Fifteen minute switching power interruptions on June 16, 17
DAVAO City--The Davao Light and Power Company (DLPC) is set to conduct two 15-minute power interruptions on June 16 and 17 affecting customers within the downtown and the southern parts of its franchise. Ross Luga, DLPC assistant vice president for corporate communications, said that the scheduled outage is necessary to facilitate the power transformer servicing of its Ecoland Substation. To keep the power interruptions at its barest minimum, loads from Ecoland Substation will be transferred to adjacent feeders on Sunday, for 15 minutes only between 12:01 a.m. to 1:00 a.m.. Normalization or return of loads back to its normal set up will be on Monday, still for 15 minutes only between 5:00 a.m. to 6:00 a.m. after the work is completed. AVAO City-- A former policeman was arrested during a buy-bust operation Saturday dawn inside a motel in Times Beack, Matina Aplaya here. Supt. Antonio Rivera, chief of the Investigation and Detection Management Branch of the Davao City Police Office, identified the suspect as Rey Matildo, who had the rank of Police Officer 3 and assigned with the Talomo police station when he was charged sometime in 2003. Rivera said that they conducted the operation inside Room 20 of Twin Hotel in Times Beach at 3:45 a.m. Saturday as a policeman acted as poseur-buyer. Recovered from Matildo were five big sachets of shabu with an estimated street value of P136,000 and assorted paraphernalia. According to Rivera, Matildo was already arrested in 2003 during a pot session and pleaded guilty for the offense. Instead of being jailed, he reportedly asked the court for voluntary rehabilitation that was granted but he was discharged from government service. “But based on our surveillance, he was back on his old vice. We tried many times to re-arrest him but he was very elusive,” Rivera said. He said an informant was very instrumental in the arrest of Matildo. PNA

Impasse on wealth-sharing annex stalls GPH-MILF talks 1st of two parts DAVAO CITY – Eight months after the signing of the Framework Agreement on the Bangsamoro (FAB) and four months after President Benigno Simeon Aquino III said peace was “abot-kamay” (within reach), notes on how to resolve the contentious issues on the remaining three annexes have been exchanged but no date has been set for the resumption of the talks as the panels have yet to break an impasse on the wealth-sharing annex. Tengku Dato’ Ab Ghafar Tengku Mohamed shuttled between Manila and Maguindanao last week but the positions of the parties remain as far apart as or even farther apart than it was in the last talks in April. In their Joint Statement at the end of the talks in Kuala Lumpur on April 11, the panels said they would “meet again after the May 13 Philippine elections” and affirmed their commitment to “finally settle these issues soon so that all three annexes may be signed without undue delay.” To complete the comprehensive peace pact that
would pave the way for the creation of the “Bangsamoro,” four annexes are supposed to be signed. These are the annexes on wealth-sharing, powersharing, normalization and transitional arrangements and modalities. In the FAB, both parties agreed to complete the annexes by yearend 2012. The panels are six months behind schedule. It has been two months since the April talks and a month after the elections. By June 15, it will have been eight months since the October 15, 2012 signing in Malacanang of the FAB, leaving the Aquino administration only 36.5 months to set up what has been touted as its legacy project -- the new autonomous political entity called “Bangsamoro” – supposedly by the time the President steps down on June 30, 2016. GPH peace panel chair Miriam Coronel-Ferrer told
MindaNews on June 9 that the facilitator “arrived on Friday (June 7) and we have exchanged notes and messages on the issues related to the wealth and power sharing annexes.” Tengku went to Maguindanao on June 6 and 7 and returned to Malaysia on June 9. “All avenues to hasten the resolution of the difficult issues are being tapped before he full panel formal talks,” she said. Earlier, Ferrer told MindaNews the date of the next talks would be set only “after exchange of notes and most issues are resolved.” Only one of four annexes Only one annex has been signed since the FAB signing: the Annex on Transitional Arrangements and Modalities on Februrary 27. But without the three main annexes, there is nothing to transition to. Although it was not cited
in their Joint Statement on February 27, the Annex on Wealth-Sharing was initialled that day by GPH peace panel member Senen Bacani and MILF peace panel member Abhoud Syed Lingga. After the GPH-MILF Technical Working Group (TWG) on Wealth-Sharing submitted its report, the two panels had agreed to create a special team from the panels – headed by Bacani and Lingga – to handle wealth-sharing. The draft annex was initialled in the presence of the peace panel chairs and members, the Malaysian facilitator and the International Contact Group. MILF peace panel chair Mohagher Iqbal told MindaNews on June 8 that the GPH panel was “causing the delay of the talks.” “They are backtracking from what they conceded in the initialed wealth-sharing annex,” he said.
