Misor allots P14m to pay casual, contract workers By IRENE B. DAYO, Staff Reporter

MISAMIS Oriental--The provincial government of Misamis Oriental has allocated some P 14 million to pay about 1,200 unpaid casual and job order workers who did not receive their salaries for the month of April and June 2013. Provincial Governor Bambi Emano said on Monday that the previous administration of former Governor Oscar Moreno (now Cagayan de Oro City Mayor) failed to pay the casual and job order workers whose appointments end in June 12013. Emano said that he has requested the provincial board members to pass Reso-

lution No. 133-2013 last July 22 for the appropriation of the amount in order to prioritize the payment of the salaries and wages of the unpaid workers. “With or without the resolution, we have to pay because these are services rendered already,” he said. Emano, however, thanked the members of the provincial board for passing the resolution which would pave the immediate payment of salaries and wages of the workers. URIGAO CITY — Mayor Shiela Mae Orquina-Cebedo of Bacuag, Surigao del Norte has declared her town as totally ‘no to’ mining.

Now in her last term, Mayor Cebedo disclosed to have already rejected several applications for mining exploration in previous years, saying “I don’t want irreparable damage to happen in my town.” Expressing fear over the negative phenomenon once mining firms are allowed to exploit mineral reserves in her town, she stated “they can only apply after I step down, but not now while I’m the mayor.” Mayor Cebedo added many local residents were asking her to block the applications. “I’m not against responsible mining. I just don’t want any

mining activity in my town,” Cebedo explained. Bacuag is surrounded by mining towns like Placer, Claver, Tubod and Tagana-an. The mayor said, she urged the Department of Tourism and the Department of Environment and Natural Resources to declare the town into an ecotourism site instead of making it a mining area. A fifth class municipality, Bacuag has several caves, with fishing and farming as primary livelihoods of its 12,200 residents. Chamber of Mines Caraga president Dulmar Raagas has not reacted so far to Cebedo’s statement. (RNC/asf )

BUTUAN CITY -- Some 7,000 households in 36 remote sitios in Agusan del Norte, including this city and Cabadbaran, are up for energization with funding support from Aboitiz Power. In its 16th regular session, the Sangguniang Panlalawigan (SP) passed Provincial Resolution No. 011-2013 endorsing the P24,352,325 project to the Department of Energy (DOE). Provincial Board Member Rey G. Jamboy, who authored the resolution, said that the Agusan del Norte Electric Cooperative (ANECO) has

already identified the beneficiary-communities, under its Sitio Electrification Project. Jamboy added that the provincial government is aiming at improving the socio-economic status of the barangays, through electrification projects and other basic facilities. Bringing electricity to remote areas is one of the priority concerns of the provincial government, under its Provincial Development Investment Plan, he further said. (Johny S. BUTUAN CITY -- The National Statistics Office (NSO-Caraga) will conduct the 2013 National Demographic and Health Survey (NDHS) from August 12 to September 24, this year. This is the tenth of a series of national demographic and health surveys conducted every five years since 1968 to collect data on fertility, family planning and health in the country. Fertility rates, under-five mortality rates, antenatal care coverage, and births attended by skilled health professionals are among the indicators derived from NDHS. These indicators are being used by the government in tracking the country’s progress in achieving the Millennium Development Goals (MDGs). Same with the 2008 round, this years’ NDHS will also collect data on Violence Against Women. Part of the worldwide Demographic and Health Survey (DHS) Program, the NDHS will involve interviewing women who are 15 to 49 years of age in the sample households. They will be asked questions about their family background, children they have given birth to, knowledge and use of family planning methods, health of their children, reproductive health and other information helpful to policymakers and administrators in health and family planning fields. It aims to provide information on fertility, family planning, and health in the country mainly for use by the government in monitoring the progress of the programs on population, family planning and health A total of about 16,000 households throughout the country have been scientifically selected from the sample Enumeration Areas. 17 provinces in Luzon under Signal no.3, Typhoon Labuyo continues to intensify MANILA -- At least 17 provinces are now under public storm warning signal no. 3 as Typhoon “Labuyo” has intensified further as it continues to move closer to Southern Isabela-Northern Aurora area, the state weather bureau said. In its update, PAGASA said that as of 10 p.m. Sunday the eye of the Typhoon Labuyo was located at 110 km Southeast of Casiguran, Aurora (15.6°N, 123.1°E). Labuyo increased strength from maximum sustained winds of 165 kph Sunday afternoon to 175 kph in the evening while its gustiness from 200 kph to 210 kph. Labuyo maintains its speed and track and is forecast to move West Northwest at 19 Kph. Public storm warning signal no 3 (Winds of 101185k ph is expected in at least 18 hrs), was raised over the provinces of Cagayan, Isabela, Aurora, Pollillo Island, Nueva Ecija, Nueva Vizcaya, Benguet, Quirino, Abra, Ifugao, Mt. Province, Kalinga, Apayao, Ilocos Norte, Ilocos Sur, La Union and Pangasinan. PAGASA said the eight areas in Luzon placed under public storm warning signal number 2(Winds of 61-100 kph is expected in at least 24 hrs), namely Northern Quezon, Rizal, Bulacan, Pam-

