RDC asks PNP to form tourist police force

UTUAN CITY – The Caraga Regional Development CouncilDevelopment Administration Committee (RDC-DAC) has requested the Philippine National Police (PNP) to fast-track the creation of tourism police force.
In its second quarter meeting last week, the committee chaired by Mayor Ferdinand Amante Jr., expressed optimism that such a force will greatly boost the region’s tourism industry. During the occasion, Assistant Director Ma. Aurora Faye Cariño of the National Economic and

Tampakan village off limits due to ground cracks By Allen V. Estabillo
GENERAL Santos City–– The Mines and Geosciences Bureau (MGB) in Region 12 has declared as “off-limits” to residents a portion of an upland village in Tampakan town due to the confirmed presence of ground fissures or cracks that might trigger some major landslides. Constancio Paye Jr., MGB Region 12 director, said Friday they have recommended the immediate closure of areas within Sitio Campo Kilot in Barangay Pula Bato where the ground cracks were found to ensure the safety of residents in case landslides will occur in the area. He said joint inspection teams from the MGB-12 and the South Cotabato Provincial Environment Management Office (PEMO) have already visited the area twice since the ground cracks were first reported by local residents late last month. “Based on their assessment, there are some tension cracks that emerged at a portion of a mountain there. (But) these are considered as normal cracks that have developed due
to natural causes,” he said in a radio interview. A geology website noted that tension cracks “may develop in a slope when the inclination angle of the slip surface is steep and when the sliding mass is sitting on a weak foundation material.” Paye explained that the tension cracks found in Pula Bato might have developed because of the condition of the area’s terrain, the impact of gravity changes and the heavy rains in the area in the past weeks. The official said the area should be sealed off from local residents as portions of the mountains where the tension cracks have developed might eventually give way and cause some landslides. Paye said their inspection team assessed all possible areas that could be affected by the landslides and noted that they are so far clear of settlement or human activity. “The area is quite far from the established communities there and our team made sure that there are no properties or persons situated at the vicinity of
the affected areas,” he said. The Barangay council of Pula Bato earlier reported that some cracks measuring about a meter wide have started to emerge in portions of Campo Kilot following several days of sporadic heavy rains in the area. The cracks were found around 300 meters away from an illegal banlas or
sluice mining site in Sitio Campo Kilot, which is part of the mining tenement of foreign-backed Sagittarius Mines Inc. (SMI). Banlas mining, which is considered a highlydestructive mining method, involves the pouring of large amounts of water using high-pressure water jets on a mountain’s surface to extract the rocks containing
the gold ore, and then pan them with mercury. The use of the illegal mining method, which was first uncovered in a mining village in T’boli town, has increased in the last several years in several small-scale mining areas in Tampakan. Reports said the banlas mining operations in Tampakan are centered in Campo Kilot, where several
hectares of a mountain in the area were already destroyed based on an aerial survey conducted by the provincial government of South Cotabato. Farmers in R-12 urged to plant organic rice for foreign markets

