PrimeNews EMANO LOSSES IN CDO CAGAYAN DE ORO CITY) – A combination of community issues centered on his handling of typhoon Sendong relief efforts ended the magic of Mayor Vicente Emano whose political dominance in this city and in the province of Misamis Oriental spanned more than three decades. The Commission on Elections proclaimed Gov. Oscar Moreno as the winner in the hotly-contested mayoralty race at the City Council session hall Tuesday night. Moreno garnered a total of 109,886 votes compared to the 92,033 votes Emano got from the two districts in Cagayan de Oro City. Comelec City Director Palmer Palmene deferred the results of four precincts whose compact flash cards were found defective after it was determined that the remaining votes will not affect the outcome. Also proclaimed winners are incumbent Rep. Rufus Rodriguez, who won his third term against Councilor Nacaya in the second district; and Klarex Uy, who defeated incumbent Rep. Mangudadatu leads in count from 32 of 36 Maguindanao towns COTABATO CITY (MindaNews) -- Maguindanao Governor Esmael Mangudadatu is expected to be proclaimed winner of the Maguindanao gubernatorial race against lone opponent Sultan Kudarat mayor Datu Tucao Mastura, leading as of 12 noon Wednesday by at least 90,000 votes in the count of transmitted results from 32 of 36 towns. Mangudadatu (Liberal Party) is leading Mastura (United Nationalist Alliance) by at least 90,209 votes with only four towns awaiting transmission of results to the Provincial Board of Canvassers convened at the Shariff Kabunsuan Cultural Center at the Autonomous Region in Muslim Mindanao compound here. The Mastura camp is mulling the filing of an electoral protest, Maguindanao Vice Governor Ismael “Dustin” Mastura, a candidate for Assemblyman of the ARMM’s Regional Legislative Assembly and nephew of Tucao, told MindaNews. He alleged “massive vote-buying,” “terrorism” and “manipulation”
of the PCOS (precinct count optical scan) machines in Monday’s polling. Dustin was Mangudadatu’s running mate in 2010. Lawyer Ishak Mastura, Dustin’s brother, told MindaNews that “the crux of election manipulation is that the ballot, once fed to the PCOS, doesn’t send or transmit automatically to the servers,” unlike in 2010. “It is sent only during closing of voting period which can allow the excess ballots to be voted upon by a few persons or the ballots re-fed.” The PBOC is still awaiting the results from the towns of Northern Kabuntan, Gen. SK Pendatun, Parang and Sultan Kudarat. It went on recess at noon and was supposed to resume at 2 p.m., but as of 2:30 p.m. no result from any of the four towns has been transmitted. Based on the transmitted results from the 32 towns, Mangudadatu got 172,619 votes against Mastura’s 82,410 or a margin of 90,209. Mangudadatu is certain of victory, his younger brother Khadafeh, who is leading in
the election of Assemblyman for the second district of the ARMM’s Regional Legislative Assembly, told MindaNews. The four towns have a total number of 91,309 registered voters, with Mastura’s bailiwick, Sultan Kudarat, as the vote-richest at 40,058 registered voters. “Panalo pa rin si Kuya kahit na kanila na yang Sultan Kudarat (my brother would still win even if Mastura gets all of Sultan Kudarat’s votes), Khadafeh said, claiming the three other towns are their bailiwicks. Sultan Kudarat town has not transmitted to the PBOC because of defective memory card in a clustered precinct in Barangay Simuay comprising 905 votes, Acting Election Officer Normida Umpar told MindaNews. But since the number of votes does not affect the results at the local level,
they proclaimed Tuesday night the winners led by Shameen Mastura, daughter of Tucao Mastura, Umpar said. In the municipality of Sultan Kudarat, where Mastura is completing his third term as mayor, Mastura won 37,797 votes against Mangudadatu’s 399, according to the municipal canvass report from 55 of 56 clustered precincts, a copy of which Umpar showed to MindaNews. Umpar said they are still awaiting advice on the replacement of the defective memory card. Mangudadatu’s other relatives are also winning or have won the elections. Another brother of Mangudadatu, Zajid, is leading the congressional race against Annie Datumanong, daughter of long-time Maguindanao second district Rep. Simeon Datumanong.