panga, Tarlac, Zambales and Calayan and Babuyan Group of Islands. Meanwhile, 10 areas are under public storm warning signal number 1 (Winds of 4560 kph is expected within the next 36 hours), was hoisted over Batanes, Bataan, Cavite, Batangas, Laguna, Rest of Quezon, Camarines Norte, Camarines Sur, Catanduanes and Metro Manila. "Residents in low-lying and mountainous areas under Signals #3, #2 & #1 are alerted against possible flash floods and landslides. Likewise, those living in coastal areas under signal #3 and #2 are alerted against storm surges," PAGASA said. PAGASA said Labuyo may bring rainfall of 10 to 25 mm per hour (heavy to intense) within its 600-km diameter of the typhoon. PAGASA said Typhoon "Labuyo" will enhance the Southwest Monsoon which will bring moderate to occasionally heavy rains over the rest of Southern Luzon and Western Visayas. "Fishermen, especially those using small seacrafts are advised not to venture out into the western and southern seaboards of Southern Luzon and the eastern and western seaboards of Visayas due to big waves generated by

Typhoon Labuyo," PAGASA also said. PAGASA weather forecaster Jori Loiz said “Labuyo” is expected to grow stronger before it make landfall over Aurora province between 5 a.m to 7 a.m.. “Base sa mga ipinapakita ng mga numerical models, inaasahan na mas lalakas pa ito (Labuyo) bago tumama sa kalupaan ng Aurora bukas ng umaga (Monday morning) dahil nasa dagat pa rin ito,” Loiz noted. “Magsisimula lamang itong humina pagkatapos nito tumamasa lupa,” he added. So far, Loiz said “Labuyo,” which intensified from a storm to a typhoon category late Saturday evening, is the strongest cyclone to hit the country this year. Labuyo is the second cyclone that affects the country this month and the 12th this year. With its speed, he noted that Labuyo expects to be out in Philippine Area of Responsibility (PAR) by Tuesday heading towards southern China. Labuyo is expected to be at 100 km Southwest of Laoag City by Monday evening and by Tuesday evening, it will be at 470 km Northwest of Laoag City or outside the PAR. (PNA)

NGCP says power lines operational despite ‘Labuyo’ SAN FERNANDO CITY -- The National Grid Corporation of the Philippines (NGCP) said power lines in the Ilocos region were fully operational as storm Labuyo whips Luzon provinces. Lilibeth Gaydowen, NGCP Northern Luzon corporate communication and public affairs officer, said their firm has implemented the necessary preparations and precautions to minimize the storm’s impact on power supply. She said the NGCP has implemented preemptive measures to secure power lines such as setting up communications equipment while hardware materials and supplies

necessary for the repair of damages to facilities have been made available. “We have implemented positioning of line crews in strategic areas, to facilitate immediate restoration work,” she said. Gaydowen, however, reported that power tripped in Isabela, Nueva Ecija, and Nueva Vizcaya where the typhoon strongly prevails. The NGCP has an existing command center which monitors all power restoration activities, reports, and updates from the Regional Command Centers directly affected by the weather disturbance. During the summit, the participants committed to coordinate efforts and will cooperate to contribute on resources that mitigate effects of flooding. Psychological trauma

Research has shown that psychological trauma can occur as the result of s ome traumatic event, ranging from natural disasters to a break up of a relationship, or even a humiliating Althea Baranda Clark experience. The American Psychological Association (APA) defines psychological trauma as “an emotional response to a terrible event like an accident, rape, or natural disaster.” With or without physical damage, traumatic events can lead to major emotional problems. Psychologist and trauma expert Dr.

