THE Philippine Airlines will soon have direct flight again to Europe after the European Union announced on Wednesday the lifting of the air ban for the country’s flag carrier and on the Philippine aviation sector.

Kidnappers slain in shootout DAVAO City––Two members of a kidnapfor-ransom group was killed when they shot it out with authorities at 11:30 a.m. Thursday outside the Allied Bank branch along the busy C.M. Recto Avenue here. Another suspect who was wounded in the shoutout reportedly died in the hospital a few hours later. Sr. Supt. Ronald dela Rosa, chief of the Davao City Police Office, said the kidnap victim, Sally Chua, a Chinese businesswoman, was rescued from the kidnappers. Dela Rosa said they received an information from Camp Crame that the group called “Bye-bye Group” is coming to the city with the victim. He said that Chua was supposed to withdraw P15million at the Allied Bank as ransom for her safe release when they chanced upon with Davao policemen. Journalists from the broadcast industry, wire agencies and Internet publications may soon be included as among the media practitioners covered by the law that allows them to protect their source of information in news reports.

Rep. Raul del Mar (1st District, Cebu City) authored House Bill 362 amending Republic Act 53, which covers only the publisher, editor, columnist or duly accredited reporter of newspapers, magazines or periodical of general circulation. “The law is silent about

journalists from broadcast stations, news or wire agencies, and internet newspapers, magazines and other publications. When the law was passed, electronic journalism was virtually non-existent,” Del Mar said. Republic Act 53, otherwise known as the Sotto Law, has been the journalist’s

Meet the two women who cleaned up Chicago CHICAGO once held the inglorious distinction of being the last major US city with two coal plants in its borders. High school students told to avail of S&T scholarship TAGUM City, Davao del Norte–– Interior and Local Government Sec. Mar Roxas enjoins local government chief executives from the provincial to the municipal levels to encourage senior secondary students to avail of the science and technology (S&T) scholarship program. Roxas aired his call through a memorandum dated July 1 sent to field offices of the Department of Interior and Local Government (DILG), directing regional directors, the local chief executives including the regional governor of the Autonomous Region in

Muslim Mindanao (ARMM) to widely disseminate information on S&T scholarships. He made as basis of his call the announcement of the Department of Science and Technology-Science and Education Institute (DOST-SEI) regarding the opening for application of its Undergraduate Scholarship Programs offered to “talented and deser ving students who wish to pursue four-to-five year courses in priority S&T fields” in selected higher education institutions in the country. This runs in line with Repub-

lic Act 7687 otherwise known as An Act Instituting A Science and Technology Scholarship Program and other purposes or the Science and Technology Scholarship Act of 1994. Roxas explained that RA 7687 and the Merit Scholarships aim to produce and develop high quality human resources who will man the S&T and Research and Development efforts in the country. The Undergraduate Scholarship Program is now open to qualified secondary senior students, including high school

graduates who have not undertaken any college units. Consumers warned against harmful, China-made LPG tanks Following Paco explosion of Shine Gas tank

THE party-list group LPG Marketers’ Association (LPG-MA) has cautioned consumers against using potentially harmful 2.7-kilogram, made-in-China cooking gas cylinders now circulating in the open market. “These 2.7-kg LPG tanks from China, labeled Shine Gas, have never been tested here for their safety, and users risk being injured in an accidental blast or fire,” warned LPG-MA Rep. Arnel Ty, House energy committee member.

Ty issued the warning shortly after 15 people, including two children, were injured when a 2.7-kg Shine Gas cylinder accidentally exploded in Paco, Manila. Shine Gas tanks were brought into the country without the requisite Import Commodity Clearance (ICC) from the Department of Trade and Industry (DTI), according to Ty. An ICC is a document specifying that an imported product has complied with mandatory Philippine standards.

