Authorities nab five ‘druggists’

AN FRANCISCO, Agusan del Sur — With small children in tow braving the more than day-long hard journey from their remote villages in Loreto town, more than a thousand ‘lumad’ residents camped out at the provincial capitol covered court since Friday calling for the pull-out of military troops in their strife-torn communities.

The Provincial Crisis Management Committee, however, came up with an alternative solution making their villages a “zone of peace” by prohibiting Army soldiers to stay at Barangay halls and set up detachments about 500 to 1000 meters away from the village center. Josefina Bajade, secretariat of the Crisis Man-

agement Committee, said the provincial government has provided the ‘campers’ food and took the children having coughs and fever to the provincial hospital for medication. Surigaonons aren’t ‘blood givers’ – Blood Banks By Roel Catoto of MindaNews

SURIGAO CITY – Don’t count on Surigaonons, specifically those in Surigao del Norte, to donate blood. They are more on the receiving end. This is the observation of two blood banks in the city, who said they have been struggling just to cope with the shortage of blood. Ralph Condrad L. de Guzman, a nurse at the Caraga Regional Hospital Blood Bank, said they have been calling on individuals and groups here to donate blood, but their please apparently fell on deaf ears. “You can seldom count on people here to donate their blood,” he lamented. Many of the donors, he said, come from the towns in neighboring Dinagat Island. The towns of San Jose, Dinagat, Cagdianao and Basilisa – all in Dinagat province – have been reliable sources because of their blood-letting activities, De Guzman said. The Red Cross corroborates De Guzman’s observation. Almejoy P. Sadangsal, the local chapter service representative for the group’s blood program, said that the lack of information cam-

paign and awareness among the people with regards the benefits of donating blood could be the reason. She stressed that donating blood every three months is ideal as the bone marrow is stimulated to produce new red blood cells. “Donating blood constantly will make our bloodforming organs function more effectively,” she said, adding that it is equivalent to changing oil in a car. This means donating blood will make a person feel better, Sadangsal pointed out. De Guzman said that from January 1 to July 25 this year, the regional hospital’s blood bank had collected a total of 1,938 bags. Each bag contains 450 to 500 cubic centimeters. He said that last year, they dispensed at least 3,500 bags of blood. This figure includes the blood they got from blood banks in nearby areas like in Butuan City. PASAY City––Following a rape incident of a 15 year old high school student by a taxicab driver and cohort, Pasay City Mayor Antonino “Tony” Calixto advises passengers particularly females to be vigilant before boarding a taxicab. “Be vigilant. Take note of the license plate if you want to ride a taxi cab. Then immediately inform your relatives or friends so that if anything goes wrong, they already have the details,” Mayor Calixto said. Calixto also added that passengers should make sure that there is no other person inside the taxi before boarding or get out immediately if the driver picked-up another person. “Also, look for someone you know who can accompany you when you get a taxi or make sure that there are witnesses around. Besides texting your family or friends, call them and tell them after you get in, tell them you’re on the way make the cab driver hear that someone is expecting you,” said Calixto. The mayor said that people should avoid the same incident to happen again wherein the victim was punched in the stom-

ach and dragged by one of the suspects inside the taxi after getting out from a beauty shop in Taft-Edsa in Pasay around 12 noon on July 20. She told police that few hours later she was transferred at the back seat of the cab where she was again punched by the suspects on the stomach and while inside the taxi, the two suspects repeatedly raped her. Later, they dumped her in C. Raymundo in Pasig City where she called up her 56-year old father about the incident. On July 22, the victim together with his father were on their way to Philippine General Hospital for her Medico-Genital Examination, chanced upon the suspects along Libertad, Pasay City on board the same El Pueblo taxi with plate number TYF-399. Her father immediately called up the police that led to the arrest of the culprits. They are now facing charges of Forcible Abduction with Rape after they were arrested in a follow-up operation conducted by the Operatives of the Women and Children Protection Desk (WCPD) and the Station Investigation and Detective Management Section (SIDMS) of the Pasay City Police Force.

