Aquino III said the Asian Development Bank ’s forecast of 7 percent growth this year, and 6.1 percent for next year is within reach. “I think it’s achievable. Over 20 years after the development of new products for the coconut fiber in the country through the ingenuity of the Bicolanos, today this coconut husk part is the world’s top erosion-control material that has penetrated the global market.

in several countries as major soil erosion control and green product that protects the environment, according to engineer Ramon Orticio of the Department of Trade and Industry Bicol regional office. Before, coconut farmers in the Bicol region usually burned the coconut husk from their farmland. Today, however, this farm waste is the world’s leading green soil erosion prevention and control material, thus, becoming a major source of income not on ly for Bicolanos but also those in other coconut-producing areas. The discovery of the uses of coco fiber here began in the early ‘90s in a remote village of Malinao town in Albay province. Villager Ramil Canicula, 45, of Barangay Sta. Elena set up decorticating equipment for coconut husk to generate alternative income for the villagers out of “ bunot” (coconut husk) wastes. Ca nicu la star ted t he decortication process in 1990 but halted the operation in 2007 due to financial constraints and low demand for the end products. I n D e c e m b e r 2 011, Ca nicu la rev ived t he coir f iber business a nd registered it under the name

Southeastern Fiber Product. It provided jobs to 500 p e ople , mos t ly women engaged in twining and weaving. Today, the business has helped local communities in Malinao town in generating income out of coco wastes. The coco fiber in Bicol became popular in mid2000 after engineer Justino “Bo” A rboled a , for mer Bicol University College of Agriculture professor, converted waste materials from mature coconut to soil erosion-control technology and has made it a major dollar earner, providing livelihood to coconut farmers not only in Albay but also throughout the country. His invention was given recognition in international area after winning the BBC’s top awards for t he best grassroots project. It h ig h l ig hted t he ingenuity and perseverance of Bicolanos, in particular, and the Filipinos, in general. Arboleda conducted a thorough study on coco husks from 1991 to 1993. Since 1995, his coco net soil erosion-control technology has been exported to China, Japan, Korea, Taiwan, Europe and the United States while the coco dust is marketed in South Korea as organic fertilizer

and soil conditioner. With the coconut net production, Arboleda is currently giving livelihood to around 2,000 households in Bicol. Coco fiber has natural antifungal and antibacterial properties and is resistant to insects and mold. It can be used to insulate buildings from heat, cold and sound and is good for car seat cushions, cat scratching poles, planting materials and fertilizer. It is affordable, durable and completely biodegradable. The coir fiber is used in making ropes, cordage, ge one t s , biologs , ba gs , packaging materials, door mats, mats, wall carpets, rugs,

plant hangers, furnishing f a br ic s a nd i n s u l at ion material. The net is made of bristle fiber, 10 percent mattress fiber, 20 percent and coco coir dust from waste materials of mature coconut whose meat is used in making sweets and special Filipino dishes particularly in the Bicol region. Coco f iber’s superior ability to absorb moisture, pressure, sound and odors is indisputable. The coco nets help plants grow on the riprap, their roots hold the soil tightly and they prevent landslide not only because the plant roots take in the water but fiber/PAGE 21

Hyundai, together with its smaller affiliate Kia, is the world ’s f if th-largest automaker. It sold 4.4 million cars worldwide in 2012.

Greenergy ventures into agri-tourism, IT GREENERGY Holdings Inc. is diversifying its business with investments in an agritourism developer and IT firm. In a disclosure to t he Phi lippine Stock E xcha nge, t he A nton io Tiu-led renewable energy company said it executed a subscription agreement for a fifth of the outstanding capital stock of Sunchamp Real Estate Development Corporation to be issued from the latter’s unissued authorized capital stock. The transaction is worth P55 million. Sunchamp, a developer of sel f-susta i ni ng ag r itourism areas, has rights over approx imately 145 hectares of land in Rosario, Batangas. Greenergy also executed a binding term sheet for the acquisition of a 25 percent stake in IT Group Inc, which is engaged in the business of providing management consultancy, technolog y services and outsourcing ser v ices , r a ng i ng f rom sma l l, medium to la rge organizations. IT Group prov ides enterprise resource planning, customer relat ionship management, enterprise collaboration, IT service

