Lawmakers are urging Congress to fast track the approval of a bill granting more benefits to solo parents. Reps. Emmi de Jesus and Luzviminda Ilagan (Partylist Gabriela) filed House Bill 2914 to amend Republic Act 8972, otherwise known as the Solo Parents’ Welfare Act of 2000. De Jesus said RA 8972 failed to address the solo parents’ financial needs in the wake of increasing prices of basic commodities and services. MALAYBALAY City––A bioenergy company, Secura International Corporation (SIC), signed a joint venture agreement with its local business partners (LBP) Together with tribal leaders in bukidnon, for the production of biodiesel from Napier grass and other biomass. Task force raids largest illegal mining operation in Butuan By Erwin Mascarinas of MindaNews

BUTUAN City––A joint government task force raided before dawn Tuesday (November 5) in one of the hinterland barangays here what is believed to be the biggest illegal small-scale mining operation. But police said the Chinese nationals known to have financed the operation have reportedly escaped in the melee. Seized from the site are heavy machineries, which include two backhoes, two large grinding machines, two engines, and several meters of plastic and large metal pipes. The raid was conducted around 3 a.m. beside the Taligaman River in Purok

8 in Barangay Taligaman by personnel of the City Public Safety Company (CSPC), Regional Anti-Smuggling Task Force (RASTAF), Caraga Police Regional Office 13 and City Environment and Natural Resource Office (CENRO). Jess Ivan Saburao, environmental management specialist of the CENRO, pointed out that the illegal mining site was the largest in terms of the equipment confiscated. “We are still trying to estimate the total cost of the mining operation but we are sure this is the largest. The size of the hole that was dug is quite deep,” he said. Saburao said they still have to consult with their legal team first for the appropriate charges to be filed.

“We are also looking into the possibility of filing cases against the land owners even though they claimed that they have sold the land,” he said. Senior Insp. Nefre Acaso, CPSC chief, explained the difficulty of intelligence gathering for the operation. He said he got intelligence information last month and immediately sent operatives to the area for further investigation. “We were about to raid the area few weeks ago and sent the information to all the concerned groups. But when I asked my personnel to check again, they reported that someone might have tipped off the miners since the equipment were not there anymore. So I revised the plan and waited further,”

said Acaso. He revealed that only a few people knew about the raid and did not even inform his men about the real nature of the operation. He just told his personnel to assemble at the junction of the road leading to the barangay and the highway. “We did not inform nor coordinate with the barangay, the police station nearby and other agencies just to make sure that the information will not leak and tip-off the illegal miners,” Acaso stressed. The CPSC chief said it was difficult getting into the area undetected because of the terrain and the lack of gear to conduct operation under the cover of darkness. “We could hear the heavy equipment operating as

we approached the area but it was so dark that we can’t almost see where we were going. Even though we caught them by surprise, in the commotion it was hard to see where everybody was going. Unfortunately, the Chinese financiers were able to escape but we have in our custody four of the workers in the mining site,” he said. Rene Supangan, one of the residents whose family once owned the land across the Taligaman River, admitted that his mother sold a hectare of land to the Chinese for only P350,000. “We did not hesitate to sell it then since it was not yielding that much copra,” he said. Supangan said he does not work in the mining

operation and declined to divulge more information about the mining site. According to another resident who requested not to be named, the Chinese businessmen kept coming back to the area since it is a high grade mining site. The resident said the operation must have netted 2,000 grams worth of gold, including some large nuggets. After the operation, while the police and barangay workers were removing the equipment from the site, several residents immediately took some of the sand and started panning for gold. The same area was raided last September 18 and two Chinese nationals were apprehended. But were able to get out on bail.

Air on White Corn Production was jointly undertaken by the Department of Agriculture Regional Field Office-Caraga through the Regional Agriculture and Fisheries Information Division (RAFID), Caraga Agri Pinoy Corn Program and local government units.

The program is in support to the Food Staples Sufficiency Program (FSSP) of the national government aimed at promoting white corn for health as one of the food staples aside from rice. Other identified staples are banana (saba), adlai and various rootcrops.

