AN FRANCISCO, Agusan del Sur - A new company, said to be engaged in exporting mineral products, is under close environmental watch as local officials are wary about the area where such products are to be extracted.

Mayor Jenny de Asis said a certain Sky Forward Exports (SFE), is now processing business permits with the local government, despite being under close scrutiny as its representatives could not divulge the nature of their business. “It’s a big no for me,” de Asis said over the company’s intention to operate within the gold rush area in Sumogbong River, Barangay Alegria at the foot of Mt. Magdiwata. The company is said to be

owned by Taiwanese businessmen. The mayor endorsed SFE’s letter seeking approval of their business permit to the Sangguniang Bayan for legislative action on the environmental impact if ever it engages in extracting minerals at Mt. Magdiwata. NDFP: UN report on use of child combatants by NPA ‘false, biased’ THE National Democratic Front of the Philippines’ (NDFP) Special Office for the Protection of Children slammed the report released by the United Nations Special Representative for Children in Armed Conflict (SRCAC) which alleges that the its armed wing the New People’s Army has been using and recruiting children. The SOPC was established in October 2012 after the NDFP issued its Declaration and Program of Action for the Rights, Protection and Welfare of Children on April 24, 2012. The special office was established to strengthen its mechanisms on monitoring and defending the rights of the child. Among its main functions is to oversee the implementation of the Program of Action by all of the NDFP’s organizations including the NPA; and to receive complaints of violations of

children’s rights and refer them for appropriate. In a statement, the special office’s chairwoman Connie Ledesma said: “The Special Office for the Protection of Children (SOPC) of the National Democratic Front of the Philippines (NDFP) takes strong exception to the false and biased reports of the UN Office of the SRCAC on the so-called recruitment and use of children by the New People’s Army (NPA).” Last month, the UN released its 2012 report on the violations committed against children. According to the report, there are 26 children who were recruited by armed groups in the Philippines. Eleven of the said 26 children were recruited by the NPA, the rest were recruited by the Moro Islamic Liberation Front (MILF), the Abu Sayyaf Group (ASG) and the Armed Forces of the Philippines (AFP).

The NPA, ASG and the MILF are also cited in the report as “persistent perpetrators” of the use of children in armed conflict. “The Abu Sayyaf, NPA and MILF continue to be cited in the UN blacklist of parties that recruit or use children, kill or maim children, commit rape and other forms of sexual violence against children, or engage in attacks on schools or hospitals in situations of armed conflict,” the report said. Ledesma belied the UN report saying that the allegations of the UN SRCAC are baseless. “After consultations with its regional representatives, the SOPC has confirmed that the allegations by the UN SRCAC of recruitment and use of children by the NPA in 2012 are baseless.” She said that “those claimed to be child soldiers are civilians whom the AFP had illegally arrested, detained and tortured or killed during military operations under what the Manila government calls ‘peace and development projects’ against communities suspected of supporting or under the influence of the revolutionary movement.” Ledesma added that all of those children happened to be in areas close to where armed encounters between

the AFP and the NPA took place. “One was killed because of indiscriminate gunfire by AFP soldiers; others had been traumatized by artillery and aerial bombardments and were arrested while attempting to seek refuge in nearby communities.” Ledesma further said, “The AFP practice of targeting children in communities and presenting them as child soldiers was again exposed on June 23 by the Mindanao Human Rights Action Center (MinHRAC) when they presented to the media three teenagers who were arrested and detained by the AFP in Kulasi, Sultan Kudarat, for purportedly being rebels when they were actually refugees who were attempting to return to their homes with adult companions to get their belongings after having evacuated from their community due to an armed encounter between the AFP and the NPA.” Ledesma said the policies and programs of the NDFP to protect the rights of children are clearly stated in its Declaration and Program of Action for the Rights, Protection and Welfare of Children. “This document is strictly followed by all the allied organizations of the NDFP, which include the NPA and

the Communist Party of the Philippines (CPP).” Minimum age requirement According to the NDFP, since 1988, the Political Bureau of the CPP’s Central Committee stipulated that the NPA may only recruit persons who are 18 years old and older as armed fighters for its combat units. Furthermore, on Oct. 15, 1999 the Executive Committee of the CPP issued the “Memorandum on the Minimum Age Requirement for NPA Fighters” reaffirming the minimum age of 18 for NPA fighters. In 2002, the policy of the minimum age was reiterated at the 11th Plenum of the CPP Center Committee. A research conducted by an independent think-tank Ibon Foundation commissioned by the Unicef showed the strict compliance of the NPA on the said minimum age requirement of 18 years old for NPA fighters. The research also showed that respondents are also well aware of the minimum age requirement for NPA fighters. “As far as the research team saw, there is general compliance with the CPPNPA-NDFP’s minimum age requirement policy. None among the fighters in the NPA units encountered were below 18 years old