“In fact, in the interest of public safety, the DTI should be confiscating these Shine Gas cylinders,” said Ty, also House trade and industry committee member. “We now have an average of 10 LPG accidental explosions every month, and many of them are due to substandard and unsafe tanks, such as those made by Shine Gas,” Ty said. “One of the defects found in Shine Gas cylinders is that their valves tend to get detached from the tank. But the bottom line is that

these drums never passed Philippine safety standards to begin with,” he pointed out. He said 2.7-kg LPG tanks such as those made by Shine Gas are mostly used by households that could not afford the bigger and costlier 14-kg cylinders. Top rebel leader in Comval yields

EASTERN Mindanao Command, Camp Panacan, Davao City––The military welcomed the surrender of a top rebel leader who used to operate in the municipalities of Compostela Valley Province to the 25th Infantry Battalion under the 10th Infantry Division Tuesday. Major General Ricardo G Rainier Cruz III, commander of EastMinCom, said that surrender of Narciso Pulbos-Ruben, also known as “Joan”, “Judy” and “Dodo” only proved the effectiveness of the peace and development outreach program. He encouraged other rebels to go back to the society’s mainstream like Ruben. “Please take advantage of the government’s integration program. It will provide you an opportunity to return back to your families and communities through the Comprehensive Local Integration Program (CLIP) of the government and together we shall solve our problems the peaceful way,” Cruz said. He said the more than 40 years of armed struggle have not solved the problems of the society and even bring more senseless deaths and miseries to thousands of Filipinos, consequently destroying the future of many Filipino youth. Cruz urged the rebels who want to follow Ruben to actively support the program of government to peacefully resolve all armed conflicts in the country. He said the action of Ruben is unprecedented in Mindanao being the first top rebel leader to surrender to the authorities with the rank as party secretary. Cruz assured that Ruben Narciso will undergo a process where he can avail the livelihood under the CLIP of the government and will receive cash remuneration for the surrendered firearm under the AFP Guns for Peace Program. Cruz and Major General Ariel Bernardo, commander of the 10th ID led other officers of the military in presenting Ruben to Army chief Lt. General Noel Coballes and to the public Wednesday following the regular meeting of the Philippine Army Multi-Sector Advisory Board in a hotel here. Coballes lauded the troops for the latest achievement and also credited the effectivity of the PDOP in encouraging more rebels to surrender. “Ruben’s surrender only shows, that the Philippine Army is doing the right approach in dealing with the insurgency problem,” he said. Captain Severino David, deputy commander and spokesperson of the Eastern Mindanao Command said Ruben yielded a .357 caliber revolver during his surrender. He said Ruben bared during initial investigation the extent of his involvement in the armed movement. “Ruben joined the New People’s Army in 1997 and held various positions such as member of the Samahang Yunit Propaganda, team leader of a medical staff, political lecturer of the Pulang Bagani Command 5 until he was elevated to the position as front secretary of the front committee 34 operating in the areas of Compostela Valley,” he said. In a separate interview, Ruben said the hardships of the life on the run and the broken promises and disappointments in the rebel organization forced him to change perspective and returned back to the folds of the law through the peace and development team of the 25th IB. In 2007, SPI launched its Reading and Proficiency Project covering all public schools in Villanueva. Because of this encouraging result, SPI expanded the project in 2011 to include the all public schools in the neighboring town of Tagoloan, Misamis Oriental and benefiting about 4,900 grades 1 to 3 pupils of both municipalities.

SPI has also been promoting academic excellence by recognizing and providing both material and financial incentives to top three performing students in five (5) public schools of Villanueva. About 72 Power Student awardees continue to receive educational assistance every year. Beginning 2011, the award was expanded to include scholarship grants to high school class valedictorians. The first two batches of college scholars are now pursuing engineering and biology courses in reputable universities in Northern Mindanao.

Added to this, SPI has also provided multi-media equipment and educational videos to thirteen public schools in Tagoloan and Villanueva districts. This has enhanced the teaching learning effectiveness particularly in the subjects of science and mathematics.

On an annual basis, SPI assists in addressing the needs of public schools. Aside from participating in beautification and clean-up drives, SPI also helps address the perennial lack of classrooms and school chairs. SPI also forged partnership with national and local government agencies and some private entities in constructing two (2) school buildings in Tagoloan and Villanueva.

