SAN FRANCISCO, Agusan del Sur--- After 32 years, thousands of oil palm plantation farmworkers of a multinational company turned agrarian reform beneficiaries (ARBs) will finally get their individual land titles next year when the Department of Agrarian Reform implements the Support for Parcelization of Lands for Individual Titling (SPLIT) program. The DAR provincial office here has identified about 3,800 hectares of Collective Certificate of Land Ownership Award (CCLOA) title of NGPI Agrarian Reform Beneficiaries Multi-Purpose Cooperative (NGPI ARB MPC) as priority to be sur-

veyed for individual titling for the first quarter next year as part of the targeted 51,000 hectares in Agusan del Sur to be implemented in a span of three years. Other large tract of lands owned by splinter groups of ARB cooperatives within the oil palm plantation will be also surveyed for individual titling. DOLE-MisOcc executes SEnA conference, settles dispute THE Department of Labor and Employment (DOLE)-X through its Provincial Field Office (PFO) in Misamis Occidental conducted a 15-minute Single Entry Approach (SEnA) case settlement in the amount of P50,000. The SEnA conference facilitated by Desk Officer Lorraine M. Roa to the respondent, and complainant-employee Mario D. Bongcawil was settled immediately on its first conference scheduled, September 21. The complainant who was a caretaker of the respondent’s agricultural land for 9 years filed a request for assistance on the claim of underpayment of wages, non-payment of 13th month pay and separation pay. He disclosed that he knew he was underpaid with his P100 per day since the beginning of his employment but he did not

"We were asked by the Korean Government to find facilities that need help in the Philippines. We have known that NMMC really needs the PPE because there are higher cases of COVID-19 in the hospital. We asked what brand of PPEs that NMMC needs but they did not specify. So we decided to get the high quality PPEs in Korea,” JTS Libona Center Head ShiHyeon Park said. To deliver quality education in the new normal, Oroquieta City Division’s Schools Division Superintendent Dr. Reynaldo E. Manuel, Jr., CESE initiates and leads the distribution of computer tablets to Eleven (11) elementary schools to combat crisis in education in this time of pandemic on September 17, 2020. The gadgets, which were distributed with the presence of the division office personnel from the Curriculum and Implementation Division, will help the students in answering their self-learning modules and activity sheets.

As part of the Learning Continuity Plan of the Division, the tablets were distributed to preserve access to education and to ease burden of the school and the teachers in terms of printing the modules and activity sheets. Moreover, it helps the financial aspects of the school and the Division office as well. The recipient schools conducted orientation to parents on how to operate the said computer tablets. This helped parents who were hesitant to use technology in educating their children considering their status of being neophyte to these gadgets. While some parents

were worried about their accountability and responsibility, their children were delighted upon receiving the tablets. I AM A RETIREE NOW

Yes, I am a German retiree in the Philippines. Well, actually I became a retiree in accordance with German law 2 years ago already. Being retired didn’t mean for me to stop working or being active in daily life though I could already enjoy my German pensions. But that’s not my lifestyle. Of course, I stopped teaching after many years. And, my service as German Honorary Consul for the island of Mindanao will soon come to an end. Such are the laws. Being retired has many meanings for me. Maybe, being free of any kind of constriction. Having time for all these things I have actually wanted to do for years. Don’t get me wrong: I really enjoyed everything I was able to do in the Philippines: being a radio host, being a Rotary Club member, being a marketing director, being a professor teaching the German language, or

being a Honorary Consul on service for Filipinos and German nationals. At the age of almost 68, it’s time to focus on all the other possibilities, life has still to offer me. And believe me, there are so many possibilities. One thing for sure is: writing. My biography, which I started 15 years ago, should be brought to an end. I am still looking for a publisher and printing press. “With Beethoven under Palms” - yes, my life takes place under palm trees for several decades. And with me was and is Ludwig van Beethoven - my favorite German classical composer and hero. Of course not only him. Try to read my biography if it is published soon. I am a retiree now. It doesn’t mean that I don’t have to do anything anymore. After all accomplishments in my past life, I am happy and satisfied. I