even as a few currently active NPA guerrillas joined when they were between 1417 years old (the last being a 16- and a 17-year-old in 2003),” the research read. The research also showed that there are under-aged applicants who want to join the NPA; however, these applicants are being turned away. “There were firsthand and secondhand accounts of under-aged youth who tried to join the NPA as full-fledged combatants but who were not accepted because of their age. These emerged during the various focus group discussions and during individual interviews and can be taken as indicating efforts at strict policy implementation.” The research also showed that those who violate the said policy were meted with disciplinary action. The research entitled “Uncounted Lives: Children, Women, and Conflict in the Philippines” covered the period of 2001-2005 in eight communities where armed encounters between the military and either the NPA or MILF occurred. Meanwhile, Ledesma urged the UN SRCAC to advice its Philippine Country Task Force for Monitoring and Reporting (CTFMR) “to be more discerning and circumspect in the performance of its functions by exercising basic due diligence and not relying solely on reports by agencies of the Government of the Philippines (GPH) such as the AFP, Department of Social Welfare and Development (DSWD) and Commission on Human Rights (CHR).” “The CTMFR as befitting its mandate should investigate the situation on the ground by talking to the people in the concerned community – the parents, teachers, independent human rights groups and even local officials. The illegally arrested and detained children have suffered enough and should not be coaxed or coerced into making false statements and incriminating admissions while in the presence of GPH officials,” she added. Ledesma also urged the UN SRCAC and its country task force to submit their findings to the SOPC of the NDFP for appropriate verification and investigation of such reported alleged recruitment and use of children by the NPA. “We deplore the fact that while the AFP is given an opportunity to respond, the NDFP through its SOPC has not even been informed of such allegations.” (http:// bulatlat.com)

the area. California-based conservation group Endangered Species International (ESI) is currently conducting field studies regarding the primate, especially its habitat. GENERAL SANTOS CITY -- The Department of Tourism (DOT) is investing some P30 million this year for the development of various tourism-related infrastructure in Tupi town in South Cotabato. South Cotabato Gov. Daisy Avance-Fuentes said such investment is part of the DOT’s continuing efforts to develop new tourist attractions and destinations in the countryside, especially in parts of Mindanao. “This is a financial grant for the construction of tourism facilities like cottages and tourist or visitor information centers as well as the improvement of road networks,” she said. The governor said the project will be implemented in Barangay Linan in Tupi, which is hosts a tarsier sanctuary. She said the funds will be drawn from the P30 million allotment earlier approved by the DOT’s Tourism Infrastructure and Economic Zone Authority (TIEZA) for tourism projects in Lake Sebu town.

Environmental group pushes for a ‘Pawikan’ captured, national legislation vs plastic bag released in Samar By Azer N. Parrocha

MANILA -- Environmental advocates on Wednesday led a march along the vicinity of J. P. Laurel High School, Tondo, Manila to send out the message of regulating the use, sale and distribution of plastic bags. This march was participated in by more than 500 students, school officials, parent-teacher officers, beauty queens, environmentalists and supporters in celebration of the 4th International Plastic Bag-Free Day. It also drew support from the city government of Manila headed by President Mayor Joseph Estrada as part of his administration’s environmental agenda to combat climate change. Estrada has previously mentioned during his oath taking as Mayor of Manila that his team would start cleaning waterways to mitigate flooding. Aside from this, he also mentioned that lessons from last year, citing the notorious flooding problem due to monsoon rains, must have already been learnt by now. The environmental group, EcoWaste Coalition has also shown support for the upcoming citywide ban on plastic bags and polystyrene con-

