Villar, Emano condole with family of Lagbas MISAMIS Oriental––Senator Manny Villar on Saturday arrived in Cagayan de Oro City where he condoled with the family of Provincial Board Member Roldan Lagbas, who was killed in an explosion that rocked the Rosario Arcade of Limketkai Center on Friday night. Villar is the titular head of the Nacionalista Party (NP), the country’s oldest political party. He told reporters during a press conference on

Saturday at the provincial capitol in Cagayan de Oro that he is ready to extend any assistance to the family of Lagbas. For his part, Governor Yevgeny Vincente “Bambi” Emano, also a member of the Nacionalista Party, said the death of the 44-yearold Lagbas is a loss to the provincial government. Emano said Lagbas, the eldest son of the late first district Rep. Danilo Lagbas, who was elected to two

terms as member of the House of the Representatives. The governor said Lagbas is not only his partymate but a close friend. Lagbas, a member of the Nacionalista Party, chaired the sports committee of the Sangguniang Panlalawigan. In a statement, Vice Governor Joey Pelaez of Misamis Oriental said: “To the family of all victims especially to my friend and colleague in the provincial

government of Misamis Oriental, provincial board member Roldan Lagbas, we are with you in this trying moment of your lives.” “It came to be as a big shock and I am still dumbfounded for such inhuman and cowardly action,” said Pelaez. DAVAO City––Don’t get confident when there are no cops watching. Davao now has 130 surveillance cameras installed around the city as part of the authorities’ measures to monitor safety, disaster and crime. This was made in time for the security for the upcoming Kadayawan Festival where thousands of tourists are expected to flock the city. The new head of the Davao City Public Safety Command Center Retired General Francisco Villaroman said the 130 closedcircuit television (CCTV) cameras are an addition to the 40 existing mounted units. Villaroman said this is part of the city’s completion of the P 100-million Intelligence Operations Center (IOC) that will improve Davao’s disaster and crime response. The IOC was created

SOME time ago, after a grueling day of working overtime in my previous job, I was very worn out and needed something to lift me up, while browsing through my files {again}, I read this story on how the IRON WILL and NERVES OF STEEL could lead us to conquer our fears and release our talent , abilities for good purposes. I hope this true story from the Book “Chicken Soup for the Soul” will motivate you, just the way it inspired many people like me. An old-fashioned, pot bellied stove heated the little country schoolhouse. A little boy had the job of coming to school early each day to start the fire and warm the room before his teacher and his classmates arrived. One morning, they arrived to find the schoolhouse n engulf in flames. They dragged the uncon-

scious little boy out of the flaming building more dead than alive. He had major burns over the lower half of his body and was taken to the nearby country hospital. From his bed the dreadfully burned semi-conscious little boy, faintly heard the doctor talking to his mother, The doctor told his mother that her son would surely die- which was for the best, really- for the terrible fire had devastated the lower half of his body. But the brave boy didn’t want to die. He made up his mind that he would survive. Somehow to the amazement of the physician, he did survive. When the mortal danger was past , again he heard the doctor and his mother speaking quietly. OPAPP: Beware of false text messages THE Office of the Presidential Adviser on the Peace Process OPAPP) has warned the public against malicious false text messages circulating around aimed at sowing fear to derail the ongoing peace process between the government and the MILF which is moving forward. “We urge the public to be critical against false information,” said OPAPP undersecretary Jose Lorena on Saturday as he called for “sobriety as our government, both national and local, are carefully handling the peace and security in Mindanao,” he said. “It is best to seek out information from reliable sources and understand the context before making conclusions,” he added. “We rely on the public to guard the process,” Lorena added. A news release by OPAPP said that “text messages have been circulating that groups of the Moro National Liberation Front (MNLF) are set to hold gathering and declare independence to protest their qualm on the perceived closure of the government to the 1996 Final Peace Agreement.” In a related development, Zamboanga City Mayor Beng Climaco advised her constituents “to be careful in forwarding text messages from unverified sources as some unscrupulous individuals are circulating false information to cause undue alarm to the general public.”