Asked to comment on Iqbal’s statement, Ferrer told MindaNews that “wealthsharing matters initialed at TWG level (were) based on common understanding (that they) shall be subject to review by principals.” In a Q and A with Ferrer released by the Office of the Presidential Adviser on the Peace Process (OPAPP) on June 13, Ferrer’s response to the question on “where are we now” is that the exchange of notes has commenced “and through this process, we hope to come as close as possible to agreed language and return to Kuala Lumpur to be able to finalize the Annexes on Power and Wealth-sharing very soon.” “Due diligence” But only Ferrer appears optimistic the talks would resume “very soon.” Iqbal remains firm the MILF will not re-negotiate the initialed Annex on Wealth-Sharing. SC orders CA to resolve audit of books case of ‘Big 3’ oil firms MANILA -- The Supreme Court has ordered the Court of Appeals to make a judicial determination on the case involving the opening of the books for audit of the “Big 3” oil companies. In a one-page resolution of the SC en banc dated June 4, 2013, signed and promulgated by Clerk of Court Atty. Enriqueta E. Vidal, the SC ruled that it made the order in view
of the similarity of cases pending before the SC and the CA. Manila Regional Trial Court Branch 26 Presiding Judge Silvino Pampilo, Jr. ordered the opening of the books of accounts of Shell, Petron and Chevron. The Bureau of Internal Revenue, Bureau of Customs and the Commission on Audit were tasked to scrutinize the Philippines’
three biggest oil companies. “Considering the similarity in the facts and issues raised between these consolidated cases pending before the Court (SC) and CA-GR SP. No. 110050 and to obviate the possibility of conflicting decisions in these related cases, as well as for the orderly administration of justice, the Court, in the exercise of its administrative supervision,

The SC also ordered the CA to inform them of “whatever action it may take thereon.” The petition for the opening of the books for audit of the three oil companies arose from the complaint filed by the Social Justice Society through Atty. Samson Alcantara. The CA earlier denied Shell’s appeal to rule on its motion due to the pendency of another related action before the SC. The CA’s Former Special First Division through Associate Justice Vicente Veloso held in abeyance its verdict on Shell’s motion for reconsideration. Associate Justices Jane Aurora Lantion and Rodil Zalameda both concurred with the ruling. The CA cited judicial courtesy, saying the same action should be first acted upon by the SC before it would rule on the similar case filed before them. PNA

Mutiny at Calaganan : The Forgotten Katipunan Revolt of Mindanao By Mike Baños

he fact that Misamis was the only region which actively joined the Katipunan revolt against Spain remains little known until today. On September 29, 1896, 350 revolucionarios, including 50 Bukidnon lumads, overwhelmed the Spanish garrison and raided the armory of the Fuerza Real de Nueva Victoria in Calaganan (present-day Balo-i), Lanao del Norte. Unable to seize Cagayan because of superior Spanish forces, the revolucionarios proceeded to Sumilao, Bukidnon and marched down the coast where they commandeered a boat and landed in Balingasag, Misamis Oriental. From there the group
Lapasan, Cagayan de Misamis (as Cagayan de Oro was then known) who visited Mindanao during this period (ostensibly on instructions from Andres Bonifacio himself!) to instigate a similar revolt in Mindanao. Augustinian Recollect chronicles confirm that this revolt was in fact instigated by a communication from Katipuneros in Luzon, making Mindanao the ninth province to join the Katipunan revolt, albeit not included in the eight rays of the sun in the Philippine flag which represent the eight provinces which first rose against Spanish tyranny. “We have yet to establish beyond a reasonable doubt the direct link between the Katipunan revolt in Luzon and the Calagan Mutiny, but there appears to be extant sources which seem to indicate that such a link did exist, and that Pio Valenzuela did indeed come to Mindanao on the instructions of Andres Bonifacio to foment a revolt against the Spaniards,” Montalvan said. Another unique aspect of the revolt was that it was participated in by Mindanao’s tri-people: the Christian immigrants, the indigenous natives in the person of Higaonons from Bukidnon, and a group of Moros from Lanao, making it not only a Katipunan revolt, but one in which all three of Mindanao’s tri-people was represented. “Should a direct link be established between Bonifacio’s Katipunan revolt in Luzon and the Calaganan Mutiny, then the people of Mindanao can rightfully petition the national government to add a ninth ray to the sun in the Philippine flag,” Montalvan said. What needs to be done at this point is to verify primary sources such as the Consular Letters of the French Embassy in Manila to Paris where the Calaganan Mutiny is described in detail, Montalvan added. The letters are now in the archives of the National Museum in Manila, as are other extant documents like the historical account of the