Khadafeh said five other Mangudadatus were elected: his wife Zehan, now mayor of Pandag; Lorena, wife of his brother Jong, now mayor of Buluan; his nephew Prince, son of the governor, reelected as vice mayor of Buluan; Azrel, wife of Mayor Freddie Mangudadatu of Mangudadatu town as mayor of President Quirino in Sultan Kudarat province, and cousin Suharto “Teng” Mangudadatu, who won a third term as governor of Sultan Kudarat province. Also in the second district, the wives of the detained Ampatuans were reelected. Bongbong Midtimbang, wife of former ARMM Governor Zaldy Amptuan, as mayor of Datu Hoffer town; Reshal, wife of former Datu Unsay mayor Andal Ampatuan Jr., as mayor of Datu Unsay; and Zahara, wife of former Shariff Aguak mayor Anwar
Ampatuan, as mayor of Shariff Aguak. Another relative, Engr. Zamzamin Ampatuan, former Energy Undersecretary, was proclaimed mayor of Rajah Buayan town at 1 a.m. Wednesday. Zamzamin, a civil engineer, is a son of a cousin of the Ampatuan patriarch, Andal Ampatuan Sr. His brother, Yacob, is the incumbent mayor. In 1989, Zamzamin was appointed by then President Corazon Aquino as Department of Trade and Industry director when he was 26 years old. He was appointed by then President Gloria Macapagal-Arroyo as Executive Director of the Office of Muslim Affairs, “the first Muslim to have attained the highest rank as Career Executive Service Officer,” he told MindaNews. Supt. Leo Ajero, Kabacan police chief, relayed that around 2:40 a.m., a loud explosion was heard in Malvar Street of Kabacan town. SAN FRANCISCO, Agusan del Sur––The congressional race between the two Plaza rival siblings in the second district will go down the wire as their fate as to who will be the winner will be determined when the votes of the last precinct in the remote town of La Paz will be counted. At press time, election officials in the province are still awaiting for the PCOS machine from Manila
that will replace the defective one used in one of the three precincts in Barangay Poblacion after the CF card cannot be read. Reelectionist Rep. Maria Evelyn Plaza-Mellana was leading from his brother former congressman Rodolfo Plaza by 455 votes and the results of the last precinct which has some 714 votes will be the deciding factor for the winner in the hotly-contested contest. Except for the still unaccounted precinct, Mellana garnered 63,672 votes as against Plaza’s 63, 217
votes. There have been lead changes when the results from the towns started coming in at the provincial canvassing that kept supporters of both camps under tense mood. Meanwhile, the Provincial Board of Canvassers through Resolution No. 9700 proclaimed Rep. Maria Valentina Plaza of the first district with 74,537 votes, Gov. Adolph Edward Plaza with 146,713 votes and Vice Gov. Santiago Cane Jr with 129,096 votes as winners in the May 13 elections. The winning candidates ap-
peared last evening at the Sangguniang Panlalawigan session hall at the provincial capitol where PBOC officials raise their hands to formally proclaim them as winners. Plaza was leading by 610 votes when the votes from San Francisco town was canvassed yesterday but an unofficial partial results coming from La Paz minus the precinct with defective PCOS machine showed Mellana lead by 1,065 votes causing 455 vote difference in favor of her.

mayor said in an interview over TV Patrol Socsksargen. On Tuesday, the city board of canvassers (CBOC) proclaimed Custodio’s challenger, top councilor Ronnel Rivera of the PCM-UNA, as the duly elected mayor. Rivera garnered 93,535 votes while Custodio only received 79,053 based on the final and official count released by the CBOC. Rivera’s running mate, incumbent Vice Mayor Shirlyn Banas-Nograles, won by landslide over LP-AIM vice mayoral bet Eduardo Leyson III.