KORONADAL City––Farmers in Region 12 were encouraged to plant more organic rice for markets abroad as the area shipped anew another volume to a foreign countr y, the third time in less than two months. The Don Bosco MultiP u r p o s e C o o p e r at i v e (DBMPC), with the help of the Department of Agriculture, recently exported again 3.3 metric tons of organic
colored rice to Hong Kong. The shipment on June 16 comprises 1.3 MT of black rice, 1.16 MT of red rice and .89 MT of brown rice, said Romano Laurilla, DBMPC general manager. “Global demand for organic rice is growing as more people are becoming health conscious,” he said. It was the second time that the cooperative shipped organic rice to Hong Kong. The first was sent to the United Arab Emirates. Organic farming does not utilize chemical pesti-
cides and fertilizers during cultivation; hence aside from being healthy, it also lessens farm production costs. Laurilla urged farmers to shift to organic rice farming because this variety would also give them higher income. He noted that the cooperative buys organic rice varieties at P20 per kilo, P3 higher than the buying price of non-organic rice varieties in the commercial market. The regional Agriculture department and the coop-
erative have been working for the expansion of organic rice planting areas in the provinces of North Cotabato and South Cotabato. Amalia Datukan, DA-12 director, said the agency is keen on helping rice farmers penetrate foreign markets. The first shipment by DBMPC to Dubai in the United Arab Emirates involving 15 metric tons took place last May 6 and the second batch of three MT was shipped out on May 15. DA Assistant Secretary Dante Delima led the sendoff of the Hong Kong shipment—involving organic black, red and brown rice— at the Tefasco Wharf in Panacan, Davao City. Delima, concurrently the National Rice Program director, earlier said the exportation of premium organic rice “is a milestone achievement for the country since after 40 long years, the country is now again competing with other exporting countries.” “Since the country cannot compete with exportation of rice by volume, we can compete by exporting premium rice that only selected countries can produce because of certain agri-climatic condition that the crop requires,” Delima said in a statement.

“We Grow Minds” TESDA programs address employment concerns, generation for underemployed and ‘needing skills’ By CHENG ORDONEZ, NewsCon Director
BWM MEDIA CENTER, Cagayan de Oro – The Technical Education Skills Development Authority (TESDA) in the region has continued to successfully embark on schemes to measure the impact on regional development in both training and employment, said Engr. Edgar Sales, OIC-regional director of TESDA 10 during the weekly BWM Media Center’s News Conference (NEWSCON), held last June 21, here. Dir. Sales was accompanied by Ms. Kotie Bax, TESDA 10 Regional Operations Division chief, and Ms. Honey Analou Dona, TESDA 10 SMAC Focal. TESDA, is an agency of the government under the Department of Labor and Employment (DoLE) responsible for managing and supervising technical education and skills development. Dir. Sales identified the measures as (1) Private Education Student Financial Assistance (PESFA) Program, (2) Training for Work Scholarship Program (TWSP) and (3) Cash for Training Program (CTP). PESFA Program has been established through Section 8 of R.A. No. 8545, otherwise known as the Expanded Government Assistance to Students and Teachers in Private Education
(GASTPE) Act. PESFA offers educational grants to qualified and deserving college freshmen both in degree and non-degree courses. Engr. Sales said the Commission on Higher Education (CHEd) and TESDA handle the administration of the program for degree and non-degree courses, respectively. The program seeks to extend financial assistance to marginalized but deserving students in post secondary non-degree TVET courses; promote technical vocational education and training (TVET); contribute to the development of a competent skilled workforce; and assist private institutions in their development efforts by assuring a steady supply of enrollees to their course offerings. TWSP is a facility to provide the necessary supply to address the skills demand of