Provincial consultations for youth dev’t Index slated MISAMIS ORIENTAL -- Embarking on a new journey for youth development, the National Youth Commission, in partnership with the Institute of Development and Econometric Analysis, Inc. and United Nations Population Fund, aims to come up with Philippine Youth Development Index (PYDI) that will serve as a tool in measuring youth development. M i s a m i s O r i e nt a l should be hosting one the venues for the provincial consultation this week. In order to create and complete a relevant PYDI, series of consultations are currently being undertaken in 9 provinces nationwide. The consultation workshop aims to get advice and guidance from stakeholders in the development of the PYDI alongside gathering of secondary data as instrument to gauge youth concerns such as but not limited to education; employment; participation; environment and health. First leg of the consultation was done in Eastern Samar, Sarangani and Masbate last October 23-24, 2013. Second leg is

on November 4-5, 2013 in the provinces of Iloilo, La Union and Misamis Oriental while the third and final leg is in Benguet, Guimaras and Bukidnon on November 7-8, 2013. Activities during the consultation include interview of representatives from LGU, TESDA, CHED, DILG, DepEd, Provincial Planning and Development Office, Provincial Health Office, Provincial Social Welfare and Development Office, Population Office, PDRMMC, PESO, SP and Youth Affairs Office; and focus group discussion with youth representatives from various youth organizations in the province. First of its kind in the country, the PYDI is expected to be the standard measure of youth development in the Philippines. It will be integrated in all national accounts in relation to social and economic development of the country. The ‘rule of thumb’ is important during an emergency

The rule of thumb is plain and simple. Move the people swiftly, quietly, and orderly to evacuation centers that are accessible to them.’

THE city hall in Cagayan de Oro has released the possible evacuation centers for residents in various barangays here. The novel idea of identifying the evacuation centers was an aftermath of the disastrous Typhoon Sendong on the night of Dec. 16, 2013. It was a good idea that the city government has included in their risk management plan the possible location of evacuation centers here. While the identification and assignment of these evacuation centers were laudable, there were a lot of things that need review. For instance, in the First Congressional District, residents in Barangay Bayabas have to run toward upper Carmen at a commercial mall there as their primary evacuation center. The information of those who plotted the evacuation route, Upper Carmen is about eight kilometers away to Bayabas. How could residents in that coastal village dash toward upper Carmen in times of emergencies? Unless people in Bayabas are super human beings, a distance is not a problem in times emergency. Again, the residents in Kauswagan have been assigned to proceed to Camaman-an Elementary School. How is that, Sir? How familiar are the residents of Kauswagan in Camaman-an? We are writing here for a few samples on the location of assigned evacuation centers for residents in various barangays in the city. We are doing this for those who planned the “escape route and the evacuation sites” to take a look. It appears that most of these evacuation centers were not planned for a smooth mass movement of

people. There were even thoughts that these evacuation centers add more problems than comfort to helpless residence. Of course, the word comfort is only figurative. What we do mean is that letting these people run for their lives to an evacuation center that are not familiar and far from them would cause chaos. We know that the risk manage- Cris Diaz ment council has enough “brains” to assess emergency situation that requires astute thinking to secure the populace. However, there are exception to the rules. And, with due respect to those who planned the evacuation sites, it would have been better for them to have applied the “rule of thumb” here. The rule of thumb is plain and simple. Move the people swiftly, quietly, and orderly to evacuation centers that are accessible to them. The rule of thumb simply dictates that “intuition” is the best defense to address emergency situations. As an example, how many of those who survived a shipwreck ever have the time to unload the “life boat?” Perhaps, those who have gone to the lifeboat did not even bother to detach it from the ship. Many would argue that a shipwreck is a different situation than in a situation of a likely predictable emergency. For instance, a super howler or a typhoon that would take place in a day or two. No question. Yet, when they typhoon occur, can any of those who plotted the location of the evacuation centers be around to ferry those people swiftly? Has the city government assigned trucks and buses for people in barangays (like Bayabas) to be conveyed to Upper Balulang? Abuse: A national malady While every Tom, Dick and Harry in this country has a piece of his mind about the way the pork barrel and the disbursement acceleration program had been abused by some legislators and other public officials, it is also very evident that almost everyone wanting to put an end to this abuse had become abusive themselves. Just open your computer to various social media sites to see for yourself how much we have become abusive in denouncing the so-called abuse by public officials of public funds. I don’t know if wrong can now be corrected by committing another wrong. And the abusive manner by which we denounce abuse in public offices has even rubbed off among media practitioners. This you can witness at the way the hosts of an afternoon public service television show in one of the networks verbally abuse anyone who earns their ire for imagined or real shortcomings. Yesterday I was shown a video clip of an early morning newscast in another network where the newscaster-host was interviewing the lawyer of jailed businesswoman Janet Lim-Napoles in her serious illegal detention case. The newscaster-host condescendingly berated the lawyer for the former’s