In the city council race, only five LP-AIM incumbent councilors are returning for another three-year term––Elizabeth Bagonoc, Richard Atendido, Vivencio Dinopol, Marius Oco and Eduardo Leyson IV. The five other LP-AIM incumbent councilors – Nepthale Natividad, Dante Vicente, Margareth Santos, Remos de Claro and Virginia Llido – lost their seats to PCM-UNA stalwarts. Aside from issue on the brownouts, the mayor said their party’s chances took a big hit with the endorsement by bloc-voting Inglesia Ni Cristo of the candidacies of Rivera, Nograles and seven PCM-UNA city council bets. The religious sect, which
had fully backed the LP-AIM in the 2010 elections, only endorsed five members of the latter’s city council slate. Custodio said they also gathered some evidences that their rival party turned to vote-buying schemes during the homestretch of the campaign. “That is quite known among the people,” she said, without further elaborating. But overall, the mayor said she has accepted the results of the elections and vowed to move on. She said their group had not seen any problem with regards to the canvassing of votes from the city’s 298 clustered precincts. “The people voted for their chosen candidates for whatever reason and
that was the result,” the mayor said. Custodio complimented Rivera for his win and challenged the latter to work on his promised changes to the city and unite the city’s constituents. “I would like to congratulate mayor-elect Ronnel Rivera. The people have spoken and they have elected you on the basis of change. The election has gone past and politics is over. The city will not move forward if we’re not united. DINAGAT ISLANDS – The Ecleo dynasty in the Province of Dinagat Islands is apparently losing grip, with the election of Akbayan Party-list Rep. Arlene “Kaka” Bag-ao, as the new congressional representative of the lone district of the province. Bag-ao of the Liberal Party got 25,615 votes against the Nacionalista Party’s Gwendolyn Ecleo’s 22,369 votes or a lead of 3,246 votes. Bag-ao was appointed

BUTUAN City - The situation unit leader of the Incident Command System (ICS) is responsible for collecting and organizing incident status and situation information; evaluating, analyzing, and displaying the incident status summary, maps, and weather for use by the ICS personnel and agency dispatchers. This was stressed by Fire Senior Insp. Noel Nelson Ababon, acting fire marshall of Cebu City, during the five-day Integrated Planning Course here in the city, April 29 to May 3.
“The five primary maps prepared by the situation unit leader are the Situation Unit Map; Incident Action Plan Map; Operations Briefing Map; External Traffic Plan Map and Facilities (Internal Traffic Plan) Map,” said Ababon. Meanwhile, Mr. Randy Pabon, deputy administrator of Amity Public Safety Academy, said the demobilization unit leader will take responsibility of the demobilization unit to ensure an orderly, safe and cost-effective release of personnel and equipment. The demobilization unit gathers the information
and writes the demobilization plan and implements it. BUTUAN CIT Y - The Regional Disaster Risk Reduction and Management Council (RDRRMCCaraga) has upgraded its Incident Command System (ICS) by taking the five-day Integrated Planning Course at Pietros Square, April 29 to May 3. The course contained the duties and responsibilities of the planning section chief (PSC), one of
the general staff under the incident commander (IC). Spearheaded by the Office of Civil Defense (OCDCaraga), under Regional Director and RDRRMC Chair Liza Mazo, the training had eight modules on the duties and responsibilities of the PSC and unit leaders in the ICS organization, such as resource unit, situation unit, documentation unit and demobilization unit.
