Caraga’s 2012 growth posts 10.6% in 2012 By PAT SAMONTE

BUTUAN City -- Caraga Region has topped its pr ior yea r’s economic performance in terms of growth rates by registering 10.6 percent in 2012. In a statement, Depa r t ment of Tr ade and Industry in Caraga Regional Director Brielgo Pagaran announced that Region 13’s 10.6 percent growth was surpassed only by Region 9’s 12.4 percent growth rate. Caraga’s Gross Regional Domestic Product (GRDP) or the total volume of economic production not only posted increasing amounts but also increasing growth rates for the past three years. Pagaran disclosed that from P98.23 billion in 2010 and P108.44 billion in 2011, Caraga’s GRDP grew to P122.46 billion in 2012. For the period 20102011, Caraga’s 8.5 percent growth rate was number

one beating the other 16 regions and way above the national average of only 3.6 percent, he said. Pagaran said the biggest contributor to the region’s GRDP is the service sector and in terms of specific sources for 2012, the top three contributors included agriculture and forestry (21.4 percent), transport, storage and communication (15.9 percent) and mining Caraga/PAGE B11

Trans-Asia to spend P161M more on plant

T R A NS -A SI A O i l a nd Energy Development Corp. has set aside an additional P16 0 . 8 6 m i l l i o n f r o m its stock rights offering (SRO) last year to partially f inance construction of it s 5 4 -megawat t (M W) wind energy project in San Lorenzo, Guimaras, the company said in a disclosure Wednesday. The company said that it disbursed yesterday P160.86 million from the proceeds of its SRO in November last year through which the company raised P1.627 billion. The latest amount adds to the P438.97 million in the last three months to fund the same project. “The corporation shall

use the funds for expenses in relation to its investment in a 54-MW wind energy project in San Lorenzo, Guimaras…” the disclosure read. Based on the company’s 2012 annual report, the project is estimated to cost around P6.3 billion, 70% of which will be financed by debt and the balance by equity. BDO Capital courting 4 companies to go IPO despite market volatility BDO Capital & Investment Corp is convincing four companies to go public despite the recent volatility in the stock market. Eduardo Francisco, BDO Capital president, said these companies are involved in utility, semiconductors and real estate. The sizes of their respective initial public offerings (IPO) range from P300 million to P2 billion. “I’m focusing on the smaller IPOs because smaller IPOs that can be done exclusively in the Philippines can still succeed,” Francisco said. BDO Capital was the bank behind the maiden share sale of microfinance firm AG Finance Inc, which raised P148 million in late July. “I believe if the story is good, regardless of what is happening in the world... we can sell it,” Francisco said. Travellers International Hotel Group Inc of Philippine billionaire Andrew Tan and the Genting Group, as well as Robinsons Retail of the Gokongwei family have indicated they will wait for the volatility to pass before

they push through with their respective IPOs. A significant portion of their offer shares will be sold overseas. Discovery World Corp of the Tiu family also pushed back its market debut in light of an upcoming transaction that would boost the prospects of the company. Tugboat operator Harbor Star Shipping Services Inc recently revived its IPO but cut its offer price, citing current market conditions. Four companies -- Philippine Business Bank, Asia United Bank, Del Monte Pacific Ltd and AG Finance Inc -- have gone public this year. The PSE index was on a roll at the start of the year, coasting to all-time high levels 31 times to peak at 7,392.20 on May 15. Since then, local shares prices have succumbed to volatility after Federal Reserve Chairman Ben Bernanke signalled the US central bank may scale back its $85-billion monthly stimulus program, a huge driver in fueling equities to record levels in the past several months.

THE Bangko Sentral ng Pilipinas (BSP) yesterday said the US Federal Reserve’s sur prise move to defer withdrawal of its economic stimulus should revive interest in emerging markets like the Philippines. “The BSP will maintain a presence in the foreign exchange market if, in our assessment, there is excessive exuberance in the financial markets especially today because of the unexpected Fed announcement. We will also remain watchful of developments in the real asset markets,” BSP Governor Amando M. Tetangco, Jr. said. At the Philippine Stock Exchange, the benchmark index surged more than three percent at the open on news of the Fed’s decision to hold on to its monthly bond-buying program. Tetangco said the BSP could implement macroprudential tools that would manage surges