Cooperatives’ declaration vehemently condemning the killings We the 18,581 cooperatives nation-wide with some eleven million five hundred thousand members have come together with a firm collective intent to vehemently condemn to the highest degree the non-stop killings of the Indigenous Peoples in Bukidnon that has reached some 44 killings since 2015. As the Indigenous Peoples are now collectively binding themselves together to harness their collective potential through cooperativism, the poor and oppressed Indigenous Peoples are our kindred and we strongly express our oneness with them. Our Indigenous Peoples should not be treated as disposable wastes. They are human beings created in the image and likeness of “MAGBABAYA”. HINDI PO SILA BASURA. It is so shocking to know how oppressed the Indigenous Peoples are. Their Ancestral Domain has been illegally grabbed and transformed into plantations or ranches in gross violation of their rights as embodied in the Indigenous Peoples’ Rights Act (IPRA LAW). When they would countervail against these aggressions to protect their rights, they are being erased from the face of the earth. There can be no greater pain there is than sons and daughters killed in the presence of the parents as what

happened in 2016 when a powerful rancher enclosed some 5,000 hectares of the tribal lands in San Vicente, Sumilao, Bukidnon. When the tribe of Bae Merlita Mayantao protested, bullet rained upon them at dawn while they were taking coffee and then and there, three were killed including a son of Bae Mayantao and three more were wounded and until now the bullets are still in their bodies. After all these years, the killers are still scot free who are known members of the rancher’s powerful Security Group. What is even more painful is the narration of Bae Jovelyn Lagpao: “In 2016, my nephew and niece who was pregnant were murdered including the unborn baby. The oppression against us continue as our lands have been sold without our knowledge.” For fighting for their rights, Datu Fred Sinahon painfully shared this information: “Goerd Amilian, hacked to death; Anastacio Susina, shot to death; Alfonso Sinahon, mauled to death then cut into pieces. Pinatay na, kinatay pa. After such killings, all their Abaca, Falcata, Lauan – were all stolen including their lands. The oppression is not just limited to taking away the IPs’ land; it also included their water rights as in the case of Datu Ben

Anoos. The land is so rich in water resources and was in fact transformed by an LGU into a water system to supply the water needs of the Municipality. But not a single peso has been given to the family of Datu Ben Anoos. This happened in 2006 and since then Datu Ben has been seeking for justice but until now the law in this country seems to favor the rich and powerful. What is very painful is what happened to Bae Lea of San Fernando, Talakag. Bae Lea was an amazing lady datu who was so courageous to fight for the water rights of her tribe. For standing for that right, she was killed last year. How are they losing their Ancestral Domain? As narrated by Bae Saluday Endrita Pocol, the head claimant of the Unified Ancestral Domain in Talakag, “agencies of government, i.e., DAR DENR, are now and then entering our domain and are issuing titles in cohorts with local officials without any respect to IPRA LAW in utter disregard to our rights and dignity. We are always under threats and our fences have been destroyed. We cannot anymore bear the pains and abuses and in fact many have already been killed.” Those six killed that she remembered were named. See JUSTICE, page 9

The monthly coastal clean –up drives of Barangay Puerto, Cagayan de Oro City challenges the community to sustain the activity for it was observed that with the passion and spirit of bayanihan in the community, improvement has been achieved. Puerto National High School always answers this call which inspired by the common goal of saving the aquatic life and marine ecosystem. Through this campaign, Rosanna Q. Ubalde, PhD., Secondary School Principal of Puerto NHS asked Puerto NHS family to get involved and share time to participate in the monthly coastal clean–ups. One way of developing the communicative competence of the students in learning the target language, English, Canale and Swain (1980) encouraged every language teacher to fuse structure/ form with meaning. More pervasively, communicative competence which primarily concerns with the knowledge or capability of a person to appropriately coordinate the rules of language structure and the rules of language use, Munby (1978) substantiated such claim of Canale and Swain. According to him, linguistic competence is an essential part of communicative competence which could not be divorced from other elements of communicative competence. Shown in this context, if language teachers would only be cognizant on their immediate role in motivating students to put into use their knowledge in actual communication situations then effective language learning is not far from reality. However, since language teachers are always bombarded with lots of responsibilities(no breathing space!), they tend to go back to the traditional way of teaching the English language. As a result, language teaching here becomes so ordinary that somehow would not challenge students to learn to love the subject. Teaching along this vein would not be able to foster effective changes on the part of the language learners. As depicted above, there should be a paradigm shift to be done by all language teachers. The concept of openness is a viable ingredient in attaining such expected task. All language teachers then should have an open arm in embarking the theory of Canale and Swain for possible changes to occur in their teaching. These are the steps involved in