tainers that will take effect starting September 2013 in Manila. Manila City Ordinance 8282, once implemented, will ban the use of plastic bags for dry goods and regulate their use for wet goods, and altogether bans polystyrene (Styrofoam) as container for food, produce and other products. This ban is both a climate change mitigation measure and a disaster risk reduction response as it intends ultimate phase out of all kinds of plastic bags. Aside from this, it also eases discards collection mechanisms and recycling, and supports LGUs in their waste management schemes as mandated by R.A. 9003 or the Ecological Solid Waste Management Act of 2000. “The ordinance will also prohibit business establishments from offering, selling, or using plastic bags as primary or secondary packaging for dry goods, and forbids barangay collection of discarded plastics unless these are pre-cleaned and dried, according to one of the decree’s sponsors Councilor Numero Lim. He added that it was only about time that the city of Manila enforced a ban on the distribution and use of plastic

bags “to stop the nonchalant disposal of these materials and protect what remains of our environment”. Waste Prevention Waste audits conducted by eco-groups in 2006, 2010 and 2011 revealed plastic products, particularly plastic bags, were the highest garbage contributor in terms of volume in Manila Bay and Laguna Lake. Discards survey conducted by the same group in 2006 and 2010 showed plastic bags comprising 51.4 and 27.7 percent, respectively, of the detritus in Manila Bay. At present, the group counted at least 90 LGUs all over the country that have similar ordinances in place banning or regulating plastic bags, with several localities following suit before the end of the year. According to EcoWaste Coalition’s Task Force Head on Plastics and Mother Earth Foundation member Sonie Mendoza, plastic bags were the embodiment of an antiquated, throw-away mentality that needs to be addressed. “Through our action today, we ask the national government to enact laws and policies that will reinforce the initiatives of visionary LGUs and eventually wean us from plastic bags,” Mendoza said.

“By outlawing the use of plastic bags and other nonecologically sound packaging materials, we substantially reduce our waste generation,” she added. She further explained that this will cut waste management costs and lessen related environmental risks such as flooding and marine pollution. “Recycling plastic bags does not necessarily reduce wastes as it just manages the plastic bags that have already been created,” Mendoza said. “Recycled plastics still make its way back to the consumers’ buy-use-dispose loop, thus, adding more plastics in the environment. What we need to do is to avoid its usage in the first place,” she added. The ban of the use of plastic bags will help boost the demand for locally-made bayongs and cloth bags, which supports local cottage industries and creates more employment and business opportunities in both urban and rural areas. The group suggested that because they were made of raw materials, they are readily available all over the country. It is also a good time for LGUs and businesses to support and invest in the production of bayongs and cloth bags. (PNA)

TACLOBAN CITY -- A rare sea turtle locally known as “pawikan” was accidentally captured by a fisherman in Basey, Samar. Community Environment and Natural Resources Officer Dario Suarez said the pawikan that was measuring 41 centimeters long and 39 centimeters wide was captured by Victorio Quilitano’s fish pen in Barangay Palaypay in Basey, Samar recently. “The pawikan sustained minor injury and was immediately turned over to the Department of Agriculture for treatment. It was later turned over to DENR for proper disposition,” Suarez said. He added the pawikan was tagged PH 6024E and was released back to the sea waters off JINAMOC Island in Basey. The release of the pawikan was witnessed by representatives from DA, local government unit of Basey, DENR and CENRO in Sta. Rita, Samar. DENR-8 regional executive director Manolito Ragub said the public’s concern for the pawikan, an endangered sea creature, is a manifestation that the campaign

for the protection of the seas and conservation of marine resources are gaining grounds. “Nowadays, everybody must work for the balance of all our environmental ecosystems such as the seas and its resources as a way of mitigating the adverse impact of climate change,” Ragub said. He added that all species of sea turtles, like any other marine creatures, play a critical role in maintaining the web of life in the seas. “However, said species, important as it is, are becoming critically endangered due to threats from poaching and illegal extraction by unscrupulous individuals,” Ragub said. Meanwhile, Danilo Javier, regional technical director of Protected Areas Wildlife and Coastal Zone Management Service said that the DENR is intensifying efforts for the protection of pawikans under the Pawika Conservation Project. “Mere possession and killing of this species is punishable under Section 27 of Republic Act 9147, or the Wildlife Act,” Javier said. Rice Farmers Techno Forum held in DA’s research station