in capital inflows, consistent with its price and financial stability objectives. “To the extent the Fed action helps to ensure the incipient US growth is not derailed, it should also be positive for our own growth prospects,” Tetangco said. THE Philippines’ balance of payments (BOP) -- a summary of the country’s economic transactions with the rest of the world -- registered a deficit in August, which means dollar expenditures exceeded receipts for the period. Data from the Bangko Sentral ng Pilipinas (BSP) showed the BOP incurring a deficit of $318 million last month, a reversal of the $1.099 billion surplus in July. Year-on-year, the August deficit likewise was a deterioration from the $582 million surplus of the same month in 2012. “This was due to financial market volatility arising from the uncertainty about US Fed taper,” BSP Governor A m a n d o M . Te t a n g c o Jr. said, referring to “hot money” outflows triggered by investor worries that the US Federal Reserve would wind down its stimulus for the world’s largest economy. T he Phi l ippi nes last month suffered from net outflows of foreign portfolio investments worth $441.85 million, a reversal of the net inflows of $387.39 million a year ago. Last month’s BOP deficit was the first in six months and indicated that the Philippines

was vulnerable to portfolio outflows. The government has been pointing to the country’s BOP surplus as proof of immunity from volatile capital flows. Ever since Fed Chairman Ben Bernanke signaled last May that the US central bank may wind down its $85-billion bond-buying program later this year, portfolio funds have been pulling out of emerging markets like the Philippines. The Fed’s stimulus -- the third tranche of what has come to be called quantitative easing (QE3) -- has fueled stock market rallies around the world. Last night, the Fed, in a surprise move, announced it would keep the stimulus for now, citing signs that the US economy is far from having anchored its recovery. Tetangco said the Fed decision to keep its easy money policy would be good for emerging markets like the Philippines. As such, the country’s BOP deficit last month is likely to be temporary, he said. Last month’s deficit cut the surplus for the first eight months by 8.6 percent to $3.359 billion this year from the end-July level of $3.677

billion. The end-August surplus also dropped 27.6 percent from last year’s $5.080 billion. Persistent surpluses in the BOP help build up the country’s gross international reserves (GIR), the first-line defense against financial shocks. A n a mple GIR helps prop up the peso and keep domestic inf lation at bay. The country’s GIR settled at $83.201 billion at endAugust, enough to cover 12 months’ worth of imports of goods and payments of services and income. Alternatively, the endAugust dollar cache would allow the Philippines to pay eight times over its shortterm external debt based on original maturity and 5.5 times based on residual maturity. Residual maturity includes portions of longterm debt that would mature within the next 12 months.

JICA River dike New sensor could prolong lifespan project to take off of high-temperature engines Feature:

A new, highly-accurate temperature sensor could save manufacturers millions in maintenance costs, lower fuel consumption, and prolong the lifespan of jet engines, nuclear reactors and other types of large gas turbine engines. A temperature sensor developed by researchers at the University of Cambridge could improve the efficiency, control and safety of hightemperature engines. The sensor mi ni mises d rif t -degradation of the sensor which resu lts in fau lt y temperature readings and reduces the longevity of engine components. T he ne w s ens or, or thermocouple, has been shown to reduce drift by 80 per cent at temperatures of 1200 degrees Celsius, and by 90 per cent at 1300 degrees Celsius, potentially doubling the lifespan of engine components. The results are published in the September issue of the Journal of Engineering for Gas Turbines and Power. Generally, the hotter a jet engine burns, the more power it generates, improving fuel efficiency, range and thrust. However, an accurate temperature reading is critical, as when temperatures get too high, the mechanical integrity of engine components could be at risk. A temperature error of just ten degrees can trigger engine failure, which can be a huge blow to aircraft manufacturers, as seen in the 2010 recall of Rolls-Royce’s Airbus A380 engines, which caused the company’s share price to drop by a massive nine per cent. Modern jet engines can reach temperatures as high as 1500 degrees, but drift in the nickel-based thermocouples used to measure temperature increases to unacceptable levels at temperatures above 1000 degrees. Therefore, the thermocouple is placed away from the hottest part of the engine, and the maximum

temperature is extrapolated from that point. The inaccuracy resulting from this form of measurement means that the engine temperature, and therefore efficiency, has to be set below maximum in order to leave a safety margin for the survival of engine components. Thermocouples with increased temperature capabilities can be placed closer to the combustion chamber, increasing the accuracy with which the peak temperature is estimated, and decreasing the required safety margin. “A more stable temperature sensor prov ides severa l adva nt a ge s -- a bet ter estimation of temperature can increase the lifetime of engine components and decrease maintenance costs to manufacturers, without any reduction in safety,” said Dr Michele Scervini, a postdoctoral researcher in the Department of Materials Science and Metallurg y, who developed the new thermocouple. In its simplest form, a thermocouple consists of two bare wires of two different metals joined together at their ends, with a voltmeter incorporated into the circuit. The difference between the two ends of the thermocouple is measured by the voltmeter and used to determine the temperature. This type of thermocouple is not suitable for high-temperature applications as the elements oxidise above 800 degrees, increasing the amount of drift, so thermocouples sheathed i n ox i d a t i o n -r e s i s t a nt materials were introduced in the 1970s. While this configuration addressed the

