500 lumads flee homes Conflict rages in Agusan town

CAMP RAFAEL RODRIGUEZ, Butuan City – Some P129,000 cash and office equipment were stolen by unidentified persons from the Agusan del Norte Teachers, Retirees, Employees and Community Cooperative (ANTRECCO) at Barangay Libertad, this city in the evening of July 25. The incident was discovered at 7:30 a.m. of July 26 by the cooperative’s account manager, Dennis Coca Acio. Investigation revealed that the robbers gained entrance by destroying the padlocks of the rollup door, carted away the steel cabinet with vault containing the cash and pertinent documents. A l s o s t o l e n w e re four computer’s Central Processing Units (CPUs); three computer monitors; CCTV digital video recorder and Undisturbed Power Supply (UPS). Responding elements of Butuan City Police Station 3 (BCPS-3) processed the crime scene for possible traces of evidence leading to the identification of the perpetrators. AN FRANCISCO, Agusan del Sur —More than 500 residents of four remote villages in Loreto town have left their homes since last month to avoid being caught in the crossfire as hostilities continue between New Peoples Army rebels and Army soldiers.

Loreto Mayor Dario Otaza, in a phone interview with Mindanao Daily News, said the villages of Sta. Teresa, Kauswagan, Sabud and Sto. Nino mostly populated by ‘lumads’ have been declared under state of calamity, as a result of the conflict. “Residents left their homes because of fear from

the offensives of the New Peoples Army rebels,” Otaza said adding that atrocities have heightened after the killing of Village Chair Ramon Dioganon of Barangay Kauswagan. SAN FRANCISCO, Agusan del Sur --- Where did the money go? Asked a group of civil society organizations in this province referring to reports about the P81 million “pork barrel” fund supposedly released by former Rep. Rodolfo “Ompong” Plaza to controversial businesswoman Janet Lim Napoles. “I have no knowledge, if ever some non-government organizations received such funds,” said Dr. Rex Linao, chair of Foundation of Development of Agusanon, Inc. (FDAI) and chair of Consortium of Civil Society Organizations in Agusan del

Sur (CCSO ADS). “So where did the funds gone? How we wish we were benefitted even just P20 million which could help a lot in pursuing our programs,” he said. The issue stemmed from series of reports by Philippine Daily Inquirer early this month, which uncovered the P10 billion Priority Development Assistance Fund (PDAF) scam by a syndicate involving the trading firm of Napoles known as JLN Corp, which siphoned the pork barrel of five senators and 23 congressmen using bogus NGOs to get funds for ghost projects. The Inquirer reported that Napoles with her brother Reynaldo “Jojo” Lim, who

operates JLN siphoned into their private accounts the huge P10 billion PDAF of the lawmakers including the former Agusan del Sur solon. The former congressman, however, could not be reached for comment when this writer tried to contact him through mobile phone. But Linao said CCSO ADS, which is the umbrella of 18 NGOs, eight peoples organizations and two cooperatives in the province that even before the pork barrel scam came out, the former lawmaker never had the chance to meet with them to discuss about PDAF that would be released for their development projects in the past.

tion on October 13, 2013. Last filing for said exam is on August 30, 2013 at any CSC regional or field office,” said Torres. "An applicant does need not to graduate a 4-year course before he/she can take the exam," Torres explained. Those over 60 years old will no longer be allowed to take said exam as per CSC Retirement Program. Torres also revealed that from a 3 percent passing rate for the CS eligibility exam in the previous years, it has increased to 18 percent. “This would mean that applicants are serious and really working hard to pass the exam and enter the government service” he said. This is in line with the conduct of the Mid-Term Review and Updating of the Philippine Cooperative Medium-Term Development Plan (PCMTDP) 2011-2016, according to CDA-Caraga OIC Genaro Pogata Jr. To be attended primarily by members of the Regional Cooperative Development Council (RCDC), “this consultation will be facilitated by the National Economic Development Authority,” said Pogata.

