AVAO CITY - Operations at the Davao International Airport resumed at 8 p.m. Tuesday, 49 hours after a Cebu Pacific aircraft veered off the runway on Sunday night and caused the closure of the airport, cancellation, diversion of flights, and losses to the local economy of at least P250 million. “Conservative estimate of losses to the local economy since yesterday is around P250 million,” Jason Magnaye, head of the Davao City Investment Promotion Center said. The amount includes

Heavy rains hamper removal of crashed Cebu Pacific aircraft DAVAO CITY -- It took 49 hours for the Cebu Pacific Air management, a team of engineering and maintenance personnel and experts from Singapore Airlines Engineering Company to extract the aircraft from where it stuck in the runway about 5 p.m. Sunday night. The continuous heavy rains caused the delay in the combined retrieval efforts of the Cebu Pacific team and the Singaporean engineering company to clear the Cebu Pacific aircraft that veered off the runway on Sunday night. The mishap resulted in the closure of the airport

and the diversion of flight to nearby General Santos City on Tuesday apart from incurring millions of pesos on Davao City’s daily business activities. Mayor Sarah DuterteCarpio estimated the loss to Davao City economy to as much as P250 million as a result of the airport’s closure since Sunday evening until the ill-fated aircraft was cleared from the runway Tuesday evening. ‘Kasambahay Law’ takes effect, June 4 THE Republic Act 10361, also known as Kasambahay Law, which aims provide protection and better working conditions for household workers, takes effect today, June 4. The Department of Labor and Employment announced Tuesday that Republic Act 10361 will now be implemented, after the 15 days have elapsed since the publication of its Implementing Rules and Regulation (IRR). Under the law, minimum wage of household service workers (HSWs) in the country is set to P2,500 a month for those employed in the National Capital Region; P2,000 a month for those employed in chartered cities and first class municipalities; and P1,500 a month for those employed in other municipalities. It mandates that this should be paid in cash directly to the worker once a month, and not by promissory notes, vouchers, coupons, tokens, tickets or chits. The law also institutionalizes the provision of a comprehensive package of benefits to Fili-

pino household service workers, including their entitlement to 13th month pay; service incentive leaves; and social welfare benefits, such as SSS, Pag-IBIG, and PhilHealth. In a statement, DOLE Secretary Rosalinda Baldoz said it fulfills the country’s obligation to enact a national legislation in compliance with the International Labor Organization’s Convention 189 which sets new international standards for the protection of household helpers. It was signed into law by President Benigno Aquino III on January 18. During the signing, Labor Secretary said the Kasambahay Law is a “landmark piece of labor and social legislation that recognizes domestic workers as similar to those in the formal sector”. “The purpose of the law is to not only protect substantial rights and provide better privileges, but also to prepare domestic workers to become more productive citizens of the land,” Baldoz said. Foreign couples adopt Filipino children with DSWD’s help MORE and more couples from around the world are now all eyes with love for Filipino children that are legally available for adoption. Recently, two couples from Indiana, United States of America, and Zaragosa, Spain visited the Regional Reception and Study Center for Children (RSCC) to finally meet their adopted children. RSCC is a residential facility for children under the custody of the Department of Social Welfare and Development. The children-

residents whose age range from zero to seven years old are declared open for adoption. Under Republic Act 8043, also known as the InterCountry Adoption Act of 1998, an alien or a Filipino citizen permanently residing abroad may file an application for inter-country adoption of a Filipino child under certain qualifications that uphold the welfare and rights of the Filipino child. Among them is that the adopter must be at least twenty-seven (27) years of

age and at least sixteen (16) years older than the child to be adopted and If he or she is married, his/her spouse must jointly file for the adoption; With the capacity to act and assume all rights and responsibilities of parental authority under his national laws, the adopter shall undergo appropriate counseling from an accredited counselor in his/her country; Moreover, the foreign adopter must also come from a country with whom the Philippines has diplomatic relations and whose govern-