the industries. Specifically, it aims to provide skills and competencies to job seekers through appropriate training programs that are directly connected to existing jobs for immediate employment. It also seeks to empower private education and training institutions to offer relevant training programs that meet job requirements.
“Remember that we focus on food, shelter and clothing, which are the basic needs, and our role is to address employment concerns and generation,” Dir. Sales said. To realize the objectives of this program, TESDA works with other government agencies to provide the funds for either full or partial scholarship grants to high
school graduates, those employed but ready for a career change, underemployed or unemployed, with or without experience and ready to undergo training in the selected priority sectors and other sectors with identified highly critical skills requirements namely: Agribusiness, Cyberservices, Aviation, Metals Engineering, Construction (Heavy equipment Operators); Health and Social Services (Massage Therapists, Spa Therapists, Pinoy Hilot, Biomedical Equipment Technician); Hotel and Restaurant Management (Barista and Cooks/Chef); Support Programs (National TVET Trainors/Assessors Qualification Program, Pre Assessment of CCAs and Medical Transcriptionists); and Special Programs (Special employment Program for Mindanao, Disabled Soldiers (DND), Livelihood or Training Program for OFWs) On the other hand, Dir. Sales spells out TWSP through the program’s two objectives: (1) To provide skills and competencies to job seekers through appropriate training programs that are directly connected to existing jobs for immediate employment and (2) To empower private education and training institutions to offer relevant training programs that meet job requirements. TWSP is a joint project of government agencies spearheaded by TESDA, DoLE and Office of the Presidential Adviser for Job Creation (OPAJC), private sector organizations, industry associations, labor unions and public and private education and training institutions. “While TESDA focuses
on education, it also addresses employment generation through programs and services. However, there are parameters that we have to consider. These are ‘working age population’ and ‘post secondary’ in our effort to address both employment generation and the needs of those living under the poverty line, the underemployed and those needing skills,” Dir. Sales said. TWSP, he said, is a program that should provide work immediately after graduation or six months after, even as it helps jobless individuals to go abroad. Lately, 14 people managed to leave for Australia through the said program. As for CTP, some 4,695 slots have been provided for Region 10, including the areas of Bukidnon, Misamis Oriental and Misamis Occidental while the areas of Camiguin and Lanao del Norte are still undergoing processing. At least 68 schools in Misamis Oriental are TESDA-accredited with some 6,000 annual graduates. Also at the NEWSCON were Cyril Ranile, TESDA coordinator for 1st District, and Nanny James Munalem, admin officer of International Labor Force Mastery, Inc./ Skills Mastery Institute. Other topics discussed during last Friday’s NEWSCON were the following: Role of TESDA in providing employment to returning OFWs economically displaced as a result of global economic crisis; major activities/events which TESDA is undertaking relative to the TESDA anniversary celebration on August 2013; and Holcim Galing Mason Awards.

Villar pushes gradual yet sure clean-up of Laguna Lake CALAMBA City, Laguna -– Senator-elect Cynthia Villar disclosed that the government has conducted an extensive study to address the problem of flooding in the Laguna lakeshore towns and coastal areas brought about by rise in water level of the Laguna Lake. In an inter view with newsmen here after the main program celebrating national hero Dr. Jose Rizal’s 150th birth anniversary, the newlyelected senator expressed her support to whatever possible alternatives resulting from the studies to ease flooding
in the lake’s coastal towns and cities. Of Laguna’s 25 towns, four component cities and a science and nature city of Los Baños, 19 localities were flooded at the onslaught of the southwest monsoon Habagat last year. Owing to the botched dredging project in the Laguna Lake, Villar said “in the meantime, we have to do whatever little ways to solve the problem on flooding.” President Benigno Aquino III scrapped the dredging project following reports that the multi-billion consortium

