In an advisory, DTI-Caraga director Brielgo Pagaran has enjoined online consumers to be extra careful in the wake of complaints received by DTI offices nationwide involving internet transactions. The complaints covered non-delivery of items ordered, delay in delivery and defective items delivered. According to Pagaran, online shopping, like any type of consumer transactions, is protected under the Consumer Act of the Philippines and the Electronic Commerce Act. M A L AY BA L AY C I T Y (MindaNews ) – A total of 170,993 people, or 23 percent of those who registered with the Commission on Elections in Bukidnon, did not vote on May 13, or roughly one in five with the province’s registered voters of 749,524.
Carlito L. Ravelo, Bukidnon’s acting provincial election officer, said voter turnout was at 77.19 percent, which is higher than the projected turnout of 70 percent. Bukidnon has 4,686 precincts clustered into 1,063, Ravelo said. The highest turnout was in the municipality of Sumi-
lao at 87.87 percent. The lowest – vote-rich Valencia City at 61.62 percent. A total of 46,209 voters skipped the polling places in Valencia. Next lowest is the town of Kitaotao, where only 16,395 of the 23,813 registered voters, or 68.85 percent, went out to cast their ballots. After Sumilao town, the next highest turnout
was posted in Kadingilan town, 87 percent; Libona, 86.74 percent, and Malitbog, 86.44 percent. Malaybalay City, the provincial capital, posted an 82.54 percent voter turnout or 67,903 actually voted out of 82,268 registered voters. Overall, there are more male registered voters in the province but a higher

PNP opens recruitment for rookie police officers CAMP Alagar, Cagayan de Oro City – The Philippine National Police (PNP) has started to recruit policemen and policewomen nationwide for 2013, the regional PNP headquarters here said on Monday. Police Supt. Ronnie Cariaga, spokesperson of the PNP in Region 10, said that the PNP regional headquarters here would start the enhancement training for the rookie police on June 14. In less than three months they had to organize more than 100 provincial and city chapters of the new party in more than 10 regions of the country in order to meet the criteria of COMELEC for the accreditation as a National Political Party in the 2013 elections. Relying on decent dues from their members and small donations, without any patron or big family behind, they were able to do it, based on the commitment and enthusiasm of their members – normal citizens who believe that in democracy politics cannot be left to politicians alone. Suspects in slaying of driver, helper showed powder burns MISAMIS Oriental––The two suspects, one a son of a police officer, in the shooting to death of a passenger jeep driver and his helper in Jasaan, Misamis Oriental were found positive of powder burns, the police investigators said Monday. Inspector Bayan Eduardo, of the Jasaan police station, said that Alex Redoblado, 27 and Wilborn Camel, 25, the son of a police officer in Cagayan de Oro City, were found positive of power burns when the police laboratory released the
paraffin test on the suspects on Friday. Eduardo said that the suspects, however, had denied the charges as police investigators failed to recover the alleged .38 caliber revolver used in the shooting of Daniel Salla, the driver and his helper Roland Opima last Wednesday. Initial investigation disclosed that the victims were parked along the road in the town of Jasaan, Misamis Oriental Wednesday afternoon when the suspects riding tandem on a motorbike reportedly shot the driver at close range. Police said that the suspect also shot the helper Rolando Optima when he tried to come to the rescue of the driver. Both victims died on the spot. Both Camel and Redoblado, however, denied shooting Salla and his truck helper Opima, Eduardo added. Eduardo said that the Jasaan police issued a flash alarm prompting all police checkpoints in the neighbouring towns to be on guard of a getaway motorbike. He said the suspects were checked at the neighbouring town of Villanueva by a team of police officers who already established roadblocks along the highway. Eduardo said that charges of double murder against the suspects had been prepared for appropriate filing with the court. CD