Jesuit historian Pablo Pastells in which the “Calaganan Mutiny” is also described in detail. stormed the Tercio Civil outpost in Gingoog where the uprising was finally put down in January 1897 with the help of reinforcements and a gunboat from Butuan. It may have occurred over a hundred years ago but this event could change the way the present Philippine flag looks like. Local historians believe government should fund further research into determining if there is a need to redesign the sun in the Philippine flag with nine instead of eight rays. As every grade school student knows, the eight rays of the sun in the Philippine tricolor stand for the eight provinces in Luzon which first rose in revolt against the Spanish colonizers in 1896. But Cagayan de Oro historian Antonio J. Montalvan II says existinghistorical sources indicate there was one other Katipunan-led revoltin the island which occurred during that same period in 1896 but whichhas not been recognized by Filipino historians. “The Calaganan Mutiny” is detailed in the letters of Vicente Elio y Sanchez of Camiguin to the Manila-based Spanish newspaper “La Oceania Española” and two other historical sources but has never been linked to the “First Cry of Balintawak” led by Andres Bonifacio. One reason for the relative historical blackout could be that Elio’s letters never got past Spanish censors anxious to douse the flickering flames of revolution which had broken out in Luzon. The mutiny exploded in September 29, 1896 among the so-called “Disciplinarios” or conscripts consisting mostly of convicts from Luzon, who were pressed into battle against the Moros in Lanao.
In late August of 1896, the Katipunan revolution against Spain broke out in Luzon. Exactly a month after, or September 29, 1896, a group of Filipinos from Luzon deported to the Spanish fort in Calaganan for training in military discipline to fight against the Moros of Lanao, mutinied against their Spanish superiors upon receiving instructions from the Katipunan in Manila. They raided the Spanish armory and proceeded to Cagayan to attack the town, being joined by some Moros. On the way, they ransacked convents and homes of Spanish peninsulars. However, a joint force of Spanish soldiers and Filipino volunteers repulsed them in Sta. Ana, Tagoloan. From Cagayan, they proceeded to Sumilao, Bukidnon where they were joined by a band of Higaonons. They next attacked Balingasag, and raided the outpost of Gingoog on January 1897. By that time, news of Rizal’s execution had reached Cagayan and Misamis, and this further stoked the anger of the town folk, fanning the flames of the local Katipuneros. It took the Spanish gunboat Mariveles, recalled from the Tercio Distrito de Surigao, to finally subdue the resistance in Gingoog. This was the only known Katipunan revolt in the whole of Mindanao. What appears to be remarkable about this particular mutiny is that besides happening at approximately the same time as the Katipunan revolt in Luzon, there is apparently a direct link between it and the Katipunan revolt in the person of Pio Valenzuela, a cousin of Arcadia Valenzuela of

US strengthens WFP disaster preparedness initiatives in PH MANILA--With the rainy season in the Philippines fast approaching, the need to strengthen disaster preparedness and response efforts in the country is once again a top priority. The situation is even more pressing considering that the Philippines is a disaster-prone country with an estimated 20 typhoons annually. It is also regarded as one of the countries most affected by climate-related disasters, with the 2012 World Risk Report ranking the archipelago as third among 173 countries most at risk of natural hazards. In continuing support to the Philippine Govern-
ment’s efforts to build the resilience of vulnerable communities threatened by natural disasters and climate-related risks in the country, the United States, through the US Agency for International Development/Office of U.S. Foreign Disaster Assistance, has allocated another US$5.5 million (PhP 184.3 million) to the United Nations World Food Programme (WFP). The new grant will support the roll-out of the third phase of WFP’s Disaster Preparedness and Response/ Climate Change Adaptation (DPR/CCA) Programme, which was piloted in 2011 in the four highly disaster-
prone provinces of Benguet, Cagayan, Laguna, and Sorsogon. The third phase will expand the DPR/CCA Programme’s activities to five new provinces, namely Batangas, Misamis Oriental, and Iloilo, as well as in the Typhoon Bopha-affected areas of Davao Oriental and Compostela Valley. It will likewise now incorporate climate change adaptation activities in all programme areas. The U.S. grant will be used to support projects to be identified and proposed by the communities themselves. The projects will help communities to prepare for and respond
to natural hazards that are most likely to affect their areas – therefore benefiting tens of thousands of Filipinos across different provinces throughout the country. The DPR/CCA Programme will also explore ways to engage the private sector as partners, after already involving national and local governments, academic institutions, and non-government/civil society organizations in its first two phases. “WFP is grateful to the US Government for its continued support to and confidence in WFP’s Disaster Preparedness and Response/Climate Change