management, enterprise infrastructure, enterprise content management, web design and development, outsourcing services, custom s o f t w a r e d e v e l o p m e nt a nd mobi le appl icat ion integration. The final terms and conditions of t hese investments will be subject to t he resu lts of a due diligence. “ T he i nvest ments i n Sunchamp and IT Group are in line with the objective of the company to diversify its investment por tfolio t hat cu r rent ly i ncludes renewable energy and waste management projects,” the listed firm said. Greenergy fully owns Winsun Green Ventures Inc, the vehicle for acquiring and developing windmill energ y projects, as well as 60 percent of Biomass Holdings Inc, which has a 64 percent stake in San Carlos Biopower Inc. San Carlos Biopower is completing a 19-megawatt biomass power plant in Negros Occidental. DESPITE AirAsia’s pullout from Clark International Airport, Emirates Airline today said the Philippine gateway still has “good” business prospects, with the Middle Eastern carrier aiming to grow its business by nearly a third. “We are sure that we will do good in Clark after many studies in the market. Casureco III distributes electricity to Iriga City and the municipalities of Nabua,

Bato, Baao, Buhi, Bula and Balatan. Power plant operators had requested the disconnection, citing t he cooperative’s unpaid bills. Legarda seeks probe into alleged overpricing in rice importation SEN. Loren Lega rda on Wednesday said that she will look into allegations that the April 2013 rice importation by t he D e p a r t m e nt of Agriculture and National Food Authority’s (DA-NFA) has been overpriced by as much as nearly half-a-billion pesos. The National Economic Development Aut hor it y (NEDA) recently released information on the country’s rice situation where domestic supplies are low and can only be augmented by importing 500 metric tons (MT) of rice. According to Legarda, it was probably the reason why rice prices are still unstable despite assurances from agricultural officials that buffer stocks are sufficient a nd produc t ion f ig u res within target. The NEDA also reported t h at t he t h i rd qu a r t er production forecast of 7.4 million MT does not suffice to cover total utilization amounting to 9.1 million MT, a deficit of 1.7 million MT without buffer stocks,

EastWest shifts as universal bank EAST WEST Banking Corp. has secured the approval of the Securities and Exchange Commission to change the purpose of its business to universal from commercial banking in its articles of incorporation, a disclosure on Wednesday said. As amended, the article now states that the bank is “to carry on and engage the business of universal bank ing... and exercise, subject to the laws of the Republic of the Philippines, all powers, rights, privileges and attributes of a universal bank.”

The Gotianun-led bank secured its universal banking license from the Bangko Sentral ng Pilipinas (BSP) in 2010, but it only started operating as one in May 2012 after it listed on the Philippine Stock Exchange. Among the requirements to become a universal bank,

which performs activities of an investment house aside from those of a commercial bank, is the public offering of at least 10% of shares to the public and the listing of the bank shares in the stock exchange within three years. Last week, EastWest Bank announced it would issue Basel III-compliant securities to raise its capital base by P10 billion and comply with the capital guidelines of the BSP. EastWest Bank saw its profits rise by 40% to P1.28 billion in the first semester.

