CAGAYAN de Oro City-The entire Northern Mindanao region has been placed on red alert as police authorities pursue manhunt operations for remaining 19 of the 21 inmates who bolted on Tuesday afternoon the Valencia City jail in Bukidnon province. Iligan City send off 96 athletes for Batang Pinoy ILIGAN CITY, Lanao del Norte - The city of Iligan sent off its team of athletes to this year’s Batang Pinoy (BP). Mayor Celso G. Regencia urged the BP athletes, to be calm and stay focused in whatever games they play. This was his message after a holy mass was offered at the Iligan City National High School gymnasium last August 26 before the Iligan team composed of 96 athletes left for Davao for the competition. City Sports Office spiritual adviser Fr. Ellah officiated the special mass. Mayor Regencia added the abilities and capabilities of a player must be used in the right way for them to achieve their goals not only to attain medals but also to encourage other youth to get themselves involved in sports, rather than

spending their time indulging in prohibited drugs. “As parents, we should always guide our children towards excellence for them to have a bright and better future,” said Regencia. Call to impeach Pres. Aquino is ‘too much’ CAGAYAN de Oro City - A call to impeach President Benigno Aquino III was “too much,” a former city councillor said on Wednesday. Former City Councilor Edgar Cabanlas said that the call to impeach Aquino for alleged involvement in the Janet Napoles billion peso scam was “too much.” Lawyer Antonio Soriano, chair of the civil society group in Cagayan de Oro City, called for the impeachment of Pres. Aquino and the establishment of a “revolutionary government.” Soriano’s statement was aired in one of the radio interviews here in reacting to Aquino’s role in the surrender and the protection of Napoles. Cabanlas said that there was nothing wrong with Napoles surrendering to Aquino. “After all, Aquino is the chief enforcer,” he added. The real issue was the security of Napoles since she was

considered as the “brain in the alleged P 10 billion pork barrel scam, Cabanlas said. City Councilor Teodulfo Lao, an independent member of the Liberal Party, said that the President was only protecting the accused (Napoles) from being harmed. Lao said that giving special treatment to Napoles was not an impeachable offense. He said that Aquino was just protecting Napoles for the purpose of solving the controversial pork barrel scam. Lao said that Pnoy was doing what was good for the nation, to solve big and high level crime which Napoles could be part as the solution. He said that Soriano could not also be held for rebellion because he (Soriano) was only expressing an opinion. MAMBAJAO, Camiguin Camiguin’s capital town starts off with a busy week as it opened on Sunday, September 1, its 158th devotional fiesta celebration in honor to St. Nicholas of Tolentino. As accustomed, the townsfolk prepare a nightly spree of dances showcasing different themes such as broadway or latin american dances, OPM night dances, arabic indian bolloywood dances, contemporary and interpretative dances, folk dances and robotics. During the day, visitors are likewise entertained with various sports tournaments,

Fast tracking of navigational system project at Laguindingan airport sought A RESOLUTION requesting the Department of Transportation and Communication (DOTC) secretary, through the Civil Aviation Authority of the Philippines (CAAP) to fast track the installation of navigational aid and other facilities at the Laguindingan Airport was endorsed to the City Council committee on laws and rules chaired by Councilor Ramon G. Tabor. This is an offshoot of discussions during the joint meeting yesterday of the City Council committees on trade, commerce and cooperatives, on public utilities and on public works chaired by Councilors Edna Dahino, Roger Abaday and Alden Bacal, respectively. The meeting was called in response to the special report made by Councilor

Dahino regarding the plight of passengers due to cancellation of flights in the supposed to be “all weather” airport. The lady councilor also expressed concern over how this will affect the business sector. FLIGHT RULES During the meeting, Laguindingan airport area manager Engr. Jose Budiongan explained that the cancellation of flights have been due to bad weather conditions. He said since navigational aids have not been completed, visual flight rules are being applied. He said CAAP seeks guidance on weather forecasts of PAG-ASA. If heavy rain is anticipated, flights are cancelled, he said.

It may be recalled that the 16th and 17th City Council also sought the deferment of the operation of the airport until all facilities have been installed, citing safety, security and convenience reasons. ROAD PROJECT A resolution requesting the DPWH to fast track the widening of the road from Cagayan de Oro to Laguindingan and the release of funds for the project was also endorsed yesterday. DPWH representative Leowald Pecore said P800 million has been allotted for the project.

