Briefly Job opportunity TAGUM City – A total of 238 job-seekers were hired on-thespot during the recently Career Fair spearheaded by the city government here through its Public Employment Services Office (PESO). Data released by PESO manager Rogeneth Pagdilao Llanos showed that 229 jobseekers were immediately hired for local employment, while nine others qualified for overseas employment, and some 826 others will undergo further interview. The job fair held over the weekend posted another record in terms of total jobs solicited, which ballooned to 11,965 jobs – both local and overseas.

U.S. consumer confidence drops anew in November NEW YORK -- U.S. consumer confidence declined again in November after a sharp fall in October, as Americans worried about their future job and earning prospects, the Conference Board said in a report released Tuesday. The Consumer Confidence Index stands at 70.4 in November, down from 72.4 in October, the New York-based private research organization said in its monthly survey. ENERGY Development Corp (EDC) has restored partial operations at the Unified Ley te geothermal power complex more than a week after the it sustained damage from Typhoon ‘Yolanda’. In a disclosure to the Philippine Stock Exchange, EDC said a portion of the 125-megawatt (MW) Upper Mahiao and 51-MW Leyte Optimization plants are now generating electricity. “The power plants are cu rrent ly on reliabi lit y runs and have successfully dispatched 57 MW into the grid,” the country’s largest geothermal energy producer said. The two power plants are part of the Unified Leyte facility, which also includes the 232.5-MW Malitbog and 180-MW Mahanagdong generating facilities. Located in Tongonan, Ley te, the output of the geot her ma l complex is

covered by a power purchase agreement between stateowned National Power Corp (Napocor) and EDC. THE country’s mobile phone providers on Wednesday said they have restored nearly 90 percent of service in areas devastated by Typhoon ‘Yolanda’. Smart Communications Inc and Sun Cellular operator Digitel Mobile Philippines Inc. (DMPI) have reactivated their network in Tanauan, Ley te as the restored 88 percent of their service in the typhoon-affected areas. In a separate statement, Globe Telecom Inc said 85 percent of its network in areas hardest-hit by the recent super typhoon has been restored, a l low ing subscribers to access call and text services. The telco said it restored

Industry and government sources told InterAksyon. com that the Department of Trade and Industry (DTI) presented the Philippine Automotive Manufacturing Industry roadmap during last week’s meeting of the Nationa l Economic and Development Aut horit y (NEDA) Board, which the President chairs. The BOI is the investments promotion arm of the DTI.

Last October 18, 2013, as published here previously, the Hulagway sub-project of the Pagbantog-HIV first made its announcement in furthering the crusade

for HIV and AIDS global awareness. As in recently taking Northern Mindanao by its clutches, HIV and AIDS has claimed lives and will soon be taking more if not for supportive plans that would prevent if not entirely stop its increasing number. This is where Pagbantog Kagay-an took its cue. As advocates against social terrorisms, the collective group of artists, celebrities and professionals in Cagayan de Oro City saw it fit to battle artistically with HIV and AIDS as it did a few months ago against the most recent bombing in the City of Golden Friendship. “Pagbantog Kagay-an is

blessed with people who are keen to these changes in the society and they have a way of making a strong point across the archipelago.” Says a representative of Hulagway “This is where Hulagway comes from. It is born from creative minds, creative hands, and most importantly creative hearts.” While the planned programme for Decemeber 1, 2013 at the Limketkai Rotunda may seem grandiose and expensive, it must be understood that all of the work that has come through are built on voluntarism. “Nobody had to be paid to come forward and help.

In a privilege speech delivered at the Lower House, Abante Mindanao (Abamin) Rep. Maximo B. Rodriguez, Jr. said the operation of the interi m elect ricit y spot market would increase the rates paid by consumers to as much as ten times the present rates without attaining its objectives of encouraging private sector participation in the IMEM. “The average rate charged today by the PSALM for power generation in Mindanao is less than P3.00 per kilowatt hour (kWh). But the price for electric power to be sold in the IMEM will be as much as P32.00/kWh. It is only in the Philippines where government agencies allow prices for basic commodities to be increased during a period of shortage to ten times their normal price!” Rep. Rod r ig uez sa id under the IMEM, people in Mindanao suffering from rotating brownouts due to the alleged shortage of power supply, government agencies would allow the price of electricity to increase by 1,000 percent of current prices. Further, the Mindanao solon said IMEM would pad the profits of Independent Power Producers (IPPs) who own oil-fueled power plants in Mindanao by as much as 20 times what they are now allowed by the Energy Regulation Commission from less than one peso to more than P20/kWh under the IMEM. “In other words, when the IMEM starts commercial operations, there will be an increase of 2,000 percent in the profits of IPPs compared with what they are now earning under regulation by the ERC,” he stressed. Rep. Rodriguez cited two facts about the power sit u at ion i n M i nd a nao as evidence the rotating brownouts are “artificial and man-made”. First, that the declared total dependable capacity of PSALM-owned or controlled power plants in Mindanao have been reduced from 1,600 megawatts (MW) in 2010 to only around 1,000MW today, even going down to as much as 760MW this year as evidenced by operating records of t he Nationa l Grid Corporation of the Philippines (NGCP). Second, he cited t he u n i latera l reduc t ion of PSALM, in violation of the provisions of the Electric Power Industry Reform Act of 2001 (EPIRA), of the power allocations of almost all power distribution utilities (DUs) in Mindanao. In her report to the city counci l on October 22, Fernandez recommended the establishment of “specific guidelines/standards for inst itut ing mit igat ing measures /environmental conservation to be strictly followed by the company”. Her report recommended allotting 10 percent of a plantation’s land area as buf fer zone, a long w it h a specific number of silt traps per hectare depending on slope a nd elevation, i mposit ion of slope or elevation limit, among others. Fernandez said a company may be allowed to use an area with a slope of 12 percent and above if it can present a “comprehensive soil erosion mitigation plan…prepared and applied with the close mon itor i ng of t he cit y multipartite monitoring team and the barangay concerned.” “Expansion of plantations in the upper portion of Aglayan and other barangays, in areas with high elevation and critical slopes, should be strictly regulated,” her report said.
