re going to come out of this, man, that’s the only way to think,” Garnett said. “I’m not going to think anything else.” The game was nationally televised, as all four matchups are this season, but neither team had been giving fans much reason to watch. Nets coach Jason Kidd said Tuesday that both teams

“stink,” and Anthony not only agreed but added that the Knicks were the “laughingstock” of the league. Nobody was laughing at the Knicks on this night. New York made a season-high 16 threepointers in 27 attempts (59 percent), rediscovering a stroke that has been missing all season after it set an NBA record for makes in 2012-13, and led by as many as 34 points. Shumpert, who has been the subject of trade rumors and has struggled,

Tensions rose a couple of times, chief ly in the fourth quarter when Bargnani and Garnett became tangled as Bargnani fell to the court while trying to box out. Both players, along with Amare Stoudemire, were called for technical fouls, and Bargnani was hit with a second and thrown out shortly after when he appeared to say something

toward Garnett after making a jumper. Garnett wouldn’t discuss the incident, saying “I don’t understand Italian” — though Bargnani insisted whatever he said was in English. He also downplayed the exchange. “The most important thing is that we won the game, we played a great game and we’ve really got to start to build on this,” Bargnani said. There were also double technicals and words exchanged after Andray Blatche set a hard pick on Shumpert in the first half, but that was about all the fight the Nets showed on the way to their sixth straight home loss. B ot h te a m s were booed during the introduction of starting lineups by split fan bases who are united in their early season disgust. The Nets believed they were a championship contender after acquiring Garnett and Pierce from Boston, the centerpieces of a roster that will cost more than $180 million in salary and luxury taxes. The Knicks are second to the Nets in payroll but had never gotten going after losing Tyson Chandler to a broken leg in their fourth game of the season. But they were the better team right from the tip.
