UNAWAN, Agusan del Sur – The remains of “Lolong,” the world’s largest saltwater crocodile that died in captivity, was exhumed, Thursday, at its burial site inside the fenced artificial pond where the crocodile stayed after it was captured since September 3, 2011.
The remains will be brought for taxidermy at the National Museum in Metro Manila, but soon after be brought back for display at the town’s eco-park, officials assured. Councilor Ronald Nuer, chair of the special committee for the preservation of the remains of

MOA for “Adopt a Hospital” Program set to ink in Surigao Sur
TANDAG CITY, Surigao del Sur - A Memorandum of Agreement (MOA) for “Adopt a Hospital” program is set to ink this morning with the Department of Health (DOH), Provincial Local Government, Montero Medical Missions (MMM) and 10 other public and private corporate groups. The event shall take place this morning at the Provincial Social Hall, here in the city. According to MMM Eyesight 2020 Program Director Christopher Buniel, expected to grace the occasions are DOH officials, headed by Secretary Enrique T. Ona and Under Secretary Ted Herbosa; and the Foreign Mission Team – the MMM-Eyesight 2020, headed by Filipino-American Juan Montero II and the local medical mission team. The “Adopt a Hospital” program where Adela Serra Ty Memorial Medical Center (ASTMMC) is the recipient hospital here will be the first to be implemented in Surigao del Sur, after DOH issued the guidelines on Foreign Surgical and Medical Missions FSMM thru an Administrative Order 2012-0030 on December 21, 2012. BUTUAN CITY – The Department of Health-Center for Health Development (DOH-CHD) in Caraga was declared winner of the prestigious Red Orchid Award along with two other government agencies in the region in a convention at the Philippine International Convention Center in Manila. DOH CHD-Caraga was one of 170 institutions that vied for the prestige this year and actually won the award for the second time. O t h e r R e d O rc h i d awardees from Caraga are the Butuan City Jail and Caraga Regional Hospital, while Bislig City and Surigao del Sur District Jail took second place with the Pink Orchid Award. The municipality of Veruela, Agusan del Sur bagged Red Orchid Awards Hall of Fame for winning the award for three consecutive years. As Hall of Famer, Veruela received a trophy and P500,000 cash grant to sustain the town’s tobacco control efforts. The Red Orchid Awards
is an annual search for 100 percent Tobacco-Free Centers for Health Development, Government Hospitals, Government Offices and Local Government Units. Winners are chosen according to the strength of their advocacy to promote and enforce 100 percent smoke-free environments. Aside from certificates and trophies, the awardees of the Red Orchid Hall of Fame will receive a P500,000-project grant to better strengthen their tobacco control programs, while local government units will receive an additional P100,000 worth of drugs and medicine for smoking cessation or the control of non-communicable diseases. Other contenders who were unable to meet the prescribed scores will still receive certificates of participation. The number has been increasing since the award was established. From merely 46 finalists and eight winners in 2010, on its fourth year, the number went up to a total of 170 institutions comprising two provinces, 14 cities, 44 municipalities,
35 government offices, 15 DOH centers for health development (CHDs or regional offices), 60 government hospitals that vied for the distinction of being proclaimed as Red Orchid awardees. DOH-CHD Caraga Regional Director Ariel Valencia pledged full support for the passage of the Graphic Health Warning Bill to better emphasize the hazard of smoking and tobacco use. Corollary to this, he called on smokers who plan to quit smoking but do not know what to do, to drop by the CHD Caraga’s Smoking Cessation clinic. Valencia stressed “We are strengthening our antismoking program, so that we too, will be elevated into the Red Orchid Hall of Fame. This is not merely for the prestige, but primarily to better serve the general public.” (PS/asf )

BUTUAN CITY - As part of the week-long activities for the National Disability Prevention and Rehabilitation (NDPR) Week celebration from July 17-23, 2013, the Department of Science and Technology (DOST) Caraga spearheaded on Friday the Training on Buko/Coconut Juice Processing and Food Safety Awareness held at Butuan City School of Arts and Trade (BCSAT). In her message, DOST Regional Director Dominga Mallonga encouraged the persons with disabilities (PWDs) to learn more about Buko/Coconut Juice Processing and Food Safety Awareness and put up their own small-scale business. “Buko/Coconut trees are abundant in Caraga region that is why this is a good start for our PWDs to utilize for their business as their livelihood,” said Mallonga. She also emphasized that the department provides assistance to the PWDs be it technical or financial. “We can provide assistance to those PWDs in the region especially those who have their cooperatives, and provide them technology training for their business,” she said. Mallonga further stressed