waste. Reports have it that the excavated and dredged earth and silt that are dumped along the Laguna Lake coastlines are deposited back to the lake bed by run-off waters and erosion. Pending the results of the flood control study on the Laguna Lake, Senator-elect Villar proposed for a cheaper alternative yet the gradual “extrication by backhoes” and excavation process to lessen the impact of flooding in the areas. Although mulling for Senate’s legislative measures related to the Laguna Lake
concerns, Villar opted to take a “slowly-but-surely approach” to the problem. She shared her experience on the Las Piñas River rehabilitation project undertaking where they used the backhoe and other equipment to unclog and clean the waterway with the water lilies and revive the river. Villar also told media here their optimism that the Supreme Court will grant their petition to save the Las Piñas bird sanctuary from damage in the wake of the proposed Manila Bay reclamation project. 3rd Run 2 Plant 4 Greenin Philippines Malaysian government set on June 29 to attract 50T participants calls for regional CEBU City--Some 50,000 participants from all over Cebu are expected to join the 3rd Run 2 Plant 4 Greenin Philippines on June 29. The event, spearheaded by the Ramon Aboitiz Foundation Inc. (Rafi), features a 5K distance run. It will not be a competitive run, but runners reaching the winners’ podium at the finish line will instead be asked to plant a tree. This event will be held simultaneously in the 40 municipalities and component cities of the province of Cebu. This year, Naga City and the Municipality of Cordova will anchor the central events. Gravador said they want to raise public awareness in relation to climate change and disaster risk reduction program through running and planting trees. ”This is a unique approach because this is also advocating for good health in commemoration of the World Environment Day,” Gravador said. This year’s run supports the ridge of Naga City to reef of Cordova perspective in biodiversity enhancement that takes into account enhancing not only upland vegetation but also coastal areas. According to Rafi, the coasts and oceans have experienced severe irreversible depletion resulting to the reduction of fish.
That is why they will also be planting mangroves in Cordova. In Naga, participants will run a five-kilometer distance from Naga City Hall, to the 10-hectare planting site in Barangay Tuyan. In Cordova, participants will run from the Municipal Hall to the two-hectare mangrove site where 20,000 mangroves will be planted. The Cebu Provincial Government, on the other hand, issued an executive order mandating the implementation and institutionalization of Run 2 Plant 4 Greenin Philippines throughout the province. Pacquiao’s help sought against global warming LEGAZPI City--In a bid to strengthen the fight against the adverse impact of global warming, Albay Gov. Joey Salceda has asked world boxing icon Rep. Manny “Pacman” Pacquio to help him in the global battle against climate change. Salceda, UN senior global champion on disaster risk reduction management for local government units, urged Pacquiao during the coaching program on legislation and governance in Sarangani Province, to embark on another global fight -- which is against climate change. “World boxing champion Manny ‘Pacman’ Pacquio should embark on another global fight, this time, against climate change and its adverse impacts on local communities -- especially of the third world countries,” the governor said during his presentation of the proposed strategy for Gensan-Sarangani called “Sergeants and Generals.” The Albay governor was one of the lecturers during the coaching program for Pacquiao, elected for the second time in the lone district of the province; his wife, Jinkee, who was elected
as vice governor, and other elected provincial officials. “In return for coaching Pacquiao and wife Jinkee on legislative and executive matters, the boxing champion has agreed to help me in the fight against climate change and disaster management to attain our pivotal goal of zero-casualty in times of natural calamity,” Salceda said. The coaching activity, dubbed as Mentoring and Coaching Program, was sponsored by the Development Academy of the Philippines (DAP), which tapped Salceda for his “legislative and executive expertise.” The DAP program, requested by the Sarangani officials, is designed to provide extensive support during the first year of their term. The sessions, conducted since June 18, saw Salceda lecturing Pacquiao and other newly elected officials of the province on Strategic Human Resource Management and Long-Term Development Planning in pursuit of better governance. DAP’s Executive and Legislative Coaching Program is conducted in partnership with the Ateneo
School of Government and Bicol University-Jesse M. Robredo Institute of Local Governance. Salceda’s management style and pioneering ideas in local governance have steered Albay province towards economic development and global recognition. The Albay governor also provided Pacquiao’s team extensive inputs on pressing matters such as the global fight against global warming, climate change adaptation and disaster risk reduction on which he has been a pioneering strategist and global campaigner. He also convinced Pacquiao to start building his house in Misibis Bay Resort in Cagraray Island, Bacacay town, a tourist pride of Albay and the Almasorca -- the tourism alliance of Albay, Masbate, Sorsogon and Catanduanes provinces -- before the Asia Pacific Economic Cooperation Summit in 2015 begins. Five areas recorded “Very Unhealthy” air quality by Friday evening, according to the Department of Environment, as the southern part of Malaysia was among the worst hit by the annual haze, largely attributed to the smoke from forest fires in
Sumatra, Indonesia brought by the southwestern monsoon winds. At least several hundred schools were temporarily shut down due to health concerns. Malaysian government said Natural Resources and Environment Minister G. Palanivel will travel to Indonesia and meet Indonesian government officials to discuss ways to address the issue. Aspiration gone awry: a case of ‘trademark infringement’
A lighting brand that was never qualified to be a Superbrand and will never be, but aspires to be, despite a court action, is what trademark infringement is all about. Sometime in 2005, Superbrand Marketing International, Inc. (SMI) published its Volume V. Akari, which produces electrical lighting products, aspired to be awarded as a “Superbrand.” It was of the impression they Harry Tambuatco signed up to be a Superbrand only to realize they signed on to a bogus corporation not authorized by SMI. In fact, the very same group that duped Akari was the defendant in a court case filed in Hong Kong by Superbrands Ltd. which settled in a compromise agreement wittingly. Interestingly enough, realizing that their lighting brand was never registered in the Superbrands program, Akari nevertheless insisted on using the international award seal for close to six years, though it never really qualified to be a Superbrands. When finally (and officially) invited to participate, Akari decided to decline the invitation while slyly and

