Arreza said only a few replied to their first notice. He added the second notice asked the applicants to submit the requirements including paid-up capital and authorized capitalization.

He said Executive Order 79 which came out on June 6 last year requires mining applicants a paid-up capital of P 6.25 million from P2.5 million and an authorized reject/PAGE 19

The Partnership against Poverty Summit gathered around 1,000 delegates from 70 countries to further enable microfinance institutions (MFIs) in helping the poor communities by lending them money to invest for a business. Experts from the microfinance sector believe that opening the industry to poor communities will enable them to contribute to economic activities, engage in entrepreneurship that will soon create jobs for other poor people, thus reducing severe poverty around the world. Globe eyes 8% growth in 2H

GLOBE Telecom on Friday said it would sustain revenue growth for the rest of the year amid strong consumer spending. “ We e x p e c t m o b i l e revenues to continue its grow th trajectory as the country’s robust grow th has been generating a lot of confidence in the local economy, leading to sustained domestic spending,” Ernest Cu, Globe president and chief executive said, noting the country’s 7.6 percent growth in the first half, which is in line with the government’s 6-7 percent growth target for the year. Mobile revenues in the first half of the year rose eight percent to P35.8 billion from P33.3 billion a year earlier, as the company’s postpaid segment continued to deliver solid growth while the prepaid segment held its ground. The company’s mobile subscriber base stood at over 36 million at end-June, growing 14 percent from the previous year or by nearly 4.4 million. The Ayala-led telco’s net income however dropped by 71.8 percent to P1.4 billion in the first six months of this year from P4.96 billion in the same period last year. According to Cu, mobile revenues, which account for 80 percent of consolidated service revenues in the first half, drew support from u n l i m ited SMS, mobi le browsing and other valueadded services. “Grow t h was a lso complemented by strong globe/PAGE 19

AirAsia seeking Congress nod of Zest Air takeover

THE local unit of Southeast Asia’s largest budget brand but I think with Air airline is seeking the Philippine Congress’ Asia name backing up, that should give more leverage and approval of the takeover of Zest Air. “ We h a v e a l r e a d y submitted our application to the Committee of Franchise. [But] we haven’t reached the official inclusion in an agenda for Congress deliberation,” Joy Caneba, AirAsia Zest executive vice president and chief operating officer told reporters. Caneba said Philippines AirAsia plans to acquire more than 51 percent of Zest Airways Inc., which has been re-branded to AirAsia Zest. “Hopefully, we can get it [by the end of the year,” she said. Philippines AirAsia holds an 85 percent economic stake and a 49 percent voting interest in Zest Air, which in turn owns a 15 percent stake in the former. A i rAsia g roup ow ns 40 percent of Philippines AirAsia. The remaining 60 percent is held by Marianne Hontiveros, Michael Romero,

Antonio Cojuangco and former ambassador Alfredo Yao. Caneba said the Securities and Exchange Commission, Civil Aeronautics Board and Civil Aviation Authority of the Philippines already approved the rebranding of Zest Air into AirAsia Zest. “Effective last week we were able to roll out a new brand, so Zest Air is now rebranded to AirAsia Zest. With the Air Asia name on board, we feel that we are able to offer better service and convenience to t he passengers. There would be a lot more product and services that will be rolled out in the couple of months and years to come,” Caneba said. With the rebranding, she expects an increase and improvement in passenger traffic. “Zest has a very good