angcagan, Bukidnon – ANCHORED on the Philippine government’s target of achieving ample supply of rice by the year 2013 and onwards, the Bukidnon Agricultural Productivity Center (BAPC), one of the research stations of the Department of Agriculture – Regional Field Office 10 (DA-10), recently conducted its 3rd Rice Farmers Technology Forum on June 28, 2013, in this town. The said activity primarily aimed at showcasing inbred rice varieties, namely NSIC Rc 158, 212, 214, 222, 224, 226 and 240, and organic rice seed growth to rice farmers. Technical experts from the station have imparted the characteristics of various inbred rice varieties, including their reaction to pests and diseases, eating quality, yield, among others. Out from the abovesaid varieties, harvest yield ranges from 5.4 metric tons per hectare (mt/ha) to 10.6 mt/ha with an average maturing days of 113. Likewise, a guided field tour on the station’s Palayamanan was also conducted. It is a diversified farming system that employs the bahay-kubo concept, in which it was innovated for a higher level of farming integration. As such combines rice with other high valued crops, fish and waste recycling

practices, which is seen to increase farmers’ productivity and income by maximizing the use of farmlands while contributing to ecological balance. As this year is also declared as the ‘National Year of Rice’, the DA through BAPC station superintendent Ulito T. Kingdom stressed the farmers’ role to be one with the government in its bid for the country to become a surplus supplier of rice starting 2013 and beyond as expressed in the Panaad sa Pagdaginot sa Humay. “Isip usa ka Pilipino, nakighiusa ako sa pagpanaad nga dili mag-usik-usik sa kan-on ug bugas…tudloan nako ang uban sa responsableng pagkunsumo aron mahatagan ug bili ang kahago sa mga mag-uuma ug makatabang ako sa pagkab-ot nga mapaigo ang gidaghanong bugas sa Pilipinas,” nearly 50 farmer-guests have pledged.

Most of the time, dark clouds and thick fogs dim the whole forest and a regular light drizzle drenches the trail, making it even harder to surpass. If the weather’s good, one would witness the magnificent sunrise while seeing the grand and mighty Mt. Apo from afar. If the trail going up has not been that welcoming, the trail coming down is not giving you a kind option. The chase downhill is unforgivable as it literally drags you either to stumble or fall, or worse both. Hikers’ knees would wobble in surrender to the rapid pull downward, an ironic token for any intrepid hikers who dreamed to conquer an extraordinary mountain like Mt. Talomo. Beyond mountaineering A group of freelance and experienced mountaineers founded in September 2012, the We Observe We Obtain Knowledge (Wowok) Mountaineers, adopted a clean-up drive as they campaigned for the mountain’s conservation. Even the highest ground is not safe from the people’s, especially hikers’, irresponsibility. This was evident with the portion of the summit depressingly piled up with garbage. Effective Interventions for Combating School Gangs By Justiniana M. Cabigon, Maramag Central Elem. School

For more than thirty years of teaching in Maramag Central Elem. School, I have come across with some outputs of researchers from Valencia group of teachers. They published a very worthwhile article as a partial requirement in their Advanced English and Professional Writing under Dr. Menilo Pechora, professor and at the same the current OIC-Director of Valencia Colleges Incorporated. Here are the following 8 interventions which have been shown to be effective on their own, but can also be the basis of a comprehensive school wide strategy; 1. Target students vulnerable to gang recruitment for special assistance, particularly through the use of peer counselors and support groups. Mentoring, conflict programs and tutoring can be particularly effective. 2. Establish moral and ethical education, values clarification , and conflict resolution as important components of the school curriculum. 3. Create an inviting school climate where every student feels valued. 4. Educate all staff, including support staff, about how gangs develop and how to respond to them; 5. Offer special program for parents on gang and to deal with them as a parent. 6. Monitor youths who are not enrolled in school but “hang-out” on or near the school campus. 7. Offer educational programs for students about gang, their destructiveness, and how to avoid being drawn into them. 8. Provide regular opportunities for students, individuals or by small groups to discuss their experiences in school and personal rewards. With these aforementioned interventions, I believe we can apply them in our respective school whenever similar cases might occur. As a public school teacher, it is a crucial role to know deeper on the lives or situations of the learners so that they will be more guided, monitored and assisted. Focusing the four corners of the classroom is not enough. If we want to achieve effectiveness and efficiency in our instruction, we must acquaint our pupils/students well so that they will become better citizen of our country. So, let’s value the future of the learners! Gangs in school can easily be prevented if we work hand and hand for their brighter future. Can you make it? Feel and see the differences if you have made to transform the lives of the gangsters. DA’s Barangay Food Terminal boosts cooperativism