In fact, there is a pending case with the Intellectual Property Office against this lighting brand for trademark infringement and unfair competition. The brand was never in any of the biennial books published by Superbrands since Volume V (2005 to present day) nor in any of the Certificate Award events. Mining project in Surigao to go full blast

HILEX Mining Corp. is spending P5 to 8 billion this year for the exploration and development works at its Silangan project in Surigao del Norte, businessman Manuel V. Pangilinan said on Friday.
Pangilinan told reporters after the annual stockholders’ meeting of the Philippine Long Distance Telephone Co. that the Silangan project is on track for its targeted commercial production in 2017. “At the moment, we’re building a decline, which is the most important step [for the mining project’s commercial operation],” said Pangilinan, who also chairs Philex. T he m i n i ng met hod we’ll use is block caving, an underground method similar to the Padcal project in Itogon, Benguet and not open-pit method like the Tampakan project in South Cotabato, the businessman said. The controversia l Tampakan project, which straddles the provinces of Sout h Cotabato, Su lta n
Kudarat and Daval del Sur, is being hounded by the open-pit ban imposed by the South Cotabato provincial government. Ph i le x h a s a m i nor interest at the Tampakan project through the stake of Australian firm Indophil Resources NL. Majority of the controlling equity at the Tampakan project is owned by the merged Glencor Xstrata plc. Last year, Philex was fined by the government with at least P1 billion after Padcal’s tailings pond leaked. Pangilinan said the total cost to bring the Silangan project into commercial operation would amount to US$1 billion. Last year, Philex spent s o m e P10 b i l l i o n f o r exploration and development works at the Silangan project, he added.

Pangilinan noted that the ores at the Silangan project will be mined using drilling and explosives to break the rocks into smaller pieces. The Silangan project combines the development of the Boyongan and Bayugo deposits, which comprise gold, copper and silver. As of Ju ly 2011, t he combined measured and indicated mineral resource
for Boyongan is 273 million tons of 0.52 percent copper and 0.72 grams per ton (g/t) gold and, for Bayugo, 125 million tons of 0.66 percent copper and 0.66 g/t gold, a company study showed. The portal development for the Silangan project started in April 2011 while the first blast was done on Aug. 10, 2011, the company said.

of Matigsalug-Manobo Tribal Councils (Femmatrics). Despite the grant, they had been stuck with poverty, Catawanan said in an earlier interview. He added that the tribe still struggles to use their resources to make both ends meet. But C at awa na n s a id t hey won’t give up a nd have pursued discussions with members on how the communit y cou ld move forward. Earlier this year, he said with the help of friends, they were able to be in contact with the PCA. The PCA has scheduled to conduct initial meeting and technical training with the tribe starting today June 19 until tomorrow in the area.