comfort to the passengers. So, we expect an increase in traffic for both domestic and international route. For 2013, we expect to grow at least 15 to 20 percent,” Caneba added. The airline will launch f lights between Cebu and Puerto Princesa, Davao and Cagayan de Oro starting November 15 with an all-in promo fare of P553. Also, Cebu-Kuala Lumpur flights would be offered at a promo fare of P680. AirAsia Zest serves Kalibo (Boracay), Puerto Princesa (Palawan), Cebu, Davao, Tagbilaran, and Cagayan de Oro in the Philippines and international points in Asia including China and South Korea. There have been several modes of asset disposal being proposed for the facility – including offer of just the kilowatt-hours that can be generated from the facilities – something akin to the scheme of tapping independent power producer ad mi nist rator (IPPA) for supply contracts. The other option is to offer the facility on a rehabilitate, operate and maintain (ROM) scheme within a specified period. At the end of the contract, the asset will still remain under government’s ownership. The Power Sector Assets and Liabilities Management Corporation (PSALM) is the agency tasked to privatize the assets of the National Power Corporation. But due to the politically-charged concerns raised against the Agus facility’s privatization, the responsibility of drawing up the final decision on its divestment is being tossed to the JCPC. The Agus hydropower complex has been Mindanao’s major source of electricity for several decades, but the significant de-rating of its capacity in years has been prompting policymakers and energy planners to finally scour for more sustainable options for the grid. Adding to t he grid ’s power supply dilemma is hydro’s v u lnerabilit y to cyclical weather conditions, such as drought or El Niño phenomenon which could occur every 7-9 years. We are not threaten by their departure,” Baroa said. “We are so focused on the opening of the station and all eyes are on us now to do very well in this station,” she said, adding that Clark has been on Emirates’ radar since 2005. “The time is right to put in the flight in Clark,” she said. Baroa said Emirates, which started flying to the Philippines in 1990, aims to grow its ClarkDubai route by 30 percent. The carrier already mounts three daily flights non-stop between Manila and Dubai. “Our dream is to have 100 percent load factor for every flight. In Manila we are doing 100 percent load factor during the peak, like summer and Christmas. On the average, we have a load factor of 75 percent. We hope we can replicate that in Clark,” she said. A government study estimated that 10 million Filipinos live outside the Philippines, or about 10 percent of the population, with the Middle East having the biggest concentration of overseas Filipino workers (OFWs) at 2.9 million, of which 680,000 work in the United Arab Emirates. With the new daily flights to and from Clark , Emirates SkyCargo will also be able to provide more than 160 tons of additional cargo hold capacity each way per week. This would support Philippine exports of perishables, such as dairy products, fruits and vegetables, meat, seafood and electrical and electronic equipment, as well as imports of textiles, apparel, plants, flowers and chemical products. Operation vs insect infestation showing positive results: PCA AN intervention program undertaken by the Philippine Coconut Authority to eradicate scale insect infestation plaguing coconut farms in several towns of Batangas and Quezon have shown posit ive resu lts, PCA authorities said Tuesday. PCA Administrator Eucl ide s Forbe s s a id that based on reports coming from the field, out of the affected 476,845 coconut trees in eight municipalities from the two provinces, 34,588 have manifested signs of recovery due to the agency’s Sama-samang Aksyon ng Gobyerno, Industriya at Pamayanan (SAGIP) program. 16 gov’t agencies join Kabisig expo 2013 DAVAO CITY -- A total of 16 national government agencies joined in the Kabisig: Philippine Government Expo 2013, an exhibit of government line agencies, their respective programs and services as it culminated last Friday, Sept. 27, at the SM City Mall, Matina. Daniel Guillen, chair of the Kabisig said the exhibition has showcased the services of government through the agencies which participated in the activity. He looked forward that the exhibition will be done simultaneously nationwide next year. “We are inspired that despite of our number, we are able to bring the government closer to the people by making them aware of the agencies which are willing to help them,” Guillen said. Earlier, Annabelle Roselle, regional director of the Civil Service Commission 11 called the activity as very timely as their agency will be covering more government offices in the Anti-Red Tape Act report card survey. She lauded the exhibition as a tool for informing the people about the services offered by every agency of government. Roselle also recalled September as the anniversary month of Civil Service, backed in the year 1900, when the civil service system was established in the country. “It’s good that as we celebrate our anniversary, we have this expo where we can interact with the public,” she said. Roselle urged all civil servants to work hard in reinforcing the trust and confidence of the people in the government.