CAGAYAN de Oro City--A television camera crew caught a bizarre footage of a police officer who reportedly commit suicide in full view of colleagues in Opol, Misamis Oriental Tuesday night. Police officer Welvin Catalan, an active member of the local police force, threw himself on an incoming vehicle as he stepped out of a vehicle while guiding colleagues on a follow up operation Tuesday night. Police Inspector Elmer Robas said that a television crew of a local television news channel was able to take live
footage of the alleged suicide. He said Catalan was guiding the police officers to an unidentified group that he (Catalan) alleged as his conspirators in a series of unsolved robberies in Cagayan de Oro City. “Once outside the vehicle, Catalan dived in front on a speeding vehicle which ran over
his body,” Robas said. He said Catalan was still breathing when he was brought to a government hospital but doctors declared him dead on arrival. According to Robas, Catalan was held for questioning after a robbery on a lending firm in Cugman Tuesday afternoon. The suspects reportedly carted away about P 200,000 cash. It was during the investigation that Catalan admitted that he was the mastermind of the robbery including other unsolved robberies in the

Driver reverses on 7 yr. old kid BAYUGAN City, Agusan del Sur - A seven year old boy died when a driver reversed his cargo truck to park here Saturday afternoon, police said on Monday. The boy identified as Bryan Pacencia was seriously injured and died at a hospital when ran over by the cargo truck driven by Marlo Semacio Cabang, 50, of Buenavista, Agusan del Norte. Police said that Cabang was reversing a blue Isuzu Elf cargo truck with plate number JCH 211 when he failed to notice the kid playing near the truck. Witnesses rushed the kid to the city hospital here but doctors pronounced him dead on arrival. Police said the driver surrendered to police authorities in Bayugan. CAMP RAFAEL RODRIGUEZ, Butuan City – A farmer instantly died after having been shot by an unidentified person right inside his residence in Barangay Pagtilaan, Lingig, Surigao del Sur, early evening of May 23, this year. Police investigators said the victim, Pedro Gemina, alias “Bebot”, was hit in the right breast. Lingig police is still conducting follow-up operation to identify the killer and determine the type of firearm used. Meanwhile, an estafa suspect was arrested by the Butuan City police. Jose Inre Jacela, 46 years, married and a resident of Purok-11, Barangay Baan, Butuan City was nabbed at his residence by virtue of a warrant of arrest issued by Judge Emmanuel Escatron of RTC Branch 2, Libertad, Butuan City. PATIN-AY, Agusan del Sur -- The Provincial Environment and Natural Resources ( PENRO) will reforest 8,294 hectares of denuded forestland in the province, under the National Greening Program (NGP). “We have set our goals for NGP this year and we are on track,“ PENR Officer Roberto Oliveros said during a Provincial Management Conference at the PENRO Office. In said gathering, the CENROs said their target sites include 3,115 hectares in Bayugan; 675 hectares in Talacogon; 1,579 hectares in San Francisco; 2,012
hectares in Loreto; and 913 hectares in Bunawan. “We have mobilized the different groups and stakeholders in various parts of the province,” PENRO Oliveros further said. S e veral groups, including the private and non-government offices, Community-Based Forest Management Project holders, academe, local government officials, other private organizations have been asked to join the massive tree planting activities in separate occasions, particularly during the Environment Month in June. THE admission of a police officer that some men in uniform were responsible for a series of unsolved robberies in Cagayan de Oro City was not new. Although there are only few scalawags in uniform, the involvement of law enforcers in criminal activities sent a quiver in the spine. The civilian populace looks upon law enforcers as the last ground of defense against all forms of crimes Cris Diaz that threatens the individual in particular and the society in general. It is, however, unfortunate that these few selected men of high ideals become victims of human frailties and caprices. The case of police officer Welvin Catalan, a member of the regional safety battalion of the Philippine National Police (PNP) was not isolated one. Catalan, however, answered a few dozen enigmatic questions that otherwise spoiled the stability of Cagayan de Oro City for several months. It all boils down to the unsolved robberies that threaten the business community – of daring armed men who has the gall to challenge even the established authorities. There are fears that a group of law enforcers had bonded themselves under a covenant of secrecy to carry out things of interest. There is nothing wrong with this. After all, it is human to bond together like fraternal brothers for common objective. Thus, there is nothing wrong for law enforcers to form or join fraternal orders whose objective is to serve the interest of the people. What is not allowed ‘though is when law enforcers bonded together to carry out criminal activities. It becomes unacceptable by any set of norm or standard when law enforcers become lawbreakers. The Catalan case served notice to local police to be aware of the doings of the men in uniform. While the case was an isolated one, it is the responsibility of the police hierarchy to, every now and then, examines the strength and weaknesses of the organization. The police officials should strengthen its values in the resolve that serving the community is an obligation that every police officer should observe at its highest ideals. Strategically, the electorate needed one unifying advocacy --a battle cry! Typhoon Sendong’s riverside-deaths have been there as given facts to capitalize. Such was a good thing to agitate people politically. The gods, out of the heaven’s wrath, sketched their ways to the massive resources of a mammoth patron --who lost the city votes in 2011 but have found in them his shadows to vindicate for him. Indeed, timing was theirs. If they could not do it this time, it cannot be done in the next election --anyhow. On the other hand, Emano, already beaten black and blue by mental joggling to secure a rising scion into reclaiming a former dominion, must have thought the same. ANTI-BULLYING LAW OKAYED
THE implementation of policies against bullying in schools is expected to take place in the different schools in Cagayan de Oro City. This, after the 16th City Council during its regular session yesterday presided over by Vice Mayor Caesar Ian E. Acenas approved on second and final reading Ordinance No. 12581-2013, prohibiting acts of bullying committed among students in Cagayan de Oro City, providing penalty for violations, and for other purposes. Section 8 of the ordinance provides that the school administration shall be responsible for the implementation and oversight of policies intended to address bullying. It requires the creation of an Anti-Bullying Committee in schools that will establish policies against this in their respective institutions. Members of the committee are the school principal as the chair, Parents-Teachers Community Association President (PTCA) as the vice chair and the guidance counselor, student council president and any representative from the teaching or academic staff as members. Schools are required to establish clear procedures for promptly responding to investigations on reports of bullying; identify the range of disciplinary administrative actions that may be taken against the perpetrator for bullying, which shall be commensurate with the nature and the gravity of the offense; establish strategies for protecting students from acts of bullying and of promptly notifying the parents or guardian of a victim, among others. The ordinance requires schools to provide students and their parents or guardians with a copy of antibullying policies being adopted. These policies should be included in the school’s student and/or employee handbook and should be conspicuously posted on the school walls and website, if any. Bullying, as defined by the ordinance, are acts committed by any severe or repeated use by one or more students of written, verbal or electronic expression or a physical act of gesture or any combination that may cause physical injury, emotional distress and psychological fear or physical or emotional harm to his limb, OKAYED | page 8