BRP Ramon Alcaraz meets sister ship in Bolinao, Pangasinan

AFTER two months in the high seas, BRP Ramon Alcaraz, the second Hamilton-class cutter in Philippine service, was met off Bolinao, Pangasinan by its sister ship, BRP Gregorio Del Pilar and an estimated 30 civilian craft Saturday. This took place around 3 p.m., according to Philippine Navy spokesperson Lt. Cmdr. Gregory Fabic. After the “meeting point” ceremonies which lasted for almost an hour, BRP Ramon Alcaraz will proceed to Subic Bay, Zambales escorted by the BRP Gregorio Del Pilar. The country’s newest frigate is expected to dock in Subic Bay late Saturday night or early Sunday morning. “BRP Ramon Alcaraz will anchor for CIQ or customs, immigration, and quarantine until Monday or two days,” Fabic stressed. But Valte explained that technically, members of Congress are not obliged to submit their SALNs to the Bureau of Internal Revenue (BIR) but to the House of Representatives. “Anybody who wants to get a copy of the SALN

should be able to go to the House secretariat to ask for the SALN,” she said. Congressmen submitting SALNs to the BIR is not regular, given that Congress is a co-equal branch and the BIR is under the Executive branch, Valte explained. Malacanang made an assurance this week that the ongoing investigation of the National Bureau of Investigation into the alleged pork barrel scam will be impartial and objective.

MANILA, Aug. 3 (PNA) -- Setting out in his small banca in the early dawn of June 18, 2013, a 63-year old fisherman in Badoc, Ilocos Norte thought it would just be like any of his regular forays to the sea -- until he came across an unusual sight. Enmeshed in a fishing net between the villages of Pagsanaan Sur and Pagsanaan Norte was an adult rough-toothed dolphin (Steno bredanensis) struggling for life. Despite his age, Francisco Vergara wasted no time in alerting the authorities. The quick action of the senior citizen resulted in the release of the distressed animal just over six hours after being spotted by Vergara. For his honorable action, the Philippine arm of the World Wide Fund for Nature (WWF) has recognized him as its latest Hero of the Environment. Vergara was awarded the distinction last July 25 by Badoc Mayor Arlene Torralba, Vice-mayor Tom Torralba and WWF-Philippines Conservation Program vice-president Joel Palma in simple ceremonies at the town’s Municipal Session Hall. Palma said that WWF’s Heroes of the Environment program was launched in 2009 to reward individuals that show decisive environmental action. Counting Vergara, WWF has only accorded the distinction to 16 people since its launching. Among them is a shy eight-year old that helped save a wounded risso’s dolphin (Grampus griseus) in Mindoro and the highly-

acclaimed dolphin and peace mural artist, AG Saño, who painted over 30,000 dolphins to protest both the annual killing of dolphins in Japan and the keeping of dolphins in captivity. “To date, however, Vergara is our oldest awardee. He not only made his country proud -- he saved a life. We hope that others can follow his example,” Palma said. Meanwhile, the WWF noted that most Filipinos are unaware that the country is a hotbed for whales and dolphins. Twenty eight species -or a full third of all known cetacean (whale, dolphin and porpoise) species -- have been recorded in Philippine waters as of 2013. Cetaceans which ply our waters include the sperm whale (Physeter macrocephalus) -- made famous by the 1851 novel Moby Dick; the killer whale (Orcinus orca) -- biggest of the dolphins and star of the 1993 film Free Willy; and the massive blue whale (Balaenoptera musculus) -- the largest creature on Earth that could reach lengths of 100 feet. Though all cetacean species are protected under Philippine Republic Act (RA) 9147, their incidental capture, known as bycatch, remains a serious and pervasive threat. BSP and other central banks W ITH t he economy performing very well, the upcomi ng a nniversa r y of the Bangko Sentral ng Pilipinas (BSP) on July 3 will definitely be sweeter. It is a great feat for one of the youngest monetary authorities in the world. Established in 1993, the BSP (www.bsp.gov.ph) replaced the old “Central Bank of the Philippines,” which was founded in 1949. It was created by virtue of the Philippine Constitution of 1987 a nd t he New Central Bank Act, which gave the bank fiscal and administrative autonomy f rom t he Phi l ippi ne government. The BSP is just one of the 186 central banks around the world. The banks differ in name – some are called

All of them also serve as the banks of their respective governments. The central banks also ma nage t hei r nat ion’s

foreign exchange reserves. These are deposits in foreign currencies that can be used to deal, trade, or make payments internationally. For exa mple, Asian countries have deposits which are in US dollars or Euro. According to t he International Monetary Fund, the combined foreign exchange reserves of the world’s central banks are now worth $11 trillion.

