8,000 applicants troop to SM malls in Mindanao AROUND 8,000 jobseekers trooped to SM malls in Mindanao on May 1 to join the nationwide L abor Day job fair. A total of 3,457 job applicants and of the number, 80 were hired on the spot in SM City Davao; 2,184 jobseekers were registered in SM City Cagayan de Oro, 351 were hired on the spot; and 2,257 applicants were listed in SM City General Santos while 544 were hired on the spot. Debby Go, SM Assistant Vice President for Mindanao, said many jobseekers lined up even before the mall opened. "As early as 8:00am, there were already a handful job applicants and it went up to more than a thousand when we opened at 10:00am" she said. Cag. de Oro gov’t to enter into amended MOA with Philhealth CAGAYAN DE ORO CITYBy Virtue of Ordinance No. 12579-2013, the City Council during its regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas authorized Mayor Vicente Y. Emano to sign the amended Memorandum of Agreement by and between the city government and the Philippine Health Insurance Corporation governing the implementation of the National Health Insurance Program (NHIP). This is consistent with the vision and objectives of the State, which is manifested in the NHIP’s mandate and local autonomy statutes, The Power learned. In the MOA, both the city government and the Philhealth acknowledge their joint responsibility

to provide a basic package of needed personal health services for the social and economic well-being of the people of the city, especially the marginalized and underprivileged, through the implementation of the Sponsored Program component of the NHIP. The MOA cites that the special provisions of the General Appropriations Act for Fiscal Years 2011 and 2012 only provides the National Government subsidy for health insurance premiums of indigents under the National Household Targeting System for Poverty Reduction (NHTS-PR) of the Department of Social Welfare and Development (DSWD) so that the provisions of the existing MOA of both parties on the sharing of premium contribution can

be amended. Pursuant to the MOA, in line with the implementation of the Aquino Health Agenda for Universal Health Care for Kalusugan Pangkalahatan, there is a need to increase the annual premium contribution for Sponsored Program to P2,400 effective January 1, 2012 pursuant to Philhealth Board Resolution No. 1571, series of 2011. Philhealth has approved the increase in premium contributions under the Partial Subsidy Scheme effective July 1, 2012, The Power learned. In the MOA, the parties agree to abide by the prescribed disposition and allocation of the PFPR prescribed by Philhealth Circular 010, 2 12 which provides that: 80-percent of the PFPR is operational cost and

GENERAL SANTOS CITY (MindaNews) – An election official here appealed to local candidates and their supporters to remain calm and abide by their signed peace covenants even as the official campaigning finally winds up on Saturday. Lawyer Marlon Casquejo, acting city election officer, made the appeal on Friday as the city’s main political camps continued to accuse each other of committing election-related violations and irregularities, heating up the already tense political scene in the area. He reminded candidates that they have sworn in their peace covenants to pursue honest, orderly and peaceful campaigning as well as not to resort to “dirty tactics.” “Sana panindigan natin ang pinirmahang peace covenants (I hope you’ll honor the peace covenants that you signed),” Casquejo said. On Wednesday afternoon, stalwarts of the administration-backed Liberal Party-Achievers with Integrity Movement (LP-AIM) filed a complaint before the city prosecutor’s office for violation of the Omnibus Election Code against 10 supporters of rival People’s Champ Movement-United Nationalist Alliance (PCMUNA) slate over the alleged destruction of their campaign posters. The filing of the complaint came after police authorities arrested a group of PCM supporters on Tuesday night while hauling some 52 sacks of torn LP-AIM campaign posters aboard two vehicles at a portion of Purok Guadalupe in Barangay Conel here. Named respondents in the complaint were the two drivers and their eight

helpers, who are presently detained at the city police headquarters at Camp Fermin Lira here. The vehicles, which carried posters of Sarangani Rep. Emannuel Pacquiao’s younger brother Rogelio, were owned by the congressman’s chief of staff Michael Bren Evangelio. The younger Pacquiao is PCM-UNA’s candidate for the first ongressional district seat of South Cotabato province. PCM-UNA repeatedly denied any hand in the incident and instead released a video taken by mobile phone that showed reelectionist Mayor Darlene Antonino-Custodio of LPAIM releasing goats and agricultural inputs to some residents. But Custodio said there was nothing irregular with her presence in the activity as she was just there supposedly through an invitation from the Department of Agriculture. Casquejo said the respondents in the complaint might face possible charges for violation of the Omnibus Election Code and Republic Act 9006 or the Fair Election Act. Article 10, Section 83 of the election code prohibits the removal, destruction or defacement of lawful election propaganda. “The removal of any election propaganda without authority from the Comelec (Commission on Elections) is an election offense,” the official explained. Casquejo urged both political camps to avoid further mudslinging and just focus on addressing some vital issues that concern the city and local voters. He added that they should also abide by all election laws and regulations until all election-related activities are completed.