SPI continues to support education for all ages. SPI’s support to the Department of Education’s Alternative Learning System (ALS) aims to mainstream school dropouts back to the formal education system. Hundreds of school dropouts attended the series of ALS classes and so far, 122 passed the Accreditation and Equivalency (A&E) tests and were conferred with a high school diploma.

Aside from providing efficient and reliable source of power in Mindanao, SPI partners with stakeholders to undertake programs designed to help support in improving the quality of public education. Valley tourism exec eyes more arrivals with DOT-DPWH pact BAYOMBONG, Nueva Vizcaya -- The Department of Tourism (DOT) in Cagayan Valley expects that influx of more tourists in the region with the fast tracking of major roads leading to various tourism spots and attractions by the Department of Public Works and Highways (DPWH). With the convergence of DOT and DPWH, major tourism-related road systems and networks will be prioritized inorder to boost local and foreign tourist arrivals to the attractions that Cagayan Valley offers, said Blessida Diwa, DOT regional director. “There is now a convergence with DOT and DPWH to improve major tourism roads in the country so that our other tourism potentials will be discovered and regularly visited by local and foreign tourists,” she said. According to Diwa, tourist arrivals in the region last year reached 89,655 with more than 86,000 domestic and

more than 3,000 foreign tourists, sustaining the region’s place as one of the top 10 choice for foreign arrivals in the country. Promoted as the caving capital of the country, Cagayan Valley hosts the Callao Caves in Penablanca, Cagayan and the Capissaan Caves system in Kasibu, Nueva Vizcaya. At present, Diwa said that construction works are going on with the approved Sta. Clara, Aritao–Carranglan, Nueva Ecija alternate road with its corresponding bridges to provide more comfortable and accessible entry of tourists in the region. She also added that road improvement projects are now being done near the Capissaan Cave system in Kasibu, Nueva Vizcaya, including other tourism-related road networks in Cagayan Valley. “Since 2001, the Capissaan Caves has attracted 4,895 local and foreign

tourists. Improving the roads leading to the place will further boost its tourism potentials,” Diwa said. Blessida also said that there is a proposal to improve further the Bagabag Airport in Barangay Lantap in Bagabag, Nueva Vizcaya inorder to maximize its use for foreign and local tourism transportation programs and services. She also bared that prospects for tourism development in the region are the following: the implementation of the Philippine Development and Investment Plan for 2014 to 2019, the Bagabag Airport Development, the proposed Provincial Tourism Masterplan for Nueva Vizcaya, the establishment of the proposed convention center in Nueva Vizcaya, Provincial Tourism Council(PTC) organization in Nueva Vizcaya and Aggressive promotion of the government and private sector. Flights in and out of Cebu rise by 9.01% in 2012: NEDA 7 CEBU CITY -- Domestic and foreign flights in and out of the Mactan-Cebu International Airport (MCIA), the busiest airport outside Manila, rose by 9.01 percent to 69,836 in 2012 from 64,065 in 2011, an economic situationer said. The National Economic Development Authority (NEDA)-Region 7 economic situationer said domestic flights grew by 10.33 percent in 2012, while international flights went up by 1.44 percent. Passenger traffic grew by 7.02 percent from 7.4 million to 7.9 million last year. Domestic passengers increased by 7.99 percent or 6.4 million in 2012, while international passengers grew by 3.12 percent or 1.5 million. New flights by local carriers spurred growth in the aviation industry, the NEDA 7 said. Budget airline Cebu Pacific added flights to its Cebu hub to seven destinations, namely, Manila, Boracay, Dipolog, Kalibo, Legazpi, Pagadian and Siargao. It also increased its seat capacity for its flights from Cebu to Bacolod, Cagayan de Oro, Iloilo and General Santos. Aside from increasing its domestic flights, Cebu Pacific added international flights last year, the twice weekly flights from Cebu to Kuala Lumpur and Bangkok. New players like Mid-Sea Express and Eagle TransAsia Airways, started serving Cebu-Guiuan, Samar and the Cebu-Catarman-Tacloban routes, respectively, last year. (PNA)