URIGAO CITY – Suspected New People’s Army rebels reportedly figured in two attacks over the weekend in Surigao del Norte and North Cotabato.

The Police Regional Office in Caraga said six armed men, believed to be rebels, burned various equipment of the Silangan Mindanao Mining Company Inc. last Saturday in Barangay Febra, Mainit, Surigao del Norte. Burned were one VIP5000 transmitter (induced polarization survey equipment), one Honda KVA generator set, nine electric rods, four spools and a tent,

all costing P1,143,00.00. The alleged rebels also took the shotguns of security guards Nilo Macula and Danilo Dag-uman of Marilag Security Agency. Lt. Col. Vincent Iringan, commander of the 30th Infantry Battalion has not issued any statement pending an investigation, but said they are pursuing the attackers. Arrestio Tinglao, corpo-

rate communications manager of Silangan Mindanao Mining, told MindaNews they will release a statement soon. Silangan is a subsidiary of Philex Mining and is expected to start operations by 2017. DENR-12 to probe intrusion of tribal group, mining firm in reforestation sites G ENERAL SANTOS CITY -- The Department of Environment and Natural Resources (DENR) in Region 12 is set to launch an in-depth investigation into the alleged encroachments by a tribal group and a mining company on areas covered by its community forestry projects in the mountains of North Cotabato and Sultan Kudarat provinces.

Datu Tungko Saikol, DENRRegion 12 executive director, said Wednesday he directed the agency’s forestry personnel to look into the reported intrusions and come up with recommendations that will help resolve the problem. He designated DENR-12’s regional technical director for forestry Muripaga Umpar to spearhead the investigation. Saikol ordered the probe after stakeholders of people’s organi-

zations (POs) that were accredited by DENR-12 to implement their reforestation projects in the mountains of Arakan in North Cotabato and Bagumbayan in Sultan Kudarat reported the encroachments by “interest groups” into their project areas. He said a member of the Kabalantian Farmers Association, Inc. (KAFAI) based in Arakan complained that a tribal group from Bukidnon province reportedly encroached into their Integrated Social Forestry (ISF)

project area. KAFAI, which was earlier granted with an ISF area covering 5,402 hectares in Barangay Kabalantian in Arakan, is a rural worker’s association that is also registered with the Department of Labor and Employment. The group is composed of around 200 rural workers. He said its members, who are composed of Ilongo settlers and Manobo-Kulamanon tribal residents, are claiming prior rights over the area by virtue of a Certificate of Stewardship Contract issued by the DENR in 1997. Saikol said the intrusion into KAFAI’s project area was reportedly led by members of the Matigsalog tribe under the FEMATRIC or Federation of Matigsalog Tribe CADT Holders based in Kitaotao town in Bukidnon. He said the group is composed of holders of Certificate of Ances-

tral Domain Titles (CADTs) issued by the National Commission on Indigenous Peoples (NCIP). “The encroachments, according to KAFAI members, have allegedly brought instability in some parts of Barangay Kabalantian,” Saikol said. Some farmers who have extra resources allegedly resorted to “pay outs” in order to free themselves from trouble, he said. “This practice has some repercussions, though, because it has encouraged more adverse claimants who are really interested in receiving undisclosed sums of money,” he explained. Saikol said the problem has become complicated due to the alleged refusal of the NCIP to issue a Free and Prior Informed Consent (FPIC) to KAFAI. An FPIC is one of the requirements for the conversion of the area from ISF to Community-Based Forest Management

Exploitation of the student nurses Hospitals charging fees from nurses seeking work experience. This alleged practice by some hospitals and medical institutions as is a violation of the cardinal principle in law that no person can take advantage of the other. It is an immoral and unacceptable practice . Hospital should even be giving student nurses stipends for rendering service to them and not the other way around, according to a lawmaker from Davao City. The cardinal principle in law is that no person can take undue advantage of another. While there may not be a clear violation of labor laws as per Department of Labor the practice is against declared public policy and public morals in our civil code on human relations. On the job trainees (OJT) in other courses do not pay the company or employers for earning job experience. They are even given food and financial assistance.