issue of oxidation, the sheath contaminated the wires at temperatures above 1000 degrees, increasing drift. Scervini, along with Dr Cathie Rae, has developed a thermocouple which both withstands oxidisation and minimises any contamination to the wires from the metallic sheath. The thermocouple is made of an outer wall of a conventional oxidisationresistant nickel alloy which can withstand high temperatures, and an inner wall of a different, impurity-free nickel alloy which prevents contamination while reducing drift. Results from tests on a prototype device showed a significant reduction in drift at temperatures of 1200 and 1300 degrees, meaning that a double-walled thermocouple can be used at temperatures wel l above t he cu r rent

limitation of 1000 degrees. There a re plat inu mbased thermocouples which ca n w it hsta nd hig her temperatures, but t heir extremely high cost means that they are not widely used. “Nickel is an ideal material for these applications as it is a good compromise between cost and performance, but there is a gap in the market for applications above 1000 degrees,” said Scervini. “We believe our device could see widespread usage across a range of industries.” The team are currently c o m m e rc i a l i s i n g t h e i r invention with the assistance of Cambridge Enterprise, the University’s commercialisation arm, and have attracted interest from a range of industries. As can be recalled, Japanese Ambassador Toshinao Urabe and other officials of JICA visited Cagayan de Oro and said they will extend help so the city can get back to its feet and move forward after the devastation wrought by Tropical Storm Sendong. The river control project is just one of the many projects of the city aimed at preventing future f loods. Researcher helps create sun-powered solution to toxic air in many lands By Katie Hammer

While studying climate change in the rural Himalayas, Catlin Powers was asked an eye-opening question by one local family: Why are all of these scientists coming here to study outdoor air pollution when indoor air pollution is so much worse? A Harvard School of Public Health (HSPH) graduate and current Ph.D. candidate in environmental health, Powers is the cofounder of One Earth Designs, a company that creates products that enable people to improve the quality of their lives by wisely using energy resources. She is one of the creative forces behind SolSource, a revolutionary, sun-powered grill designed specifically to answer that family’s question. Powers began her journey by measuring the indoor air quality inside the Himalayan home where the question was posed, and found that it was 10 times more polluted than the outdoor air in Beijing. Subsequently, she found that more than half a million

people each year die in China from the toxic smoke coming from household stoves used for cooking and heating. Spurred by these revelations, Powers began working directly with rural communities to explore energy solutions and alternate fuel sources for cooking in their homes. The result was SolSource, a highperformance, low-maintenance, portable, durable, safe, and fuel- and emissionfree solar cooker. SolSource harnesses energy from the sun, which is ample on the Himalayan plateau, and uses it to grill, steam, bake, boil, or fry. Cooking with SolSource saves families time and money, reduces their exposure to harmful stove pollution, and helps conserve precious resources. One Earth Designs recently ended a successful Kickstarter campaign to help fund production of SolSource, as well as to explore a cost-offsetting model for

developing nations. The campaign ended with 330 percent of its goal funded. During a recent question-and-answer session through the Office for Sustainability (OFS), Powers talked about her work. OFS: What are you most excited about for the future and for the potential SolSource holds in Asia and in the rest of the world? POWERS: Achieving a 100 percent renewable energy future for all — SolSource is a solar cooker, but it harnesses a tremendous amount of energy beyond what is needed for cooking. A run dubbed as Mapawa Nature and Adventure Park Mountain Trail Marathon will be held this October 27, 2013 at Sitio Malasag, Cugman, Cagayan de Oro City. This is through the initiative of Three Travellers CDO Inc., a non-profit organization in partnership with Emmanuel N. Pelaez Ranch Inc. and Mapawa Nature and Adventure Park. The run will showcase the lush forest and greenery found within the vicinity of Mapawa Nature and Adventure Park and Emmanuel N. Pelaez Ranch. According to the race organizer, Dr. Riyadh S. Balbontin, this run aims to create environmental awareness and appreciation of the importance of nature among the participants. In addition, a portion of the registration fee will be donated to Mapawa Nature and Adventure Park for reforestation maintenance. There are three categories of the run: the 5K, 21K and 42K. 5K has a registration fee of P400. This include the runner's jersey. 21K's fee is P600 which include jersey, finisher's medal and finisher's shirt. Registration fee for 42K is P1000. This include jersey, finisher's medal and shirt. The registration period is until September 27, 2013. Registration centers include Mapawa Booking Office located at second floor KABI building, J. Giving back to the community can be done anytime – whether you are single or attached, young or old, married or unmarried. But when you're single, you have decidedly more time to pursue these activities. It could be helping out build homes and shelters for