Climaco assured that the Philippine National Police, Armed Forces of the Philippines, and the local government are exerting all efforts to maintain normalcy, peace, and security in the city. “No curfew has been imposed. Classes remain normal in all levels in the City,” she said in an advisory. At the same time, Presidential Adviser on the Peace Process Teresita Quintos Deles clarified the status of the Tripartite Implementation Review of the GPH-MNLF 1996 Final Peace Agreement. Deles explained that while the government’s position is that “it was time to bring the tripartite review process to a proper completion,” the “government will continue to engage relevant parties of the MNLF, through the existing mechanism, to find a just and comprehensive political solution for the issue of the Southern Philippines”. Deles pointed out in her statement that “after almost six years of tripartite review, a joint review process had already established consensus points and some joint mechanisms and actions particularly between MNLF representatives and the ARMM regional government.” “From the start, what the GPH proposed to complete was the review process, not the closure of the peace process nor the abrogation of the 1996 Final Peace Agreement,” she

emphasized. Since 2007, the GPH had been engaged in conversations with the MNLF on the review of the implementation of the 1996 FPA. Not a

peace negotiation, the review process is being facilitated by the Organization of Islamic Cooperation, specifically its Peace Committee for the Southern Philippines (OIC-

PCSP) which is headed by Indonesia. Indonesia as facilitator to the review process, through Minister for Foreign Affairs Marty Natalegawa advised the

Job satisfaction of public high school teachers: a survey By Richard M. Oco SST – 1 Lourdes Alubijid National High School Alubijid, Misamis Oriental

THIS study focused on the level of Job Satisfaction of the Public High School Teachers based on four selected categories: Compensation and Benefits, Leadership of Administrators, Social Relationship and Work Environment. Survey questionnaires with each category containing 10 questions/indicators were used to gather data and information. Interviews to the respondents were also done by the researcher to validate data gathered from the questionnaire. The Level of Job Satisfaction was measured through the scale of Strongly Satisfied=4.20-5.00, Satisfied=3.40-4.19, Neither Satisfied/Dissatisfied=2.60-3.39, Diss at isf ie d=1.80-2.59 and Strongly Dissatisfied=1.00-1.79.

No significant difference was disclosed on Job Satisfaction Level of Teachers by gender and performance. their co – teachers are warm, friendly and cooperative towards them (4.37). It implies that the teachers have developed human relations and that sense of belongingness and recognition is being experienced. Though as to trust and confidence for each other, attention is necessary in order to improve their relationship towards each other.

Compensation and Benefits (4.14=Satisfied) Social Relationship The teachers felt honored (4.23=Strongly Satisfied) The teachers felt that they with regards to their teaching can easily fit with the people job (4.68) and even felt satisin their workplace (4.51)” and fied with the benefits they are

receiving (4.32) which implies that teaching is a fulfilling profession. However, in the idea if their salary is enough and that if they enjoyed benefits like attendance policies, medical benefits etc. they showed low satisfaction respectively. Leadership of Administrators (4.03=Satisfied) The Teachers observed that their administrators actively recommends them for promotion (4.49) and informs them on the needed documents for salary and rank promotion (4.20) implying that teachers perceived a strong leadership of their administra-

tors for their competency in communicating to them. When asked if “Administrators models equal treatment to all teachers” they claimed that favoritism is visible in the workplace and they felt that administrators do not show equal treatment in handling administrative concerns. Work Environment (3.77=Satisfied) The teachers finds the school environment is generally clean (4.22) and that morale and safety is not a problem (4.20) suggesting that teachers perceived strong satisfaction on t heir work env ironment in terms of cleanliness, safety and security. The Attitude of Teachers in Integrating Science Investigatory Projects (IP) in Teaching Science Author: JOEL D. POTANE, MASE Designation: Physics Teacher Current School Connected: Kibungsod NHS, Misamis Oriental Division

The author conducted a study to determine the attitude of teachers in integrating Investigatory Projects in teaching Science. The respondents of the study were public high school science teachers of Kalilangan and Pangantucan Districts in the Division of Bukidnon for the school year 2012-2013. A questionnaire- checklist was employed in gathering the data. A correlational research design was used in the study. The findings revealed that the attitude of teachers toward Investigatory Projects

