KORONADAL City––Organic black rice from Region 12 has found its way to the markets of Dubai in the United Arab Emirates and Hong Kong, officials said. The Don Bosco Multi-Purpose Cooperative, based in M’lang, North Cotabato, produced the premium colored rice shipped abroad with the help of the Department of Agriculture (DA). The first shipment to Dubai involving 15 metric tons took place last May 6 and the second batch of three MT was shipped out on May 15, a statement from the DA regional office here said.

ZAMBOANGA City––Suspected Abu Sayyaf bandits have freed the social worker they seized two days ago in the municipality of Ungkaya Pukan, Basilan province, a police official said. Senior Supt. Mario Dapilloza, Basilan police director, said the victim, Jenelyn Entera, was freed at around 7:30 p.m. Thursday in Barangay Marang in Sumisip town. Entera is in charge of the Department of Social Welfare and Development’s (DSWD) Pantawid Pamilyang Pilipino Program (4Ps) in Ungkaya Pukan town. After 40 years, the Philippines will again export rice, initially comprising 35 metric tons of aromatic, long-grain and organic black rice for Dubai, United Arab Emirates, a report from the Department of Agriculture Information Service said. Agriculture Secretary Proceso Alcala, who led the ceremonial send-off at the Manila Harbor Center recently, said the event was historic as it ushered in a new era in the country’s rice industry and the agriculture sector, in general. “Ang okasyong ito ay makasaysayan at patunay lamang na kayang-kaya ng ating mga magsasaka na maka-ani at maka-export ng

ganic colored and heirloom rice varieties, where Filipino farmers are competitive. According to Alcala, the initial rice export was a result of concerted efforts of farmers’ groups, the private sector, and the DA family all over the country. He said the initial 35-MT shipment was comprised of 20 MT of ‘Jasponica’ or long-grain, aromatic white rice variety, and 15MT of organic black rice. The Jasponica aromatic white rice was produced by farmers from Talavera, Nueva Ecija, who planted a commercial variety of SL Agritech. The black rice was produced by farmers from Mlang, North Cotabato, who are members of the Bios Dynamis Farmers’ Cooperative, in partnership with the Don Bosco Development Foundation. The black rice was milled and packed at a DA-KOICA rice processing center in Matanao, Davao del Sur. The DA through its national rice program directorate coordinated the initial export rice shipment to Davao with the Veg-

etable Importers, Exporters and Vendors Association (VIEVA). Together with DA family officials, regional directors, the private sector and farmers’ groups, Alcala also led the ceremonial send-off of 166 MT of shallots (or small onions locally known as ‘lasona’) for Indonesia. Another batch of 80 MT aromatic and heirloom rice varieties are set for export in succeeding months, said DA assistant secretary and national rice program coordinator Dante Delima. It is composed of 40 MT of long-grain, aromatic white rice bound for Hongkong, and 40 MT of Cordillera heirloom rice to the United States. He said the DA is also sending a trial shipment of 800 kilograms of black rice to the Netherlands. The DA – in partnership with farmers’ groups and the private sector – is finalizing negotiations with other prospective buyers in Singapore, the Middle East and Africa, the same report said. 15 remote villages in Region 12 now have potable water GENERAL Santos City–– Around 5,700 more families in 15 remote villages in Region 12 or the Soccsksargen Region now have full access to potable water with the completion of P16.32 million worth of community-based water system projects. Bai Zorahayda Taha, Department of Social Welfare and Development (DSWD) Region 12 director, said Friday the water systems were among the projects that were implemented in the region this year under the national government’s anti-poverty program Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS). She said the new “community-owned water systems” were installed in 10 barangays in Senator Ninoy Aquino and Isulan towns in Sultan Kudarat; three in Kiamba and one in Malungon in Sarangani; and one in Libungan, North Cotabato. Taha said the completion of the water system projects has put an end to the “decades of suffering of thousands families” due to the lack of potable water sources. “Most of these families had to endure long walks over rough terrains and slopes just to get water. Some tried to dig wells but the water quality was usually poor and they run dry during summer season,” she said in a statement.