Make someone happy THINK a minute. There were two very sick men who shared a room in a hospital. The man whose bed was by the window was allowed to sit up for an hour each day to help drain the fluid from his lungs. But the other man, who was not able to sit up, spent all his time laying flat on his back. The two men talked for several hours each day. They talked about their wives and families, their jobs and life’s experiences. Every day when the man by the window sat up on his bed for an hour, he told his roommate all the things he could see outside the window. He told him about the See HAPPY, page 7

advantage of our nurses who are in desperate need of work experience. The Civil Code is sufficient to run after these hospitals and medical institutions which continue to employ this nefarious practice. Congress should now step in to investigate the issue with the objective of crafting a law that specifically prohibits the practice of charging fees from on-the-jobtrainees, including those in the nursing profession. There are so many hospitals now who are raking-in a lot of money because they have a labor force (student nurses) who even pays just to be able to work for them. The government must put a stop to this unfair and immoral practice. Paging the Commission on Higher Education to look into the country’s nursing schools and stop issuing permits to those who have consistently shown poor passing record during board exams.

Disturbing developments

THERE are disturbing developments happening these past few days both in the international and domestic fronts that need a serious look at by citizens who embrace peace as their personal and collective advocacy. Just a few days ago it was reported that a group of patrolling soldiers stepped onto land mines laid out by the New People’s Army (NPA) rebels in Compostela Valley. Seven soldiers were wounded and it was reported that the shrapnel of the land mine were chemical-laden. I am not sure if the NPA had so far admitted to this ambush using chemicalladen land mines as alleged by the military. But this does not alter the fact that soldiers were wounded with chemical-laden bombs in that ambush. So far, however, there is no intimation that because of that barbaric act America might decide to undertake direct military action here to bring about peace in our troubled land like what it has decided to do in Syria after that reported chemical weapons attack that killed scores of civilians there. But what happened in Compostela Valley should be a cause of concern for every peace loving Filipino.

A deeper view Jesse E.L. Bacon II Who knows it was undertaken purposely to justify a stronger rotational presence of US military forces here in our country as proposed by that country’s Defense Secretary Chuck Hagel in a recent visit here. The resort to chemical weapon’s warfare is detestable to every peace advocate. Its use, however, could be a ploy to provoke peacemakers to agree to a more drastic military solution to the existing rebellion in the country waged by the CPP-NDF-NPA and the Moro secessionist groups. No one can really tell if this is not what is actually happening now that is why I am equally disturbed at the recent developments in the international front. I am, of course, referring to US President Barak Obama’s capitulation by his country’s ultra-right groups represented by the leader-

ship of the Republican Party in the US congress. Republican leaders just recently seized Obama’s initiative by publicly announcing all-out support to his call of deploying US military forces in Syria to topple down the government of President Bashar Assad. The move of the Republican congressional leadership is believed by many as getting closer to a decision at taking military action against the Syrian government that is being challenged by US-backed rebels fighting to overthrow it. Like any unrest in any Middle East country our domestic affairs, specifically the economy, will likely be affected as it is affected now by this impending US military aggression in Syria hence the need for us to be wary about this development. CITY OF MATI, Davao Oriental (PIA): At the start of the 113th Philippine Civil Service anniversary monthlong celebration, Davao Oriental Governor Corazon Malanyaon urged provincial government department heads to take seriously the performance evaluation system (PES). In an interview, Malanyaon said she emphasized to them during last Monday convocation that the PES “has to be a system that meets the standards, an evaluation to take seriously.” “It should reflect the correct performance or the actual performance of every employee,” she said as she pointed out the need to rate the day-to-day service of every employee based on the standards. She noted the seemingly “uniform” ratings which could not possibly be reflective of actual performance, saying “there are those who perform better and there are those who are not performing at all.” “So let us not make a mockery out of this performance evaluation system,” she said. Referring them as frontliners in government service, she also urged provincial government employees to properly deal with their daily clients, showing “the right attitude at all times.” She put emphasis on being courteous and polite, being more accessible, and being facilitative of the clients’ reasonable requests and legitimate complaints. BSU External Study Centers receive CHED closure order DAVAO CITY— At least six (6) Bukidnon State University (BSU) external study centers with five operating in Compostela Valley province and one in Davao del Norte have been slapped with a closure order after the Commission on Higher Education Region XI discovered that it failed to comply the standards set by higher education institution’s (HEIs) governing body, a CHED official said Tuesday. Engr. Luis D. Perez, Education Supervisor II of CHED XI, said that the basis of the closure order was being non-compliant of the six identified external study centers to the CHED’s basic standard requirements. He cited that these external study centers lacked appropriate classrooms, full time personnel, laboratories, insufficient library holdings, school facilities, among others. He said that “as per instruction of CHED Central