(IP) was neither favorable nor unfavorable. There was a high correlation marked relationship between project planning and research processing. Facts showed that teachers were interested to plan and to process the project with their studentresearchers but they do not have enough skills and competence specifically in writing and presenting the project. They do not have specific manuals in designing and conducting investigatory projects, and they do not have enough training on IP making. These are the

reasons of poor performance of students in their write-ups and presenting their projects during Science Fair. With this, the author designed and developed Teacher Support Materials (TSM) for the Design and Conduct of Science Investigatory Projects in Schools Division of Misamis Oriental for School Year 2013-2014. In developing and validating the teachers’ support materials, Research and Development (R&D) design had undergone four stages: (1) design stage, (2) writing stage, (3) validation stage, and (4) revision stage. It was validated by the panel of experts using the criteria for

evaluation specifically for the content and content accuracy, clarity, and appropriateness. It was revealed that the provisions met the standards as for content and content accuracy, clarity, and appropriateness of the material. As rated by teacher-users, the material was very much acceptable, applicable, and useful. Currently, the author tests the effectiveness of the teacher support materials (TSM) to Grade 7 students of Kibungsod National High School. The study uses nonequivalent pretestposttest quasi-experimental design where two groups of classes in Grade 7 are involved in the study.

FULL SETTLEMENT ---A few days ago , a team coming from head office of Cebu Pacific in Manila flew to Davao City and met at a downtown hotel with a group of passengers of Flight 5J 971. After some preliminaries, checks were given each to the passengers present that day. And they voluntarily signed quit claims or waivers so both parties could put total closure to an unfortunate incident and move on. The amount written on each check represents financial assistance and in full settlement of that incident last June 2 when the Cebu Pacific aircraft , upon landing during a rainy day, skidded out of the runway of the Davao International Airport and

Some 165 passengers, although no one was physically injured, suffered from shock and others obviously traumatized—and angry— because of the incident. Last Thursday, about five weeks after the incident, the Cebu Pacific team met with the initial group of passengers in Davao City and informed them of a financial assistance that would be given equally to all

165 passengers. Since not all the 165 passengers were there last Thursday, Cebu Pacific also announced that it would schedule releases on other days so the rest of the passengers could receive their own checks, if they so wish. NON-DISCLOSURE CLAUSE --I was in Manila that day when Andrew Bautista, president of the “Flight 5J 971 Crash Victims Association” and

Robert de Leon, the group’s legal counsel met with its members at Royal Mandaya Hotel in Davao City and announced to the media that a fair and satisfactory settlement had been forged with the airline company. When asked about the amount, the group which earlier demanded P1 million each for the passengers, declined to give details except to say that the amount was “reasonable” and that they were “happy”. Is peace possible in Mindanao YES, nothing is impossible in the island but it needs the sincere and diligent attention of the national leadership. To be frank about it, Mindanao has been neglected badly for years. The government paid so much attention to the provinces in Luzon and the Visayas. There you will see first class highways, beautiful bridges, farm-to-market roads, developed countryside, factories, government projects and so many other things as sources of business, profits and livelihood. These things are not found in Mindanao. Many of the Mindanoans fetch water to drink from the river and creeks because water system is unknown in many areas. I should know this because I am a Mindanoan by birth. Unemployment in Mindanao is high, land disputes are common. Farmers have little support. Irrigation is a big problem as the farmers cannot develop more areas for cultivation. Bukidnon province has vast areas good

In Mindanao, the railway system is unknown. Good roads are rare. Because of hardship in life, some people prefer to keep guns than plows and make criminality a business that truly give them bigger profits and prestige. Mindanao has never produced a President. We had very few top politicians who made it to the top. We did not have influential people whom the national government could listen . During elections, we cannot drum up enough votes to produce a president, enough senators

and powerful politicians because we are out powered by the votes in Luzon and the Visayas. Always we drop under the bridge in any political activities and we remain sad in this great misfortune. We love deeply our place but not all Filipinos love us --- especially the government. I am looking forward to the day when a Mindanaoan will sit in Malacanang and make commands. Perhaps, on this day our place will see developments. Our people will get employed or given the encouragements to go farming. Many of our angry people will throw away their guns and instead develop farm areas. Peace will not be as elusive as

today when hunger rule the island. Many are hungry. Families could not send their children to higher education because of lack of resources. Manufacturing firms are very few and could not accommodate enough people. Foreign investors are confined in Luzon. For the moment, we need attention from the national leadership. They should open their eyes and have a look of the misfortune taking place in the island. Give us assistance. Give us peace through satisfaction and contentment. We do not need promises. We do not need false hope. We do not need dreams. We need fulfillment and reality. Pour more development programs in Mindanao and surely people will behave better. We are peace-loving people. We worship God. We do not want to be separated from the entire country. Just give us an identity. Give us honor and dignity. Give us respect. Remember our island is a big asset. ben-emata.com