Dagupan to build a river transport ferry DAGUPAN CITY -- The city government will build a new pier for a proposed transport ferry that will ply the Pantal River and other major rivers in Dagupan. City Planning and Development Officer Romeo Rosario said the ferry will be offered not only for tourists taking leisurely rides in major rivers of Dagupan but also to city residents as a mode of transport. Rosario led Mayor Belen Fernandez and City Engineer Virginia Rosario to the proposed site of river ferry pier just down below the new Pantal Bridge and in front of the district office of the National Bureau of Investigation. The ferry is expected to replace the Dawel River Cruise put up by the past city administration for the pier called Daongan ed Dawel alone. The Dawel River Cruise was discontinued while Mayor Fernandez was acting Dagupan mayor as its three thatched- roofed boats were suddenly pulled out June 1 by men of the former mayor telling these were owned by Mayor Benjamin Lim. While asking the auditor’s office to verify the ownership of the boats, Fernandez said she might as well put up a river ferry to serve as a mode of inter-barangay transport which is badly needed in Dagupan due to daily vehicular traffic congestion. Thus, the river ferry will not just be a tourist facility but also an alternative transport system, the mayor said. (PNA)

Proper garbage management becomes source of income

JAKARTA, July 8 (PNA/ Antara) -- Garbage which is sorted and managed properly and then saved in a trash bank can become a source of public income. The Indonesian Environment Ministry’s program of trash banks in the beginning was to overcome trash problem and to increase public awareness of waste management, but now it also provides great economic benefits to the society. “Trash management does not only make a city clean and beautiful but it also improves the economy of the people as has been expected by the government,” Environment Ministry’s Waste Management Deputy Assistant Sudirman said in Probolinggo, East Java, on Sunday. Initiated by the Ministry of Environment, the trash bank program was considered an effective concept to overcome trash problems and create a cleaner, healthier and more comfortable environment. The presence of the trash bank is part of the Ministry of Environment’s target to develop at least 25 trash banks in each of 250 cities across Indonesia by 2014. Sudirman said the Ministry has recorded a turnover of Rp15.7 billion per month from all existing trash banks in the country. As of December 2012, there were 1,136 trash banks in 55 districts and cities, involving around 29,203 workers but now the number has increased significantly. “Now there are a total of 1,195 trash banks in 58 districts and cities with 106,000 workers that produce Rp15.7 billion per month,” Sudirman noted.

“Therefore, he called on the people to save the trash in the trash banks to produce money to pay their electricity and telephone bills,” he added. Sudirman said a trash bank was a garbage management technique by adopting a banking management, but the instrument of transaction was garbage, not money. Due to a lucrative additional income from trash management, Sudirman invited all people to actively manage the trash problem properly in order to reduce greenhouse gas emissions. He said the presence of trash banks was first initiated by the people of Bantul district in Yogyakarta and now it has been developed and applied in various parts of the country. The trash bank initiator in Yogyakarta was Bambang Suwerda who had said the garbage bank existence could also change the social status of scavengers who roamed the garbage heaps to pick out inorganic waste. Bambang said the scavengers who brave the heat to comb through the mountains of trash for anything salable virtually contributed to solve the waste problem. He also said that through the trash bank development program, the scavengers would have clear access to work with waste collectors and waste receptacles in a number of factories. Following his initiative to introduce the trash bank to the people of Bantul District, Bambang was granted a Greenovation Award by the Agency for Assessment and Application of Technology (BPPT) in November 2011. He said the granting of the Greenovation Award

2011 was for the success of “Gemah Ripah Trash Bank” to civilize and propagate the spirit of environmentallyfriendly trash management among the local community. Trash bank as part of efforts to overcome ubiquitous problem in Indonesia is also able to empower the people’s economy at grassroots level. Trash is actually a ubiquitous problem in Indonesia as the people either burn their garbage in front of their houses or simply throw it into the rivers, for they have lack of methodical way to deal with it. Consequently, riverbanks in urban as well as rural areas are plagued with massive pile-ups of plastic bottles, empty bags of chips and various types of large and small trash. Therefore, the Ministry of Environment has launched a trash bank development program in a bid to raise the circulation of people’s economic value and to reduce the trash problem. But the Environmental Affairs Minister Balthasar Kambuaya said in Surabaya, East Java, in March 2013 that trash bank has not yet spread evenly in the country. Therefore, he has encouraged all regional administrations to establish trash banks to overcome garbage problems besides increasing the people’s additional income. “If the trash is properly managed, the volume could be reduced up to 50 percent. Besides, it could also increase the income of local people,” the minister said. The environmental affairs minister has noted that one person could produce two kilograms of garbage per day, and if he or she managed it