the less fortunate, saving the environment, tutoring street kids, or whatever advocacy tugs at your heartstrings. Do your share in making the world a little bit better. In the process, you'll make yourself a lot better too. 8. WORK ON YOUR GOALS. Your ambitions take a lot of effort, time, and focus. Fortunately, there's plenty of that when you're not yet busy going out on dates or devising ways to make your BF/GF/husband/wife happy. But remember to always balance your time between 'living your life' and 'making a living'. 9. LOVE YOURSELF. If you don’t, how can you honestly expect people to love you? L aurel Sr.’s Frabelle Corp, one of the other major Philippine companies operating in PNG, for the growth of its tuna industry. Zeming noted the fresh fish project will be established under a joint venture company named Offshore Master, with 25 percent local shareholders. In terms of fishing access, the PNG National Fisheries Authority has licensed 59 Filipino-owned purse seine fishing vessels this year. “The Philippines has the largest number of purse seine fishing vessels in PNG,” Zeming said. The Filipino fleet’s combined catch in 2012 reached 196,052 metric tons, about 28 percent of PNG fisheries annual total available catch. Manager Robert Vergara said qualified EC survivors whose pension has been stopped as of August 2012 and those who should be receiving their pension beginning August 2012, will benefit from the ECC resolution. In letters sent recently to EC survivorship pensioners, GSIS re quires sur viving legitimate spouses (of deceased EC pensioners) to submit a certificate of no marriage (CENOMAR) issued by the National Statistics Office, stressing that the ECC board resolution disqualifies them from the benefit if they remarried. All qualified EC survivorship pensioners will also be asked later to enroll for eCard, through which their monthly pension will be credited, after the GSIS has created their pension records. When submitting documents to the nearest GSIS office, pensioners are further advised to bring two valid governmentissued identification cards and a copy of the letter from the GSIS for easy reference. Under PD 626, EC contributions are paid solely by employers in case of workrelated contingencies incurred by their employees, such as accident, disease, disability, or death. Employees do not contribute to the Employees Compensation Insurance Fund. The GSIS and the Social Securit y System are the implementing agencies and fund managers of the EC Insurance Fund for the public and private sectors, respectively. but we’ve actually found that people are willing to travel long distances to access SolSource in town centers and other regional hubs. Our bigger challenge is price constraint. For example, we spoke with families in northern Myanmar who wanted SolSource, but who had never owned a product that cost more than 16 U.S. dollars, and they were taking out loans to afford even those. Some people might say we should just use cheaper

materials. But we realized early on that it is often the most priceconstrained families that need the highest-quality products. These families tend to live in places with harsh environmental conditions, sometimes amidst warfare, and often with the need for frequent migration. Performance and durability are crucial. OFS: How did your experiences and studies at Harvard influence or contribute to SolSource? POWERS: My experience at Harvard prepared and allowed me to understand the challenge at hand, and how to measure the effectiveness of the solutions. We developed 54 prototypes of solar cookers before we developed SolSource. We trained citizen scientists from inside the villages to monitor its impact on pollution and cost savings, and we purchased state-of-the-ar t monitoring equipment to support this work. Much of this was funded through grants and fellowships from the Environmental Protection Agency and the National Science Foundation, which were hosted by Harvard. I also received a scholarship from Harvard to finish my graduate studies, and would not have been able to complete the work without this support. So much of the guidance I’ve received comes directly from my advisory committee at HSPH. Jack Spengler, James Butler, Majid Ezzati, and Christopher Barr were invaluable resources in the evaluation of SolSource, as well as in my personal development. OFS: Do you have a few tips/advice for aspiring “greenpreneurs”? POWERS: I always love trading learning with other doers out there. Here are some of the ones that have been most important for me over time. 1. If you have co-founders, your relationship with them means everything about the success or failure of your company. Jasmine overjoyed by entry of ‘Transit’ to Oscars MANILA – Jasmine Curtis-Smith said she still can’t believe that her first film “Transit” will be the Philippines’ entry to the 68th Academy Awards. Speaking to “Mornings@ANC” on Thursday, Curtis-Smith said the good news has yet to sink in because things still seem surreal up to now. “I was actually in school, I just went to the library, I was on my laptop doing a bit of social networking and then our film editor tweeted that Transit is the Philippines’ entry to the Oscars. I replied saying ‘Hahaha what a joke, muntikan na ako maheart attack.’ And then someone retweeted from an article from an actual newspaper here and it just

made everything legit. I started panicking, I was crying. I called my manager. I had to leave the library so I can express my joy,” she said. Recalling the time when she auditioned for the Cinemalaya entry, Curtis-Smith said she is just blessed to have been handpicked for the role. “I left the audition room and I see direk Paul Soriano running after me and direk Hannah Espia wanting to get my details so they could follow up for script reading and all these other things they want me to try out to see if I was what they wanted. They said ‘You’re the only one we called back for your role.’ That just made me feel important,” she said.
