Luz noted that if an LGU wants to show how competitive it is, it has to show the data to back it up. For economic dynamism index, a city was measured for business registration figures; employment, and financial institutions. The top three cities are Quezon City; Koronadal; and Marikina City, while the top three municipalities are Calasiao, Pangasinan; San Nicolas, Ilocos Norte and Sta, Cruz, Laguna. In government efficiency, a city is judged in terms of transparency and accountability, public finance, performance recognition, business responsiveness and basic government services. For this category, the top three cities are Iloilo City; Bacolod City; and Cagayan de Oro, while the best municipalities are Kalinga; Pontevedra in Capiz and Nueva Valencia in Guimaras. In infrastructure, data was gathered on a city’s road network, basic utilities and registered vehicles. Naga topped the list, followed by San Fernando in Pampanga and Cagayan de Oro. Church. “This is a Church that is not embarrassed to admit its confusion…its lack of answers,” Tagle remarked. He asked, “What type of Church are we? Can we receive? Can we listen?” Lastly, the Cardinal related that the encounter at the well centered on truth, particularly truth about the woman who was living in sin. Tagle said that Jesus conveyed the truth with much compassion and love that the woman experienced enlightenment and a renewed spirit. “Let us utter with humility and sympathy a word of truth,” Tagle said. “The New Evangelization is about the truth of God. People will encounter the truth when the ones who communicate it are also truthful.” While all of these lessons are not new, the Cardinal shared that going back to Jesus makes the mission ever new. “Evangelization will not become new in fervor… if the evangelizer is not renewed in the spirit of Jesus,” he said. Ignatius, Francis and Pope Francis Cardinal Tagle’s speech was not all serious. It was also peppered with humor. He made audiences laugh
when he recalled his casual conversations with Pope Francis. He even joked that the Pope is, indeed, a Jesuit because when he gives a sermon, he always talks about three points. In his personal encounters with the Pope, Tagle mused, “He leads us bac k to the Gospel and the call to spiritual indifference.” He called on everyone to pray for the Pope and the Society of Jesus. “We pray that the sons and daughters of Ignatius, Francis (Xavier) and Pope Francis… learn about the truth of Jesus,” Tagle said. Responding to the call a n d c h a l l e n ge o f t h e Cardinal, Fr Yap renewed XU’s commitment as a Jesuit institution. “We recommit today that XU is and always will be an apostolic instrument of the Church,” he said. “We will always strive to foster the ideals of cura personalis, magis, and finding God in all things." Furthermore, Yap said that XU will apply the three words that Pope Francis gave the Jesuit community at La Civiltà Cattolica to characterize XU as a Jesuit university. The Reply There is nothing left to do after what happened a few days ago but to reply. Yes. The incident that shook Cagayan de Oro and the entire country when a bomb took off in one of the party hubs in the city needs a prompt reply. One that needs all of us to respond in a way that these instigitators will not expect. Perhaps, spreading calm and positive energy instead of fear and panic. These criminals may have taken all of us in utter surprise but let us not allow them to win. We will not give in.
Let us prove to them and to all who pose a threat to the peace and order situation in the City and the entire nation that we have no room for people like them. They may try to bring us down but they will never see us crumble. Not now nor ever. Civil society has a role to play in restoring order in Cagayan de Oro. The city government is not all to be burdened, we too need to act and be vigilant so this tragic event will never happen once again. Let us spring back to life

by not acting like nothing happened but by going about with our usual day-today business without tension, paranoia and fear. These criminals will love to see us cower so let's not make them. We are stronger than that. We have been to worse when recently the city had to face a natural disaster on a Christmas season. Our spirits were doused with sorrow but we were able to rebuild our strength as we proved to the entire nation and the world that we are
built to bend but not break. They all saw how we struggled, stood and come as one citizenry helping each other out in one of the bleakest moments of our lives. This is the time to do that once again. Let us all put our game face on and fight terror with love. Love for our city, our people and our future. Let us not resort to fingerpointing, culture bashing political bickering and racial profiling because this will not solve the problem but fan the flame even further. Let us stick to the issue at hand and try to rule out stories and accusations that is of no or little concern to the main problem. It is not doing all of us

good. Social media can help in spreading awareness of this matter but it too had become the source of gossip and unreliable facts. Let us show genuine concern by becoming more responsible in sharing data, photos and news updates. Regardless of who we are and what we believe in, the entire City needs our care and support. Let us put all our acts together and move forward as one people journeying to a future that is full of hope and promise. Cagayan de Oro has been named as one of the most competitive cities in the country and this is one honor we should be proud of.