Adaptation Programme,” said WFP Philippines Representative and Country Director Praveen Agrawal. “The feedback from the first two phases has been very positive, and through this generous grant from the US, we will be able to expand efforts and assist more communities in building their resilience to natural hazards, including the impact of climate change. We believe this work can help create a more food secure Philippines.” The United States Agency for International Development/Office of U.S. Foreign Disaster Assistance has supported the DPR/
CCA Programme since its pilot phase in 2011, paving the way for vital community initiatives such as developing early warning systems; planning community disaster response strategies; organizing Community Emergency Response Teams; constructing Disaster Operations Centres and evacuation centres; raising awareness through tailored information and education campaigns; conducting damage and needs assessments and hazard and risk profiling; as well as using Geographic Information System to improve mapping of key risks and resources.
MANILA--Flash floods and landslides threatens Luzon and Visayas due to the strong southwest monsoon (habagat), according to Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) on Thursday. Weather Forecaster Aldczar Aurelio said due to southwest monsoon, the Mimaropa (Mindoro, Marinduque, Romblon and Palawan) region, Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon), Western
Visayas and the provinces of Zambales and Bataan will experience cloudy skies with moderate to occasionally heavy rainshowers and thunderstorms which may trigger flashfloods and landslides. Aurelio said the Zamboanga Peninsula, Northern Mindanao and the rest of Luzon including Metro Manila and the rest of Visayas will be cloudy with light to moderate rainshowers and thunderstorms while the rest of Mindanao will
have partly cloudy skies with isolated rainshowers or thunderstorms. Aurelio added that the cloud formation near the western part of Northern Luzon has intensified into a low-pressure area (LPA). “Yung LPA nasa west Philippine sea or nasa west Ilocos region pero labas ng PAR aabot lang ito sa boundary ng PAR line,” he explained. “At hindi na rin natin ito inaasahan na papasok ng bansadahil ang galaw

PUERTO PRINCESA City-The Tubbataha Protected Area Management Board (PAMB) and its management office sent a new letter to the U.S. Embassy to remind its government of its responsibilities, and to inquire about its standard operating procedure (SOP) on claiming damages caused by the defunct USS Guardian on corals in the marine protected area in January this year. Angelique Songco, head of the Tubbataha Management Office (TMO), said in local interviews that the April 19 letter of the U.S. government they received on May 23 seemed vague and unclear on the claims process it said they have to go through to be able to collect fines for damages caused by the minesweeper. “Vague kasi iyong sulat na natanggap natin from the U.S. Embassy and the Department of Foreign Affairs (DFA). Oo ginagawa naman namin ang lahat. Kami ay pina-follow up namin ang claims process, kaya ang sulat namin ngayon sa kanila ay maaari bang bigyan niyo kami ng konkretong sagot? Asang stage na ba tayo claims process na iyan? Ano ba talaga ang claims process na iyan, we want to know (The letter we received from the U.S. Embassy and the Department of Foreign Affairs. Yes, we are doing everything. We follow the claims process,
that’s why our new letter is asking, is it possible for them to give us a concrete answer on where are we now in this claims process? What stage are we really on in that claims process?),” Songco asked. She said they sent their new letter only last week, and the U.S. Embassy still has no answer. “There’s no reply yet because we just sent the letter recently,” she added. The Tubbataha PAMB and the TMO have to make all inquiries to clarify everything as Songco is afraid that if they do not follow up with the U.S. government, the claim of the Philippine government in behalf of the protected marine area might just be forgotten. Meanwhile, on auctioning F/V Min Long Yu, the fishing vessel of 12 Sino fishermen that ran aground too, in Tubbataha in April, Songco said they are pushing through with the plan because it is already leaking and water might come in to sink it, especially now that it’s rainy season. “Nagle-leak iyong motor, maaaring pumasok ang tubig. She further said that aside from collecting funds from the public sale of the vessel since the Chinese fishermen appear to have no money to pay for the damages it caused, preserving the boat to be used by others seems “reasonable.” “This is reasonable to do, and also so that at least a portion of what was paid by the Philippine government to remove it from Tubbataha can also be recovered,” she stated. The P8 million cost of removing the vessel from the marine protected area was