Or consider how much former Vice President Noli de Castro spent to nurture Kabayan, only to have it electrocuted at an electric post in Mount Apo National Park. Let's hope that's not an omen because most everyone in the media industry from which VP Kabayan comes from knows what 'nakuryente' means. Now, unless we want to have a dead duck, er dead bird as a national symbol, maybe the sitting Boss Tsip can consider bringing back the ubiquitous Maya as our national bird. The very reasons why Fidel Ramos chose to replace the Maya as the Philippine Eagle smacks of the Pinoy's unfortunate penchant to ape things Western, or American for that matter. Tabako thought the Haribon the better of the Bald Eagle of the U.S. of A, but failed to see the virtues of the lowly maya which are more reflective of the Pinoy’s virtues and strengths as a people. Without necessarily drawing a parallel between their relative sizes, hopefully it would be easy for the sitting president to recognize how between Maya and Eagle, the former is easily the winner of the two, and hence worthy of

We Grow Minds! all the extra column inches and airing minutes media can spare to trumpet its winning attributes worthy of emulation by all Pinoys during these troubled times: The puny rice bird is a survivor, able to weather man's depredations on its environment far better than the vanishing Philippine Eagle which needs an inordinately wide forest stand to sustain a small population. Certainly, the latter's lifestyle has no place in a world reeling from global warming as a result of the wanton consumerism espoused by the glutton economies of the so-called G-7 which account for a mere fraction of the world's populace, yet consume over ninety percent of its resources.

Though small, the Maya is hardy yet ever merry in the company of his kind; surviving in the forest, mines, cities and highways of men where the solitary Eagles and Falcons find certain destruction. I have no quarrel with the fight to save the Philippine Eagle from extinction. Friends tell me it perches on top of a food chain which may snap here and there if and when it vanishes. But national symbol for Pinoys it definitely is not. That distinction belongs to the Maya because it is a national symbol that truly befits the Filipino and is a faithful reflection of his creed and ideals, and not a pathetic copycat of a former colonial master.

DINAGAT, Dinagat Islands Province - Youth leaders of this province have pledged to support the Commission on Population’s responsible sexuality campaign, as their contribution to rationalizing population growth in the area. Prioritizing the importance of community outreach, an action plan was formulated by the youth leaders during the recent summer camp here. They also committed themselves as advocates of Population – Health – Environment (PHE), particularly in the propagation of proper care and protection of the environment by way of balancing it with population. Alexander A. Makinano , Officer-In-Charge of Popcom - Caraga called the camp as venue in rediscovering the participants’ inner selves and in gaining more friends, through the structured learning exercises and team building sessions. “St re n g t h e n i n g t h e leadership skills and inculcating positive values among our future leaders is of paramount importance, as they will be facing new challenges ahead,” Mr. Makinano stressed. The participants expressed appreciation to

the organizers for the opportunity that broadened their knowledge, not only on the physical aspects of the youth, but more so on being responsible for their sexuality. “One of the realizations I had, being a Sangguniang Kabataan leader, is I should not only focus on sports program, but also on activities in curbing the cases of teenage pregnancies,” said one of the participants. VOTE FOR 2013 CANDIDATES WHO FEAR AND LOVE GOD: Then, and only then, will this country and its people be able to claim its rightful destiny as a nation blessed, led, guided, and protected by God. Consequently, the question that President Aquino and all of us should try to answer is: who are the candidates in the 2013 elections who have the fear and love of God in their hearts? To be on the same page During the latest press conference hosted by the Oro Chamber last Friday at a local hotel, President Efren Uy reiterated the group’s opposition to the premature opening of the Laguindingan Airport (now rescheduled for June 15) due to the adverse effects the 50 percent drop in flights due to the Visual Flight Rules to be implemented in the facility would devastate Northern Mindanao region’s economy. Laguindingan would replace the Lumbia Airport in Cagayan de Oro. In his presentation, Mr. Uy cited figures which show that Lumbia is the fifth busiest airport in the country with

