Caraga youth network supports environmental advocacy By JOHNY S. NATAD

BUTUAN CIT Y – The Caraga Youth Leaders' Network Inc. (CYLN) has vowed to support the environmental advocacies in the region, especially the call to save Mount Mayapay. CYLN Chair and CEO Rex F. Ybañes said "any activity that has significant bearing to environment in Butuan and Caraga, the youth network will strongly support. The save Mount Mayapay initiative is a concern of all including the youth." Ybañes bared that there was initial discussion with the previous and new leadership of the network about

the protection of Mount Mayapay. He added the network has already passed a resolution of support to protect Mount Mayapay sometime in February 2011. Aside from the resolution of support, Ybañes disclosed that in 2010, the CYLN organized the Hinlo Butuan, the first city-wide youth clean up drive, as part of its environmental initiative, participated in by some 2,500 students and fraternity members. "We will be asking other partners and environment advocates to conduct information drives for the youth network since some of our new officials have no real picture of Mt. Mayapay.

Nevertheless, I will tell them to like the Save Mount Mayapay environmental advocacy on facebook," he said. Ybañes revealed that the CYLN’s primary core focus advocacy include youth leadership, environment and health, among others. The CYLN is the leading and largest non-governmental organization in Caraga that advances the development of the youth in the region. Ronald dela Rosa, city police director, said in a press conference that experts from the Explosive Ordnance Division recovered from the blast sites similar IED components – shattered parts of a cellphone, 9V batteries, tin sheets from a tumbler, and pieces of plastic believed to be used as the container of the IED. “These were probably assembled by the same person or group of persons,” he added. The only difference, he pointed out, is that the bomb at SM Cinema 1 was placed inside a paper bag from a food chain, while the one from Gaisano Mall Cinema 5 was possibly housed inside a plastic container.

Examinations conducted by the Philippine National Police – Regional Crime Lab Office (PNP-RCLO) XI showed positive results of RDX and PETN in both IEDs. RDX stands for “research division explosives,” also known as royal detonation explosives, C4, cyclonite, hexogon, and T4. PETN, on the other hand, stands for Pentaerythritol tetranitrate, a highly explosive organic compound belonging to the same chemical family as nitroglycerin

and nitrocellulose. “Both chemical compounds are considered high explosives for military and industrial use,” Dela Rosa pointed out. He opined that the motive of the bombers might not be to inflict injuries or death to moviegoers but to scare the public that they are capable of doing it, noting the time, location and lack of shrapnel on both IEDs. e at the House of Representatives condemn the needless violence taking place in Zamboanga initiated by the Nur Misuari led Moro National Liberation Front (MNLF), which is definitely not at all the solution to achieve the peace sought by our brothers in Mindanao and by the Aquino government. While there are reports that six hostages have been released by the MNLF there have been at least 20 more taken hostage in Santa Catalina. At least six are dead, most of whom are civilians. Former Deputy Speaker and now Zamboanga Mayor Beng Climaco has already set a curfew in the city to protect the thousands of individuals and families affecting six districts. Earlier Atty. Emmanuel Fontanilla, Misuari’s spokesman denied the MNLF initiated the attacks and claimed this was a diversionary act of the Palace, which is utterly ridiculous as statistics of the thousands affected by the infiltration of the MNLF do not lie and the current crisis is serious. Currently, peace talks are taking place with the MILF, as the government is still very determined to achieve a just and lasting peace in Mindanao. Whatever needs to be discussed with the MNLF, on the other hand, can be brought to a negotiating table and congress can be the third-party venue for the Executive and the MNLF to come to terms for our nation. There is no need for an international body to mediate on the matter but sincerity and calm from all parties involved. Violence has never been a solution to what the MNLF admitted is a political problem. Frank was not only a fraternity brother of mine at the Sigma Rho Fraternity of the UP College of Law. He became a good friend when we were both tapped to run for the Senate in 2004 under the Aksiyon Demoktratiko party of then Sen. Raul S. Roco. Frank was a certified fighter all his life. In his youth, he literally fought his way to finish his elementary and high school education---he engaged in street fights to win a few pesos which he then used to buy his books. In his law practice, he was much feared, for it was not beyond him to challenge his opponents to fist fights outside courtrooms, if the argumentation got too hot. When we were together campaigning in 2004, Chavez would often become the darling of the crowd, not only by narrating his colorful but difficult childhood, but by singing ballads and a host of other songs in the Visayan language. THINK a minute. Do you remember as a child being afraid of the boogie man or monsters at night? But now that you’re an adult, you know better than to be afraid of things that don’t exist, right? It’s amazing how we adults still have fears and worries about things that are not real. Like the man who said: “Don’t tell me worrying doesn’t help. Almost all the things I worry about never happen to me!” The crazy thing is that worry and fear make you run from something that isn’t even chasing you. Besides, worry only gives you wrinkles, which is just something else to worry about! England’s former Prime Minister, Winston Churchill, said that whenever he started to worry he’d remember the man on his deathbed who said: “I’ve had a lot of trouble