These abusive news and public affairs hosts of television programs ought to be reminded that those they are interviewing are guests in their shows. As guests, they ought to be accorded the highest respect any guest deserves. In the first place, these guests appear in these news and public affairs programs upon the invitation of the program hosts. It is not proper for these newscaster-hosts to be publicly berating or publicly insulting their own guests. Doing so leaves a very bad taste in the mouth. Their being hosts of these news and public affairs programs on television is not a license to besmirch, malign, insult people on television no matter how well-intentioned they may be. Such abusive behavior is no different from the abuse public officials perpetrate when they breach the trust and confidence reposed on

them by the citizenry. Now if news and public affairs hosts of television programs can be such abusive, think of the abuse being perpetrated in social media where every Tom, Dick and Harry can pontificate about anything and about anyone. Just a few days ago I cautioned members of a social media forum based in Cebu where I am a part of not to immediately condemn that lawyer-son of a congressman from Batangas who was caught on video punching a jeepney driver somewhere in Pasig. I simply asked the forum members to first try driving in Metro Manila before they make any condemnation. I even told them that my very peaceful wife would sometimes blurt out saying if she only had a gun she might have shot the abusive public utility vehicle drivers in Metro Manila when we are out in the streets going to any destination. After Zamboanga war, Ateneo imposes stricter security Z A M B OA N G A CITY – The Jesuit-run Ateneo de Zamboanga University has imposed a strict security measure following September attacks by separatist rebels in Zamboanga City in southern Philippines.

It also banned vehicles inside the university campus forcing parents or their drivers to park or fetch students outside causing heavy traffic along the narrow La Purisima Road near downtown Zamboanga. “In view of the recent crisis that has affected the city since last month, the Ateneo de Zamboanga University has employed stricter measures for security purposes,” it said in a memorandum dated October 25 seen by the Mindanao Examiner. The order took effect November 5 which coincided with the resumption of classes for grade school. “To strengthen and support the security and safety measures of the University, there will be no drive-thru effective November 5. Drop-off and pick-up of students may be along La Purisima and Nunez Street. Parents, guardians and fetchers are advised to give clear instructions to their children and wards as to which waiting area they will be fetched. There shall be assigned teachers who

will be bringing the students to the preferred waiting area,” the memorandum said. Ateneo said the measure is also in compliance with the order of the Department of Education on campus security. But the government order was dated 2011. “The order stipulates that only bonafide students shall be allowed in the school campus. No visitors, including parents, guardians or tutors shall be allowed inside the campus during

and after school hours except for valid reasons and with prior approval of the unit head,” the memorandum, signed by Father Karel San Juan, the university president, further said. It was unknown whether the Parents and Teachers Association were consulted about the new order. The fighting in Zamboanga which began on September 9 and lasted three weeks left over 400 people dead and wounded. And since then, Zamboanga has been under curfew from originally from 8 p.m. to 5 a.m. and recently Mayor Maria Isabelle Salazar adjusted this from 12 midnight to 4 a.m. She said the military has not allowed the lifting of the curfew almost two months after the violence. DOST holds public consultation on Philippine Standard Time in Pagadian City PAGADIAN CITY -- The Department of Science and Technology (DOST) on Tuesday conducted a public consultation to finalize the implementing rules and regulation (IRR) of Republic Act 10535 otherwise known as the Philippine Standard Time (PhST) Act. The public consultation, done in partnership with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), is the third and last public assembly required to finalize the IRR of R.A. 10535. R.A. 105356 was signed into law by President Benigno Simeon Aquino III on May 15, 2013. It mandates all national and local government offices to display PhST on their official time devices, including but not limited to their respective bundy clocks, displayed clocks, chronometer, quartz clocks and websites, in accordance with the official time provided by PAGASA using its network time protocol. The agencies’ official time devices shall, likewise, be prominently displayed in areas readily accessible to the employees and to the general public. The implementation of PhST will also synchronize the military clock, stock exchange, and celebrations, such as the New Year and other cultural celebrations “to show that Filipinos are conscious of time.” The IRR of R.A. 10535, once approved, states that the “National Time Consciousness Week” shall be institutionalized and celebrated every first week of the year. DILG provides P5.9-M water system to Zambo Sur town PAGADIAN CITY -– Three barangays in the Municipality of Dinas, this province, is soon to have potable water right in their doorsteps. This, as the Department of Interior and Local Government (DILG) through its Sagana at Ligtas na Tubig Para sa Lahat (SaLinTubig) is rushing to complete the construction of an upgraded water system in t he three barangays of Dinas. The beneficiary-barangays are Don Jose, Benuatan and Poblacion in Dinas, a 4th class town of this province comprising 30 barangays. Department of Interior and Local Government (DILG) Regional Director Paisal Abutazil said the construction of the upgraded water system “is now 35 percent complete.” Abutzail said the construction of the P5.94 million upgraded water system, which started last July 9, is being undertaken by a private contractor. 2 suspected rebels sued for illegal possession of firearms