DAVAO City -- The National Economic Development Authority (NEDA-XI) has recommended support for the immediate passage of House Bill 6693, an Act creating the Davao International Airport Authority (DIAA) to administer and operate the F. Bangoy International Airport (FBIA). NEDA-XI, secretariat to the Regional Development Council (R DC-X I), said e st abl i sh i ng t he DI A A would redound to a more efficient and competitive administration and management of the Davao International Airport (DIA). Strengthening the role of DIA as the transportation and logistics hub in Mindanao has also been espoused in the current development and physical framework plans of the Davao Region, said acting RDC-XI Secretary Miguel Herrera. Claveria town to receive Korean-assisted project THE long awaited corn processing complex (CPC) granted by the Korean government is now within the reach of the corn farmers in the municipality of Claveria as the turn-over ceremony of the project will be conducted on June 24, 2013 at barangay Malagana in the municipality. The CPC is in support to the government’s bid to produce qual-
ity corn and reduce postharvest losses with project cost amounting to P 63.86 million. The project comprises of integrated postharvest facilities, multi-purpose warehouse and a community center, established under the Rural Development Project in the Philippines through a joint funding by the Government of the Philippines and the
Government of Korea. Moreso, the realization of the CPC also supports DA’s goals on poverty alleviation by providing better market access for local corn producers and opening employment opportunities which will strengthen the local corn industry in the region and will spur sustainable economic development.
With the construction of the CPC, the local farmers will be able to save time on drying, hauling and transportation expenses during the marketing of their produce. The turn-over ceremony will be spearheaded by Sang-Wook Rong, International Deputy Director on Development and Cooperation Division of the Ministry of Agriculture, Food and Rural

Comelec prepares for brgy elections

AGADIAN City, Zamboanga del Sur––The provincial office of the Commission on Elections (Comelec) is undertaking the necessary preparation for the holding of the scheduled Barangay and Sangguniang Kabataan (SK) elections on October 28 this year. Lawyer Dinah CagampongSapong, provincial election
officer-in-charge, said among the preparations b eing undertaken are the inventory of ballot boxes and checking the names of “inactive” voters. According to Sapong, about 20,000 voters were not able to cast their votes in the May 13 mid-term elections after they failed to validate their records at the Comelec.
She said the validation of voters for the Barangay and SK elections will start on July 1, this year. She said it would include capturing of biometrics for those who registered manually or those who did not cast their votes for more than three consecutive elections already. Sapong said the period for
the validation of voters will be done 90 days before the scheduled elections in October. She advised the voters from 26 towns and one city of this province to bring their valid identification cards or birth certificates during validation. THE militant drivers’ group Piston vowed to hold another protest actions on Tuesday (June 25) in reaction to another round of oil price hike imposed on June 18 by oil firms. The group has already launched various protest actions, the latest of which was held in front of the Makati headquarters of oil TNC Shell and on Tuesday the group will converge in front of Chevron headquarters. On one hand, the youth group, Anakbayan, conducted a series of “noise barrages” Friday, June 21, also in protest of this week’s additional oil price hike. Piston is protesting the “big time oil price hike” last week where oil firms imposed a P1.45 per liter increase in the price of diesel and P1.05 in the price of gasoline. Public land transport vehicles such as jeepneys, buses, UV Express, Taxis and tricycles are mostly run on these petroleum products. According to Piston, this week’s

Mambajao, Camiguin by Mr. Niño T. Lazo, Operations and Marketing Manager of Darling Foods, Cagayan de Oro City. Darling Foods is among the beneficiaries of DOLE 10 under its livelihood program and a recipient of the different local and national awards on entrepreneurship.
The training aimed to improve the livelihoods of women by giving them various cooking methods and processing machinery. The actual demonstration was on meat processing since it’s the common preserved food in the market. Among the modules include: chicken tocino,
pork tocino, longganisa, meat patty, chorizo and bacon. The Provincial Government of Camiguin led by Governor Jurdin Jesus M. Romualdo was very thankful because the province was given the opportunity to learn with the hope that the participants could start and apply their skills soon with enough capital. The event was successful with the help of Mr. Jose Errol A. Natividad, OIC Provincial Head DOLE Camiguin together with the PESO Federation and also with the support of DOLE Region 10 and Mambajao Municipal Mayor Maria Luisa D. Romualdo, as the host.