Cent ra l ba n k s have existed a very long time. In fact, the BSP is 325 years younger than the oldest operating central bank in the world – the Bank of Sweden (www.riksbank. com), which started in 1668. The Bank of Amsterdam in the Netherlands, founded in 1609, actually preceded the “Riksbank,” but it closed for good in 1819. United Kingdom’s Bank of England (BOE), however, is the one widely considered as the pioneer of the modern central banking system. What then can Filipino natives do to become successful and prosperous like the Filipinos of foreign descent who have amassed

great wealth in our own country? The answer is so simple it is a source of wonder that not many natives have been able to do it and thereby become similarly wealthy and rich. What, really, must be done? Filipino natives must understand that they would have to read the Bible, meditate on it day and night, and obey God’s commands carefully all the time. B ot h a re now common functions of central banks today, including BSP. Since every country has its own histor y and laws, their central banks may also have characteristics unique to them. The United States of America’s central bank for instance, which is called the US Federal Reserve System (w w w.federalreser ve.gov), has a unique structure with not one but 12 banks. The distinction is explained in the book The Feder a l Re ser ve Sy stem: Purposes and Functions. It said the “Fed” has one central government called the Board of Governors, which oversee 12 regional Federal Reserve Banks (FRB) situated in the country’s major cities. The Boa rd sets t he moneta r y policy while the FRBs serve as the “operating arms” of the system in their respective districts. The European Central B a n k ( E C B) i s a n o t h e r interesting example. Founded in 1999 when the Euro was i nt roduced a s t he si ng le c u r renc y i n Eu rope, t he ECB (www.ecb.int) sets the monetary policy for its 17 member states, which include Spa i n, Germa ny, Fra nce, and Italy. The countries under it, however, st i l l have t hei r respective national central

ba nks to help implement the policy and ensure the stability of the Euro. The reserves of each national bank are also separate from ECB’s reserves, which is shared by the member states. You may be wondering, is t here a lso a ba n k for the world’s central banks? The answer is yes, and it is the Bank of International Settlements (BIS), the world’s oldest financial organization. Based i n Sw it zerla nd, t he BIS ( ht t p://w w w.bis. org) accepts deposits from central banks and serves as a forum for policy analysis and information-sharing among central banks. It does not, however, have any regulatory or supervisory powers over its member central banks. K now i ng t he g loba l financial system that the BSP is part of will make us more appreciative of the positive reviews, credit ratings, and awards that the institution is getting. It is one of the youngest and certainly, not one of the richest (yet) but the fact that it was able to keep our economy strong while the rest of the world was in a financial crisis says a lot about both its potential and capability. What would it take to get our act together? By Manny Valdehuesa

CAGAYAN de Oro City–– The view of our politics and politicians from the bottom is not nice, to say the least. Yet there are many more so-called advocacy groups in our society that claim to be dedicated to reforms, including the faith-based, than the 42,000+ communities or barangays that make up our republic. And there’s a huge government bureaucracy that purports to do good and uphold the eternal verities reflected in our Constitution and laws. What more do we and our neighbors need in order to learn, to be chastened by, and thus to eschew the habit of keeping trapos— traditional politicians—in office? It’s not nice for our social-political development to be bombarded non-stop with scandals and revelations of corruption resulting from trapo dominance. It’s obscene to be lorded over by the same venal faces or governed by the same in-

competents and corruptors. Consider what has been happening ever since the Gang Nam frivolity that attended senate profligacy under erstwhile Martial Law Administrator Juan Ponce Enrile, followed by his cavalier handling of the people’s money, giving millions away as personal gifts at Christmas. Then as if the triumph of trapos and dynasties in the May elections was not terrible enough, today we have horror stories about pork barrel looting made possible by top-level connivance, starring senators and congressmen no less! And not to be outdone, the President rounds out the Dorian Gray Portrait by giving away more instead of less Pork in next year’s national budget. Happy days, and nights, continue for them that are in power while the rest who are not in power are left to simply

grin and bear it. With such a culture of corruption and impunity raging at full throttle in the corridors of power, how can anyone speak of reform, let alone wave the banner of a pretentious slogan like matuwid na daan? Wishy-washy voters But of course, we are all partly to blame. We put them there! We did so, and continue to do so, and we let our neighbors elect them. And it’s all because of our wishy-washy attitude towards politics and politicos. In the senate we now have two pairs of porkaddicted siblings—the Cayetanos and Ejercito/ Estradas—each pair with P 400 million to play around with every year. There’s the Binay father-daughter pair, similarly provisioned for political mayhem, with another in the House—where the list of dynastic tandems and teams pigging out on pork is too long to mention. They

are all products of our votes and those of our neighbors’. By the end of their terms, they will have amassed or given away billions in cash or assets that none of us ever will be heir to. Instead of learning from experience or from the records of these trapos, we worsen things by allowing the bigger trapos to give them more money and greater leeway for sinning, for plundering, for indulging. What’s with us Filipinos? We seem incapable of learning from experience. We make a mockery of our ideals—as religious devotees, as democracy-adherents, and as a nation with a fairly high educational attainment. What will it take to reform our ways? Maguindanao intensifies relief distribution to flood victims COTABATO City––The provincial government of Maguindanao has intensified on Saturday its relief missions to thousands of families displaced by floods recently, the office of Maguindanao Gov. Esmael Mangudadatu today said.