The speakers were Col. Mario-Verner Monsanto, consultant of the Office of the Vice Mayor of Davao City; Randy Pabon, deputy administrator of Amity Public Safety Academy; Fire Senior Insp. Compared to the tourists, I was a whiz and very fluent. But compared to the locals, I talked like a

ness. That’s why God the Son became a human being to pay the penalty of death for all our wrongs and sins. Not His, since he has no wrongs to die for. Jesus wants to give you His perfect goodness free, so you can be good enough to become God’s child and enjoy His life with Him—both now and in heaven after you die. But it’s up to you to ask Jesus for His free gift of forgiveness and new life. Just ask Him to forgive you for all your wrongs and living your own way. It is time for the city and province to move on
THE jeers and sneers of the election fanfare have subsided as both losers and winner candidates retreated to their own comfort. It was an exhilarating experience albeit the thrill and madness that showcased the characters and personalities of the country’s electoral candidates. In Cagayan de Oro City, the personalities and the platform of the governments of the candidates in the Cris Diaz hotly contested mayoral post became the focus of attention since the start of the election season last year. The Moreno-Emano clashed was likened to a boxing tournament where supporters and leaders engaged in a bell-to-bell fight. The congressional fracas in the city’s second district was equally boisterous although the Rodriguez-Nacaya congressional duel was a “no contest match.” In the first district, Rolando Uy, made an assertive comeback when he crushed the incumbent representative Benjo Benaldo in a 20,000 vote lead. Candidates for the city council in the first district won half of the seat but in the second district, the administration party only gets two seats. With the reelection of Ian Acenas as Vice Mayor, the incumbent opposition of “Dongkoy” Emano remains in control of the City Council at 10-6 ratio. Not to be outdone were electoral events in the province
of Misamis Oriental. With an unopposed candidate, the congressional match in the province first district was lacklustre. The case in the second district was different. Pending proclamation, the first woman representative in Misamis Oriental would have a seat reserved at the opening of the 16th Congress in July this year. Juliet Uy made history as the first woman to win a congressional seat in Misamis Oriental’s male-dominated political landscape. This corner labelled Uy as the “dark horse” in the early days of the congressional race. With seasoned and tested legislators as major political opponents, Juliet Uy, the only woman candidate who dares the lion’s den, pulled unexpected support from the district’s about 390,000 voters. Juliet vindicated the frustration of her husband Julio Uy, who twice lost his congressional bid in the province’s second district. Julio, however, was elected town Mayor of Villanueva to keep the coastal town as the couple’s political bailiwick in the province central district. Anyway, this corner congratulates the winners of the midterm elections. Notwithstanding, the electorate expects that winning candidate would pursue their mandated responsibilities as duly elected public officials. It is expected that the newly elected public officials would work to unite wounded political feelings and would pursue a peaceful relationship to all regardless of political colours to allow the city of Cagayan de Oro and the province of Misamis Oriental to move on. Aquino’s greatest contribution
M onday ’ s m i d t e r m election that surprisingly catapulted Grace Poe to the top of the senatorial race is President Aquino’s biggest contribution in putting a closure to the unresolved cheating that deprived Fernando Poe Jr. of the presidency in 2004. This was very clear in the overwhelming mandate the electorate gave Grace, a nonentity in the senatorial race when it was first announced she is one of the aspirants. But the people had another plan. They wanted to prove Fernando really won over the disgraced Gloria Arroyo in their battle for the presidency. The vindication was even made clearer by the people who still remembered what happened in that election when they made Loren Legarda, Fernando’s running

I don’t think Aquino intended this to be this way. This must be providential. And Aquino paved the way for it to become a reality. The unexpected surge by Fernando’s daughter to the top just proved that the people have not forgotten what happened in 2004. They may have castigated
already the former administration when they made Aquino president in the 2010 elections over Gloria’s anointed candidate. But still the people could not just brush aside what she did to Fernando. Even if God had already intervened by sidelining her on sick bay, the cheating that happened in 2004 still cried out for justice. What sweet justice had been rendered with Poe’s unexpected topping of the senatorial race. Fer-
nando may now be smiling in heaven. Listening to Poe’s post election interviews made me realize how deserving she is to be a distinguished member of the Senate. She is humble. She is intelligent. She is articulate. She really deserves to be in the Senate over many others who wanted to become an honorable member of that august body. This early, I would predict she will be the darling of all presidential aspirants to be their partner in the race in 2016. Some quarters might even push for Poe’s own presidential bid. If this will happen, it will not really be surprising given her showing in Monday’s election. Honestly, I failed to watch any of the debates that pitted all senatorial greatest | page 7

He said that by consulting the concerns, and following all these processes, it will result to more funds, and it could bring people together and have a better focus. This development is the result in the increase of younger voters who are either college graduates or undergraduates who are more idealistic in their political intentions. This does not mean, however, that the evils of past elections did not rear its ugly head again. The 3Gs was still employed by unscrupulous politicians who could not win in fair, honest and clean elections. Vote buying in fact staged a comeback not witnessed in the past. It became more rampant and the buying more expensive as more and more unscrupulous politicians vied for the people’s mandate.