in my life—and most of it never happened!” You see,it’s not work that kills people, it’s worry. When you fear the future, you’re wasting the present. Besides, today has enough trouble of its own. So “At night, give your worries to God. He’s up all night anyway!” Fear and worry is kind of like a rocking chair: it keeps you going, but you don’t get anywhere! And if you can’t help worrying, remember that worrying can’t help you either. Fear will often find proof for itself. If you’re fearful, you’ll find something to be fearful about. That’s why the American President, Franklin Roosevelt, said: “The only thing we have to fear is fear itself.” Many of us are afraid of what others think; but if we knew how seldom they

The male suspect was found entering the cinema wearing a white shirt with a light colored jacket on his left shoulder with a sling bag at his back. At 7:28 p.m., the first suspect was seen leaving the cinema wearing the jacket, as well as a bull cap and the sling bag. Dela Rosa described the

Under t he bill, only s cho ols t hat reg istere d losses in the previous year may apply for an increase but such losses should be reflected in the complete annual financial statement, a copy of which shall be submitted together with the application for tuition hike. Schools that will impose unilateral increases shall be punished with a fine of not less than P100,000 and not more than P500,000 or six-year imprisonment of their officials or both at the discretion of the court. In filing the bill, Colmenares said Filipino families put premium on education that they forego other needs. However, they still cannot cope because of the “meteoric and unchecked rise” of school fees in private and public educational institutions. Colmenares attributed

the unabated tuition increase to the defects in the deregulated education and the lack of proper guidelines on school fee increases. He said due to the deregulation policy mandated by Batas Pambansa 232, private education “has turned into a very profitable business” with the number of private higher education institutions increasing from 637 in 1991 to 1,523 in 2008. “In fact, several private HEIs have been consistently included in the Top 1,000 corporations of the country. The top five schoolcorporations earned, in a span of six years, P15.43 billion in gross revenues and P3.45 billion in net income,” Colmenares said. Zarate scored the concerned government agencies, which he said, have failed miserably to protect the public against schools that engage in profiteering activities. “Increases in tuition, miscellaneous and other fees, some of which are collected redundantly, continue without regard to the suffering students and their parents,” Zarate said. Zarate said the Commission on Higher Education (CHED) approved 354 or 78% of tuition increase petitions in 2013 while the state universities and colleges were mulling the possibility of imposing a tuition moratorium following the suicide of a cashstrapped University of the

Philippines student. “ The average tuition hike, according to CHED, costs an additional P37.45 per unit or P561.75 per 15 units. The 8.5% average increase is almost three times higher than the prevailing inflation rate in the country,” Zarate said. Tinio said this year, schools in the National Capital Region posted an average tuition hike of P64.04 or 6.79% per unit. Region 1 posted the highest increase at P34.10 per unit or 11.12%, Region II with P31.26 or 12.25% and Region V with P44.77 or 11.83%. “On top of these are various miscellaneous and other school fees ranging from hundreds to thousands of pesos. These include exorbitant, redundant fees like power charges, instalment fee, copier fees and infrastructure maintenance fees,” Tinio said. Ridon pushed for the immediate passage of the measure “to give our people some kind of relief, considering that they have yet to feel the promised social payback from higher taxes.” “Considering how important education is for our people and how costly it has become for them, it will only be fair for government to ensure our citizen’s right to education by imposing a three year moratorium on all kinds of fee increases, whether tuition or other school fees,” Ridon said.