paid by the Philippine Coast Guard (PCG). On the recent sighting of a Vietnamese vessel near the North Atoll of Tubbataha, Songco lamented that perhaps the fishing situation in other countries like Vietnam, must already be so bad they are now encroaching on marine protected areas inside Philippine waters. “It seems that the situation of their marine areas is so bad that these foreign fishermen are willing to take the risk of entering our territories knowing they can be arrested,” Songco added. The fantasy of being a rich nation SOMEONE said, “The Philippines is a poor country pretending to be rich.” Politicians who are critical of the status quo usually speak the satirical irony. Whether the phrase is contextual, it denotes meanings of varied interpretations. The phrase could mean that the public officials (especially elected) make descriptions or government policies in contrast to what really Cris Diaz is happening. The premise that the country is rich would obviously lead decision makers to draft legislations that would satiate the perception of opulence and abundance. In other words, the policy makers would deliberately negate the objective economic and social condition. Consequently, the motive is to pursue legislations that would satisfy the political agenda of the administration. Perhaps, this is the reason that immediate economic and social concern are set aside in order to give way to the interest of the few. Thus, while admitting that the country is agricultural, our legislators and policy makers are pushing legislation in the pursuit of industrialization. Thus, efforts to move the country’s economic and social standard remain a failure. Our leaders should admit that the country should undergo the process of economic and social development as a prelude to advancement. In this case, it is imperative that the development of the agricultural sector should be at the top of the country’s agenda. There is a need to advance the status of the country’s
agricultural sector in order to come nearer to the doorstep of industrialization. Only by developing the agricultural economy to an advance stage that an industrialized economy would succeed. Our political leaders and legislators have the capability to make these things happen. Our policy and decision makers acknowledged the necessity of cultivating the agricultural sector in a flourishing economy. Nevertheless, for the obvious reason of neglect and apathy, we forego the development of the agriculture industry because of our obsession as a recognized as an industrial economy. This is one of the pitfalls of our policy makers. We refused to develop the agricultural economy because it would be a threat to the interest of the few who control the country’s vast tracks of lands. What is happening in the Philippines is that we give preference to an entrepreneurial economy forgetting that the agricultural economy is not ready to take off. What is happening in the country is the craving for recognition as an industrialized country. We want to leapfrog to a higher economic stage such as industrialization sans developing the agricultural economy to its fullest. Thus, perhaps the reason that gave birth to the phrase that we are “a poor country pretending to be rich.” Until the government refocuses its direction to upgrade the lowly farmers as a way of perking up the agricultural sector, the country’s vision to attain economic emancipation would be nothing but a delusion of grandeur. Never can this country move forward albeit objectively. Unless the government legislates genuine reforms in the agriculture industry, our dream of becoming an “economic tiger” would remain a fantasy. MANY cities around the world are making data of their cities available to its city dwellers or citizens. In Chicago and New York the local governments don’t know what to do with the gargantuan data gathered them other than to turn them over to its people for nerds to make sense out of them – and it’s working! After all it is the people who own the city and not necessarily Harry Tambuatco government. Multiple data is sourced by government and most times they are rendered useless. For example information on road repairs (progress reports/ dates and locations), appropriated budgets, time tables and even complaints. Statistics are automatically gathered and compiled and computerized. Then there are the infrastructures all over the city if not under-repair which the city is building or those in progress that may cause inconveniences. There is of course the weather bureau, traffic management (if not control if any at all), the police and its statistics, health and outbreaks, hospitals and its data on patients for breaking news deceases. Services all over the

Now, I fully understood the “saying” of my colleague Mr. Nelson Constantino: “Wait till you become.” Why should President Aquino listen to the businessmen. Perhaps, President Aquino knows more about the pros and cons of Laguindingan airport more than what the complaining businessmen. Ahay! And what happened to the first day of operation of Laguindingan airport? Motorists and passengers were greeted with monstrous traffic.