Lynette Estandarte, provincial budget officer, said three relief teams have been fielded to Maguindanao’s 25 municipalities submerged in flood waters due to incessant rains brought about low pressure area. The provincial disaster

risk reduction and management council said at least 48,000 families have been affected by the floods in 25 municipalities, mostly those located near the marshland known as Liguasan. Estandarte said the relief teams transported 10 tons

of rice, noodles and canned goods to the towns of Datu Montawal, Pagalungan, Sultan Sa Barongis, Buluan, Pandag, Mother Kabuntalan, Northern Kabuntalan, General SK Pendatun, Datu Piang, Datu Odin Sinsuat and Shariff Saidona.

NUTRITION MONTH CELEBRATION 2013 OF BAYANGA ELEMENTARY SCHOOL HERMIE D. ABUEVA, Teacher I

Bayanga Elementary School once again celebrate the annual nutrition month during the length of July 2013. This years theme is “Gutom at malnutrisyon, sama-sama nating wakasan!” (Hunger and malnutrition, let us end it together!). This months celebration focuses and addresses the state, goals on, and causes of hunger in the Philippines. It aims to raise awareness on hunger issues, and actions to mitigate hunger and malnutrition. It also emphasizes the need for active participation and contribution of multistakeholder on addressing hunger issues. The themes focus also advocates for stronger political action to end hunger. In support of this developmental program, the Bayanga Elementary School engaged in activities that highlights the importance of good health and nutrition for the whole month of July. The teachers integrates in their subject areas the importance of being healthy and other activities about nutrition and hygiene. Last July 25, 2013, the school culminates the Nutrition Month Celebration. Numerous and fun activites was held during that day. The Kinder and Grades 1-2 conducted a Seach for A1 Child. The teacher adviser searched for the most healthy boy and girl in their respective class to participate the said contest and then invited guests, judged all the pupils representative and select the most healthy boy and girl. Before the judging, all the participants made a very wonderful intermission number, choreographed by our Kinder teacher Ms. Karen Caagbay. To intertained and educate the audience about healthy nutrition, the Grades III and IV held a Jingle Contest. They were so amazing and the audience is havin’ a good time as well as learned something from their jingle. The Nutrition Month Celebration will not be complete without the Cooking Contest. Grades V and VI showcase their skills in cooking and creativity. The Grade V pupils made an Invented Snacks wherein they will make a snacks that was never

created before. Then, the Grade VI pupils cooked a very healthy Main Dish. A sumptuos and healthy food was served to our guests and invited judges. And the highlight of that days event was the Booth Contest for all grade levels. The pupils together with their active parents and advisers prepared their booth ahead of time. During the culminating day, our celebration was so festive because of the beautiful and creative Booth prepared by each class. There were different fruits and vegetables inside the booth and even some booth made a healthy viand and snacks. Invited stakeholders also came to celebrate with us, the Pilgrim Institute Batch-83 sponsored a childrens party in one of the class in BES and sponsored an oplan haircut to those pupils who wished to trim their hair. The McDonald Company also shared their mascot to entertatin everybody and also conducted a childrens party in one of the class in BES. Since the celebration was a collaboration with the family, that day was also a FAMILY day for Bayanga Elementary School. A funfilled activities was made. Series of parlor games was participated by a parent and child tandem. And as part of that celebration an Oath Taking Ceremony for Homeroom Parents-Teacher Association (HRPTA) and Club Officers was held. Our very active and supportive barangay captain Levy Baang inducted the officers. Before the days’ activities end, all the winners of each contest was awarded and was given a simple but from the heart prizes, sponsored by our Barangay officials headed by Barangay Captain Levy Baang. All were tired, exhausted because the sun is up but surely and most definitely everybody enjoyed all the activities that was done throughout the day. KUDOS to all the teachers who facilitated all the activities and all the glory and honor is given to our Great Lord for giving us a good weather and supportive people that made our Nutrition Month Culminating Activity successful. Davao bike race set to prepare cadets for Batang Pinoy Games