Peter Levine describes psychological trauma as an individual’s reaction to an event, rather than just an exposure to a traumatic situation. In other words, two people exposed to the same catastrophe may not have the same response—one may not be traumatized at all. Overall, a traumatic incident is usually unexpected, and the people involved usually do not have any way to prevent it from happening. Natural disasters, for example, can occur suddenly, sometimes without warning. Like Typhoon Sendong, they often affect many people at once, with the loss of many homes and loved ones. The value for life, respect for the dignity of the human person, and the right to both individual and social meaning at all.

The easiest way to teach values to the students is to make use of the principle “learning by doing”. The constant daily practice of a skill, which is morally, spiritually, physically and mentally good, results in a habit which leads to the development of that skill or value much expected of every Filipino.

I was on the phone with Col. Dickson Hermoso of the 6th Infantry Division stationed in Cotabato City right after the bomb went off. He said he just passed the blast site when he heard a loud explosion. When he looked back, he saw a huge black smoke rising. What first came to his mind was: No, it was not the trade-mark IED (improvised explosive device) usually used by “bombards”, a local name for those bomb experts of rebels or terrorists whose main technology uses mortar or howitzer cartridges for bomb making. The recent Cotabato bomb, which also triggered a fire in the buildings, could be made of dynamites or from ammonium nitrate mixed with fuel oil. It was a big bomb, no doubt. Not to mention that the bomb was latched to a multi-cab left in the scene, a more expensive operation than leaving an old worn out, expendable “back pack” to explode. LEVEL UP --Are we entering the next-level phase of terrorism using “car bombs”? We know that terrorists in the troubled areas in other parts of the world are good at this. And finding the real culprits are hard, unless some lucky breaks in the investigation take place -- which is not usual as we know.

This could not have come from one single group as many may immediately conclude. Yes, the Muslim renegade groups “owned up” their bomb operations. But not all can be attributed to them. The fact is during times when law and order and normalcy break down and “hired hands” are available to do dirty jobs, many “free riders” will ride on the occasion. Meaning, those who have personal grudges can bomb away their own enemies to settle a score. Or politicians or businessmen or plain vengeance seekers who wish their opponents are gone to oblivion, can conveniently eliminate them and “charge it to the terrorists”. and “salvaging” in Davao in the early 1980’s by NPA “Sparrows” there was a proliferation of threat letters ostensibly signed by NPA hitmen. I know several philandering husbands got threatening notes warning: “leave your mistress o “isang bala ka lang”. Signed “Commander X”. Of course, no doubt these were coming from angry housewives! Or a collection letter from hopeless creditors, sending demand letters signed by “Commander So and So.”. Don’t be surprised but the tactic worked in many instances. Better than demand letters from lawyers! MINDANAO SEIGE -I was not a bit surprised to hear some of my media colleagues in Manila who attended the Round-table Media Forum at Hotel Rembrandt in Quezon City a few days ago already having their own advance conclusions on who were behind the recent bombings. The series of incidents are hard to ignore. In the face, one newspaper headlined “MIN-

DANAO UNDER SEIGE”. Although we in Mindanao are worried about this, it is not accurate to paint the whole island region as in trouble. How the authorities will solve this is something we need to know fast. Chances are, until the next bomb explodes somewhere, we may not be able to get the bastards! With the many bombs already exploding within the last few days something must give! The question is: why is the PNP, the AFP and the rest of those in government INCLUDING THE CITIZENRY appear helpless in the fact of all this? What should we, plain citizens do to navigate this temporary atmosphere of fear and terror? After a traumatic experience, the mind has a tendency to focus on the traumatic incident. A rumination on the event, and the question, “Why me?” often pop into the head. It is important to keep your mind occupied with other activities. Keep a journal. Jot down your feelings. Perhaps write a love letter to the loved ones you lost. Doing so can help alleviate anxiety. It is natural to feel emotionally and physically exhausted. Get plenty of rest and provide yourself sufficient self-care.