There is also the banking information which to date I understand we still enjoy with a sense of secrecy (but maybe not since Justice Corona himself was not sparred), etc. Then there is the issue of whether all this information is linked to a common date source which I understand is not. Even government to date is not linked to each other and it is already 2013 with multiple advanced computers and software. For some reason the platforms are not configurable (which is idiotic to begin with) or simply inaccessible. The question is; is information withheld because of incompetence in data gathering and dissemination, or with the intent to withhold data from the people for personal gain and mischief or is it the for the people to stay ignorant knowing information is vital for any communication and study? Life of a teacher. Some say many are called but few are chosen. I may say being a teacher is not as easy as teaching ABCs and 123s and that as laidback as answering yes or no to a question. Indeed, being a teacher requires so much patience and understanding as it entails guiding children and teaching them not only on the academe scheme but of life insights in general. Who would think teaching will be my profession. Seeing pupils all set to go to school and seeing them believing in you that they are safe in your hands is a priceless reward. There were forums during my high school days arguing which profession is of great nobility. Some say farmers, for without them, we won’t have to eat on our tables. Others say doctors, for without them, many might die in an instance. And I say, teachers. Why? Because the personality growth and behaviour development of the children comes second in school; for the parents believe that if they will send their children to school, they will be useful individuals in the society as to their families. That trust imbued by the parents to the teachers is of great percentage; a trust that teachers must not break and will never break. Aside from preparing lesson plans and learning activities, teachers have this utmost duty to guide and understand their pupils; understand even if they cannot withstand such; understand even if it will take their pride as an instructor; and understand even if it means weighing first their pupils’ welfare before theirs. Thousand words can describe how difficult and hard it is to become a teacher yet a million words to describe how rewarding it is to become one. For without teachers, parents cannot say “Get education for it is the only wealth we can give you that others can never steal”. Cheers to my fellow teachers out there. Dvo to host exporters congress in August THE Philippine Exporters Confederation, Inc. Challenges in rise of student population
T
he lack of classrooms and school buildings and dilapidated school facilities continue to be major concerns that need to be addressed in public elementary and high schools. During the June 8 episode of Pagtuki, the official radio program of Ramon Aboitiz Foundation Inc. (RAFI), Jeremy Denampo, administration officer 5 of the Department of Education (DepEd)-Cebu Province, said that the ideal classroom-pupil ratio is 1:45; however, there are schools that go beyond the ideal. DepEd-Cebu reported a two percent increase this year from an estimated 687,000 enrolees for elementary and kindergarten and 357,000 for high school in the entire province of Cebu last year. To address the increasing number of students in the province, DepEd plans to build 213 surpassing last year's 186 classrooms. The need to rehabilitate and repair classrooms comes next to the lack of them. There are LGUs who partner with the private sector and civic organizations to provide better classrooms in public schools. The School Rehabilitation Program of RAFI’s Education Development Unit is one example of an education program run by a nongovernment organization and its partner LGU and other stakeholders. “Three months after repair, there is a significant impact both on students and teachers. Teachers reported an improvement in class performance and attendance,” Anton Dignadice, executive director of RAFI Education Development Unit, said. RAFI, through SRP, targets to construct 300 classrooms in the next three years. It also aims to transform one-storey school buildings into medium-rise school buildings. “Due to the lack of buildable spaces, we try to maximize the space through these medium-rise buildings for high school,” Dignadice
shared. He assured the continuing support of RAFI to DepEd programs, especially in its K-12 curriculum. RAFI, in partnership with the University of San Jose– Recoletos (USJ-R), trains public school teachers of pupils from kindergarten to Grade 3 on the usage of the mother tongue through the Certificate Program on Mother Tongue-Based Multilingual Education (MTB-MLE).After having acquired the certificate program, the trained teachers are expected to mentor other teachers handling the mentioned levels.Pagtuki is aired over dyLA 909 AM every Saturday at 10-11am.
