Customs official in Davao resigns DAVAO City––Even in acting capacity as Bureau of Customs-Davao district collector for less than a month, lawyer Edward James Dy Buco resigned following the call of Customs Commissioner Ruffy Biazon for all port and sub-port district collectors to resign from their respec-

Dy Buco, who used to be the deputy customs collector for operations, has been Davao-port’s officerin-charge just this month following the early retirement of lawyer Martiniano Bangcoy, who has still two years left before his mandatory retirement. Bangcoy cited health reasons for leaving the agency

CAGAYAN de Oro City–– For the first time after the Friday bombing in Cagayan de Oro, family and friends of those who perished in the blast gathered on Tuesday morning at the site in Limketkai to pray for justice. Fr. Neil Limbaco of the San Jose de Mindanao Seminary officiated a mass for the participants and urged them to continue praying for the victims. Fr. Limbaco said the incident was the “handiwork of the devil.” Some of the family members spoke on behalf of the

group saying they are “sad, angry, hurt and ashamed” that the bombing happened in their city. They said that they will ensure that those who died will not die in vain as they pray for justice and remain vigilant. They also called on the local government to make a “swift but full investigation” so that they would know how the incident happened. Mindanao business want specifics from Aquino in forthcoming MinBizCon DAVAO City - Davao City will host the 22nd Mindanao Business Conference (MinBizCon) on August 8 to 10, which will discuss policy agenda and recommendations with the national government on the Mindanao economy. While the conference theme is ‘Moving Towards ASEAN Business Integration,’ MinBizCon Director John Gaisano Jr said participants will ask specific actions and policies for Mindanao’s economic sector from President Benigno Aquino III and eleven Cabinet secretaries who were invited for the event. “This will not just be an event where national guests will come and give their messages. This time, they will sit down and listen to what the Mindanao business sectors want,” said Gaisano during Monday’s regular Kapehan sa SM Annex Davao press conference. Gaisano, former chair of the Davao City Chamber of Commerce, said the President and the officials

will hear “key economic concerns” from their consultation with “nearly 250 businessmen and industry organization leaders in five regions all over.” Issues to be focused by the conference include power reform, support for small and medium enterprises (SMEs) and agribusiness, and skills development, according to Gemma Dagaas, media affairs of Mindanao Development Authority (MinDA). Gaisano said Mindanao’s business leaders want to hear specifics from the Aquino government for Mindanao’s growth. “For a time, Mindanaoans feel like third class citizens. Yet we produce 40% of the country’s food requirements and more than 30% to the national food trade.” Mindanao remains as the country’s main source of food and agribusiness accounting 60% of the country’s agricultural exports worth 130-billion pesos (US$ 3B), according to figures from MinDA. “If the president said he cares for the poor, then he should come. Mindanao is

where most of the poor live. We appeal for the president to listen,” Gaisano added. Gaisano said he has personally informed around five of the Cabinet secretaries to attend the event. When asked if he has reached the president, he replied, “The letter is already on his table.” After the President’s State of the Nation Address, government agencies announced that five Mindanao regions experienced economic growth driven by exports and agribusiness. But sectors from workers and farmers complain they get little to no benefits from low wages, lay-offs, laboronly contractual scheme and lack of agrarian reform. Concerns in the region’s agribusiness such as lack of processing centers, support for small agribusiness players and large tracts of untapped land will also be discussed, this according to Romeo Montenegro MinDA director for Investment Promotions and Public Affairs. The business leaders share the same call for support to SMEs, especially with the coming ASEAN

economic integration in 2015. Gaisano said in economic blocs like the European Union, SMEs get support, research and funding for their development. “The government doesn’t need to help the likes of San Miguel (Corp) or Henry Sy. It’s the SMEs that need help,” he added. In the website of the Department of Trade and Industry, SMEs nationwide account around 96% of all enterprises or around 75,000 est ablishments and employed two million people. Micro and SMEs operate mostly in trade and repairs of motor vehicles, manufacturing, social services, finance, and food. Mindanao regions, however, are lagging behind in figures. The conference is expected to gather 1,000 people from business leaders in Mindanao, Manila as well as foreign economic leaders including BIMP EAGA. DAVAO City––The Davao Light and Power Company has offered energy-saving tips for users of air-conditioners whether at their homes or offices. “One of the biggest energy users is the air-conditioner. But, with the advent of high technology appliances, many energy efficient models are now available in the market. These new models allow you and your

family to enjoy the comfort of using an air-conditioner, while worrying less about your electricity bill,” said Ross Luga, DLPC assistant vice president for corporate commications and branding. Luga said they are looking at the following tips to be worth trying when buying or using an aircon. Use inverter type airconditioner. With inverter technology, you can get up

to 50 percent savings versus a conventional non-inverter aircon. Check the Energy Efficient Ratio (EER) of your air-conditioning. The higher the EER, the more energy efficient the unit is. Using an oversized air conditioner is actually less economical and not energy efficient. Use air conditioning units which are properly matched with the size of