It just so happen that more and more voters have become wiser. Some did not allow denigrating their beings. Some played games with the unscrupulous politicians by accepting their money but went on voting for the candidates who they believed deserved their mandate. If this attitude will be perpetuated time will come when unscrupulous politicians will be reduced to penury thus become irrelevant in future elections? But this does not mean we will just let the unscrupu-
lous ways of some politicians pass this time. It is high time that unscrupulous ways in our elections should finally be put to an end. Vote buying is an insult to the voter, an insult to the sacredness of the right to suffrage, an insult to the image of God that is in every human being. This is actually what happened to a good number of our senators and congressmen. The lures of power, fame and wealth seems irresistible even to those who profess faith in the Lord. But Monday’s election did not just produce victors such as Grace Poe but many

Amante wins second term, LP dominates Butuan SP BUTUAN CITY – The City Board of Canvassers here proclaimed Tuesday evening Mayor Ferdinand Amante, Jr. and 10 topnotchers in the race for the local council seats as winners in the May 13, 2013 political exercise at city hall’s third floor conference room. Headed by City Election Officer IV Ernie Palanan, the local BOC announced the city officials who will hold the reins of this city’s government for the next three years in a room jampacked by the winners’ relatives and supporters. Amante, who said the people voted for him to continue with his programs and projects under a regime
of good governance, accountability and transparency, received 82,061 votes against incumbent Rep. Jose Aquino II’s 58,888 votes. Angelo Calo’s 46,646 votes bested rival Josefina Marticion-Salise’s 45,832 votes by a slim margin of 814 votes to win the vice-mayoral contest. Knicks’ Iman Shumpert will start despite sore knee INDIANAPOLIS (AP) -- Knicks guard Iman Shumpert will start Tuesday night at Indiana despite having a sore, swollen left knee. Coach Mike Woodson told reporters before the game that Shumpert was told there was no structural damage to the knee - the same one that required surgery last May after he tore a ligament. The scare came Saturday night when Shumpert landed in

Zubiri and councilor Roland Deticio of the Bukidnon aglaum Party-administration team won wide margins over their rivals in the May 13 elections with six of their councilors already in the first seven slots as of 4 p.m. Tuesday. The finalization of the 8th to 10th slots in the city council has been stalled due to three corrupted compact flash (CF) cards of the precinct count optical scan (PCOS). Although it took them six years to reclaim the gubernatorial post after their ouster in 1986, it took them only a year to be back in power: in the first postMarcos election for the House of Representatives and the Senate in 1987, the patriarchs — Mohammad Ali Dimaporo and Democrito O. Plaza – who had previously served for three decades as governor and congressman — were elected representative of their respective districts, along with Dimaporo’s son, Abdullah.