SECURITY Bank Corporation is gunning for a 10 percent annual increase in its share of the credit card business by targeting the middle as well as upper class. “We’re not among the top five issuers. We have to grow our numbers,” Dave Sarmiento, Security Bank head of business, said during the recent launch of Security Bank World MasterCard. The lender has a quarter of a million cardholders, with credit card sales contributing a third of consumer sales. Sarmiento said its Security Bank World MasterCard is meant not only for existing depositors, but also for new clients. The new product offers premium card benefits such as high spending and cash advance limit with a finance charge of 2.5 percent per month. Upon signing up, the bank offers MasterCard concierge program and access to St. Lukes Medical Center, plus a chance to win a trip to New York. For the middle-income segment, the bank is also targeting overseas Filipino workers and their families, Sarmiento said. “ They k now what to borrow. Baroa said Emirates, which started flying to the Philippines in 1990, aims to grow its ClarkDubai route by 30 percent. The carrier already mounts three daily flights non-stop between Manila and Dubai. “Our dream is to have 100 percent load factor for every flight. In Manila we are doing 100 percent load factor during the peak, like summer and Christmas. On the average, we have a load factor of 75 percent. We hope we can replicate that in Clark,” she said. A government study estimated that 10 million Filipinos live outside the Philippines, or about 10 percent of the population, with the Middle East having the biggest concentration of overseas Filipino workers (OFWs) at 2.9 million, of which 680,000 work in the United Arab Emirates. With the new daily flights to and from Clark , Emirates SkyCargo will also be able to provide more than 160 tons of additional cargo hold capacity each way per week. This would support Philippine exports of perishables, such as dairy products, fruits and vegetables, meat, seafood and electrical and electronic equipment, as well as imports of textiles, apparel, plants, flowers and chemical products. Operation vs insect infestation showing positive results: PCA AN intervention program undertaken by the Philippine Coconut Authority to eradicate scale insect infestation plaguing coconut farms in several towns of Batangas and Quezon have shown posit ive resu lts, PCA authorities said Tuesday. PCA Administrator Eucl ide s Forbe s s a id that based on reports coming from the field, out of the affected 476,845 coconut trees in eight municipalities from the two provinces, 34,588 have manifested signs of recovery due to the agency’s Sama-samang Aksyon ng Gobyerno, Industriya at Pamayanan (SAGIP) program. The 476,845 affected trees in various degrees of infestation - from low to severe - are located in the towns of Agoncillo, L emer y, Sto, Toma s , Talisay, Laurel, Malvar and Balete in Batangas and in Sampaloc in Quezon “The appearance of new leaves from the 34,588 trees is a sure sign that they are already recovering and showed that the SAGIP program is effective in combating scale insect infestation,” Forbes said. 16 gov’t agencies join Kabisig expo 2013 DAVAO CITY -- A total of 16 national government agencies joined in the Kabisig: Philippine Government Expo 2013, an exhibit of government line agencies, their respective programs and services as it culminated last Friday, Sept. 27, at the SM City Mall, Matina. Daniel Guillen, chair of the Kabisig said the exhibition has showcased the services of government through the agencies which participated in the activity. He looked forward that the exhibition will be done simultaneously nationwide next year. “We are inspired that despite of our number, we are able to bring the government closer to the people by making them aware of the agencies which are willing to help them,” Guillen said. Earlier, Annabelle Roselle, regional director of the Civil Service Commission 11 called the activity as very timely as their agency will be covering more government offices in the Anti-Red Tape Act report card survey. She lauded the exhibition as a tool for informing the people about the services offered by every agency of government. Roselle also recalled September as the anniversary month of Civil Service, backed in the year 1900, when the civil service system was established in the country. “It’s good that as we celebrate our anniversary, we have this expo where we can interact with the public,” she said. Roselle urged all civil servants to work hard in reinforcing the trust and confidence of the people in the government. As of end-July this year, the government’s budget gap reached P53.22 bllion, 35.6 percent higher year-on-year but within the P144.45 billion programmed for the first three quarters this year. The government targets deficit to account to two percent of GDP this year or about P238 billion. Last year, the government registered a P242.83 billion deficit, 22.8 percent higher than the previous year’s P197.75 billion but below the ceiling of P279.1 billion. Similarly, Moody’s expects the country’s current account to remain in surplus buoyed by the strong inflows from overseas Filipinos, exports and the business process outsourcing (BPO) sector. It projects these f lows “to remain strong, if not strengthen, over the outlook horizon.” “The Philippines’ external strengths are ref lected in the falling external debt to GDP ratio and the ample stock of gross international reserves, which now exceeds the country’s total external debt,” it added.