It is a mark we all should embrace and protect. We, the people m ust always stand against criminals and their wrongdoings. We must not be afraid. We can win this war, maybe not this very instant but in time. We need the government's support and the government needs ours as well. To the perpetrators, you may have had the chance to hide now but fate has a way of revealing things. So savor the moment while you can. And to all those who perished and are still recuperating, may you find justice with our help, vigilance, prayers and overwhleming reply to end violence, injustice and apathy.
It is well with my soul Horatio Spafford a 43yr old lawyer lived in a north side suburb of Chicago with his wife Anna and Five children. In 1871 his only son died. A few months later, the great Chicago Fire of 1871 consumed Spafford’s real estate investments. He lost his entire life savings. Two years later Spafford and his entire family decided to take a vacation to Europe. However he was delayed by last minute business. He sent his wife and four daughters on the S.S Ville Du Havre as scheduled promising to follow in a few days. On November 22, 1873 the ship was struck by an iron sailing vessel and it sank in Twelve minutes wherein 226 people were killed. When the survivors of the shipwreck landed in Europe, Anna Spafford cabled her husband “saved alone what shall I do?” He immediately left Chicago and brought her wife home. In the midst of sorrow, sailing near the place of his daughters’ death he wrote the hymn “It is well with my soul”. With the recent bombing wherein our city has lost 8 lives and left many injured, questions fill our minds and most especially to the victims and the families who lost their love ones in the tragic incident. We sincerely pray for justice. As I sang together with some friends for wake services within this week for one of the victims, it makes me grieve as well but another reality that strikes me is that life is so short and death is certain. It will come to you and me like it or not. What’s uncertain about it is that we do not know when it will come. Job 8:9 says for we were born only yesterday and know nothing, and our days on earth are but a shadow. Life on earth is just a temporary assignment. Psalm 39:4 "Show me, O Lord, my life's end and the number of
my days; let me know how fleeting is my life. Psalm 119:19 I am a stranger on earth; do not hide your commands from me. 1 Peter 1:17 since you call on a Father who judges each man's work impartially, live your lives as strangers here in reverent fear. The Bible uses the terms alien, pilgrim, stranger to describe our brief stay on earth. This place is not our final home; we were created for something much better. We will never feel completely satisfied here because we were made for more. We w i l l h a ve h a p py moments in this place, but nothing compared with what God has planned for us. We are made to last forever. Life on earth is just the dress rehearsal before the real production. We will spend far more time on the other side of death – in eternity, than we will here. Earth is the staging area, the pre-school, the tryout for our life in eternity. It is the practice workout before the actual game; the warm-up lap before the race begins. This life is preparation for the next. At most, we will live a hundred years on earth, but we will spend forever in eternity. Ecclesiastes 3:11 He has made everything beautiful in its time. He has also set eternity in the hearts of men; yet they cannot fathom what God has done from beginning to end. We have an inborn instinct that longs for immortality. This is because God designed us in His image, to live for eternity and even though we know everyone eventually dies death always seems unnatural and unfair. The reason why we feel we should live forever is that God wired our brains with that desire. 2 Corinthians 5:1 now we know that if the earthly tent we live in is destroyed, we have a building from God,
an eternal house in heaven, not built by human hands. While life on earth offers many choices, eternity offers only two: Heaven or Hell. Your relationship to God on earth will determine your relationship to Him in eternity. If you learn to love and trust God’s Son, Jesus, you will be invited to spend the rest of eternity with Him. On the other hand, if you reject His love, forgiveness, and salvation, you will spend eternity apart from God forever. John 3:16 For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life. God loves us but Romans 3:23 says for all have sinned and fall short of the glory of God and Romans 6:23 further says For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord. God is holy. He will not go down to our level. We have to be brought up to His level. The only way to do that is through Jesus. John 14:6 Jesus answered, "I am the way and the truth and the life. No one comes to the Father except through me. Romans 5:8 says But God demonstrates his own love for us in this: While we were still sinners, Christ died for us. John 11:25-26 Jesus said, "I am the resurrection and the life. He who believes in me will live, even though he dies; and whoever lives and believes in me will never die. Do you believe this?" John 1:12 says But as many as received Him, to them He gave the right to become children of God, even to those who believe in His name. Yes we are all created by God but only those who believe in Him are given the right to become His children. The question now is Do you want to be His child? You see Our God is very courteous. He will not force himself in us. Rev. 3:20 Behold, I stand
at the door and knock; if anyone hears my voice and opens the door, I will come in to him, and will dine with him, and he with me. If you want to invite Him in your life here’s a simple prayer that you can follow. Lord Jesus Christ, I need You. I admit that I am a sinner and I repent of all my sins against you. I believe that your death and sacrifice on the cross paid for the forgiveness of all my sins. Thank you for your unconditional love for me. Jesus, please come into my life and be my Savior and my Lord. I claim your gift of eternal life. Make me the kind of new person you want me to be. Thank you for coming into my life... Amen. After you have said this prayer there will be no fireworks nor thunder but with the sincerity of your heart God will honor your prayer. 1 John 5:11-13 And this is the testimony: God has given us eternal life, and this life is in his Son. He who has the Son has life; he who does not have the Son of God does not have life. I write these things to you who believe in the name of the Son of God so that you may know that you have eternal life. It is also my prayer to all the victims and all those who lost their love ones in this tragedy, that God will embrace and comfort you in this time of grief. That God will sustain you physically, emotionally, mentally and spiritually. Horatio Spafford was able to endure the lost of all his children because of God. He was able to say “It is well, it is well with my soul” because His Faith and Hope is in the Lord and that one day he will all meet them in eternity. “God is too wise to be mistaken, God is too good to be unkind so when you don’t understand, when you don’t see His plan – TRUST HIS HEART.”