embarking such theory: (1) language teachers introduce the functions of language( e.g. communicating information, using appropriate language, giving instructions/ directions, appreciating descriptions, explaining a process, and drawing inferences and making logical conclusions); (2) to realize those language functions, language teachers introduce the notions of language(e.g. improving listening skills through attentive, marginal, critical, and appreciative listening, observing correct and complete sentence structure, observing correct S-V concordance, punctuating sentences correctly, giving instructions and directions, carrying out instructions in forms of commands and requests, using descriptive words that are appealing to the five senses, making an inquiry on how to organize the sequence of the steps in the process, asking questions after a given explanation, observing proper ways in coordinating and subordinating ideas, using inferences in forming intelligent opinions, making observations and gathering facts on what has been heard, read and observed, and by establishing sequence of events properly; (3) After accomplishing numbers 1 and 2, language teachers are now ready to teach grammar corresponding to the language functions and notions established at the very outset employing appropriate language activities. For instance, language teachers could introduce imperative sentences to their students utilizing the language functions and notions of giving instructions/ directions. Once those steps are systematically observed by all language teachers, learning the target language, English, among the learners would become easier and functional— since this is a life-long type of learning deemed necessary in doing and accomplishing future tasks. As deduced, integrative theory of Canale and Swain is very much functional in the teaching of grammar to students.

In Don Carlos, Bukidnon, eleven IPs who courageously fought against the entry of TNCs to convert their lands into plantations have been killed. When one is killed, he is put to rest and peace with Magbabaya. But what is so painful is to see thousands of IP families now living under the tents beside the highway in Quezon, Bukidnon. For three years now, thousands of families are living there devoid of livelihood, eating “kamote”once a day or more often, not eating at all, drinking from the river, the children are sickly and malnourished, sleeping under the excruciating heat of the sun and devastated by the outpourings of rains, especially the children whose feet have to be tied-up as they might run to highways and be hit by the running cars. The Ancestral Domain covering more than one thousand hectares of the Manobo Pulangiyon Indigenous cultural community of Barangay San Jose and Bulong, Quezon, Bukidnon is now the subject of legal war between the IPs and powerful corporation with support from powers-that-be. Imagine, thousands of IPs families are treated as disposable wastes! Are we living in a civilized world? Will anyone stand for them? The IPs are human beings. HINDI PO SILA BASURA! It is so painful that the IPs were once the masters of the land that they were using in the spirit of service and sharing. But the colonizers came, privatized the land and convert these into massive plantations to satisfy their consumerist lifestyle. When the colonializers left, a new breed of neo-colonialists loomed. Yes, while our lands have been converted to massive plantations planted with high value crops, we cannot even have enough basic staples, i.e. rice and milk, for the Filipinos. This is the reason why 85% of our children are malnourished, according to the data of the Food and Nutrition Institute. Yes, we have lost our food security and so is our ecological integrity. Our Indigenous Peoples have been living in their ancestral domain SUSTAINABLY for thousands of years. Now, they have lost their lands and many have been killed for protecting their rights and no one has been arrested for committing such heinous crimes. We firmly believe that in this country no one is above the law; that all must bow down to the spirit of the law because the Philippines follows the rule of law and that justice must flow like a never ending stream. But it seems that with regards to the non-stop killings of the Lumads and no one has been arrested, it is appearing that the law is bowing down to the rule of powerful people. With one strong voice, we will never stop advocating for the following: 1. JUSTICE TO THE LUMAD-IP KILLINGS 2. THE IMPLEMENTATION OF THE IPRA Law to STOP VIOLATIONS OF THE RIGHTS OF THE INDIGENOUS PEOPLES ON THEIR ANCESTRAL DOMAIN, THE RIGHTS TO THEIR NATURAL

The SPLIT program is a World Bank-funded P24 billion project covering 904,000 hectares benefitting 1.1 million farmers nationwide. DAR allocated P500 million for the project.
