DAVAO City––Calling her “Pork Barrel Queen” and “My Amnesia Girl”, netizens let out their anger in social media after Janet Napoles dodges questions in Thursday’s Senate Blue Ribbon Committee hearing on her alleged involvement in the pork barrel scam. Appearing in public for the first time since her arrest in September, Napoles came in a bullet-proof vest and was without her lawyers. CSC voids appointments of 46 Gensan city officials, employees GENERAL Santos City–– The Civil Service Commission (CSC) has recalled the appointments of 46 officials and employees of the city government who were hired several weeks before the May elections. Lawyer Arnel Zapatos, city administrator, said Friday the CSC issued a resolution earlier this week revoking the appointments to regular or permanent positions of the 46 workers due to violations of various civil service regulations. He said the CSC’s decision was based on the mandatory review it conducted on the appointments. Zapatos said the recalled officials and employees were appointed by former city

Ex-congressman’s chief of staff nabbed for possession of firearm By GERRY LEE GORIT, Correspondent

CAGAYAN de Oro City––The Criminal Investigation and Detection Group in Region 10 arrested on Friday the former chief of staff of former Cagayan de Oro City 1st District Rep. Benjo Benaldo. Senior Insp. Pepito Ilagan Reyes of the CIDG-10 said Alejandro Bascon was arrested for possession of unlicensed firearm. Reyes said the CIDG searched Bascon’s house by virtue of a search warrant issued by Judge Gil Bollozos. He said they found in the house an M16 rifle and a Glock pistol. The pistol, Reyes said, is licensed but the rifle is a loose firearm. He said Bascon will be charged for violation of P.D. 1866, the illegal posession of firearm and ammunition. Reyes the CIDG was tipped off by a concerned citizen and that they

placed the suspect under surveillance before getting a search warrant. He said they also confiscated 26 ammunition cartridges for the rifle as well as 9 cartridges of 9mm caliber, adding that they did not find any 9mm firearm. Bascon was able to post an P80,000 bail bond for his temporary liberty. He said the documents for the rifle were still under process. But Reyes said it is considered a loose firearm in the absence of legal papers. Reyes said the suspect could get 6 years or Senior Insp. Zero casualty in Surigao Norte, Dinagat during ‘Yolanda’ SURIGAO City––Super Typhoon “Yolanda” displaced thousands of residents and damaged a number of homes, but left no casualties in Surigao del Norte and Dinagat Islands provinces, an official said. “Neither a single fatality nor injury is reported so far during the onslaught of Typhoon Yolanda in the province,” Marilyn Puno, officer-designate of the Provincial Disaster Risk Reduction Management Council officer told MindaNews Friday. She said most evacuees across the province have

Surigao City suffers P13m damage from typhoon ‘Yolanda’

SURIGAO City––Typhoon “Yolanda” claimed no lives in Surigao City but it damaged various properties, infrastructure and crops, according to an initial post-evaluation by the City Disaster Risk Reduction and Management Council (CDRRMC) on Friday. Mayor E r ne sto T. Matugas, who chairs the CDRRMC, said their initial estimate of the damage was P13.4 million. Agriculture incurred

the biggest losses so far with a P3,330,0000 in damage to crops. Yolanda also affected other food sources. Fisheries, including fish cages, lobster and seaweed production and backyard fishpond suffered losses amounting to P630,000. Damage to irrigation facilities had reached P1.5 million, and to livestock P30,000 so far. The typhoon also damaged some schools (P2.5

million), government buildings (P3.2 million), and the sea wall (P1.7 million). The City Environment and Natural Resources Offices reported that their nursery incurred a damage of at least P100,000. Behind Curriculum 2013 I was lucky because I was invited by the National Education Ministry to join the dialogue held in Bumi Surabaya hotel, Surabaya on November 5, 2013. It was so sudden that on November 4, early in the morning at 5:00 am, I got an SMS from the Ministry staff inviting to attend the dialogue. The topic was about the new curriculum which is being implemented started this year. As it is being implemented this year, the curriculum is called curriculum 2013. This curriculum is ideal compared to the previous ones. Besides that topic, there was also a serious dialogue concerning the national exam (NE). The second topic here has become a very hot topic for years. It has really spent a lot of energy for public always protest against this NE. Curriculum is one of the components of edu-