ENERAL SANTOS CITY — Police authorities on Tuesday filed charges of illegal possession of firearms and violation of the election gun ban against two alleged members of the New People’s Army (NPA) who were arrested in a checkpoint in T’boli town in South Cotabato last Sunday afternoon.

Supt. Romulo Estocapio, acting public information officer of the Police Regional Office 12, identified the suspects as Alexander Puertogalera, 46, of Tulunan town in North Cotabato and Ariel Arellano, 40, of Poblacion in Norala, South Cotabato. He said the charges were filed before the Provincial Prosecutor’s

Office in Koronadal City. Estocapio said the suspects were nabbed at around 3:30 p.m. aboard a red Mitsubishi Lancer sedan with license plate PGF 172 in Barangay Sinolon in T’boli town. A search on the suspects’ vehicle yielded four AK47 rifles bearing serial numbers 11046,

05292, 09483 and 02020; 15 magazines; 433 live bullets of caliber 7.62 or M14 rifle; and, various subversive documents, he said. Estocapio said Puertogalera is an alleged secretary of the NPA’s regional white area committee while Arellano is one of its active members. “They were part of the NPA unit that harassed our detachment in Sinolon last March,” he said. Supt. Jemuel Siason, T’boli police chief, said in a briefing that they have long been monitoring the movements of Puertogalera due to his alleged involvement in previous attacks in the area. “He is a known member of the NPA and has led some of the

group’s recruitment activities,” he said. Siason said that prior to the capture of the two suspects last Sunday, they had received intelligence reports that a rebel unit will be delivering some highpowered firearms to local NPA members. He said they immediately set up some roadblocks along the highway leading to T’boli town in coordination with the 4th maneuver company of the Region 12 police’s public safety battalion, bravo company of the Army’s 27th Infantry Battalion and the National Intelligence Coordinating Agency in Region 12. Dr. Rogelio Aturdido Jr., S out h C ot ab atoIntegrated Provincial Health Office (IPHO) chief, said the two additional cases of HIV, the infection that causes the acquired immune deficienc y syndrome (AIDS), were initially detected following a recent screening conducted by their HIV/ AIDS and Sexually Transmitted Infection (STI) unit. He said the blood samples taken from the two patients came out positive in the confirmatory tests conducted

by the Department of Health’s (D OH) STD (sexually-transmitted diseases)/AIDS Cooperative Central Laboratory in Manila. The official said f ive of t he are a’s 31 confirmed HIV/AIDS victims, who were all detected in the last three years or since 2010, already died due to various complications. “Our recorded HIV/ AIDS cases in the area comprise couples, former overseas workers and male professionals,” he said in a media forum. Aturdido said a signif ic ant numb er involved individuals who had engaged in risky sexual behavior, among them unprotected sexual contacts among “men who were having sex with men” or MSM. He said the IPHO has