DAVAO CITY -- The 2013 Mayor Rody and Vice Mayor Pulong Duterte Lumba Bisikleta is slated Aug 25 in an out-and-back course at the Shrine Hills in Matina, this city in preparation for cadets to the Batang Pinoy Games. Organizer Salvador “Jun” Paholio Jr., secretary general of PhilCycling Mindanao, said categories in the one-day event are the Open Elite, Junior (22 years old under), Cadet (15 yrs. Old under), Executive and Golden Boys (50 yrs. Up) where cash prizes and medals are up for grabs in this individual and team competition. Each team is allowed a maximum of three entries per category. The winners in the team event will be determined by the total number of points acquired based from their individual performances. The individual champion will earn P3,000, while the second and third will get P2,000 and P1,000, respectively. The top three teams will be awarded P5,000, P3,000 and P2,000

in that order. “This is for the road bikers only with no entry fee required,” Paholio said during a meeting with representatives of different cycling clubs last Tuesday night. Among those present during the meeting were race officials Carlofer Salonga, Novie Jan Tee and Ma. Jovita “Jojo” Tan of PhilCycling Davao, Dominic Carpio of Davao Pobre Bikers Association (Dapoba), George Planas of Terrain Challenger and Ferdie James Neryid of Mumho Riders. Riders in the Open Elite will have to make four laps for a total of 60 kilometers. Each lap or loop is equivalent to 15 km. The Junior and Executive will have three laps while the Cadets and Golden Boys with only two. “This will also be our preparation for our Cadets to the Batang Pinoy Games,” Paholio said. Koronadal City’s football ace makes it to ‘Young Azkals’ team GENERAL SANTOS CITY -- An emerging football ace from nearby Koronadal City in South Cotabato has made the 22-player pool of the Philippine Football Federation’s (PFF) future or “Young Azkals.” Football coach Jun Fusoc said 11 yearold Agiel John Rojo of Koronadal City has been chosen by the PFF as among the young football players from various parts of the country who will join an upcoming educational trip and football training in Lougborough, United Kingdom. He said Rojo, who is a Grade 5 pupil at the Koronadal Central Elementary School-I, made it to the “young Azkals” pool following a rigid tryout and selection process conducted by the PFF earlier this

month in Cagayan de Oro City. “He is one of the five qualifiers from Mindanao and the only one in Region 12,” Fusoc said. Rojo is a product of the Kasibulan grassroots football program of the provincial government of South Cotabato’s Sports–Aral initiative. The program, which is held every summer, is run by PFF affiliate Football Association of South Cotabato. “I used to train and do warm ups even during school days that starts at 4 m at the South Cotabato Sports Complex,” Rojo said. Rojo, together with his other team mates in the province train under the tutelage of coach Fusoc through the

Kasibulan grassroots football program. With the emergence of Rojo as football ace, Fusoc said their hard work and dedication to engage students and young children through sports have finally paid off. “At last, we have produced promising athlete in his age bracket.” Fusoc said. “(But) I still look forward for more athletes who will follow his footsteps as there are still potential players in our team,” he said. Preparation for Cobra Ironman 70.3 in Cebu on final stages CEBU CITY -- Organizers of this year’s Cobra Energy Drink Ironman 70.3 international marathon said preparations for the event are on their final stages. Potholes on the 56-mile bike route were filled, traffic routes were finalized and the athletes' medals have been commissioned from Cebu's best international designer. Some 2,000 athletes from 36 countries are joining the event. The Sunday event marks the second year that the Ironman 70.3 is being staged in Cebu and the fifth time in the country after Camarines Sur hosted the first race in 2009. “This is the most intense preparation that we've done,” said Princess Galura, general manager of Sunrise Events Inc., the organizer of the Ironman 70.3. “If before, local government units acted separately, this time everyone is getting along and helping one another,” she said. The race drew 2,150 participants or a 21 percent increase

from last year's attendance. The event will have athletes complete a 1.2-mile swim in the waters of Mactan, bike for 56 miles up to the South Road Properties (SRP) in Cebu City and Talisay City, then run a 13.1 mile course through Lapu-Lapu City. Lapu-Lapu City will host the event in coordination with the Capitol and cities of Mandaue, Cebu and Talisay. The races start and end at the Shangri-La Mactan Resort and Spa in Lapu-Lapu City, the same venue last year. Australian Pete Jacobs, who won his first Ironman World Championships title last year will be back to defend his title. A world celebrity in the music industry also signed up but his name is under wraps, Galura said. Medals for this year's participants and top performers of the Ironman 70.3 are designed by multi-awarded Cebuano designer Kenneth Cobunpue, who also designed the medals last year for Cebu's first hosting of the Ironman 70.3.