Klarex opens 173 scholarship slots for poor-but-deserving students
FULFILLING his role as a “bridge” for poorbut-deserving students to reach their goal and achieve their dreams, Cagayan de Oro City First District Rep. Rolando “Klarex” Uy yesterday announced the availability of at least 173 slots for his scholarship program. These slots are for barista, bartending, waitering/food and beverage services (FBS), and housekeeping, which are being offered in partnership with the Skills Mastery Institute (SMI). There are 24 slots available for barista; 47 for bartending; 52 for waitering/FBS; 25 for housekeeping; and another 25 for FBS. Uy strongly believe that his scholarship program will enable thousands of intelligent and smart students, especially those coming from the hinterland barangays of the first congressional district, to
chart a bright future and help alleviate poverty in the country. “One scholar who successfully finished a course and is now gainfully employed means we are able to help one family get out of poverty,” he said. Uy said that his congressional office is partnering with SMI for this particular scholarship program because “SMI stands for excellence and quality and ensures
that students gain direct experience to equip them to become leaders in their chosen trade someday.” SMI, located along CapistranoMabini Sts., is not like any other technicalvocational schools in that its graduates are highly marketable and competitive in the local and global job markets and are properly employed in sectors they trained for. He got silver medals in pop and contemporary and bronze in open. For someone who never sings pop and contemporaryAlex was surprised to have won in those categories. For

MUST Alumni Association initiates “ I MUST Run” for September
This is connected to Limketkai Mall by a walkway. Inside the North Tower are 522 units consisting of studios, one-bedroom, twobedroom and three-bedroom units. Dubbed with the theme “ I MUST Run” , the event will be held on September 22, 2013 at 4:00 am with its starting venue at Limketkai Mall Area, Cagayan de Oro City. C o n s id e red by t h e association as opening salvo of MUST’s Intramurals on September 25 – 28, 2013 , t h e al u m n i as so c iatio n expects to gather at least 4000 participants . Fortunately, this event is open to all interested fun run enthusiasts. Young and old are qualified to join. Aside from the physical benefits of running which is obviously about being physically fit, fun run as such like this, helps raise funds for charity.