that when selling foods, good manufacturing and sanitation practices must be observed to ensure a safe and quality food production. “For us to have a successful business, be it small-scale or large scale, we have to make sure that foods we sell in the market are clean, safe and worth the price. If we can establish a good business, we can make it grow and expand,” said Mallonga. Musico administration Senator Franklin Drilon has been elected new Senate president via overwhelming 17 votes as the Senate formally opened the first regular session of the 16th Congress Monday morning. In his acceptance speech at the Batasan complex in Quezon City, Drilon urged the new senators to share fresh ideas and work with veteran colleagues to do their share in nation building. “Let us set aside political differences. We must think innovation and solution. Let us do our share in nation building. Our people are expecting from us. Let us not fail them,” Drilon said. The senators who voted for Drilon include Sonny Angara, Paolo Benigno Aquino IV, Alan Cayetano, Pia Cayetano, Lito Lapid, Loren Legarda, Francis Escudero, Antonio Trillanes IV, Ferdinand Marcos Jr.,

Drilon will open the joint session of Congress in the House of Representatives where President Benigno Aquino III will deliver his fourth State of the Nation Address (SONA) in the afternoon. It was the fourth time Drilon has been elected Senate president. Former President and now Manila Mayor Joseph Estrada and wife former senator Loi Estrada as well as Vice President Jejomar Binay attended the Senate opening in support of their children. Angara and Poe stood up to nominate Drilon. The Senate session started at exactly 10:06 a.m. with acting Senate president Jinggoy Estrada as chairman and Honasan as acting majority leader. Giant ocean sunfish drifts ashore, dies CAGAYAN DE ORO CITY — An Ocean Sunfish, also known as “Mola mola,” beached on the shores of Barangay Macabalan here Friday dawn, startling residents who were awed by its sheer size and the noise it made. The fish, weighing at least 200 kilos and measuring about seven feet long, died hours after it was found by Macabalan resident Alcer Padera. Officials said the fish “got stressed when curious people started gathering to see it.” Miguelito Lim, of the Bureau of Fisheries and Aquatic Resources’ (BFAR) Fishery Law Enforcement Quick Response team, said Padera narrated to him that he was roused from sleep at around 2 a.m. Friday after hearing something big crashing against his house along the Macabalan shoreline. “When he took out his flashlight, he saw that it was a big fish,” Lim narrated Padera’s account. Lim said the fish made loud noises at it slammed on the
wooden stilts of Padera’s house, rousing his neighbors also. He said Padera and his neighbors even tried to bring the big fish to the deeper portion of the shore to allow it to swim back to the sea. “Padera told us they tried to bring the fish twice to the deeper portion but the fish kept going back under his house,” Lim said. Lim said by the time they arrived at the site at around 7 a.m., the fish has already died. Teodoro Bacolod Jr., head of BFAR’s Fisheries Inspection and Quarantine Services, said the Ocean Sunfish, which is the “heaviest known bony fish in the world,” might have been “disoriented” when it strayed to the shores of Macabalan. He said the fish is com-
monly found in the deeper portion of the tropical waters in Central Philippines. “It might have been a change in the water temperature because of climate change. There are so many factors that could have disoriented the fish to stray,” Bacolod said, adding the fish died “because of stress when people started to gather and touched it.” “These fishes are known to be solitary sea travelers. Some roam the sea in pairs but never in a pack,” he said. Bacolod said the fish may have been a juvenile considering that a matured Ocean Sunfish weighs up to at least 1,000 kilos. He said the fish usually subsists on jellyfish, small crabs and shrimps. The BFAR has not categorized the Ocean Sunfish as endangered but other countries in Europe ban its sale. Surigao Sur environmentalist fears for life; says mining, logging and politics behind threats SURIGAO CITY—“My life is now becoming harder,” said Chito Trillanes, who for two months now has been hiding in different safe houses afraid that he would be killed. Trillanes is the spokesperson of the Social Action Center (SAC) in the Vicariate of Carrascal-Cantilan-MadridCarmen-Lanuza and Parang Zone (CarCanMadCarLanPar) in Surigao del Sur. As the SAC spokesperson, he’s been leading the campaign against destructive mining and logging in their area. He believed that leading the campaign earned him the ire of powerful businessmen and politicians in the province. In the last elections, Trillanes rallied behind several politicians who have the same advocacy with the SAC. “This advocacy contributed to the victory of anti-mining advocate candidates like Cantilan Mayor Genito Guardo,” he said. “Suko kayo sila kay napildi man ang ilang mga pro-mining bet (They’re very angry because their pro-mining bets lost during the elections),” Trillanes told MindaNews on the phone Friday. On Friday, the Philippine Misereor Partnership, Inc. issued a statement saying that on May 24, Trillanes’s mother was awakened by a suspicious noise at their house in Cantilan, Surigao del Sur. When she turned on the light at their veranda, she saw two bonnet-wearing men who rushed to a parked motorcycle and hastily left, it added. Two months before that happened, Trillanes said he had received information that an influential personality in the province allegedly wants him liquidated. While he did not give a