pancreatitis are related to the production of the digestive enzymes while still in the pancreas. Ordinarily, these enzymes once secreted, these are pushed to the small intestines to do what it is supposed to do- help in the digestive process. However, in the presence of gallstones, certain medications, infectious agents, abdominal surgery, smoking and alcohol intake, the functions of the pancreas is compromised. In cases where alcohol is the cause of the pancreatitis, the injury is related to damage and blockage of the pancreatic ducts due to digestive enzyme release and alcohol by products destroying the cell membranes damage to the cell membranes. In general, pancreatitis secondary to alcohol intake will require prolonged and hazardous drinking, which in turn causes a progressive and irreversible damage to the pancreas. It is quite difficult really to quantify how much or how often or how long the drinking must be, in order to cause damage to the organ. There are individuals who may not even succumb to pancreatitis. But, this doesn’t excuse one from doing harm to one’s pancreas. Diagnosing the disease will require clinical history: pain is sudden in onset, severe and is felt in the upper abdominal area, that may radiate to the back, and worsens after eating. Characteristically, the pain is somewhat relieved by bending forward. Other manifestations include nausea and vomiting, and if it is chronic, the pain is recurrent, associated with passage of oily and smelly stool, indigestion and weight loss. Once seen in the clinic or emergency room, and pancreatitis is the initial impression, blood tests for digestive enzymes, amylase and lipase will be requested. Ultrasound and XRAY have likewise been ordered. Complications include a patient’s increased vulnerability to infections, kidney failure, diabetes, pseudocyst formation and malnutrition. But, the more feared complication is circulatory collapse as it can cost the life of the patient unless attended to immediately. Treatment is directed towards what caused the pancreatitis,

meaning, if it is all alcohol related, then, withdrawal of the alcohol. Hospitalization and directed symptom management is given in order to stabilize the condition of the patient. Lifestyle changes like alcohol and cigarette abstinence, low fat diet are simple things that will help one in preserving his/her pancreas.

You will have no enemies, and therefore, no harm will touch you. How relaxing, how serene, to finally throw off the distorted notion that we rule the world we live in, that we are the sultan of our little fiefdom. Let us just respond to whatever comes, with faith, optimism and wisdom.

Guingona is the wife of former Vice President Teofisto Guingona, Jr. and mother of incumbent Senator Teofisto Guingona III. Supt. Ronie Cariaga, spokesperson of the regional police command here, said that a joint military and police operatives nabbed a certain Reynaldo Agcopra, a.k.a. “Commander Tarik,” at Sitio San Roque, Barangay Aposkahoy, Claveria, Misamis Oriental. Cariaga said that the operatives collared the suspect about 12:30 Saturday noon in San Roque on the strength of a warrant of arrest issued by Judge Mirabeau A. Undalok of Branch 43, Regional Trial Court 10, Gingoog City for the crimes of Double Murder and Multiple Frustrated Murder. He said that no bail was recommended for the temporary liberty of the arrested suspect. Agcopra was indicted in connection with the ambushed of Mayor Ruthie Guingona on the night of April 20, 2013 at Binakalan Village, Gingoog City while Guingona and her convoy was on their way home after attending a fiesta in one of Gingoog’s farming villages. Guingona was seriously hurt in the ambushed but survived. Her two trusted escorts were killed while another one in the back up vehicle was also seriously wounded. The ambuscade which has drawn public condemnation took place a month prior to the midterm elections in May. The New People’s Army (NPA), the military arm of the Communist Party of the Philippines (CPP) that has been fighting the government for over four decades, owned the attack and issued an apology to the Guingona’s for the unintentional attack. In response, the government deployed some 500 Marine soldiers in Gingoog City’s hinterland villages in search of the suspects in the Guingona ambush and make sure that the May election in that eastern city of Misamis Oriental would be peaceful and secured. “SMI has a new management. We still have to hear from Glencore what their plans are. So we will have to reassess the situation [after hearing from them],” Leo Jasareno, MGB director, told MindaNews Friday when asked if the Tampakan project is on track to meet its 2019 target for commercial operations. Glencore International announced last May 2 that it has completed the takeover of Xstrata plc to form the Glencore Xstrata plc. Xstrata, through its wholly owned Xstrata Copper, owns 62.5 percent of the 40-percent controlling equity at SMI. Australian firm Indophil Resources NL owns the rest or 37.5 percent of the controlling equity. Jasareno, however, noted that SMI was already given an environmental compliance certificate (ECC) by the Department of Environment and Natural Resources, after rejecting twice last year its application. Among the pre-conditions contained in the ECC is for SMI to acquire the endorsement of the provincial, municipal and barangay governments covered by the mining tenement. South Cotabato is banning op en-pit mining through its Environment Code that was approved in 2010. The bulk of the copper and gold deposits is located in Tampakan town. The Tampakan project also straddles the municipalities of Columbio in Sultan Kudarat, Kiblawan in Davao del Sur and Malungon in Sarangani. SMI has not challenged in court the ban on open-pit mining, the method it will use in extracting the massive mineral deposits, after three years although it has been strongly lobbying for the lifting of the prohibition since then. At the sidelines of the 22nd Mindanao Business Conference here, Jasareno appeared evasive when asked if the national government will initiate the filing of a court case challenging the constitutionality of South Cotabato’s open-pit ban. “We have available remedies under the present system. As I see it, we will have to exhaust those available remedies. I believe this can be resolved,” he said. Pressed what are the national government’s remedies, Jasareno said: “Continuing efforts to clarify, inform, dialogue, maybe there are issued that have to be properly clarified. That’s why we need continuing engagement. He further said three other projects are underway such as the 15-MW Diesel Power Plant by Mapalad Energy Generating Corporation in Mapalad, D a lipuga, Iligan Cit y ; the 15-MW HFO Peaking Plant by EEI Power Corporation in Magdum, Tagum City, and the 300MW Mindanao 3 Geothermal Plant in Kidapawan, North Cotabato. The five power projects would produce 580 MW according to the Mindanao Power Monitoring Committee (MPMC) headed by Mindanao Development Authority (MinDA). The MPMC also projected that by 2020, Mindanao’s dependence on hydro-power plants will be reduced to 24% from 56% this year, with coalpowered plants providing more than half of the island’s power capacity. Juland Suazo, spokesperson of the environment group Panalipdan criticized the government’s switch from renewable energy to coal-powered plants. “ Wi t h g r e at e r c o a l power comes increased electricity rates like what happened in Luzon and Visayas,” Suazo explained. “The reason why Mindanao has cheaper rates compared to Luzon and Visayas is because we use renewable energy from