GENERAL SANTOS CITY (MindaNews) -- The Department of Interior and Local Government (DILG) in Region 12 has directed local government units (LGUs) in the region to fast track the creation of their transition teams to ensure the smooth turnover and assumption to office of newly-elected and reelected local government officials in the area. Those with all its incumbent officials reelected and will be returning to their

But COMELEC delayed the decision to give the accreditation to CDP as a national political party until few days before the filing of candidates – too late for most places, where CDP was organized, to still decide upon their candidates following their strict internal democratic procedures. In East Dalurong, a remote village in Kitaotao town, only 312 of 701 voters or 44.5 percent actually voted. In Nala, only 171 voters or 44 percent of 388 voted. In Napaliko village, also in Kitaotao, only 213 or 51.7 percent of 412 voters actually voted in a total of 13 precincts. In Sagundanon village, only 267 or 48 percent of 557 voters actually voted. In Sinuda, home of the Federation of MatigasulogManobo Tribal Councils, there was a precinct, 0075A, where only 94 or 47 percent of 200 actually voted. Kitaotao posted a 68.83-percent voter turnout. Rufus Rodriguez, elected as president of CDP on September 30, 2012 and as candidate for the House of Representatives of its local CDP district in Cagayan de Oro on October 4, one day before the deadline for filing candidates, won his district against the UNA opponent with more than 80% of the votes.