name, Trillanes said that person “is involved in mining, logging and politics.” Trillanes said that some of his fellow environmentalists have already been killed, including tribal leader Datu Manuel “Kajugjug” Gardigo, a Manobo chieftain from Barangay Agsam in Lanuza town who was shot five times by still unidentified suspects last May. He said Gardigo was one of the leaders opposing illegal logging activities particularly in the concession of Surigao Development Corporation. Another environmental activist, Dr. Isidro Olan, was ambushed in Carmen, Surigao del Sur last October but he survived the slay try. He was wounded by a bullet on the right shoulder. Olan is the founder and executive director of the Lovers of Nature Foundation based in his hometown. He is an active member of the SAC in the Vicariate of CarCanMadCarLanPar. Trillanes said the attacks against environmentalists will not deter his campaign against mining and illegal logging activities in the area. On Monday, the PMPI said it will file a comprehensive report on the harassments being suffered by Trillanes at the Commission on Human Rights (CHR). “We believe that the motive behind the harassment on Chito Trillanes has something to do with his advocacy against destructive mining. Its clandestine nature, the fact that the identities of the ones doing the surveillance are yet to be known, further bolster his claim that his life and person are in danger should the surveillance continue. This must be stopped,” Fr. Oliver Castor, PMPI project officer said in the statement. Castor said that the Mindanao office of the human rights
group Task Force Detainees of the Philippines assisted them in finalizing the fact sheet for the case. He also said that they will submit to the CHR a video of Trillanes explaining his experiences. “Because of these threats, Trillanes is moving from one safe house to another although he continues to be active in the sidelines for the environmental campaigns of the SAC. No person, especially someone who dedicated his time to the defense of our natural resources, deserves this situation. We fervently hope that the CHR will act swiftly on this case, “ Castor appealed. Puerto Princesa residents urged to plant 80-T trees in forest feast PUERTO PRINCESA CITY – Mayor Lucilo Bayron of this “city in the forest” is personally inviting residents to actively join again this year’s holding of the mass planting program Pista Y Ang Kagueban (Feast of the Forest) on July 27 in Barangay Irawan. Though it suffered a delay in preparations, Bayron said the Pista is ready to troop to the mountains of Sitio Impapay, Barangay Irawan on the said date for the mass planting of some 80,000 assorted saplings of fast growing trees. “Once again, we are in-
viting residents of this city, as well as the friends of the forests from other places, to join us on the last Saturday of the month in the Pista Y Ang Kagueban. We know people are looking forward to this, and next year, we will do this again in June. The delay was just temporary,” Bayron said. At Sitio Impapay, the City Environment and Natural Resources Office (CENRO) prepared 8.6 hectares of land for the mass tree planting, which is expected to be joined by around 20,000 residents of Puerto Princesa. General public is more corrupt
WHEN we think of corruption in general, we think only of the government workers who ask for bribe money before they perform their job. We never thought of the general public who voluntarily, habitually and irresponsibly give out money when asking for some jobs or favor in a government office. Many taxpayers think giving bribe money is normal and part of any business transaction. I even think corruption begins from the public who offer cash to public employees until it becomes a seemingly normal procedure and there they go on. It takes two to tango. This scheme of giving cash to government workers must be stopped. The public should know that they can get the services from the government offices for free. That they should not practice the art of giving slide money to

Maybe, what Drilon and his followers can concretely do is to renounce, give up, and waive, their P200 million pork barrel allocations every year which will amount to P4.8 billion annually, and ask that the
amount be instead channeled to providing business opportunities for the farmers, the fisherfolk, the white-collared employees, senior citizens, persons with disabilities, and even the jobless and the out of school children. If our senators do that, then, they can be viewed as real partners of President Aquino in his quest to eradicate poverty and desperation among our people. Anyway, we already have examples of senators who have not been receiving their pork barrel allocations, but who continue winning in elections anyway. This activity inspires me a lot on how Transformational leadership plays its role in this modern world. The main objective of watching the video clip is to find out how Transformational Leadership plays its role by showing the style both traditional, transactional and consultative Leadership . The Traditional Leadership focuses on autocratic way in handling the situation. On the scene Teacher has no right to react and suggest of the things that needs to be developed for the improvement of the school system. The principal or administrator is very particular in details and seldom stimulate the improvement. There is lack of openness to the subordinates and it is called as transactional leadership. The consultative leadership focuses on asking the cause and effect upon implementing the rules or a policy in a very particular situation. It requires the charisma, inspirational appeal and intellectual stimulation. The Administrator