When perceiving education system, it can be simply described in the three aspects: Input, Process, and Output. Input deals with the students or pupils with their different back grounds. They have to go to schools bringing their social, economic, and psychological backgrounds. With the different back-

grounds, the process of education inevitably will be blended into the process with the different inputs to get the maximum result. The result is then a part of output measurement that is evaluation (NE). Unfortunately, this national examination has been criticized by public being unable to measure the three domains: cognitive, psychomotor, and affective domains. When taking all three domains above into the process, this will deal with the process of education. Thus, actually, the most important thing among the important aspects is process. When the process is the best all inputs can result in the best too. In this case, there must be some conditions in the real field of education in schools. First, when input is bad and process is bad too, the result of education will be the worst in the world. This

must be the plight of education sector. Second, when the input is bad but the process is good, the input will become better than before it was processed. This condition is better than the first one. Third is that when input is good and the process is good, the education result will be excellent. This is the most ideal one. Yet, the last condition is when the input is good but the process is bad, this is the symbol of education which is full of sins. All teachers, schools, and the policy makers related to education policy should be responsible for the human beings with their blurring future. In connection with the whole system of education, curriculum 20013 is considered a good system, the ideal one. This new curriculum design is designed for making the education See behind, page 11

DIRTY WATER: GOD’S MESSAGE SOMEWHERE? Tacloban City appears to be one of the hardest hit by Yolanda. Social media reports on Friday, November 08, 2013, painted quite a horrific picture of the city as murky floodwaters submerged most its downtown area, occasioned by the roaring and rushing of sea water towards land as a result of a “storm surge” at the height of the supertyphoon. Wow! As I watched in Facebook a video footage of the blackish water swallowing up with ease downtown Tacloban City---which my wife, my daughter and myself visited about five or so years ago---I couldn’t help recalling what I read in an old book which said, “… nations will be in anguish and perplexity at the roaring and tossing of the sea…” when it talked about the end of the world. GPH peace panel consults Zambo City execs on MILF peace talks

AMBOANGA CITY -- Government of the Philippines (GPH) chief peace negotiator Prof. Miriam Coronel-Ferrer, panel member Secretary Mehol Sadain, chair of the National Commission on Muslim Filipinos, and Atty. Anna Tarhata Basman, head of the panel’s legal team, met with top government officials of this city on Tuesday to consult them on the ongoing talks between the government and the Moro Islamic Liberation Front (MILF). In opening the meeting, Mayor Ma. Isabelle Climaco-Salazar has assured the government peace panel of the city officials' support to the peace process. She also urged the Office of the Presidential Adviser on the Peace Process (OPAPP) to continue the peace dialogue in Mindanao. The government’s negotiating team arrived in this city on Monday, November 4, to jump start a two-day consultation process with stakeholders. The peace panel likewise held separate consultations with representatives from the Silsillah Dialogue Movement's Inter Faith Council of Leaders (IFCL), Peace Advocates of Zamboanga (PAZ),

Zamboanga-Basilan Integrated Development, Inc. (ZABIDA) and the Muslim migrant communities of this city. During the dialogue with key local government officials here, Coronel-Ferrer pointed out the importance of the local government units (LGUs) in the peace process since they are in the front line of communicating with and ensuring the peace and security of the people in the communities. Coronel-Ferrer stressed that the government wants to make sure that the local governments are properly consulted. One reason the talks collapsed and the Memorandum of Agreement on Ancestral Domain (MOA-AD)

was voided by the Supreme Court was the lack of transparency and consultations. This was also re-echoed by District 2 Councilor Juan Climaco "Kim" Elago, saying that the LGUs should be on board in the entire peace process. BIFF behind foiled GenSan bombing attempt – police

ENERAL SANTOS CITY – Police authorities have tagged an alleged terrorist cell operating in various parts of Mindanao as behind the foiled bombing attempt on a gasoline station here last Sunday night. Chief Supt. Charles Calima Jr., Region 12 police director, said Thursday their initial investigation showed that four alleged operatives of a special operations group of the Bangsamoro Islamic Freedom Fighters (BIFF) were behind the planting of a powerful explosive at a Petron service station along P. Acharon Boulevard here around 7:50 p.m. on Sunday. The improvised bomb, which was fashioned from two 60mm mortar shells, was found by the gas station’s

workers and later defused by personnel from the city police’s explosive ordnance disposal (EOD) unit. Calima said they have been closely monitoring the movements of the alleged BIFF unit that reportedly appears to have been involved in previous attacks in other areas here in Mindanao. “This (BIFF) is the group that we suspect was possibly behind the incident and we have been getting good information about them and their activities,” the police