Workshop on PPP Project Preparation and Structuring for Local Government Units (LGUs) on July 23-25, 2013, in this town. Attended by representatives from the Provincial Planning and Development Offices, Provincial Agriculture Offices and the Provincial Enterprise Development Offices of the LGUs, the training-workshop primarily aimed to capacitate the

participants in preparing the required technical documents during the initial stages of a potential PPP project and in structuring its corresponding business plan. Despite recognizing the challenges in conveying deeper and lasting impact on development, DA-10 Regional Executive Director Lealyn A. Ramos expressed her optimism that through the activity, it will be able to

bridge the problems among the LGUs in complying with the technical requirements entailed for the preparation of potential PPP projects. According to Inah Geneve Tolentino, a staff of the NEDA-PPP Center, PPP is a range of possible contractual arrangements between the government and private entities to accelerate the provision and/or execution of infrastructure and/or de-

velopment projects/services, characterized by clearlydefined roles and the sharing of rewards/revenues/costs/ rises among the partners involved. Major topics tackled were the Business Case Development and the Feasibility Study Preparation. In which, the former intended for the LGUs to craft a comprehensive business case to assess the initial viability of a cer-

tain project; while the latter dealt with the rudiments in preparing project feasibility reports which will be used in establishing the practicability of chosen PPP projects. One flash report said: “A former government official acted as broker”, clearly referring to me. Of course, I had no choice but to confirm that indeed, I helped facilitate the settlement. However, I declined to give details as I had to defer to the better judgment of the passengers on agreeing to the non-disclosure clause in their agreement with Cebu Pacific. I am sure rumors about the actual amount involved must now be circulating in the grapevines or in whispers, but nonetheless, the non-disclosure clause must be observed. (And to my friends who still keep asking, please don’t persist because even if I whisper to you an amount, it is not authorized, not accurate nor reliable unless both the affected passengers and Cebu Pacific consent to its release. And if you quote me, I will deny it! Hahaha!) WHY SECRET? -- The initial announcement of a settlement was immediately welcomed. ing days, there were a few raised eyebrows. Why the secrecy? Some friends even asked whether there were secret deals cut? And I expect more speculations will arise within the next few days about the “deal”. GIVING CONTEXT --I have therefore decided, without consulting either Cebu Pacific and the representatives of the passengers with whom I engaged during the course of the negotiations, that for the sake of transparency and fair play, I will disclose some important events that preceded Thursday’s distribution of checks -- hoping to provide context to the so-called “financial settlement”. Of course, I am not at liberty to disclose all details but I will stick to the highlights, mindful of the non-disclosure agreement. A MAN NAMED LANCE ---A bit of a flashback first to 15 years earlier. It was in February, 1998 when I first met LANCE GOKONGWEI, then a young scion of business tycoon JOHN GOKONGWEI. He just came fresh from graduate school abroad when we met in Cagayan de Oro. I was then the newly assumed Presidential Assistant of Mindanao under President Ramos who was into his final year in office. Lance must be about 30 years old then and had just started to take over the management of Cebu Pacific. SIMPLE MAN --Despite his credentials and obvious financial position, he struck me as a simple man. And he