office, we conducted an inspection and monitoring to all the six identified BSU external study centers last April 2013 and we submitted our findings to the CHED Central office through the Office of the Program Standards (OPS).” The Office of the Program Standard made their report based in our submitted inspection and monitoring report and they came up with the recommendations for the CHED En banc to issue an immediate closure order, Perez added. In a CHED En banc Resolution No. 507-201, it approved the “immediate closure of the non-compliant External Study Centers of the said State university in the municipalities of Compostela Valley and Davao del Norte, in accordance with the pertinent laws, rules and regulations of the Commission on Higher Education (CHED),” a dispositive portion of the resolution read. He told reporter that he is still waiting for his appointment from the local chief executive, though during the campaign period, Mayor Duterte hinted that he prefers him to be the city administrator. While CHED’s XI Dr. Raul Alvarez is directed to facilitate the transfer of the students of the extension campuses that are due to be closed to compliant and duly recognized higher education institutions (HEIs) in the area. However, Perez said, that external study centers in Compostela posed no problem as students will be integrated to the proposed Compostela State College in the province as provided in the law establishing the latter. He explained that the manner of closure will be either an outright phase out or gradual phase out. But Perez stressed that it will still be decided by the two CHED Directors as to what will be the manner of closure that is likely to be implemented since CHED is considering and taking into considerations also the situation of more than 5,000 students presently enrolled in the said external study centers. Earlier, the Regional Development Council II issued Social Development Resolution No. 2, series of 2013 signed by Anthony Sales. The resolution contained the implementation plan of action pertinent to the CHED’s closure order of Bukidnon State University External Study Centers in Davao region.

Last month, T’boli police personnel and elements of the Army’s 27th Infantry Battalion also uprooted around 800 marijuana hills in separate plantations in Sitio Kifak, Barangay Datal Bob and at a portion of Barangay Datal Dlanag. Last year, South Cotabato police operatives recovered around P5.4 million worth of marijuana in various portions of Barangay Salacafe, specifically in sitios Culi and Blow. Meantime, the provincial government of South Cotabato has committed some financial assistance to the local government of T’boli in support of its continuing crackdown against marijuana plantations in the area. South Cotabato Gov. Daisy Avance Fuentes said they will release an initial P100,000 to the municipal government and the T’boli police station to assist their operations. “We will also be giving incentives to those who can provide us with some information about the suspected cultivators and pushers in the area,” she said in a statement. Fuentes said the provincial government will work with T’boli officials for the implementation of livelihood projects in areas where the marijuana plantations were discovered. T ’ b oli Mayor Dibu Tuan initially pushed for the launching of an animal dispersal program and other viable farm ventures in the area. “We will try to find alternative livelihood opportunities for those who were affected by the campaign to

Tabor was elected as the vice chair of the blue ribbon committee with Councilors Adrian L. Barba, Nadya B. Emano-Elipe and Dometilo Acenas Jr., as members. Tabor said the approval of the Rules of Procedure is necessary before the committee starts hearing cases filed against barangay officials. Procedures Under the approved procedures, all proceedings shall be commenced by a complaint in writing and under oath, by the aggrieved party or a duly authorized representative against any elected official of the barangay within the city. The committee shall have the power ro adjudicate all administrative complaints formally filed with, or referred to it, against any elected barangay official of the city and render decision based on evidence. In the exercise of its function, the committee is empowered to administer oaths, summon witness, require the production of documents, records, books, or other things by a Subpoena Duces Tecum and issue other processes as may be necessary. Under Rule V, the committee may recommend to the city mayor to preventively suspend for a period not exceeding 60 days any barangay official pending investigation of the charge against such official involving dishonesty, oppression or grave misconduct, neglect in the performance of duty or if there are reasons to believe that the respondent is guilty of charges which would warrant his/her removal from the service. Tabor explained that under the Local Government Code supervision of barangays is lodged with the Sangguniang Panlungsod. That is why barangay ordinances and resolutions are reviewed by the City Council, he added.