Petition to annul Moreno’s proclamation filed LAWYERS of City Mayor Vicente Emano last Friday asked the Commissions on Election (COMELEC) in Manila to annul the proclamation of Oscar Moreno as elected Mayor of Cagayan de Oro City. In their protest, Francis Khu, Emano’s lead counsel, alleged that Moreno’s election to the mayoral post did not reflect the true sentiments of the people of Cagayan de Oro City. Cris Diaz In the 10-page protest, there were allegations that Moreno participated in or benefited from acts of electoral fraud, anomalies, and irregularities which caused his undeserved victory and which denied Emano his right to be proclaimed as the winner of the position of city mayor. The votes garnered by Oscar Moreno were “statistically improbable” as shown by corroborative evidences that took place in many clustered precincts in the city. In their protest, the lawyers argued that the pattern of statistical improbability became obvious in the 360-clustered precincts. Initially, although Emano believed that he was a victim of cheating in the May 13, 2013 mayoral elections, Emano did not entertain filing a protest considering the huge amount and the time involved in the process. However, leaders and followers of Padayon Pilipino, the regional political party that Emano heads, would not simply acquiesce. Barangay leaders of the Padayon Pilipino political party in the city’s 76 barangays raised the election protest

after they reportedly noticed that they themselves were victims of the alleged election fraud. Consequently, residents in Cagayan de Oro welcomed the election protest as a way of resolving suspicions on allegation of massive fraud on the May 13, 2013 elections in the city. The allegations of the Padayon Pilipino leaders and their followers were part of the protest filed with the Comelec. The protest alleged that Emano and even the COMELEC became victims of a “highly sophisticated Dagdag-Bawas” scheme. The operation of the controversial Precinct Count Optical Scan (PCOS) machines had played a critical role in carrying the electronically programmed election result fraud. Whether the protest would succeed, the Padayon Pilipino leadership is determined to expose more election anomalies in the coming days. Perhaps, new evidences of alleged election fraud would come out in the coming days. These evidences would certainly bolster the election protest. What is foreseeable is the emergence of disinterested but credible witnesses who could present material evidences in court. Of course, annulling and disqualifying an elected public official are not easy tasks. The length of the hearing of the protest depends on the volume of evidences and corroborative evidences that could presented with the COMELEC. Nevertheless, the people would be watching the process with keen interest. Domestic carriers who will be affected by the Dept. of Transportation and Communications and Civil Aviation Authority of the Philippines planned June 30, 2013 opening of the Laguindingan have again cast a vote of ‘no-confidence’ on the planned event. all carriers the airport and its support infrastructure is ready to receive flights by the planned 30 June opening date. The local business community led by the Oro Chamber and the Philippine Chamber of Commerce and Industry Region X, continues to maintain its original stance to postpone the move to Laguindingan from Lumbia if the navigational aids needed for safe, all weather 24/7 operations have not yet been installed. The basics of sexually transmitted infections Hugging the front pages this week in the Business Daily, Mindanao Daily, is the rising number of HIV/ AIDS cases in GENSAN. It holds true for other places in the Philippines, too, and looking at our very own city, the Department of Health Epidemiology Unit has released data that in CDO, 8 new cases were reported for the first quarter of this year, which is higher as compared to only 12 cases for the entire year of 2012. HIV/AIDS is just one of the sexually transmitted diseases known to man, with no known cure as yet. I will reserve another time for HIV/AIDS updates later. For now, I want to touch on the basics of what we should know about sexually transmitted infections (STI’S). The disease is generally acquired by sexual contact. The micro-organism is passed on from one person to another in blood, semen, vaginal and other bodily fluids. Although there are non- sexual means of transmitting the disease, such as that of mother to child during deliveries, blood transfusions , shared needles for injecting drug users, our main focus for now, is that, which is transmitted through sexual contact. The etiologic agents for STI’s can be bacterial,

Health In Focus Dr. Mary Jean Loreche parasitic, or viral. The most commonly encountered bacteria include gonorrhoea, syphilis, Chlamydia, and for the parasites, Trichomonas. Herpes, Human Papillomavirus ( HPV ), Hepatitis B, are viral agents that is transmitted through sexual contact. The time from exposure to that of manifesting the illness through signs and symptoms vary with the organism, as well as the immune status of the patient. Risk is markedly increased when there is unprotected sex (lack of use for condoms), those with multiple sexual partners, men having sex with men. People with a previous history of STI, further increases his/ her chances of contracting the disease again. Persons who are into alcohol or drug abuse, are also at an increased risk. It is worth mentioning too that, just being sexually active, will increase one’s exposure to the disease. Studies have shown that a person diag-

nosed for gonorrhoea has a 70-80% chance of infecting his female partner! There are signs and symptoms that might indicate an STI, which are shared by these organisms., though certain manifestations may be more specific for a particular infectious agent. The infected partner may complain of discharges that are kind of unusual like it is more copious than the usual, with a certain smell, that may be associated with itchiness. Both men and women can manifest this unusual discharge. Pain on urination, pelvic or lower abdominal pain, and for women, they may notice inter-menstrual bleeding or abnormal bleeding during their monthly period. Rashes, enlargement of the lymph nodes in the groin area, and sores or bumps in the genital, oral or rectal area may alarm one and be cause for an immediate medical evaluation. These symptoms may