The long years of service of Agus-Pulangi hydropower plants disproved the claim that renewable energy is unstable and expensive.” Suazo also criticized Aquino who launched on 2011 the National Renewable Energy Plan (NREP) but is now pushing for what he calls “dirty energy” of coal-fired power plants with contracts granted through privatepublic partnership. Last February, Aquino granted various coal mining contracts to Altura Mining for 3 areas in Catanduanes; Consunji-led Semirara Mining Corp for 9 areas in Oriental Mindoro and Sarangani; Empire Asia for Surigao del Sur, and SKI Mining for Agusan del Sur and Surigao del Sur. Petilla explained that the government will still pursue renewable energy projects such as mini and micro-hyro plants and solar energy but wants to be sure that cooperatives have stable leadership and collection measures. AVAO City — The government is expecting stable power supply in Mindanao in 2015, coming mostly from coal power plants although efforts are underway to also fast-track renewable energy projects to balance the energy mix in the island in the long-term, officials said.

According to the “Mindanao Power Situation and MPMC (Mindanao Power Monitoring Committee) Updates June 2013” of the Mindanao Development Authority (MinDA), between now and 2020 – or within seven years — the power generation mix in Mindanao i s e x p e c te d to c h a nge drastically from the present 52% hydro and 31% coal, to 40% -hydro, 28% coal in 2016 and by 2019-2020, 56% coal and only 24 % hydro. Rome o Monteneg ro, Mindanao Development Authority (MinDA) director for investment promotion and public affairs, said coal power plants would be the immediate fix to solve the recurring power problem in the island. “By 2015 to 2016, we expect relief from brownouts as coal plants now under construction will address t he ba se load c apacit y of M i nd a nao,” he told MindaNews. Montenegro cited the coal power projects of Therma South Inc. in the boundary

of Davao City and Sta. Cruz, Davao del Sur and that of Sarangani Energy Corp. in Maasim, Sarangani. Therma South is constructing a 300-megawatt (MW) coal power plant, with the first phase of 150 MW targeted to go on stream in the third quarter of 2014. On the other hand, Sarangani Energy is building a 200 MW power plant, with the first phase of 100 MW expected to run in early 2015. Coal plants are widely opposed by multisectoral groups due to concerns over the environment and human health. Between late 2014 and 2016, 500 MW are expected to come from coal-fired plants, while another 80 MW will be coming from diesel and geothermal power plants, MinDA data showed. As of 2013, hydro power plants run by the government supply 52% of Mindanao’s power requirement, followed by oil-based at 31 %, coal at 10 %, geothermal at 5 % and biomass at one percent, it added.

To encourage investments in renewable energy projects, a one-stop shop will be established in the island to facilitate and fast-track the application process, said Bryan Diosma, technical staff of the Mindanao Power Mon itor i ng C om m it tee (MPMC). T h e M PM C , w h e r e M i n DA s e r v e s a s t h e secretariat, was created by Executive Order (EO) 81 s i g ne d on Ju l y 3 0 , 2012, to spea rhead a nd coordinate the efforts of the national, regional and local governments and power industry stakeholders to improve the power situation in Mindanao.

