The Philippine government (GPH) and the Moro Islamic Liberation Front (MILF) finally reached an agreement on the Annex on Wealth-Sharing at around 10:40 p.m. Saturday in Kuala Lumpur and signed the document at midnight. Police continue to look for remnants of ‘Babye kidnap-for-ransom group’ DAVAO City––The search is still on for the ten individuals behind the abduction of a Quezon City businesswoman after they eluded arrest following the foiled kidnap-for-ransompay-off Thursday at a bank along C.M. De la Rosa believed the perpetrators belong to an organized crime group as shown by their armaments, type of vehicles and parking style which he described as combat mode. “They positioned their car in the manner that they could easily get away,” he said. 4 cops sacked over killing of criminology student GENERAL Santos City–– Four policemen here will likely face criminal and administrative charges over the killing on Wednesday night of a criminology student whom they have mistaken as a carnapping suspect, an official said Friday. Supt. Rolly Octavio, deputy city police director for operations, said their initial investigation showed that the four committed some lapses during a pursuit operation along the national highway in Barangay Baluan that resulted to the death of victim Randy Quirante. He said the four policemen -- Police Officer (PO) 2 Arnold Sua, PO2 Ariel Beldera, PO1 Rudyard Dequito and PO1 John Rey Daligdig -- were already disarmed and relieved from their posts. The four are presently in the custody of the city police’s personnel holding and accounting unit pending the ongoing investiga-

tion and filing of formal charges, he said. The 18-year old Quirante, who is a second year Bachelor of Science in Criminology student of the Ramon Magsaysay Memorial Colleges (RMMC) here, and a classmate were on their way home to Barangay Spring in nearby Alabel, Sarangani province on Wednesday night when the incident happened. The victim’s companion, whose identity has been withheld for security reasons, said they were driving along the national highway in Barangay Baluan aboard separate motorcycles when they were stopped by a mobile patrol team of the police station number 03. The patrol team has set up a checkpoint in the area in response to a flash alarm regarding a stolen motorcycle in Barangay Lagao. The witness said Quirante, who was only carrying a student driver’s permit, did not stop and instead

sped away, prompting the policemen to pursue him. “I heard some gunshots so I immediately proceeded to the scene and saw (Quirante) bloodied and with a wound on his back and chest,” he said. He said they rushed Quirante to the Socsargen County Hospital in Barangay Lagao but doctors pronounced him dead upon arrival. Octavio said the pursuing policemen appear to have violated the provisions of the Philippine National Police’s operations manual in the incident. “They committed some operational lapses so I think we should also give proper justice to the victim,” Octavio said. The official said they could not yet determine who among the four policemen had fired the fatal shot but noted that they all yielded positive to a paraffin test conducted on Thursday afternoon. He said they are still

waiting for the results of the ballistic examination on the three spent slugs of 9mm pistol and two from an M-16 Armalite rifle that were found at the scene. “The evidences will tell (later on) who among them actually shot the victim,” Octavio said. He assured that they are investigating the case “fairly” and treating the incident as a “major lesson for the entire city police office.” Meantime, City Mayor Ronnel Rivera condemned the incident and urged police authorities to present the responsible policemen to the public. “We will monitor the progress of this case to ensure that all those responsible will be charged and prosecuted properly,” he said. Fiji calls for urgent intl action on climate change

UVA––Fijian Prime Minister Voreqe Bainimarama Wednesday called for urgent international action to address climate change, saying global warming was having a “dire effect” on Pacific nations through rising sea levels and extreme weather events.

While opening a meeting of pacific island developing states in the Fijian resort town of Nadi, Bainimarama said the Pacific nations expected the industrialized world to finally face up to its responsibilities. “Let me say this to the big polluters -- the big carbon emitters: Whatever the science of climate change, it is you who must respond to global warming, which threatens the very existence of some of our small island developing states,” he said. “You need -- for our sakes -- to set targets to curb your carbon emissions. Because the majority scientific opinion has it that you are causing global warming.” Bainimarama said it is unacceptable that the industrialized nations were still unwilling to set binding targets on their emissions of carbon dioxide, which most climate scientists are blaming for rising temperatures. “It is not good enough to say ‘it is all too hard’ to put the protection of your own carbon-emitting industries first. Democracy comes from the Greek “demos”, which means “the people”, and “kratein”, which means “to rule”. Yes, I would because...” And the more reasons you can provide after the “because” part, the more you will be compelled to do what needs to be done. The more reasons you have in life for doing what you have to, the more courage you can muster and the more motivated you will be in pursuing them to completion. HIV/AIDS: Some footnotes