area or room to be cooled. Install the aircon in a cool area. A unit operating in the shade uses ten percent less electricity than the same unit operating under direct sunlight. Regularly clean or replace the aircon filter and condenser. A clogged filter will prevent air circulation while a dirty condenser will not efficiently expel the heat load of your airconditioned room. Do not place lamps, television sets and other heat generating appliances near your aircon. The thermostat picks up their heat, prompting the machine to run longer than necessary. Luga said that simply turn off the aircon when not in use. “Teach your family members how to save energy by using aircon efficiently. Energy efficiency offers an opportunity to reduce energy costs, while enhancing comfort,” he said. PNA

21 dead, 4 missing in Gansu floods LANZHOU -- Twenty-one people have died and four are missing after rainstormtriggered floods and mud-rock flows hit a city in northwest China’s Gansu Province, the local government said on Saturday. Four rounds of downpours, which swept Tianshui City recently, triggered floods, landslides and mud-rock flows in seven townships and left people missing and buried, said the Tianshui City government. Nine out of 28 villages in Niangniangba Township in Qinzhou District remain isolated because power, communications and roads were cut off, said the government. In Rongguang Village of Niangniangba, more than half

of the houses were destroyed in the natural disasters, said a rescuer. The local government have dispatched nine squads to these villages to check the damage there. Firefighting departments in Tianshui also sent 50 rescuers to the areas. More than 1.2 million residents in seven counties and districts were affected by the rainstorms, with 30,000 evacuated. The Tianshui municipal government said helicopters, excavators, generators, medicine and food, tents and quilts were needed for relief efforts. The local meteorological station forecast the city would have a new round of heavy rain in the next few days. (PNA/Xinhua)

Disaster mgt training center up in Leyte TACLOBAN CITY -- A disaster management training center owned by the Leyte chapter of the Philippine Red Cross will soon rise in this highly urbanized city of Tacloban. The P450,000 training center that is funded by the Federation of Chinese Chamber of Commerce and Industry Inc is expected to be finished a month from now. “It is about time for the Red Cross to have its own training center,” said Go Tic Ching, Tacloban FCCCI president. During Friday’s groundbreaking ceremony, he expressed his gratefulness to their mother organization for the approval to finance the construction of the center. The group provides funds only for the construction of school buildings. The imminent danger brought by disasters and calamities that happen due to effect of climate change need must be addressed properly by

ensuring that every individual will acquire proper knowledge on disaster management, he likewise stated. The center will train barangay officials and would be volunteers of Red Cross on different aspects of life saving or first aid. Atty. Miguel Tezon, chairperson of the PRC Leyte chapter said that they are open to train groups if they are interested on disaster management. They just have to inform the office ahead, he added. “We really aim to train school age children; those who are in school. We need to train them so they will know how to protect themselves and at the same time act when there are disasters happening in their area. They need to be selfcapable people,” Tezon said. He added that they also expect the participation of local government units (LGUs) because they are always at the frontline during calamities and disasters. (PNA)

GENERAL SANTOS CITY -- Around 50 families were displaced as flashfloods and landslides spawned by torrential ravaged six villages in the coastal town of Glan in Sarangani in the last two days. Glan Mayor Vic tor James Yap said on Saturday five villages in the area were swept by flashfloods while another was temporarily isolated by landslides due to the almost nonstop rains in the area since early Friday. The rains were triggered by an approaching Low Pressure Area that is embedded along the Intertropical Convergence Zone affecting Mindanao. On Friday afternoon, the mayor said several roads leading to Barangay Batulaki and the neighboring areas were rendered impassable due to the landslides

in the area. He said seven public school teachers assigned in Barangay Kaltuad were trapped for several hours due to the flashfloods that forced them to seek refuge at the roof of one of the area’s school buildings. But Yap said the teachers were rescued and were able to return to their homes on Friday night. A report from the Glan Municipal Disaster Risk Reduction and Management Office said flashfloods also swept barangays Laguimit, Cross, Big Margus and Small Margus, forcing 50 families to evacuate to safer grounds. The floods, which reportedly reached chestdeep or around four feet in some areas, were caused by the swelling of several waterways in the area fol-

lowing hours of heavy rains, it said. No casualties were reported during the incident but six houses in Laguimit and one in Cross were washed away by the rushing floodwaters. Yap said the municipal government has already released relief assistance to residents of the affected villages. “We already informed the concerned government agencies regarding the status of some of our roads due to the floods and landslides,” he said in a radio interview. The mayor added that the MDRRMO, Glan police station and local rescue teams are currently on alert as the area’s situation remained volatile due to the sporadic rains. In its 4 p.m. weather

advisory, the Philippine Atmospheric Geophysical and Astronomical Services Administration said the Low Pressure Area was estimated based on all available data at in the vicinity of Davao Oriental (7.5° North, 126.5° East) embedded along the Intertropical Convergence Zone affecting Mindanao and other areas. Zambo School launches green technology project ZAMBOANGA CITY -- The Zamboanga City State Polytechnic Colleges has launched its Green Technology project in support to environment protection in the community following the negative effects of climate change. ZCSPC president Dr.