properly, it could turn into a source of income. He said trash banks held great potential for both city and provincial governments and therefore, all cities and districts in every province should have them. The minister pointed out that the presence of a trash banks would help improve the local people’s economy because those who have the capability to value trash and sort it according to type and sell it to the banks would have an additional income. According to Bremenbased Overseas Research and Development Association (BORDA) in Germany, more than 22.5 million tons of garbage are generated in Indonesia every year, and by 2020, Indonesians are

Very dangerous indeed THE move of House Speaker Feliciano “Sonny” Belmonte to amend the Constitution through constituent assembly is indeed very dangerous. It could be likened to a boy tinkering with a time bomb to prevent it from exploding. For one, the people did not elect their national legislators, senators and congressional representatives, so they can tinker with the Constitution. The primary reason for their election is for them to enact laws that will provide the legislative framework by which the Aquino administration could achieve its program of extricating the poor from economic suffering and misery. Convening itself as a constituent assembly to propose amendments to the Constitution to serve the interest of foreign capitalists is downright treason. It is selling the country to these foreign capitalists lock, stock and barrel. In fact, Belmonte and those who share with him his

The all-resourceful Pilipino or should we use the proper term, Filipino is above the law in cases where the law is disadvantageous. To my understanding the laws of the land pertain to all and not a few (as per Mayor Fred Lim, who having lost this past election) just maybe no longer applies. The President and the authorities are obviously above the law and the economy is dictated by the oligarchs who dictate to the judiciary and the legislative. Or maybe it is also the legislative that is the law by way of their dictatorial powers and financial authorities. We already know there is no such thing as a good dynasty and yet we are told by the law (pun intended) that there are good dynasts. We are either too stupid to realize this or too scared to throw them out. We have already had our people powers to no gain and are left to fend for ourselves. The media has become inutile serving the law (people/ authorities) and there is no longer public opinion. Alternatives no longer present themselves only to court disaster with adventurism. As for the incompetence, the ineffective authorities and department heads of government, the lawless and corrupt – we settle for a chaotic democracy where our streets no longer can accommodate our traffic, our rivers deluding communities, our farms no longer producing and infrastructure that is eroding. The lifting of air restriction for PAL was the result of series of meetings and on-site safety assessment conducted by the European Commission last June 3 to 7 in the Philippines, according to Ledoux. “This decision is very encouraging and is a first success for both CAAP and Philippine Airlines,” Ledoux said. The EU ambassador commended CAAP director general William Hotchkiss and his team for working hard to reach this “tremendous achievement in such a short period of time.” “Without the relentless work of DG Hotchkiss and his team, this would not have been possible. It must be remembered that DG Hotchkiss took over the helm of CAAP only one year ago,” Ledoux said. “The European Commission and the Air Safety Committee are encouraged by the actions being taken by the CAAP and the Philippines air carriers to address outstanding safety issues and will continue to closely monitor the situation in view of conducting further reviews including other Philippines air carriers,” the EU ambassador added. The delisting of the Philippines from the International Civil Aviation Organization (ICAO)’s roster of countries with significant safety concerns also played big role towards regaining the EU’s decision to lift restrictions on Philippine carriers. Hotchkiss expressed appreciation to EU diplomatic community who were present during the press conference for crediting the hard work and effort that the CAAP team did for more than a year. “It was a super human effort and I would like to thank EU for lifting the air restriction on Philippine air carriers,” Hotchkiss said. PAL president and CEO Ramon Ang also expressed his deepest gratitude to the EU diplomatic community and President Benigno Aquino III for choosing very competent team to manage CAAP. “Without their dedication, I don’t think the lifting could have happened,” Ang said. With the lifting of air ban, Ang said PAL will start flying to Europe specifically