official said in an interview over TV Patrol Socsksargen. Citing a recorded footage from a closed-circuit television or security camera installed at the Petron gasoline station, Calima said the person who placed the white plastic bag that contained the explosive was initially identified as a certain Usop Umal alias Abu Samaya. His other companion, who was seen approaching the gasoline station’s cashier booth, was identified as a certain alias Mocca Mohammad. The city has 17,000 public utility jeepney and tricycle drivers. Bagong Alyansang Makabayan (New Patriotic Alliance), which is one of the lead groups calling for the abolition of pork, would join the drivers in staging protests actions during the strike. Bayan spokesperson, Sheena Duazo said the strike

The training, which was supposedly facilitated by the Mindanao Khilafa Islamiyah group, was held somewhere in Datu Piang town in Maguindanao, he said. But he said the training was disrupted and abruptly ended due to a military operation against the BIFF in the area. On Oct. 5, Hamdani, Mocca Mohammad, Arsad Salic Jihad and three other BIFF members reportedly moved from Marawi City to this city for a bombing mission on a local hotel. The group reportedly failed to accomplish their mission due to the tight security in the area and was forced to return to Maguindanao for a week-long re-training on Oct. 21. On Oct. 31, the group completed their training and left Barangay Ganta in Datu Piang for this city to resume their mission. After allegedly failing anew to penetrate their target, the group was forced to just leave their explosive at the Petron gasoline station last Sunday night. Calima said that based on intelligence information that they gathered, the group has targeted to launch attacks on 12 local establishments, which include malls, churches, hotels, government buildings and other vital installations. The official said they will continue with their targethardening measures to preempt the planned attacks by the suspects. Or “I invoke my right to selfincrimination.” It is obvious from her whole-day testimony that Napoles is not willing to tell the truth. She was even prodded by Sen. Miriam Defensor-Santiago, telling her that her best protection against those who might entertain thoughts of killing her is to tell the truth about the most guilty parties. That way, if something happens to her, the law could run after them. But still, she remained firm in her denials. When President Benigno Aquino III received a lot of flak for personally accepting the surrender of Janet Lim-Napoles at the Malacañang Palace no less, and even acted as advance party to Camp Crame to ensure Napoles’s safety and security, the administration replied that the president did so because Napoles is crucial in unearthing the whole truth about the P10billion pork barrel scam. When she was placed in a bungalow at Camp Capinpin in Tanay, Rizal – where no less than former president Joseph Estrada, Senator Jinggoy Estrada and Moro National Liberation Front Chairman Nur Misuari were jailed before– and was provided with a food tester, to ensure that she would not be poisoned, Malacañang responded that Napoles is being given special treatment so that she could name all those involved in the scam. Now Napoles has clearly shown that she is not willing to tell the truth. When asked by Senator Allan Peter Cayetano if she thinks she would be absolved of the accusations and charges against her, she even replied with a categorical yes. Malacañang is now saying that it is understandable for Napoles to protect her legal rights and integrity because cases have been filed against her in court. So where does the whole justification of the Aquino

government for the special treatment being accorded to Napoles stand if she is not willing to tell the truth and be instrumental in running after corrupt government officials involved in the pork barrel scam? What is the use of undertaking elaborate and expensive measures, being paid by taxpayers, to protect Napoles if she would act just like any other accused person who is “protecting her legal rights and ‘integrity’?” It seems that the strategy of the Aquino government of giving her special treatment to encourage her to tell the whole truth is not working. What is happening is the other way around: she is being emboldened to continue to lie through her teeth to protect her flanks. It might be better to treat her just like any other accused by committing her to a regular jail. That way she might be scared out of her wits and spill the beans. If the Aquino government continues to provide her with special treatment even if she continues to deny her involvement in the pork barrel scam – despite the preponderance of evidences – while adamantly defending the pork barrel system, this would raise serious questions on the declarations of Malacañang that it is determined to run after those involved in the pork barrel scam. The establishment of this contrast is the Blue Ribbon Committee’s victory today,” said Guingona. Regional state prosecutor Antonio Arellano also agrees with the senator. “Napoles could have invoked the right against self-incrimination at the very start of the proceedings and thus asked that she be excused from participating therein since the very purpose thereof is clearly to incriminate her.