Results of the regional consultation will be forwarded to CDA Central Office for consolidation, review and approval by the Steering Committee and presented during the National Validation Conference. 21 dead, 4 missing in Gansu floods LANZHOU -- Twenty-one people have died and four are missing after rainstormtriggered floods and mud-rock flows hit a city in northwest China’s Gansu Province, the local government said on Saturday. Four rounds of downpours, which swept Tianshui City recently, triggered floods, landslides and mud-rock flows in seven townships and left people missing and buried, said the Tianshui City government. Nine out of 28 villages in Niangniangba Township in Qinzhou District remain isolated because power, communications and roads were cut off, said the government. In Rongguang Village of Niangniangba, more than half

of the houses were destroyed in the natural disasters, said a rescuer. The local government have dispatched nine squads to these villages to check the damage there. Firefighting departments in Tianshui also sent 50 rescuers to the areas. More than 1.2 million residents in seven counties and districts were affected by the rainstorms, with 30,000 evacuated. The Tianshui municipal government said helicopters, excavators, generators, medicine and food, tents and quilts were needed for relief efforts. Disaster mgt training center up in Leyte TACLOBAN CITY -- A disaster management training center owned by the Leyte chapter of the Philippine Red Cross will soon rise in this highly urbanized city of Tacloban. The P450,000 training center that is funded by the Federation of Chinese Chamber of Commerce and Industry Inc is expected to be finished a month from now. “It is about time for the Red Cross to have its own training center,” said Go Tic Ching, Tacloban FCCCI president. During Friday’s groundbreaking ceremony, he expressed his gratefulness to their mother organization for the approval to finance the construction of the center. GENERAL SANTOS CITY -- Around 50 families were displaced as flashfloods and landslides spawned by torrential ravaged six villages in the coastal town of Glan in Sarangani in the last two days. Glan Mayor Vic tor James Yap said on Saturday five villages in the area were swept by flashfloods while another was temporarily isolated by landslides due to the almost nonstop rains in the area since early Friday. The rains were triggered by an approaching Low Pressure Area that is embedded along the Intertropical Convergence Zone affecting Mindanao. On Friday afternoon, the mayor said several roads leading to Barangay Batulaki and the neighboring areas were rendered impassable due to the landslides

in the area. He said seven public school teachers assigned in Barangay Kaltuad were trapped for several hours due to the flashfloods that forced them to seek refuge at the roof of one of the area’s school buildings. But Yap said the teachers were rescued and were able to return to their homes on Friday night. A report from the Glan Municipal Disaster Risk Reduction and Management Office said flashfloods also swept barangays Laguimit, Cross, Big Margus and Small Margus, forcing 50 families to evacuate to safer grounds. The floods, which reportedly reached chestdeep or around four feet in some areas, were caused by the swelling of several waterways in the area fol-

lowing hours of heavy rains, it said. No casualties were reported during the incident but six houses in Laguimit and one in Cross were washed away by the rushing floodwaters. Yap said the municipal government has already released relief assistance to residents of the affected villages. “We already informed the concerned government agencies regarding the status of some of our roads due to the floods and landslides,” he said in a radio interview. The mayor added that the MDRRMO, Glan police station and local rescue teams are currently on alert as the area’s situation remained volatile due to the sporadic rains. In its 4 p.m. weather

advisory, the Philippine Atmospheric Geophysical and Astronomical Services Administration said the Low Pressure Area was estimated based on all available data at in the vicinity of Davao Oriental (7.5° North, 126.5° East) embedded along the Intertropical Convergence Zone affecting Mindanao and other areas. It said “Mindanao will experience cloudy skies with moderate to heavy rain showers and thunderstorms which may trigger flashfloods and landslides.” Moderate to occasionally strong winds blowing from the southwest will prevail over Palawan and Mindanao and the coastal waters along these areas will be moderate to occasionally rough, it added. Are not MWSS officials government officials, too, who are already being paid fantastic salaries and allowances, precisely to do their job, just like the rest of the bureaucracy? Why is there a need to give additional fat bonuses to MWSS officials who merely did their jobs as expected of them anyway? How about other government officials who have been