in Paris, London, Rome and Amsterdam starting September or October. Ang said PAL is ready to compete with big airlines in Europe with its acquisition of long-range aircraft Airbus340s. Ledoux said the Philippines’ other airline Cebu Pacific Air has not been included in the lifting due to the recent airport mishap at Davao International Airport involving Cebu Pacific aircraft. “Cebu Pacific did quite sound compliance but the unfortunate incident on June 2 has shown that there is some safety measures that the airline has to addressed,” Ledoux explained. The CAAP has already suspended the two pilots of the Cebu Pacific aircraft that overshoot the run way of the Davao International Airport. With the lifting of EU air ban, Hotchkiss is eyeing next the upgrading of the Philippines aviation from Category 2 to Category 1 by the US Federal Aviation Administration (FAA) before the year ends. All air carriers from the Philippines were banned from the EU in March 2010 following very poor results from an ICAO audit in 2009 which led to a significant safety concern (SSC) being issue by ICAO. Corrective actions have been progressively undertaken by CAAP and two airlines PAL and Cebu Pacific as shown in an assessment by ICAO in October 2012. At this stage, France took the initiative to provide technical assistance to CAAP, leading to the removal of all remaining significant safety concerns in April 2013 by the ICAO. With the delisting of the Philippines, the EU Air Safety Committee had listed the following countries still banned on EU namely Afghanistan, Angola, Benin, the two Congos, Democratic Republic of Congo and Republic of Congo, Eritrea, Djibouti, Equatorial Guinea, Gabon, Ghana, Honduras, Indonesia, Kazakhstan, Kyrgyztan, Liberia, Mozambique, Rwanda, Sierra Leone, Sao Tome and Principe, Sudan, Suriname, Swaziland, Venezuela and Zambia. Meanwhile, the Department of Tourism (DOT) is most pleased with the decision of the European Union (EU) to lift its ban on the Philippines, which will now allow Philippine Airlines (PAL) to operate

As a result of her inspirational work on Fisk and Crawford, Kim was awarded this year’s Goldman Prize for North America, often referred to as the environmental Noble Prize. Leila Mendez A Pilsen resident, Leila directly suffered health impacts as a result of environmental pollution. After beating an aggressive and rare form of breast cancer, Leila went in search of major polluters in her neighbourhood. She teamed up with a growing neighbourhood watchdog group called Pilsen Environmental Rights and Reform Organization (PERRO) to better understand the health impacts of Chicago’s two coal plants. In the years that followed, Leila was often found in front of marches and news cameras and addressing crowds at the numerous events organized by PERRO and the Chicago

Clean Power Coalition. A few months before Edison agreed to shut down the coal plants, Leila travelled to the company headquarters in Los Angeles, along with Kim Wasserman and other LVEJO members, to deliver tens of thousands of letters to company officials. This campaign was a true grassroots effort, driven by volunteers and activists from every corner of the city, and coordinated through the Chicago Clean Power Coalition, a 60 member powerhouse that united community organizations, large green groups, and a host of health, faith, and labour organizations. In the end, what started as a community fight for clean and air water eventually gained national and international attention. In a crowd of talented and passionate organizers, Kim Wasserman and Leila Mendez were two of the voices that provided inspiration to others in the struggle. The fight continues Edison International had to shut down its coal division, but the once subsidiary Midwest Generation continues to operate four dirty coal plants in the Chicago suburbs. Community activists at Citizens Against Ruining the Environment and Clean Power Lake County are running grassroots campaigns to close the remaining plants in Will County and Lake County, IL.

The bill sets adequate strategies to ensure that every LPG tank coming out of a refilling plant has gone through painstaking safety or re-qualif ying t e s t s . Ta n k s d a m a g e d from normal wear and tear would be promptly detected, repaired and re-qualified, or scrapped, as the case may be. The measure also enables the orderly replacement of all substandard tanks in the open market. It includes a one-time cylinder exchange program for the benefit of consumers owning rundown tanks. The bill also protects consumers from abusive refillers and traders as well as illicit importers of second-hand and possibly dilapidated tanks.