THE human immunodeficiency virus (HIV), the virus that causes acquired immune deficiency syndrome (AIDS), is one illness that has a greater impact in terms of healthcare and economics, than the other sexually transmitted infections. This being a chronic illness, the patient may live for a long time , and more importantly, he/she can infect another person in more ways than the usual. The disease itself may not kill the affected person, but, the complications that can arise from the immune deficiency can make life not so good for them. The virus belongs to the retrovirus family and it kills the cells responsible for defending one’s body

ing, tend not to divulge information related to their sexual behaviour. It was only upon doing the tissue biopsy that we were able to diagnose Kaposi’s sarcoma, which is a type of cancer involving the walls of the blood vessels. Another malignancy seen among HIV/AIDS patients is Lymphoma, which is actually a Big C involving the white blood cells of the patient. Patients with HIV/AIDS may not manifest anything and, this asymptomatic phase may even last up to 10 years! Power body proposes uprating of Agus plant

HE Mindanao super-body tasked to hasten the implementation of powerrelated projects in the region has endorsed a proposal designed to increase the capacity of the Agus 6 hydroelectric power plant that would boost its ability to mitigate the supply crunch in Mindanao.

The Mindanao Power Monitoring Committee (MPMC) firmed up the endorsement du r i ng a recent meet i ng t hat was convened to assess t he power situation in Mindanao and the status of measures taken to address the problem. MPMC a mu lt iagenc y body tasked to st udy, coord i nate a nd m o n i t o r M i n d a n a o ’s power sector and make recommendations for its improvement In a press statement, Secretar y Luwa lhati R. A nt o n i n o , M i n d a n a o Development Authority (MinDA) chair and head of the power monitoring body, said the proposal to uprate Agus 6 Unit 4

is in addition to the Agus 6 Units 1 and 2 uprating approved last year by the National Economic and Development Authority (NEDA) Board. “This proposal forms pa r t of t he immed iate measures being pursued by the Aquino government to increase the dependable c apacit y of M i nd a nao p ow e r g e n e r a t i o n ,” Antonino said, adding that “it has been submitted for approval.” According to National Power Corp (Napocor) Mindanao, the proposed uprating of Agus 6 Unit 4 is expected to improve the plant’s generating capacity by 15 megawatts, from its available capacity of 35 to 50 megawatts. The uprating

project is estimated to cost P495 million. The local government of Tagum is on the process of crafting a resolution to regulate the said activity. Engr. Banquerigo urged the people to be cautious with butane containers, even if these are sold at very cheap prices compared to the standard LPG tank. Butane canisters are made of tin and tin canisters are not refillable, he explained. If consumers will continue using such containers, he warned, there is a possibility that it may leak and emit hazardous gas that will lead to unexpected gas explosion and fire. The Consumer Act of the Philippines or RA 7394 has mandated that canisters filled with products such as butane should be properly labeled. Meanwhile, based on the Philippine National Standards, only welded steel cylinders with a water capacity of a liter to 150 liters are intended for storage and transport of LPG. Banquerigo noted that butane containers are substandard for LPG. The DTI-Bureau of Product Standards earlier issued such warning advisory prompting the provincial office to issue a memorandum addressed to its field officers. Tennis star Sharapova splits from coach MOSCOW – Russian tennis star Maria Sharapova said Friday she has parted ways with her coach, seen by many as the architect of her resurgence in recent years. Thomas Hogstedt joined Sharapova’s staff in 2010 with the Russian ranked 18th following surgery, and became her head coach a year later. Since then, she has won last year’s French Open and reached two more Grand Slam finals, as well as an Olympic final. “After almost three years of working together, Thomas Hogstedt and I decided to part ways,” Sharapova said

on her website. “Due to personal issues, he was not able to travel in the near future and we both agreed it was the right time to move our separate ways. T he f u n r u n , apt ly dubbed as “Dagan sa Kahapsay Kagay-an,” is all set for August 4, at the Kiosko Kagawasan, Divisoria, this city. The 1st Mayor Oca Moreno Fun Run is initiated by the officers and members of the Kagayhaan Canine Club (KCC) in their desire to help the new city administration’s thrust for change. Edgardo Palad, president of KCC, said that in one of their meetings, they asked themselves the question: “What can we do to help Mayor Oca Moreno and the new city administration bring about the much needed, desired, long-overdue and prayed for ‘kahapsay’ to our beloved city?” This question springs out the answer that led them into action. Hence, the conceptualization of the “Dagan sa Ka-

hapsay Kagay-an” fun run. KCC Project Chairman Kenneth Tan said the club’s mission as a group of doglovers is to promote the proper care and well-being of canine friends. Furthermore, proceeds will be used for “the establishment and maintenance of the city’s dog pound service and canine vaccination,” said Tan. Tan disclosed that the original plan was a fun run together with their pet dogs, but after a series of consultations, Circle Productions ruled out the possibility as this may agitate dogs during the actual run and might cause trouble and discourage other runners. Tan also said that if time and weather would permit, a short ceremonial walk or run within the Divisoria area before the actual run will be done. City Veterinarian Dr. Perla D.