Diosma s a id t hat it usually takes 612 days to process renewable energy application but with the one-stop shop, “we expect to shorten the process by half,” he told MindaNews. Diosma said they are preparing the draft EO for the establishment of the one-stop shop t hat w i ll be subjected for review by other concerned government agencies. “I f e ve r y t h i n g go e s smoothly, in three months’ time the one-stop shop could start operation,” he said. Diosma said that the Department of Energy (DOE) has approved hydropower projects in Mindanao that could produce 364 MW, but construction has yet to start. Pending applications for hydropower projects have the potential to generate another 363 MW, he added. Aside from MinDa and the DOE, the other government agencies that will be involved in the proposed one-stop shop for renewable energy projects are the Department of Environment and Natural Resources and its bureaus, Department of Agriculture, Department of Agrarian Reform, Depa r t ment of Public Works and Highways, National Commission for Indigenous People, National Water Resources Board, Housi ng a nd L a nd Use Regulatory Board, and local government units.

Largest BPO firm sets foot in M’nao THE country’s biggest private employer is venturing into Mindanao, putting up its 22nd call center in Davao City with an initial 800 seats expected to be filled up by September. In a briefing, Convergys Corp executives said the Davao facility may be followed by another site -- possibly in Cagayan de Oro City -- depending on how its first foray in Mindanao plays out. Besides venturing into Mindanao, Convergys also lined up expansion plans for its existing sites: Alabang 2, Alabang 3, Bacolod3, Baguio, Cebu-TGU, Megamall, MDC-100 in Libis and Cebu 5. Convergys president and chief executive Andrea Ayers said about 44 percent, or 35,900 of the company’s global workforce of 84,000 global, is in the Philippines. This makes the country the leading driver of the $2-billion business process outsourcing (BPO) firm’s growth. Next to the US’ 30 sites, the Philippines has the most number of Convergys facilities outside the company’s home base. Ayers said this rapid expansion in the Philippines is driven by talent, more than anything else. “The most important for us is access to talent, access to people. ILIGAN City -- A growing concern on the seemingly i mba la nc e be t we en hog raiser’s population and the growing meat, mainly pork, consumption has propelled feeds producer Pilmico Animal Nutrition Corp. to scale up the promotion of backyard livestock raising in the country. B a s e d o n P i l m i c o ’s assessment, whi le t he local livestock industry is predominantly small-scale or backyard type, the lack of financing and technical knowhow prompted many players to stop raising hogs. Sabin Aboitiz, Pilmico president and chief executive, said Pilmico will undergo education and information campaign on proper livestock backyard raising through the company’s Diamond program. “We wa nt to be ou r costumers’ partner for growth and share with them the knowhow in livestock raising,” Aboitiz said. The Diamond Program focuses on key areas such as improved breeding and genetics, good management, complete healthcare, and excellent nutrition. One way to educate the

farmers will be through the hands-on trial swine project, which the company initially rolled-out to a few local farmers to encourage sustainable backyard raising as a family endeavor. Hendel Cabral, Pilmico vice president for sales and sales support, said that a decline in the number of backyard raisers has contributed to the scarcity in supply of pork prompting importation of meat. Pilmico said that 70 percent of hog raisers in the Philippines are backyard. But statistics show that there is an eight percent decline from 9.8 million backyard raisers in 2008 to only eight million in 2013. Cabral noted that many local farmers are accustomed to practices that prove unprofitable and unsustainable. “We have noticed that a lot of backyard farmers have the capacity and the facility to raise pigs, but a substantial number of pens are vacant. But similar to what other BPO firms experience, Convergys is also facing the challenge of recruiting the right people in this market. The Philippines is touted to be number one in the voice-based customer service globally, so the company needs to have a steady supply of talented, English-proficient workers. “As part of our commitment to help improve employability of the talent pool, we have a free program called Near-Hire Training, which helps improve chances of success into getting hired for Convergys,” Ivic Mueco, Convergys Philippines Services Co vice president and country manager, said. Launched in April, this program has already trained almost 700 individuals and hired 343 graduates. It has 17-TESDA certified trainers and is running nationwide in six locations: Baguio, Alabang, Insular Life Building in Makati, San Lazaro, Nuvali and Cebu. Mueco said the company’s attrition rate has been going down every year and “don’t see it as a problem” any more. Convergy’s attrition rate is already at 50 percent, lower than the industry average of 70-80 percent.