remained that way up to this day. I once saw him several years ago hurriedly going to a moviehouse unescorted to catch the last full show at the Gokongwei’s “Robinsons” at Ortigas with his wife, bringing some “baon” , a water jug and an umbrella precariously tucked under his arms. Fast forward to today, 15 long years after that first encounter with Lance. When I went to visit him in his office a few days ago in the Cebu Pacific complex at the airport area, it was a simple, box-type cramped cubicle that could fit only a round table. His working desk was similar to those of his other officers and clerks. I had to push aside what looked like organic veggies and some “baon” wrappings spread on top of his table. He was in an informal but serious huddle with some staff in the hallway. He is a hardnosed, hardworking, no-frills guy, at ease and usually in denims and slacks. The last time I met him was in Malacanang about 3 years ago when he received a presidential citation, in behalf of his father. By the way, while I was writing this piece, my daughter and “forever Executive Asst.” NING, told me that when she flew to Bangkok in 2007 and while waiting at the NAIA pre-dep area to board her Cebu Pac flight, she noticed a familiar- looking man with a backpack, in denims who quietly stood up and took the long line to board just like the other passengers. No one at the boarding gate noticed that it was the “boss” and owner himself. Ning realized it only when the flight attendant who of course recognized him, greeted him and had him seated at the front row. in my previous dealings with him and for “having a heart in the right place” , I felt confident that he would navigate the situation and steer Cebu Pacific from that unfortunate incident. Lance emailed me after reading my column. I emailed back. And to make the story short, I volunteered to help “facilitate things” since the passengers were mostly my fellow Dabawenyos who remained very critical and rightfully aggrieved. And an indignant public at the sidelines, as well. SET TLEMENT DONE ---In due time, a group of passengers announced that they had formally organized into a registered association in preparation for taking Cebu Pacific to court, if necessary. I requested my nephew, former IBP Davao President Atty. Ceasar “Jikjik” Europa to introduce me to Atty. de Leon, the association’s lawyer. When I was told that Atty. Robert finished his law while working with Philippine Airlines, I thought he would understand the airline business and some of its ramifications. Then I talked with Andrew Bautista, president of the organized group whom I personally knew even before. He is a professional and active in the upscale real estate development sector in the city. He and several family members were passengers of Flight 5J 971. Both welcomed my offer of “facilitation”. Immediately, I touched base with Lance and his team. After some marathon sessions, we succeeded in arriving at a mutually acceptable settlement. The rest is history. PASSENGERS --What is significant to mention here is that at the very first instance and during my first meeting with Lance and his team in Manila, without any demand yet coming from the passengers, Lance at the very outset already gave clear instructions to extend financial assistance to all the passengers, with a specific amount, irrespective of whether they were asking for assistance or not. Without admitting any liability as the investigations were still on-going, Lance felt that the airline must immediately reach out and commiserate. Lance knew and recognized that the aggrieved passengers deserved full attention and assistance. P1 MILLION DEMAND ---However, there were several developments that intervened. To a facilitator like me, this was re-assuring knowing that the negotiator I was dealing with was processing the issues bringing along his principals up to speed insuring that when a consensus was arrived at with him, it was as good as sealed. In the case of Cebu Pacific, I was also secure with the thought that although I was meeting with key Cebu Pacific officials most of the time, I could have direct access with the man who would make the final call just in case I needed a lifeline: Lance himself. In my experience as negotiator, I knew of other difficult situations where the negotiator, after cutting a deal, had to go through the difficult process of still convincing his principals or the persons whom he represented. In the case of Atty. Robert, he did not only carry written authorities, he was consulting with them along the way. PASSENGERS SPLIT --As my facilitation progressed, some side issues cropped up including public exchanges between two groups amongst the passengers, one group calling itself as ‘VICTIMS” and the other rival group as ‘SURVIVORS.” Both were taking pot shots at each other in the media. Some “behind the scene” competition evidently, was going on with one trying to outdo the other in getting a settlement package from the airline. Here are a few additional insights I can share. TRANSPARENCY ---For one, transparency was paramount. Even the sensitive matter of the lawyer’s fees, Atty. De Leon insisted that Cebu Pacific be transparent and should directly inform the passengers accordingly when the airline offered to shoulder a nominal amount of legal fees so the passengers would be able to receive the full amount due to them. “I