The question is: since the MWSS is a government agency that is mandated to provide a very basic service to the people, why should it be concerned about earning billions? What the MWSS should be concerned about, really, is making potable and clean water accessible and available to its customers, at rates that are not oppressive and designed as if the MWSS is a private corporation whose only reason for being is profits, and nothing else. remember that it is a government entity that is sworn to serve the people, nothing more, nothing less. -oooGIVE BACK MWSS BILLIONS TO THE PEOPLE: Viewed in this light, it is therefore greatly scandalous, to say the least, for the Aquino government to be even defending the grant of fat bonuses to MWSS officers. Those bonuses should be channeled back to the people, in terms of lower rates, and wider coverage of service. That was what we all said in 2010, when the Aquino government first took over Malacanang. I wonder what happened in the interim, between 2010 and 2013, that we now see top officials of the Office of the President espousing the welfare of MWSS officers rather than the welfare of water consumers? I’m so thankful that I enrolled at Capitol University with the course EDAD 305 with descriptive title Management of the Instructional Program because I’ve learned a lot even it was still our first night of Ph.D. class with our excellent Professor. It was emphasized that planning is one of the most important aspects in instructional management. It should be written or printed in a piece of paper for this will serve as “blue print” for instructional managers in their quest to reach a certain goal whether short term or long term goals. Planning and reaching a certain goal should be accompanied by strong, spirited and positive actions for the betterment of the schools, organizations or any other establishments and institutions. I remembered this saying “plan your work and work your plan”. As instructional managers, whether you’re a school principal, master teacher, classroom teacher, or any position in the government or nongovernment organizations, we need to determine the strengths, weaknesses, opportunities and threats in our organization so that good relationship among our subordinates would be maintained throughout. During our group activity, we identified different characteristics of effective instructional managers. students to contribute their ideas in their respective group. As instructional managers, we have to consider the ideas and opinions of others. A healthy open communication should not be taken for granted. With the different learning that I have acquired, I’m just very hopeful and wishful that I’ll become effective, passionate and competent instructional manager in my own field of specialization. Parton once said, “If your actions create a legacy that inspires others to dream more, learn more, do more and become more, then, you are an excellent leader.” If given the chance to become an administrator, I’ll always see to it that there is almost perfect realization of the vision and mission of the school. For now, as classroom teacher, I’ll improve on what was done that did not allow my students to fully succeed. With this course and experience, I have learned that it is very important to have an effective classroom management plan from the first day of school. It must be followed by every student and it must be practiced daily. I want to learn also when to take the time to make modifications for students or even an entire class even if it is more work on me. Thus, being an educator is not easy. The position of being a teacher and being a school head teacher are just two of the job positions available in the Department of Education. Their difference is that a teacher or schoolteacher is a person who provides education for pupils (children) and students (adults). The role of teacher is often formal and ongoing, carried out at a school or other place of formal education. Teachers teach children to read, write, do math, and much more. They use games, videos, computers, and other tools to teach children different subjects. Teachers show students skills. They also explain information. Teachers plan their lessons before they teach which can take a lot of time. Teachers try to make their lessons easy to understand. They teach things in different ways so that different students can learn in the way that is easiest for them. Teachers might use a chalkboard, a projector, or a computer. They make posters or worksheets before class starts. Teachers plan the schedule for the day. Most teachers have to teach what the principal tells them. Teachers also assign homework and class projects. They often have students work together to do projects. Head teacher is a teacher who has overall authority in a school setting. He/she is also known as a principal. A head teacher oversees the entire running of the school and every teacher and student is answerable to him or her. The characteristics of a good head teacher include the ability to lead the whole school society professionally. He has the teachers, sometimes non staff and students under him, he should be able to organize and head them. A good head teacher should also have a strong sense of purpose. They

should strive to see students prosper from one stage of education to another. Good head teachers should be realistic and level headed. They diagnose their schools’ strengths and weaknesses wisely and dispassionately and try to improve them by coming up with creative programs and strategies. For the Department of Education, An effective teacher can be determine through his performance on the criteria being set under the so-called NCBTS or the National Competency Based Teachers Standards and the students’ performance most importantly in terms of scores on the National Achievement Test (NAT). While an effective school head is someone who knows how to understand and inspire teachers through appreciation, proper tasking and providing innovative information to name a few. What makes them different from each other is that the main concern of the teacher is the implementation of the curriculum, the students’ performance and the concerns of the parents. The school head on the other side is not just on the parents, students

and teachers but to the whole operation and needs of the school as well. Although the teachers and the school heads may seem to have different duties and responsibilities in the educative process, they both play a very important and significant role in the implementation of education most especially that we are on the process of innovating our basic education system through the implementation of the Revised Basic education Act of 2013 better known as K to 12 program and most importantly in molding the learners to become better citizens in the future. As teacher, we are given great responsibility towards the implementation of education programs. What should we do is to make sure that expectations being set towards us teacher are well performed not just for the benefit of being appreciated but being able to do what a teacher should do in the world of education and in educating students even though we know that education is a long and continuous process. It can even be sometimes tedious, meticulous, tiresome and discouraging but since we chose to be in this line of noble profession then who are we to say NO to improvements and change.

Pulong Duterte wants welfare of Davao athletes DAVAO CITY – Vice Mayor Paolo “Pulong” Duterte said that he will formulate programs which shall give importance to the welfare of all local athletes in the city.