intensified its advocacy and education activities to control or prevent the disease from further spreading. The IPHO is presently offering free HIV screening through their HIV/AIDS/STI unit, which hosts one of the two D OH-accredited HIV/AIDS screening f a c i l it i e s w it h i n t he province, he said. “It’s important for us to detect these cases early so the victims could immediately avail of the free maintenance treatment offered by the government,” Aturdido said. Reyes said the alliance should be as “broad as possible.” While the law guarantees the right of the people to enact or reject laws, its steep requirements are also one of the challenges they are facing. “It is difficult but not impossible,” Reyes said. He said 10 percent of the total registered voters equates to five million needed signatures. During the last election, he added, progressive senatorial candidate Teddy Casiño managed to get 4.2 million votes. Progressive partylist groups, on the other hand, accumulated three million votes. The difficulty, however, lies at the required three percent signatures per congressional district. “That would include all congressional districts, even the most remote ones, from Batanes to Tawi-Tawi. We need to hold a massive campaign,” he said. Reyes said that aside from the legal requirements, there is also the possibility of harassment against those who are campaigning for voters to sign the people’s initiatives. “You will meet resistance from congressmen, local officials who benefit from the pork barrel and from Malacañang. They will do things to make it hard for us to secure signatures, they will malign us and confuse the people,” Reyes said. The Commission on Elections, required by the law to validate the signature, said that the people’s initiative is no longer needed and that those behind it should just wait for the Supreme Court to decide on the fate of the PDAF. In an Interaksyon.com report, Comelec chairman said, “What if the Supreme Court declares the PDAF and DAP unconstitutional, what will the people’s initiative be against?” But Reyes said, “It is not true, even Justice Puno believes that too. The SC will be basing its decision on the 2013 budget. Various youth groups have also expressed their support on the proposed people’s initiative against the pork barrel system. “With the failure of Congress to enact a law that will truly scrap the pork barrel system, the situation is ripe for the people to take lawmaking in their hands. The people’s initiative may prove to be a daunting option, yet the youth pledges its full support to this initiative,” said Einstein Recedes, national convener of Youth ACT Now, an alliance of youth groups calling for the abolition of the pork barrel system. Recedes said that they would mobilize all their chapters in various provinces to gather signatures for the initiative. Youth Act Now has member-groups in Metro Manila, Iloilo, Cebu and Davao. He added that Puno is “correct in saying that the youth will play a pivotal role in the people’s initiative. If all of the Filipino youth participates in this democratic practice, we will have more than enough signatures to pass a law.” Data from the National Statistics Office estimates that there are some 25 million Filipinos aged 18 to 30, Recedes said, adding that, “We have the numbers. We just need to put in more effort to educate and mobilize the youth to participate in this landmark initiative.” National Union of Students of the Philippines will also mobilize its students in various schools in the country to lend support to the people’s initiative. Women’s group Gabriela, during their protest action on the approval of the 2014 budget said that only the voice of the people through the people’s initiative can abolish the pork barrel system. “As a mass organization, Gabriela upholds the principle of democracy and such effort is a clear exercise of democracy,” Joms Salvador, secretary general of Gabriela, said. Alliance of Concerned Teachers national president Benjie Valbuena said the Aquino government does not have plans to remove the pork barrel system. The funds, he said, should be returned to the people through social services such as education and health services. “We need to stop that source of evil,” Valbuena said, “The public clamor against their discretionary funds is very evident and surely the proposal of former CJ Puno can be achieved. We are also ready to mobilize our 50,000 members throughout the country not only to sign, but to gather signatures in their respective localities. Valbuena believes that the “people will win this battle.” Kilusang Mayo Uno, for its part, launched its “Piso para sa People’s Initiative,” a fundraising drive to help

Why, a son of a congressman does not have the right to lose his temper on abusive jeepney drivers anymore? Did Jesus not lose His temper on those who desecrated the Temple by physically hitting those who resisted and by turning tables upside down? Was that act of Jesus not equally condemnable? But did we condemn Him because of such act? We did not because we viewed Jesus’ act as righteous indignation. Can people of higher social status in life such as that congressman’s son not have the right to express his righteous indignation also? Instead of discerning first the facts about the incident, everyone seemed more frantic in their denunciation and condemnation. In such a situation, I always put myself in the shoes of the one publicly crucified. And I always ask myself if I would not have behaved or acted the way the condemned behaved and acted if I were in his shoes. The provocation must have reached its limit al-

Creaky Pacquiao training ‘like a 20-year-old’ GENERAL SANTOS - Philippine boxing hero Manny Pacquiao says he is furiously training like a 20-year-old to break a losing streak and re-establish his reputation as one of the world’s best fighters. Pacquiao also said his match against American Brandon Rios in the Chinese territory of Macau next month would be “a good window” to promote boxing in China, and that he felt honored to take part in the landmark bout. “This training camp, I believe, is one of the longest preparations in my boxing career. I trained early because I want to prove that I can still fight in the top [tier] of boxing,” he told reporters late Wednesday in his home town of General Santos in the southern Philippines.

“This time my preparation is more serious, more focused. My mind is like when I was 20 years old.” A former champion in an unprecedented eight weight divisions, Pacquiao, who turns 35 in December, is seeking to come back from two consecutive defeats which have led supporters to question if he should hang up his gloves.