Are not MWSS officials government officials, too, who are already being paid fantastic salaries and allowances, precisely to do their job, just like the rest of the bureaucracy? Why is there a need to give additional fat bonuses to MWSS officials who merely did their jobs as expected of them anyway? How about other government officials who have been

The question is: since the MWSS is a government agency that is mandated to provide a very basic service to the people, why should it be concerned about earning billions? What the MWSS should be concerned about, really, is making potable and clean water accessible and available to its customers, at rates that are not oppressive and designed as if the MWSS is a private corporation whose only reason for being is profits, and nothing else. I wonder what happened in the interim, between 2010 and 2013, that we now see top officials of the Office of the President espousing the welfare of MWSS officers rather than the welfare of water consumers? I’m so thankful that I enrolled at Capitol University with the course EDAD 305 with descriptive title Management of the Instructional Program because I’ve learned a lot even it was still our first night of Ph.D. class with our excellent Professor. It was emphasized that planning is one of the most important aspects in instructional management. It should be written or printed in a piece of paper for this will serve as “blue print” for instructional managers in their quest to reach a certain goal whether short term or long term goals. Planning and reaching a certain goal should be accompanied by strong, spirited and positive actions for the betterment of the schools, organizations or any other establishments and institutions. I remembered this saying “plan your work and work your plan”. As instructional managers, whether you’re a school principal, master teacher, classroom teacher, or any position in the government or nongovernment organizations, we need to determine the strengths, weaknesses, opportunities and threats in our organization so that good relationship among our subordinates would be maintained throughout. During our group activity, we identified different characteristics of effective instructional managers. The position of being a teacher and being a school head teacher are just two of the job positions available in the Department of Education. Their difference is that a teacher or schoolteacher is a person who provides education for pupils (children) and students (adults). The role of teacher is often formal and ongoing, carried out at a school or other place of formal education. Teachers teach children to read, write, do math, and much more. They use games, videos, computers, and other tools to teach children different subjects. Teachers show students skills. They also explain information. Teachers plan their lessons before they teach which can take a lot of time. Teachers try to make their lessons easy to understand. They teach things in different ways so that different students can learn in the way that is easiest for them. Teachers might use a chalkboard, a projector, or a computer. They make posters or worksheets before class starts. Teachers plan the schedule for the day. Most teachers have to teach what the principal tells them. Teachers also assign homework and class projects. They often have students work together to do projects. Head teacher is a teacher who has overall authority in a school setting. He/she is also known as a principal. A head teacher oversees the entire running of the school and every teacher and student is answerable to him or her. The characteristics of a good head teacher include the ability to lead the whole school society professionally. He has the teachers, sometimes non staff and students under him, he should be able to organize and head them. A good head teacher should also have a strong sense of purpose. They

should strive to see students prosper from one stage of education to another. Good head teachers should be realistic and level headed. They diagnose their schools’ strengths and weaknesses wisely and dispassionately and try to improve them by coming up with creative programs and strategies. For the Department of Education, An effective teacher can be determine through his performance on the criteria being set under the so-called NCBTS or the National Competency Based Teachers Standards and the students’ performance most importantly in terms of scores on the National Achievement Test (NAT). While an effective school head is someone who knows how to understand and inspire teachers through appreciation, proper tasking and providing innovative information to name a few. What makes them different from each other is that the main concern of the teacher is the implementation of the curriculum, the students’ performance and the concerns of the parents. The school head on the other side is not just on the parents, students

and teachers but to the whole operation and needs of the school as well. Although the teachers and the school heads may seem to have different duties and responsibilities in the educative process, they both play a very important and significant role in the implementation of education most especially that we are on the process of innovating our basic education system through the implementation of the Revised Basic education Act of 2013 better known as K to 12 program and most importantly in molding the learners to become better citizens in the future. As teacher, we are given great responsibility towards the implementation of education programs. What should we do is to make sure that expectations being set towards us teacher are well performed not just for the benefit of being appreciated but being able to do what a teacher should do in the world of education and in educating students even though we know that education is a long and continuous process. It can even be sometimes tedious, meticulous, tiresome and discouraging but since we chose to be in this line of noble profession then who are we to say NO to improvements and change.

It has acculturated the entire agency, even its own officials already admitted to its existence. We in Congress should police our own ranks. Who else will look into this if we ourselves turn our eyes away from it?” B oC C ommissioner Ruffy Biazon himself admitted in an interview that the “padrino system” is difficult to break up because it is deeply entrenched inside and outside the system.