s strong as the tree named Bayug, where Bayugan City got its name, the JCA Agrarian Reform Beneficiaries Multi-purpose Cooperative (JARBEMCO), through tests of time still stands strong. JARBEMCO was organized on April 5, 1999 by CARP beneficiaries of farm land comprising 303 hectares in Sta. Teresita, Osmeña, Hamogaway and Marcelina in Bayugan City, Agusan del Sur. From its 51 original cooperators, current membership totals to 145 beneficiaries composed of the former workers-employees of the defunct JCA Rubber Development Corporation. At first, it focused on production-based economic operations, consisting of rub-

ber, durian, mangosteen and coconut plantations. It has then expanded its plantation coverage with the opening of around 120 hectares of oil-palm, 60 hectares of rubber and 6 hectares of falcata. To cater to the needs of its workers, JARBEMCO ventured into store operations and expanded even more when they availed of the Barangay Food Terminal (BFT), a project of the Department of Agriculture launched last February 9, 2011. BFT Incharge Noralyn Gonzaga said that through the Barangay Food Terminal Project, DA provided them with two cold storage facilities, plastic crates, three weighing scales, push cart, plastic tray, styrofoam boxes, electronic

cash register and cash amount of P100,000 support fund for additional capitalization. The proponent raised the same amount of P100,000 as counterpart, used mainly for the procurement of food products, such as meat, poultry products, fish, fruits and vegetables. JARBEMCO’s BFT open up a sure market for local farmers, as well as swine raisers around their community where they sell their produce. BFT has generated employment, having three regular employees and two on call workers during peak periods of the month, receiving minimum daily wages. Gonzaga said that BFT is helping them as workers and employees of the cooperative, since they can avail of

its services including credit. Payments are automatically deducted from their salary, while non-members are bounded with duly signed customer agreement. Aside from enjoying lower price on goods, the customers can enjoy patronage refund and dividends every end of the year, increasing benefits for customer-families and boosting up the spirit of cooperativism. In its almost two years of operation, JARBEMCO BFT has manifested a net income of P179,940.53. Illegal ‘druggist’ shot to death By PO3 Darlin CabalinanMigullas

CAMP RAFAEL RODRIGUEZ, Libertad, Butuan City - Unidentified motorcycleriding men shot to death an alleged illegal drug dealer in Barangay Bancasi, this city, early morning of July 3, this year. The victim, Ryan Aldea Galapin, 23 years old, was killed while walking along NIA road in said barangay. He sustained six gunshot wounds in different parts of the body, resulting in his sudden death. The Government Service Insurance System (GSIS) declared 21 out of 623 artworks, including an entry from Switzerland, as winners and honorable mentions in the 2013 GSIS Art Competition held on June 24 at the GSIS Theater in Pasay. Named were nine winners and 12 honorable mentions in the competition‘s three categories: nonrepresentational, representational and sculpture. In the nonrepresentational category, Jesus D. Santos bagged the grand prize for his work The Unseen Beauty Beyond Poverty. Fitzsimon L. Herrera’s My Shadow’s Only One That Walks Beside Me and Melchor D. Bernaldo’s Anatomy of the Threat placed second and third, respectively. Santos, who won in the nonrepresentational category, was last year’s winner in the representational category. In the past few years of joining the tilt, his entries have consistently landed in the list of finalists or runners up. In the representational category, Thomas D. Daquioag’s The Family garnered the top prize, followed by second and third prize winners Jason B. Bequillo’s Faith

enthusiasts and GSIS senior executives comprised the panel of judges this year who included -- Ms. Regina Cruz, Ms. Camille Vergara, Mr. Jaime Amante, Mr. Angelito Antonio, GSIS SVP Dionisio Ebdane Jr., Mr. Justin Nuyda, and Mr. Rene Robles, for the non-representational category. For the representational category, the judges were GSIS PGM Robert G. Vergara , Mr. Antipas Delotavo, Dr. Jaime Laya, Mr. Ephraim Samson, and Mr. Juvenal Sanso; for the sculpture category, the judges included Ms. Julie Lluch, Mr. Robert Feleo and Mr. Jun Yee. All winning artworks are displayed at the GSIS Museo ng Sining and GSIS Theater up to 31 July 2013, and will be featured in the GSIS’s 2014 calendar and other printed materials. Of these, only the top three winners in each category will automatically become part of the GSIS’s art collection. The honorable mentions, finalists, and nonwinning artists may opt to retrieve their work from, or donate to the GSIS.