appear a few days to even years later, after exposure depending on the organism involved. The manifestations may likewise resolve on its own minus intervention or treatment, but, the disease can progress with complications. Complications may range from infertility, pelvic inflammatory disease, recurring infections, birth defects, to name a few. But, more than the above complications, is the fear of getting HIV/AIDS. Studies have shown that when one is infected with a sexually transmitted disease, he/ she may have increased risk of likewise developing HIV/AIDS. One’s risk for malignancies like lymphomas, cervical cancer for the females, is also increased , when compared with the general population, who do not have the illness. A person infected with STI may be asymptomatic, and thus lull him/her into thinking that he/she is free from the disease. Laborator y tests are available to detect the infecting organism. Blood, urine, discharges and other bodily fluids are the samples submitted for examination. It is important to understand that we have what we call “ WINDOW PERIODS” which is the earlier period of

the infection and although the disease is in existence already, the serological test may still be negative. It is good to have a follow up test and to interpret with caution a negative result. A positive result is taken at face value but a negative result mean nothing. Treatment will depend on the infecting organism: it is easier for the bacteria as antibiotics are available,

In K+12, high schools are required to offer Grade Eight. Escalante said he estimates the 1,800 Grade 8 students comprise 30 sec-

While the needs of DRANHS will be easily provided by the region’s Department of Education (DepEd) as it is one of the schools located in the urban center, he doubts schools in far-f lung rural areas in provinces are given support. “I’m sure the problem of shortage of classrooms will be much more acute in these areas,” Escalante said. ast Sunday, May 19, 2013, I undertook a trip to Misamis Oriental’s eastern towns and Butuan City with two friends that I haven’t done for some time. Driving our tiny Toyota Vios was Jerome Soldevilla, communications manager of Steag State Power Inc. (SPI) and with him in the front seat was his former colleague and boss, Hasan Guerpinar of Duisberg, Germany, who is now with Hitachi Power. Our visitor likes our city so much he has been dropping by regularly every six months since 2008, but we’ve never had the occasion to bring him to this part of the country so after a hearty breakfast at Seda Centrio, off we went. First stop: Balingasag! We drove by the impressive People’s Palace of Balingasag which was built during the tenure of incoming mayor Oscar Moreno and re-elected Balingasag Mayor Alexis Quina. Hasan remarked he liked the laid-back ambience of Balingasag, especially in the park and boulevard walk near the sea where I pointed out the bangus fish cages to him. one of the possible places to retire to. From there we proceeded to Salay where we dropped by Jerome’s ancestral home and met his relatives. It was even more quiet here than Balingasag, it being a Sunday. Perhaps Salay is now also in Hasan’s bucket list. Next stop was one of my family’s favorite places: Mantangale Alibuag Dive Resort. I introduced Hasan to our host Ms. Nana Malferrari-Uy, and then brought them around the huts at the beach and then again through the spartan but comfy accommodations. The birds were chirping and the guests hadn’t gotten around yet so we pretty much had the run of the place to ourselves. After taking some refreshing fruit drinks at their resto beside the swimming pool, off we went to Talisayan for lunch at the iconic Nita’s Place, an eatery which advertises itself as the “original” since 1972. We ordered lapu-lapu sut-to-kil (sugba, tinola and kinilaw) and some shellfish soup which were deliciously fresh. Service was very poor though so expected to wait for your order to be cooked anywhere from 45 minutes to an hour, especially on weekends when there

are many customers. Next up was Duka Bay Resort where Jerome introduced Hasan to his former schoolmate at Xavier University-Ateneo de Cagayan, newly minted Misamis Oriental Vice Governor Joey Pelaez. Jerome explained they were together in the College Student as President and Secretary, respectively. Too bad we didn’t have more time to enjoy Duka since we were hurrying to catch up on time since we still wanted to visit Butuan City. An unpleasant distraction hampered the next leg of our trip, unfortunately. The stretch of the highway from Gingoog City to Carmen town in Agusan del Norte was being repaired/rehabilitated and it took us all of an hour to traverse that relative short trip, complete with dust, traffic and long stretches of the highway which were already broken up for rehab

even if the nearest portion being reblocked was still at least 3 kms. away. However, the trip to Butuan was worth it even if we spent most of our time at Margie’s Kitchen where we thoroughly enjoyed the cakes and brought some pastries to bring home (oatmeal thins, cornflakes meringue and lengua de gato) as well as the company of Jerome and my mutual friend, former Butuan chamber president Jun Galero. Even if it took us another hour to negotiate that hellish piece of highway (Sta. Cruz, Magasaysay is particularly bad) on the way back, we made it back to Cagayan de Oro in two and half hours from Gingoog, still a good time all things considered. All in all, a very cool Sunday with two good friends, couldn’t get any better than this. Until Hasan’s next trip, perhaps we do the Western towns next time no?