under VFR, the contention that inclement weather would rule out early morning and evening operations at Laguindingan is not entirely accurate. During my stint in the Cagayan de Oro-Iligan Corridor Special Development Project Office, we worked closely with the Dept. of Transportation and Communications to bring this airport to fruition and learned a lot about the need for it. One of this was its lower altitude compared to Lumbia airport. Fortinet® (NASDAQ: FTNT) − a world leader in high-performance network security – has announced the findings of its FortiGuard threat landscape research for the period of January 1 − March 31, 2013. FortiGuard® Labs observed that the Bitcoin mining botnet, ZeroAccess, was the No. 1 threat this quarter as reported by FortiGate devices worldwide. The report also reveals analysis of the South Korea cyberattacks and two new Android adware variants that have climbed the watch list in the last 90 days. ZeroAccess Shows No Signs of Slowing “In the first quarter of 2013, we have seen owners of the ZeroAccess botnet maintain and expand the number of bots under its control,” said Richard Henderson, security strategist and threat researcher for Fortinet’s FortiGuard Labs. “In the last 90 days, the owners of ZeroAccess have sent their infected hosts 20 software updates.” Based on reporting from FortiGate devices worldwide, ZeroAccess is the number one botnet threat the team is seeing. ZeroAccess is used primarily for click fraud and Bitcoin mining. The value of the decentralized, open source-based digital currency continues to skyrocket, which likely means the amount of money being made by ZeroAccess is in the millions of dollars or more. “As Bitcoin’s popularity and value increases, we may see other botnet owners attempt to utilize their botnets in similar fashions or to disrupt the Bitcoin market,” Henderson continued. In March and into April, Mt. Gox, the largest Bitcoin Exchange in the world, battled a continued Distributed Denial of Service (DDoS) attack in an attempt to destabilize the currency and/or profit from it. FortiGuard Labs’ analysis of ZeroAccess, which has the capability to load DDoS modules onto infected machines, revealed that the botnet does not currently have a DDoS module attached to its arsenal. This suggests other botnet owners are attempting to profit from fluctuations in the Bitcoin currency. The growth of new ZeroAccess infections has remained constant in the last 90 days. Since FortiGuard Labs began actively monitoring ZeroAccess in August 2012, the team has seen a virtually linear amount of growth in new infections. Most recently, the team is seeing a staggering 100,000 new infections per week and almost 3 million unique IP addresses reporting infections. It’s estimated that ZeroAccess may be generating its owners up to $100,000 per day in fraudulent advertising revenue alone. Wiper Attack Hits South Korea Companies A massive malware attack on South Korean television networks and financial institutions in March caused wide-scale damage, wiping thousands of hard drives. FortiGuard Labs, leveraging its partnerships with both the public and private sector in South Korea, has uncovered information relating to the nature of the attack and how the malware was spread. The team’s research shows the attackers were able to seize control of patch management systems and

use the trusted nature of those systems to distribute malware within their targets’ networks. “During our investigation of the attacks, we discovered that a version of the wiper malware was able to infect internal security management servers and use the trusted nature of that internal server to spread infections inside the victim’s network,” said Kyle Yang, Senior Manager of Antivirus at FortiGuard Labs. Cleanup and restoration continues, and the perpetrators responsible remain unidentified. Two New Adware Variants Propagating on Android Two new Android adware variants, Android.NewyearL.B and Android.Plankton.B have seen a large number of global infections in the past 90 days. “The new advertising kits we are monitoring suggest that the authors behind this are working very hard to remain undetected,” said David Maciejak, senior researcher for Fortinet’s FortiGuard Labs. “It’s also possible that Newyear and Plankton are being written by the same author, but being maintained separately in order to generate more infections.” Both pieces of malware are embedded into various applications and have the ability to display advertisements, track users through the phone’s unique IMEI number, and modify the phone’s desktop. “The surge in Android adware can most likely be attributed to users installing what they believe are legitimate applications that contain the embedded adware code,” said Guillaume Lovet, Senior Manager at FortiGuard Labs. “It suggests that someone or some group has been able to monetize these infections, most likely through illicit advertising affiliate programs.” Users can protect themselves by paying close attention to the rights asked by an application at the point of installation. It is also recommended to download mobile applications that have been highly rated and reviewed. 36 PCOS machines distributed in Northern M’danao defective CAGAYAN DE ORO CITYThe Commissions on Elections (COMELEC) has found 36 Precinct Count Optical Scan (PCOS) machines distributed in various areas in Mindanao defective, Comelec Regional Director Nilo Pipo said on Friday. He said the Comelec has started distributing 3,740 PCOS to various polling places in Northern Mindanao starting Thursday in preparation for the May 13 elections next week. Pipo said the Comelec has already asked for the replacement of the defective

PCOS although the Comelec technical men was able to remedy the 23 of the 36 PCOS found defective. “We asked for 13 PCOS as replacements and we are expecting these units to arrive here on Saturday,” Pipo added. He said that the Comelec has a replacement for every defective PCOS in the region. Pipo said that the defective PCOS were found during the final testing and sealing of the PCOS machines on Thursday at the precinct level. “The testing and final sealing ended Friday,” he added.

Rodriguez said that the World Bank has confirmed the DOE findings and encourages the pursuit of a natural gas project in Mindanao. In his resolution, Rodriguez urged the government to expand the $ 2.1 billion natural gas master plan of the Philippines to be expanded in order to include the proposed natural gas project in Mindanao. He said that the concerned agencies should also present a feasibility cost-efficiency studies so that the people of Mindanao could afford the cost of the natural gas once this is developed as possible sources of energy.