THE future of Filipino education is a road well-paced by modern and interactive classroom, which should be imbedded in new ways to build better knowledge foundation for the Filipino schoolchildren, getting them directly connected with the rest of the world through computers, the internet and web-based libraries, among others. The point is not just the connections students get, but building the capacity for teachers to engage in interactive learning as a way to both access and impart knowledge in new ways. In the process, Filipino students get to learn more about what matters not just today and here in the country, but tomorrow and globally. The intent to modernize the Filipino classroom makes it interactive, informative and global. What can best present Filipino students the future if not a modern and interactive classroom – where learning process is done with interactive facilities via the computers and other gadgets as learning materials? The future of Filipino students depends on more interactivity with their teachers, and by interactivity doesn’t simply mean learning methods that one can fetch or call up off the Internet. Rather, it should be interactions that put the classroom in direct contact with the world. This is the direction that Filipino classrooms must pursue. These connecting points are critical to helping cement the knowledge base and understanding that Filipino youths establish with the rest of the world. In these days and age, people can get information from anywhere they want. There’s only one reason they get the right information -- they get it through their teachers in the corners of their interactive classrooms. Amid much hand-wringing about cutbacks and economic pressures, an interactive classroom can set some priorities. Produce the basic ones first. Basic educational inputs using new technologies can help students learn even better. Interactive classrooms can evolve in quite novel ways. After all, Filipino teachers are innovative in their respective ways. Overall, an interactive classroom teaching emerges with much higher comfort level for relinquishing traditional teaching that is rather of a two-way pipeline for teacher-student learning into diverse dimensional interaction in the former. When the Internet took off in the mid-90s, people saw possibilities for more than just archiving materials, updating incremental ones and opening up unlimited space. Ideas keep growing and the interactive classroom can absorb information in different ways. It is unlikely that in the future students will want traditional definitions. They will go for very hands-on updated understanding of things and processes. To that end, the Interactive Classroom will have to continue to provide a safe haven to experiment with interactive ways of conveying information, with narrative story-telling forms and even with some more definitions of new inventions and discoveries. The values of the country’s future leaders LACK of classrooms, lack of chairs, and lack of teachers are perennial problems that the Department of Education (DepEd) encounters during the opening of classes. Recognize this is a problem of our educational system. However, the problem irritates the public especially parents of the inability of the government and the DepEd to address the malady. There is this feeling that the DepEd and Cris Diaz educational officials simply want this problem to justify getting more in the pie of the country’s national budget. Hold it! If one talks about the approved annual budget for the Department of Education, one might have more questions than answers. With an approved national budget of P 238 billion, the Department of Education chalked the biggest chunk of the country’s national budget for the fiscal year 2013. That amount is almost half-higher than the P 152 billion budget for the Department of Public Works and Highway (DPWH). In most, if not all cases, public schools in the country’s hinterlands are dilapidated. Rainwaters sipped into classrooms. Often, these public schools are flood prone, too. Certainly, public schools lack the maintenance. The absence of an adequate drainage system also made public schools prone to flooding. This, in addition to the problems mentioned earlier. Even public schools in urban centers are not immune to these problems. As if to dramatize the public schools’ inadequacy of almost all everything, budgetary constraint included, education officials urged parents to form the Parents Teachers Association (PTA).

Monday’s opening of classes in all public elementary and high schools all over the country was expectedly greeted with so much complaints and grumblings about the lack of classrooms, lack of textbooks and lack of teachers but no one dared ask why these problems kept on recurring every school year opening. The unassailable fact about our government is that it is saddled with limited resources being a developing country. We can even say we are better off this time because scarce resources have not been squandered through massive corruption given the fact that President Aquino honestly and seriously frowns at corruption. It is only during this administration that the gap in the student-classroom,

The PTA was encouraged in all public and private schools under pretext that parents and teachers should work together to foster closer relationships. Aside from this, the creation of the PTA was to establish a favorable environment of learning. Other than this, there are no hidden agenda attached to PTA. Is it so? On the contrary, the PTA discloses so many controversial presumptions and assumptions. For instance, the school effectively employed the PTA as a channel to fill up the education department’s inadequacies. Teachers urged parents, through the PTA, to comply requirements that the education department is supposedly obliged to fulfill. A classic example is the repair of school’s rooftops and ceilings. More often, teachers ask parents for the painting of classrooms and the procurement of window screens, electric fans, and others. The fund for these projects is in the guise of the agreed contribution through PTA meetings. Such character simply exposed the DepEd’s brazen callousness. The truth is that the education department has budgeted for this through the division of schools. In addition, the local government units have also allocated budget for maintenance of public schools. The local government funds are set aside in the local school board. Not to mention the approved national budget, where have all this money gone? Perhaps, there is truth in the belief that the country’s education system is laden with corruption. What does one expects of a corrupt educational system? The vigorous war waged by Aquino against corruption netted the government huge resources that otherwise had been lost corruption. More classrooms were built. The government is even trying its best to close the gap between student and classroom by the end of the current school year through massive spending for the construc-

tion of more classrooms. When the new school year opened last Monday, the government almost hit its target of a one-is-to-one student-textbook ratio. But Education Secretary Armin Luistro is assuring everyone that every student will eventually have his or her own textbook once the schools lacking in textbooks shall have been identified and the Education department is able to ship to these schools

what they don’t have as yet. With the national and the local government units pooling their resources in addressing the lack of teachers, this problematic area will soon become a thing of the past. But one very serious concern that brought about all the woes mentioned above that was unfortunately never discussed is the problem about our burgeoning population. And in this regard, I find the silence of the Roman Catholic Church hierarchy revolting. Why revolting? It is the leadership of that church that is fighting tooth and nail against government moves at managing our population growth. No matter how many classrooms we construct, NOISE | page 8