Zubiri got 28,672 votes, Marabe 17,745 votes, and Aldeguer with 16,893 votes. Zubiri won in 34 of the city’s 46 barangays. Marabe and Aldeguer won in six barangays each . Marabe won in Barangay 1, 3, 4, 9, 11, and Casisang. Aldeguer won in Aglayan, Apo Macote, Imbayao, Mapulo, Miglamin, and Sinanglanan. For vice mayor, Deticio won with 35,986 votes vs. Dr. Glorio Sajulga’s 20,434 votes. Ali represented the second district of Lanao del Sur, Abdullah the second district of Lanao del Norte and Plaza the lone district of Agusan del Sur. By 1992, the clans were back at the top. Plaza and Dimaporo’s son, Abdullah, were elected governor. Ali remained in Congress. In the post-Marcos era, clan members have been holding on to the governor’s seat in the last 21 years (seven terms) and the congressional seat in 17 years (five terms) either by succession or by swapping posts. Khalid is seeking a third term Except for the period 1992 to 2001, the Dimaporos have also been representing the 2nd congressional district since Congress reopened in 1987: Abdullah from 1987 to 1992 and 2001 to 2010, his daughter Fatima Aliah from 2010 to 2013. This year, Abdullah is returning to the post his daughter is vacating while his wife Imelda, who was elected 1st district representative in 2010, is seeking reelection. In Agusan del Sur, the Plaza patriarch ran for governor in 1992 and was reelected in 1995 but died the same year. Vice Governor Alex Bascug took over but in the 1998 elections, Plaza’s widow, Valentina, who was governor from 1980 to 1986, made a comeback. She retired from politics in 2001, the same year her son Adolph Edward won the seat she vacated. Adolph Edward was reelected in 2004 but while he was expected to run for a third term, his sister, Ma.

Another Plaza son, Democrito II, served as mayor of Butuan City in Agusan del Norte for five terms from 1992 to 2007, except for 2001 to 2004 when his wife Leonides Theresa was mayor. Democrito II passed away on October 29, 2010.

Add’l wells constructed in Oro brgys CAGAYAN de Oro City––As it seeks to address the city’s growing demand for water specially in areas like Calaanan where relocation sites abound, the Cagayan de Oro Water District (COWD) has contracted out drilling of two additional production wellsPW No. 10A in Calaanan and PW No. 30 in Macasandig. The construction of these facilities brings to 27 the total number of COWD production wells where CDO residents and establishments source their water needs. COWD also purchases treated water from a bulk supplier to augment its existing supply. Drilling has already started and is to be completed in 90 days. She said that with her estimated margin of 35,000 votes it would be expensive for her to resort to votebuying. Partial and unofficial results posted on the GMA News website showed that the incumbent governor had garnered 168,019 votes and her opponent 134,668 votes. Mendoza particularly walloped Piñol in her hometown Carmen. In an initial result as of 8 p.m. Tuesday posted on the Commission on Elections website, Mendoza got 9,529 votes while the former governor only had 296 votes. But before conceding, Piñol had earlier posted in his website that the towns of Carmen and Pikit may decide the fate of his candidacy. “While in the unofficial results from the Election Returns as of 12:30 a.m. today showed that I was still leading by over 15,000 votes, the results from Carmen town, the base of my political opponent, showed that I almost got no votes while she gained 25,000 votes out of the 26,025 registered voters in the town for an incredible turn out,” he wrote. But Mendoza retorted: “He can say what he wants.” In Piñol’s hometown M’lang, initial results posted on the Comelec website as of 8 p.m. Tuesday showed he led Mendoza by 2,000 votes. The former governor also lamented that he lost by a big margin in Pikit town. “In Pikit town, I also got clobbered by over 16,000 votes, which means that when results from these two towns come in, I would lose my lead and trail by almost 30,000 votes.” In the May 2010 elections, Mendoza garnered 236,966 votes against Piñol’s 199,332. Piñol filed an electoral protest, claiming irregularities during the balloting. He said the election was “seriously tainted and defective” in about 1,280 precincts.