knows when to unwind the feelings of his or her subordinates. A leader is open for change and suggestions which focuses on the learner’s progress. It is very concerned of his staff and willing to help the teachers to develop at its best. Established a good rapport to his staff and always encourage his staff to work with him and deals every situation in a democratic way. Nowadays I can observe that both of the leadership style mentioned is quiet observable in Educational system. There are Administrator who are open in acquiring new style in handling there teacher. It is hard to compare a kind of leader, a leader between traditional and a consultative style of leadership. Effective in a way on how it is being applied of every problem encountered. Sensitive on the feeling of the subordinates will result to a harmonious relationship. It will give a good impression that being a leader should be humble in a way that you are not just leading but you are inspiring and touching the life of every individual within the educational system. Inspiring people is one of the missions of an educator like us because we are dealing learners. In that way we are leader of our own, directing of the things what is required and what should be. Lastly, let us put in our mind that the success of the educational system will always depend on how the leader led to success. In such a way we find how to give more importance the center of educational process which is the learner. How we plan programs that is suited to their interest considering that in dealing it we consider the strength and weaknesses that is always the target. There is always a collaborative effort between the administrator and the teachers’, leader by example and leader by doing. Armin A. Luistro are loud enough to echo in the recesses of the minds of the stakeholders of the Department of Education. In their shoulders lie the gigantic task of carrying out the policies set forth in line with the government’s thrust to enhance the quality of education in our country, a fundamental requisite in its quest for national growth and development. Along this line, it is note worthy to mention the so called “teacher-factor”. As front liners, teachers are unarguably the number one element to be considered for a successful implementation
of the K to 12 curriculum. Teachers are now being immersed in an avalanche of inservice trainings to gain sufficient knowledge and skills to be up for the great task. In addition, the roles and responsibilities of the staff and personnel, in the school system, cannot be undermined. As prime movers, school heads and instructional supervisors and the teachers as well, should be equipped with adequate knowledge and mastery of the contents of the curriculum, to be attuned with the thrust and goals of the institution. Another factor to be considered is the availability of resource materials and facilities. There is a compelling need on the part of the government to supply schools with adequate resource materials. There is a pressing need to orient teachers with the new method of assessment; e.g. performance-based assessment using rubrics, which advent, has set aside the traditional methods of numerical ratings and paper and pencil test. Lolong, said the local government, the National Museum and the Department of Environment and Natural Resources (DENR) have crafted a memorandum of agreement assuring the return of the crocodile’s remains to their town. Nuer said that the MOA between the DENR, National Museum and the local government “will be signed between July 23 to 26.” “We are just finalizing the details since the signing should be done in public and the initial plan was to have it done at the National Museum in Manila,” he said. Bunawan Mayor Edwin Elorde is optimistic that the crocodile’s remains would be returned to the town. “This place (eco-park) has both joyful and painful memories for me and the people of the town. Lolong’s untimely demise was very painful for me since I’ve spent a lot of time with the crocodile in this park. But I am happy with the [initial] agreement that he will be displayed here where he truly belongs,” said Elorde. Elorde said they are currently developing the eco-park to further attract tourists to the area, like the improvement of the road from the highway to the park.
He disclosed that a building where Lolong’s remains would be displayed will be constructed inside the ecopark, under the supervision of an architect from the National Museum. The mayor also said that Davao Crocodile Park president and chief executive officer Philip Dizon “has already signified his willingness to donate two 13-feet crocodiles that will hopefully help repopulate the wild. Our plan is to breed them here in the park and then release back to the Agusan Marsh their offspring.” Dizon said he wants to use the crocodiles as an inspiration to drive people to help in the conservation of Agusan Marsh. George Abcede, officerin-charge of the National Museum branch in Butuan City, said their national office has apprised them of the plan regarding Lolong’s remains, which will be brought first to Butuan City before shipment to Manila. “It will be assembled at the National Museum in Manila by our taxidermist and then returned to Bunawan for display,” he said. The skin of Lolong with its attached head is presently being kept frozen at the Davao Crocodile Park. The main National Museum has yet to order its transport to Manila. Lolong was officially certified by the Guinness Book of World Records as