don’t want anyone to suspect that I cut a deal for myself here with Cebu Pacific,” he stressed. Also to help facilitate things, Atty. De Leon said he would inform his members that he would forego of the obligation of his clients on the previously agreed fees due to him so that any amount intended for the passengers be intact and received by them in full. He also insisted that although he and Association President Andrew were duly authorized to receive payments by virtue of the SPAs, the checks must be in the name of and handed personally to the individual passengers themselves. And although Pres.Andrew and Atty. Robert did not mince words against some leaders of the rival “Survivors” group, both of them insisted that any settlement they could get must also include ALL, including their detractors, the “Survivors” (whom they claimed were saying publicly as after reforms only and not money but only to reportedly demand for a much bigger amount later -- a report I was not privy about though.) The “negotiations” by the way, did not pertain exclusively to the financial aspect of the settlement. Some discussions revolved around how Cebu Pacific could work on certain “doables” towards its commitment of learning some lessons from—and for the airline coming out of -- this incident as a “better airline”. I recall there were some stalemate moments too. Both sides had their own non-negotiable points. At one difficult stage, I was even telegraphing to both parties that if no mutually acceptable arrangement could be forged, then I would quietly slip away in the same manner that I had quietly entered the scene. But at the end of the day, when both negotiating parties were reasonable and fair, there was no reason at all why a mutually acceptable arrangement could not be reached. Thus, it was sealed and done. BEST OPTION --With all this behind us now, there will be those who will welcome the settlement. And there will be those who will be critical. There will be the usual speculations, both positive and negative. But for those who were directly involved as players in the ball game, putting a total closure to an unfortunate incident like that Flight 5J 971, is the best option available. Of course, it has valuable lessons to learn from, as what Cebu Pacific President/CEO LANCE GOKONGWEI acknowledged and conceded early on.

Every day his mother would massage his little legs, but there no feelings, no control, nothing. Yet his determination that he would walk was strong as ever. When he wasn’t in bed, he was confined to a wheelchair. One sunny day his mother wheeled him out into the yard to get some fresh air. This day, instead of sitting there, he threw himself from the chair. He pulled himself across the grass dragging his legs behind him. He worked his way the white picket fence boarding their lot. With great effort, he raised himself upon the fence. Then, step-by-step, he began dragging himself along the fence, resolved

that he would walk. He started to do this every day until he wore a smooth path all around the yard beside the fence. There was nothing he wanted more than to develop life in those legs. Ultimately through his daily messages, his iron persistence and his resolute determination, he did develop the ability to stand up, then to walk haltingly, then to walk by himself-and then-to run. FIFA confirms date for Zambia/Ghana World Cup qualifier

CEBU CITY -- More than 200 runners are joining the gruelling third and final leg of the Cebu Ultramarathon Club 100-km race, which will start at 6 p.m. Saturday in the northern Cebu town of Tabulean. The race will start at the Municipal Hall of Tabuelan and will end at the Family Park in Talamban, Cebu City, CUC president Tony Galon said. Galon said this final leg of the race shows how the ultra running community has grown. He said that when they started this a year ago, they only attracted just a little over a hundred runners. This time, they had to close the registration with 204 and had to decline others. “We have the biggest number of participants in leg three. Many other wanted to join but we limited it to 204 because the safety of the participants is our main concern,” Galon said. Tabuelan Mayor Rex Gerona, who is also into triathlon, hosted the race

Chemos returns with eyes cast on gold at Moscow NAIROBI -- Milcah Chemos was not known in the track and field industry back in 2009, yet the then 23-yearold caused a stir when she raced to a bronze medal at the Berlin World Championships. This, despite not having had any interest in athletics until 2006 when the Kenya Police employed her as a constable. The rest as they say is history and as the 27-year-old put her focus on the Moscow World Championships, there is one thing that will inspire her -- desire to beat her own fear and win gold. Together with Gladys Kemboi, Hyvin Kiyeng and Lydia Chepkirui, Chemos will carry the countr y flag in the 3,000m steeplechase race. Chemos returns to the world championships for a third time with a realistic chance of wresting the gold medal away from the Russian dominance at their own doorstep. "I have learnt my lessons. I have restricted the number of races I will run this season just to focus on the World Championships. I want to do well and that is why I will let my legs do the talking," said Chemos. "I lost a chance to get a medal at the London Olympics because of poor strategy. I relaxed too much and now I have to turn around the heat to my opponents and I believe Moscow will be the stage to answer my critics." She has won bronze twice in Berlin 2009 and Daegu two year ago.
